DANCE ON ARMENIAN FLAG COULD SEND BRITISH DANCER TO JAIL

Yerevan, February 1. ArmInfo. The Ministry of Culture and Youth of
Armenia has forbidden the second performance of British dancer Nagel
Charnock after his hot dance on Armenian flag.

Deputy Culture and Youth Minister Karine Khodikyan says that his dance
was violation of the law on state flag which says that a person
showing disrespect for state symbols should be sentensed to 2 years of
correctional work and 1 year in jail.

Khodikyan is skeptical about the explanation of the British Embassy
that Charnock’s actions were not premeditated insult. She says that
Charnock had bought the flag beforehand so it was not an
improvisation. Khodikyan says that even though private theater
companeis have right to provide their halls for concerts, she doubts
that Charnock will appear on stage today – even though the organizer
of the scandalous show, British Council, says he will.

Microsoft to implement investing, educational, innovation programs

MICROSOFT TO IMPLEMENT INVESTING, EDUCATIONAL, INNOVATION PROGRAMS IN
ARMENIA

YEREVAN, January 31. /ARKA/. Armenia’s Government and the Microsoft
Corporation signed an agreement on cooperation in Edinburgh last
night.
The Press Service of Armenia’s Ministry of Trade and Economic
Development reported that the agreement was signed by Karen
Chshmarityan, Armenia’s Minister of Trade and Economic Development,
and Bill Gates, the President of Microsoft Corporation.
According to the agreement, Microsoft will implement a number of
investing, educational and innovation programs, the press-service
said. In particular, it envisages setting up of a Microsoft
Innovation Center in Armenia.
In its turn, Armenia’s Government will continue making efforts in
protecting the copyright of the company under the country’s
legislation and will take measures to apply licensed packages of
Microsoft programs in the state system.
"As far back as in September 2006, under the IT Month held in
Yerevan, Armenia’s Prime-Minister and the European Regional
Vice-President of Microsoft reached an understanding to start the
Microsoft-Armenia’s Government strategic cooperation," the press
release says.
The subsequent long and intensive negotiations resulted in a text of
agreement and an understanding to sign the agreement on cooperation
in Edinburgh in the course of the Government Leaders Forum – Europe.
The Armenian delegation headed by the Minister of Trade and Economic
Development Karen Chshmarityan left for Scotland on January 29, at
the invitation of the Microsoft Corporation.
The Ambassador to the United Kingdom Vahe Gabrielyan, the Advisor to
the Prime-Minister Ara Hakobyan and the Director of Enterprise
Incubator Fund Bagrat Engibaryan were in the Armenian delegation.
The signing of the agreement with Microsoft is the logical
continuation of the strategic cooperation with such leading companies
as Alcatel SUN – Mycrosystems, Hewlett&Packard, to develop IT sphere,
which has been declared a priority by the Government, the

Meeting of Theological Dialogue Commission

MEETING OF THEOLOGICAL DIALOGUE COMMISSION

VATICAN CITY, JAN 30, 2007 (VIS) – The Pontifical Council for Promoting
Christian Unity this morning released a communique announcing that the
annual meeting of the Joint International Commission for Theological
Dialogue between Catholics and Orthodox is being held in Rome from January
30, to February 3.

The meeting is to be presided by Cardinal Walter Kasper, president of the
pontifical council, and by Metropolitan Anba Bishoy of the Coptic Orthodox
Church. The Orthodox delegation includes representatives from seven local
Churches that are part of the family of the Eastern Orthodox Churches: the
Coptic Orthodox, the Syrian Orthodox, the Armenian Apostolic (represented by
the two catholicosates of Etchmiadzin and Cilicia), the Ethiopian Orthodox,
the Eritrean Orthodox and the Malankara Orthodox Syrian.

The Catholic delegation includes representatives of the Latin tradition
and from the various Eastern Catholic traditions (Coptic Catholic, Syrian
Catholic, Armenian Catholic, Maronite, Syro-Malabarese, and Ethiopian).

Since its creation in 2003, the commission has concentrated its attention
above all on two ecclesiological questions: structures of communion, and the
exercise of apostolic ministry in the Church.

UNDP Armenia deepens relations with the Armenian Diaspora in Latin America

The involvement of the Armenian Diaspora in the development process in
Armenia is crucial for many communities and projects in the country.
UNDP Armenia’s partnership with Diaspora organizations and individuals
has been successful in 2005-2006, and there are firm bases for
continuing the positive experience of cooperation.

