TEHRAN, MAY 31, NOYAN TAPAN – ARMENIANS TODAY. The Surb Liturgy was
celebrated and requiem ceremony was held to the memory of the Armenian
nations’ sons perished in the 1918 May battles in all churches of
the Tehran Armenian Diocese on May 28, the Day of First Republic of
Armenia. Archbishop Sepuh Sargsian presided the liturgy celebrated at
the Surb Sargis church. RA Ambassador Extraordinary and Plenipotentiary
to Iran Karen Nazarian and the Embassy officials, representatives of
the Tehran Armenian Diocese Deputies’ Council, Diocesan Council and
“Alik” institution were present at the liturgy. His Holiness Sepuh
preached during the liturgy. “Our people carried on a cherished
struggle 88 years ago, in the name of keeping the Fatherland and its
existence. And today historic prohibitions have been liquidated in
Armenia, Artsakh and in four sides of the world, and May 28 reality
shines like sunbeams in land battles of the Armenian people’s
history. Not only the firmament of Armenia shines today, but also
of all those countries in which Armenia has its presence at the
Embassy’s level,” His Holiness particularly said. A reguiem ceremony
was held at the end of the liturgy. Then a reception took place in
the National primacy hall. After His Holiness Sepuh’s congratulations
on the occasion of the holiday, RA Ambassador Extraordinary and
Plenipotentiary to Iran Karen Nazarian made a speech who mentioned
that today’s Republic of Armenia is continuation of the statehood
gained by the May 28. According to the Ambassador, Diaspora has kept
for many years the idea of the Armenian independence and the Armenian
Tricoloured, and today RA Embassies are defenders of the Tricoloured
out of borders of the Republic of Armenia. According to information
of the Tehran “Alik” daily, a ceremony dedicated to the Republic Day
took place in the “Ararat” sports complex on the initiative of the
Armenian cultural “Ararat” organization as well.

Yerevan, 1 June: “Democratic processes in Armenia have become
irreversible,” [Armenian Deputy Speaker] Tigran Torosyan, who has been
nominated to the post of speaker of the Armenian National Assembly,
said today.

Tigran Torosyan is the only candidate to the post of speaker of the
Armenian parliament, Mediamax news agency reports. His candidacy was
put forward by the faction of the Republican Party of Armenia.

Torosyan is answering deputies’ questions at the moment. The voting
on his candidacy will be held after speeches by political forces
represented in the Armenian National Assembly.

Armenian Teen Slain On Train

A group of young men yelling “Glory to Russia” stabbed an Armenian
teenager to death last week on a crowded commuter train, prosecutors
and the lawyer of the victim’s family said Tuesday.

Prosecutors are classifying the fatal attack as a hate crime.

Artur Sardaryan, 19, was on the train at about 11 p.m. Thursday when
he was approached by the assailants and repeatedly stabbed in the
chest with a knife, said Yelena Rossokhina, a spokeswoman for the
Moscow region prosecutor’s office.

There were thought to be about 20 people on the train, heading from
Moscow to the city of Pushkino, at the time of the attack.

No suspects had been detained as of Tuesday.

“According to witnesses, the killers were yelling, ‘Glory to Russia’
and ‘Long live Russia,'” said Simon Tsaturyan, the Sardaryan family’s
lawyer.

Tsaturyan said the attackers pulled the train’s emergency lever after
stabbing Sardaryan and fled the scene. Sardaryan died on the spot,
Tsaturyan said.

Tsaturyan said he did not know why it took the authorities five days
before issuing any public statements about the stabbing. Rossokhina
did not comment on the time lag.

Sardaryan was a Russian citizen.

The killing came one month after a 17-year-old ethnic Armenian was
stabbed to death on the platform of the Pushkinksaya metro station
in central Moscow.

There have been numerous hate crimes across the country in recent
months, with victims including Africans, Central Asians and other
dark-skinned people. President Vladimir Putin, in his Victory
Day speech earlier this month, linked skinheads and other violent
extremists with the fascists of the previous century.

On April 23, a group of young people attacked Vagan Abramyants, with
one of them stabbing him with a knife in the chest. Abramyants died
at the scene. One student was detained but was released after police
failed to find enough evidence to charge him.