>From January 15 to 21, 2007, the senior management of UNDP Armenia
office visited three major Armenian communities in Latin America –
Argentina, Uruguay and Brazil. The head of UNDP and UN in Armenia, Ms.
Consuelo Vidal, met with groups of representatives of the Armenian
Diaspora in these countries, to learn more about their realities, share
UNDP’s views on the country’s development situation and highlight their
possible involvement in community development and other projects being
implemented by UNDP Armenia, especially in rural areas of the country.

In the area of rural poverty eradication, UNDP Armenia closely
cooperates with the Ministry of Foreign Affairs of the Republic of
Armenia. Through a participatory process that involved community
authorities as well as villagers, UNDP Armenia experts facilitated
development plans for 20 rural communities. The huge interest expressed
by the participants of the meetings about UNDP’s work globally and in
Armenia was very promising.

Ms. Vidal pointed out in her speech: "UNDP’s approach to community
development in Armenia is based on the belief that in order to make
villages economically sustainable, we have to concentrate not only on
rehabilitation of buildings, water systems and roads, but also ensure
income and employment generation, active citizens’ involvement in local
development and promotion of democratic institutions."

The Armenian embassies and consulates in Argentina, Uruguay and Brazil
facilitated the visits to the Armenian communities abroad, as well as
the organization of the meetings with representatives of the Armenian
Diaspora in these countries. UNDP Armenia delegation, which also
involved Mr. Alexander Avanessov, deputy head of office and Ms. Narine
Sahakyan, socio-economic programme officer, presented comprehensive
analysis of the economic and development situation in the country, with
a special focus on problems in the Armenian provinces (marzes).

The range of discussion topics covered during the mission was really
wide: youth issues, education, health care, unemployment, business
environment, corruption, regional cooperation in the South Caucasus and
Armenia-Diaspora relations.

The mission to Latin America was a continuation of a similar visit to
the Armenian community in Moscow, Russia in November 2006. Then, similar
meetings took place with representatives of the Armenian business
community and civil society in Russia.

Overall Balance Capital of Armenian Credit Orgs Grows By 92.6% in 06

OVERALL BALANCE CAPITAL OF ARMENIAN CREDIT ORGANIZATIONS GROWS BY
92.6% IN 2006

YEREVAN, JANUARY 30, NOYAN TAPAN. 17 credit organizations with 10
branches operated in Armenia as of December 31, 2006. According to the
Central Bank of Armenia (CBA), the actual authorized fund of these
credit organizations made 8 bln 388 mln 902 thousand drams (about 23
mln 302 thousand USD) and grew by 76.1% in one year and by 24.2% in
the fourth quarter of 2006. The overall balance capital of credit
organizatiosn made 8 bln 456 mln 104 thousand drams as of December 31,
2006, increasing by 92.6% in one year and by 22% in the fourth quarter
of 2006.

As of December 31, 2006, the total amount of liabilities of Armenian
credit organizations made 12 bln 132 mln 726 thousand drams, growing
by 248.5% in one year and by 71.9% in the fourth quarter of 2006. The
indices of overall assets made 20 bln 588 mln 830 thousand drams,
161.6% and 47.2% respectively.

As of the indicated date of 2006, standard credits and bills
receivable made up 97.5% of the credit organizations’ total portfolio
of credits and bills receivable of 19 bln 336 mln 953 thousand drams.

The total amount of credits given by credit organizations to
residents, as well as of deposits and sums provided by leasing and
factoring made 17 bln 241 mln 818 thousand drams as of December 31,
2006, growing by 140.5% in one year and by 53.9% in the fourth quarter
of 2006. The sum of 2 bln 206 mln 458 thousand drams provided to
industry increased by 2.8% in one year and by 0.4% in the fourth
quarter of 2006; the same indices with respect to agriculture made 2
bln 353 mln 510 thousand drams, 366,7% and 52.6%; with respect to
construction – 258 mln 170 thousand drams, 32.9% and 44.3%; with
respect to transport and communication – 816 mln 481 thousand drams,
412.6% and 34.1%.