Tsaturyan, who is also representing Abramyants’ family, said there
had been no breakthroughs in the investigation of last month’s
slaying. Abramyants was also a Russian citizen.

Ara Abramyan, head of the Union of Armenians in Russia, called
Thursday’s slaying a “clear provocation” ahead of the G8 summit in
St. Petersburg “by the forces of evil that don’t want the democratic
and civilized development of Russia,” Interfax reported Tuesday.

Abramyan said Armenians had not been singled out. “Fascists don’t
choose people by their ethnicity,” he told Interfax. “They choose
their victims according to the color of their skin and eyes.”

Abramyan said his organization would organize a conference on hate
crimes by mid-July. The conference would include representatives from
civic organizations and law enforcement officials.

“We believe it’s necessary to organize a round table as soon as
possible to discuss the problem of xenophobia and cultivating
tolerance,” Abramyan told Interfax.

According to Tsaturyan, Sardaryan and his family fled anti-Armenian
pogroms in Baku, Azerbaijan, in 1989. Artur Sardaryan obtained Russian
citizenship in 1992.

will resume this June. According to the Armenian Railways CJSC,
the train will be composed of 12 cars, departures will take place on
even number days. The company did not announce the costs of tickets
yet. A Yerevan-Tbilisi ticket in case of a roomette costs 6 thousand
Armenian drams ($15).

Official departments forecast that opening passenger rail communication
between Armenia and Ajaria will promote increase the number of
Armenians, spending their holidays in Ajaria, reports IA Regnum.

Cypriot and Karabakh conflicts, Russian Foreign Minister Sergey
Ivanov told reporters in Turkey. “These conflicts can hardly be
compared but they both can be settled with the consent of sides
only. Russia not only watches the Karabakh and Cypriot conflicts
but also assists in international efforts for their settlement. In
case with Nagorno Karabakh – within the OSCE Minsk Group framework,
in case with Cyprus – within the U.N. Security Council. In both cases
our efforts are targeted at maintenance of direct dialogue in order

The RF Foreign Minister underscored that Russia promotes development
of contacts between Northern and Southern Cyprus, first of in

that contacts of the kind improve the atmosphere of the talks and
strengthen trust. The common economic space of Cyprus should serve

ARAGATSOTN, MAY 30, NOYAN TAPAN. Construction of eminent writer
Mushegh Galshoyan’s house-museum was finished in the native village of
Katnaghbyur, Aragatsotn marz. Yura Avagian, the “Karen-93” LTD Director
informed the Noyan Tapan correspondent about it. The majestic buildng
that was drafted by famous architects Romen Julakian and Levon Eloyan
was brought to life with the financial resources allocated by the RA
Government, and the whole construction process was controlled by RA
Prime Minister Margarian. As the writer’s widow Agnessa Ghaplanian
informs, the solemn opening of the house-museum will take place soon,
after furnishing the building.

the tourism sector is a promising one both in terms mutual visits of
citizens of the two countries and offering joint tourist service
packages to travelers of other countries. The Georgian Ambassador
Extraordinary and Plenipotentiary to Armenia Revaz Gachechiladze
stated this during a press conference to summarize the results of the
6th international exhibition Country of Talking Stones CTS 2006 held
in Yerevan on May 25-27. Director of the Jemini tourist company
(Georgia) Liana Ramanadze said that agreements have been signed with
Armenian companies to organize visits of those fond of adventure
tourism to Armenia and treatment of Georgian citizens in Armenian
health resorts. In addition, Ukrainian tourists will be given the
opportunity to travel via Batumi-Tbilisi-Yerevan route. According to
Chairman of the American Society of Traveling Agents (ASTA) Armenian
Office Eghishe Tanashian, it was for the first time that Georgian and
Ajarian state bodies and companies participated in the CTS. In his
words, a conference on tourism will be held in Tbilisi this autumn
with the participation of Armenia, Georgia and other regional
countries, during which the opportunities to form regional tourist
service packages, involing Turkey, will be discussed. Director of the
Armenian Tourism Development Agency (ATDA) Nina Hovnanian-Alexanian
said that she proposed Ambassador Gachechiladze to present a joint
Armenian-Georgian project during the conference – on organazing a wine
festival within the framework of the Kenats Festival traditionally

`The objective of US Assistant Secretary of State Daniel Fried’s
visit to the Caucasus together with the Minsk Group co-chairs was to
see if we could find a way forward on resolving the Nagorno-Garabagh
issue between Armenia and Azerbaijan.