The amount of money provided by Armenian credit organizations to trade
made 4 bln 70 mln 807 thousand drams, growing by 1,043.8% in a year
and by 78.2% in the fourth quarter of 2006; 1 bln 83 mln 590 thousand
drams was given to the financial sector, the 2006 growth made 9.9%,
the growth in the fourth quarter of 2006 – 29.8%. Consumer credits of
3 bln 34 mln 303 thousand drams were provided, the growth made 96.8%
in one year and 71.7% in the fourth quarter of 2006; the same indices
with respect to mortgage crediting made 1 bln 588 mln 74 thousand
drams, 126.9% and 124.6%, with respect to other sectors – 1 bln 830
mln 425 thousand drams, 215.7% and 69.6%.

The total revenues of Armenian credit organizations made 3 bln 414 mln
89 thousand drams as of December 31, 2006, against 1 bln 871 mln 777
thousand drams as of the same day of the previous year. On these dates
the total expenditures made 3 bln 143 mln 235 thousand drams and 1 bln
682 mln 188 thousand drams, the net and undistributed profits made 105
mln 949 thousand drams and 79 mln 877 thousand drams.

Ceremony of Sending Next Group of Peacemakers to Iraq in Yerevan

CEREMONY OF SENDING OFF NEXT GROUP OF PEACEMAKERS TO IRAQ TOOK PLACE IN
YEREVAN

Yerevan, January 27. ArmInfo. The ceremony of sending off the fifth
group of peacemakers to Iraq took place in Yerevan’s regiment.

Lieutenant-General Arthur Aghabekyan, the Deputy Defence Minister of
Armenia, reminded that Armenia has participated in the peacemaking
mission in Iraq for 3 years. According to him, the previous four
groups of Armenian peacemakers have deserved an image of a good
partner. A.Aghabekyan considers that this also raises Armenia’s
authority and contributes to the country’s integration into
international structures. He also pointed out some qualitative changes
in the peacemaking group, particularly, the number of army doctors has
increased.

To note, the group of Armenian peacemakers leaves for Iraq today. The
previous group will return to Armenia in early February.

WASHINGTON — Republic of Georgia authorities, aided by the CIA, set
up a sting operation last summer that led to the arrest of Russian
man who tried to sell a small amount of nuclear-bomb grade uranium in
a plastic bag in his jacket pocket, U.S. and Georgian officials said.

The operation, which neither government has publicized, represents
one of the most serious cases of smuggling of nuclear material in
recent years, according to analysts and officials.

The arrest underscored concerns about the possibility of terrorists
acquiring nuclear bomb-making material on the black market,
although there was no suggestion that this particular case was
terrorist-related.

"Given the serious consequences of the detonation of an improvised
nuclear explosive device, even small numbers of incidents involving
HEU [highly enriched uranium] or plutonium are of very high concern,"
said Melissa Fleming of the U.N.’s International Atomic Energy Agency.

Details of the investigation, which also involved the FBI and Energy
Department, were provided to The Associated Press by U.S. officials
and Georgian Interior Minister Vano Merabishvili.

Accomplices nabbed

Authorities say they do not know how the man acquired the nuclear
material or if his claims of access to much larger quantities were
true. He and three Georgian accomplices are in Georgian custody and
not cooperating with investigators.

Georgian attempts to trace the nuclear material since the arrest and
confirm whether the man indeed had access to larger quantities have
foundered from a lack of cooperation from Russia.

Merabishvili said that he was revealing the story out of frustration
with Russia’s response and the need to illustrate the dangers of a
breakdown in security cooperation in the region.

A message left with the press office of the Russian Embassy was not
returned. A duty officer at the Russian Foreign Ministry said that
there was no one authorized to comment Wednesday night.

Russia has tense relations with Georgia, a former Soviet republic.

Georgia has been troubled by Russia’s support for separatists in two
breakaway Georgian border regions, Abkhazia and South Ossetia.

The sting was set up after Georgian authorities uncovered extensive
smuggling networks while investigating criminal groups operating in
the breakaway republics, Merabishvili said.

"When we sent buyers, the channels through Abkhazia and South Ossetia
began to expand and we started seeing a huge flow of materials,"
he said. "Sometimes it was low-grade enriched materials, but this
was the first instance of highly enriched material."

According to his account, during an investigation in South Ossetia,
a Georgian undercover agent posing as a rich foreign buyer made contact
with the Russian seller in North Ossetia, which is part of Russia.