For the time being, I don’t know as to what sort of progress they may
have made,’ US Department of State official Shon McCormack told a
daily briefing (APA). Stating that Presidents of Azerbaijan and
Armenia are scheduled to get together in Bucharest, Romania, in the
beginning of June, Mr. McCormack said the hope would be that they
might at that point be able to come to closure on some of the issues
that divide them.
`They made a run at it while they were in France. They weren’t able
to come to agreement. We, working with the Minsk co-chairs, are
hopeful that they can come together to resolve whatever differences
there are. These are tough issues, we know. It’s going to require
tough political decisions on both sides. But we think taking this
tough — tough political decisions will benefit all the peoples of

WASHINGTON, DC – The controversy surrounded the firing of U.S.
Ambassador to Armenia John Marshall Evans continued to grow this
week with a powerful statement by the Co-Chairman of the Armenian
Caucus, calls for Congressional hearings, and a series of as yet
unanswered inquiries from the national media during the State
Department’s daily press briefing, reported the Armenian National
Committee of America (ANCA).

In a May 25th statement on the House floor, Congressman Frank
Pallone (D-NJ) forcefully condemned the Administration for forcing
Amb. Evans to vacate his post for publicly affirming the Armenian
Genocide. He voiced his “fear that the Government of Turkey may
have played a role in this unfortunate event. I strongly believe
they have expressed concern to the White House over Evans’ remarks
last year. In fact, immediately following his remarks, Evan issued
a “correction,” all too seemingly at the behest of the
Administration. We must not allow a third party to interfere in
U.S. diplomacy and refrain from declaring the truth in order to
promote relations with Turkey.”

Congressman Pallone noted that he has yet to receive an explanation
from the State Department, despite having written a letter to the
Secretary more than two months ago requesting a thorough
description of the reasons behind the Ambassador’s recall.
Commenting on similar unanswered letters and questions posed during
Congressional hearings regarding this controversy, he noted that,
“now, the White House has made an ‘official’ announcement but still
has not given an explanation.” He closed by expressing his “hope
that the newly-appointed U.S. Ambassador to Armenia, Richard
Hoagland, will not play the word games of the White House, and
comply with Turkey’s campaign of genocidal denial.”

The White House made the recall of Amb. Evans official this week
with the public announcement of his replacement, Richard Hoagland.

As he has repeated over the past several months, the State
Department spokesperson, Sean McCormack, yesterday, again avoided
answering a direct question about the reasons for Amb. Evans’
recall. In response to persistent questioning, he limited his
remarks to generically praising Amb. Evans’ service, noting his
replacement, and repeating the stock-phrase that he and other
senior Administration officials “serve at the pleasure of the
President.”

The ANCA has called for Congressional hearings to investigate the
firing of Ambassador Evans. Using the ANCA website, activists can
send their legislators a free ANCA WebFax asking them to call for
hearings of both the Senate Foreign Relations Committee and the
House International Relations Committee. These letters call for a
full hearing, featuring testimony from all the key figures involved
in this situation, as well as a thorough examination of the role of
the Turkish Government in exporting its suppression of speech to
the United States.

The ANCA WebFaxes state, in part, that, “Amb. Evans is, in effect,
being punished for honoring his President’s pledge to properly
recognize the Armenian Genocide – a promise that George W. Bush
made on the campaign trail in February of 2000 but abandoned once
in the White House. Amb. Evans should be praised, not dismissed,
for rejecting “gag-rules” imposed by the Turkish Government on the
discussion of the Armenian Genocide by America’s leaders at home
and diplomats abroad.” The letters close by expressing outrage
that the “Administration has lacked the courage to speak honestly –
either to Congress or the American people – about its reasons for
firing Ambassador Evans. Hopefully, these hearings will provide
the transparency that we, as citizens, have the right to expect of
our government.”

Earlier this week, sixty Members of Congress, led by Rep. Ed Markey
(D-MA), sent a letter to Secretary of State Condoleezza Rice asking
for clarification of the reasons behind Amb. Evans’ recall. Prior
to this letter, Rep. Pallone, Adam Schiff (D-CA) and Rep. Grace
Napolitano (D-CA) each independently called on the State Department
to explain reports that Amb. Evans was being recalled because of
his speech on the Armenian Genocide.They have yet to receive any
response to their inquiries.