After the Russian offered to sell the sample, the agent rebuffed
requests that the transaction occur in North Ossetia, insisting the
Russian come to Tbilisi, the Georgian capital.

At a meeting in Tbilisi, the man pulled out from his pocket a plastic
bag containing the material. Uranium has a low level of radioactive
emission and can be transported more safely than other radioactive
materials.

The man was arrested and sentenced to eight to 10 years in prison on
smuggling charges. His accomplices were sentenced on lesser charges.

Russian authorities took a sample of the material but failed to
offer any assistance despite requests for help from the Georgians,
Merabishvili said.

"We were ready to provide all the information, but unfortunately no one
arrived from Russia, not even to interview this person," Merabishvili
said. "It is surprising because it is in Russian interests to secure
these materials. There are terrorist organizations in Russia who
would pay huge amounts of money for this."

The Georgians asked for U.S. assistance. Agents from the FBI and
the Energy Department took the material back to the United States,
where it was tested by the Energy Department’s National Nuclear
Security Administration.

"The material was analyzed by agency nuclear experts and confirmed
to be highly enriched uranium," said Bryan Wilkes, a spokesman for
the agency.

Fleming, of the IAEA, said that the agency was aware of the Tbilisi
seizure and was expecting formal notification from Georgia soon.

The CIA declined to comment on the case, while the FBI confirmed its
involvement in the investigation.

Merabishvili, who was visiting Washington this week, said he did not
have some details of the investigation available, including the exact
date that the arrest was made or the full name of the suspect. Further
efforts to clarify with the Georgian Embassy were not successful.

None of the U.S. officials would confirm the exact weight of the
seizure or its quality, but Merabishvili said it was about 3.5 ounces
of uranium enriched by more than 90 percent.

Uranium enriched at 90 percent is weapons grade.

A nuclear bomb of a design similar to the one exploded over Hiroshima
in 1945 would require about 110 pounds of uranium enriched at over
90 percent, according to Matthew Bunn, a senior research associate
who focuses on nuclear theft and terrorism at Harvard University’s
Kennedy School of Government. Bunn said that a more sophisticated
implosion type nuclear bomb would require 33 to 40 pounds.

According to an IAEA database, there have been 16 previous confirmed
cases that either highly enriched uranium or plutonium have been
recovered by authorities since 1993.

In most cases the recoveries have involved smaller quantities than
the Tbilisi case. But in 1994, 6 pounds of highly enriched uranium
intended for sale were seized by police in the Czech Republic. In
2003, Georgian border guards using detection devices provided by the
U.S. caught an Armenian man with about 5 ounces of HEU, according to
the State Department.

Fleming said that examples of stolen or missing bomb-grade nuclear
material, including highly enriched uranium and plutonium, are rare
and troubling.

David Albright, a former U.N. weapons inspector and head of the
Washington-based Institute for Science and International Security
said that lacking help from Russia, the CIA may be looking to other
allies to help identify who has access to lost nuclear material.

"Russian cooperation in answering these questions is critical but it
has not been forthcoming," he said. "One way to identify who is active
in trading these materials is to conduct sting operations," he said.

Talking of 2008 Presidential elections, the DPA leader noted that
regardless of the opinion that the main struggle for this post will

regional problems, Turkey’s aggressive sentiments against Iraq and

territory of Russia? First and foremost, citizens should be protected

"The decision of the Appeal Court is 100 percent fair," Hovsep
Mkrtumyan, father of Movses Mkrtumyan, said. Son Mkrtumyan was murdered
in Mataghis and the Appeal Court set free three young men who were
accused in his murder.

Father Mkrtumyan thinks the decision of the Appeal Court is a
"miracle." "It turned out that it is possible that justice wins a
victory in Armenia. I am very grateful to the judges of the Appeal
Court," Mkrtumyan said.

Speaking about the statements of Arthur Yeghiazaryan, uncle of Roman
Yeghiazaryan, another military servant murdered in Mataghis, Mkrtumyan
said, "They must bring proofs. On the grave of my innocent son I
pray that no other innocent person gets punished," he said. Arthur
Yeghiazaryan earlier told a press conference that both the judges of
the Appeal Court and the father of Movses Mkrtumyan are bribed. "If
they give me one billion, I will not sell the blood of my son,"
father Mkrtumyan says.

Movses Mkrtumyan is afraid that during the further investigation some
facts will be faked.