The Los Angeles Times, in a strongly worded March 22nd editorial,
made direct reference to Amb. Evans’ impending dismissal, calling
on the Turkish Government and U.S. State Department to end their
policies of Armenian Genocide denial.

Following his statements last February, Amb. Evans was forced to
issue a clarification that his references to the Armenian Genocide
were his personal views and did not represent a change in US
policy. He subsequently issued a correction to this statement,
replacing a reference to the genocide with the word “tragedy.” The
American Foreign Service Association, which had planned to honor
Amb. Evans with the “Christian A. Herter Award,” recognizing
creative thinking and intellectual courage within the Foreign
Service, reportedly rescinded the award following pressure from the
State Department a few days before Turkish Prime Minister Recep
Tayyip Erdogan traveled to Washington, DC to meet with President
Bush.

“Mr. Speaker, I rise today because the White House has finally made
an announcement of what many of us already knew: Ambassador John
Evans is officially being replaced as United States Ambassador to
Armenia.

“Ambassador Evans has given exemplary service to his country and
was a well-respected ambassador in a region of strategic importance
to the United States. However, as it turns out, Evans was forced
to vacate his post for publicly affirming the Armenian Genocide.

“Reports highly suggest that because Evans declared that “the
Armenian Genocide was the first genocide of the twentieth century”
he is being unjustly penalized for speaking the truth. However, by
employing the proper term last year, the Ambassador was only
building on previous statements by our leaders in government, as
well as the repeated declarations of numerous world-renowned
scholars. Ambassador Evans did nothing more than succinctly repeat
the conclusions enunciated by many before him.

“Mr. Speaker, it is my fear that the Government of Turkey may have
played a role in this unfortunate event. I strongly believe they
have expressed concern to the White House over Evans’ remarks last
year. In fact, immediately following his remarks, Evan issued a
“correction,” all too seemingly at the behest of the
Administration. We must not allow a third party to interfere in US
diplomacy and refrain from declaring the truth in order to promote
relations with Turkey.

“To this day, the Republic of Turkey refuses to acknowledge the
fact that this massive crime against humanity took place under its
control, in the name of Turkish nationalism. Unfortunately, some
90 years later, the US State Department continues to support
Turkey’s denials despite all evidence to the contrary.

“It is unacceptable for this Administration to penalize Evans for
his comments. What he did was courageous and should be viewed as
such, not punished. Ambassador Evans simply articulated the same
message as that of the Administration; however, the only difference
was his assigning a word to define the actions taken against
Armenians.

“Ambassador Evans is in fact an expert on the subject. He has
studied the history of Armenia, and based on his substantial
studies, he was willing to go on the record and define the
systematic extermination of 1.5 million Armenian men, women and
children as genocide.

“Mr. Speaker, in early March, I wrote a letter to the State
Department because I was outraged to see that Ambassador Evans was
withdrawn from Armenia. Based on news reports, the State
Department recalled the Ambassador as retaliation for his
statements.

“Over two months have passed since I expressed my disappointment
and I have yet to receive a response from the State Department. I
specifically asked Secretary Rice for an explanation as to why
Ambassador Evans was removed from his post. Not only was my
inquiry ignored, but other Members’ inquires have also gone un-
answered. Now, the White House has made an “official” announcement
but still has not given an explanation.

Mr. Speaker, I hope that the newly-appointed US Ambassador to
Armenia, Richard Hoagland, will not play the word games of the
White House, and comply with Turkey’s campaign of genocidal denial.

The New York Times editorial on May 16th this year detailed the
dangers to Turkey, and to the world, of that country’s continued
denial of the Armenian Genocide. I just want to read the last
paragraph of that insightful editorial …”The preponderance of
serious scholarship outside Turkey accepts that more than a million
Armenians perished between 1914 and 1925 in a regime-sponsored
campaign. Turkey’s continued refusal to countenance even a
discussion of the issue stands as a major obstacle to restoring
relations with neighboring Armenia and to claiming Turkey’s
rightful place in Europe and the West. It is time for the Turks to
realize that the greater danger to them is denying history.”
