AYF Confronts Azeri Diplomat at World Affairs Council Event

NEWPORT BEACH, CA – More than 150 members and supporters of the Armenian
Youth Federation turned out at the Pacific Club Thursday evening to
protest Azerbaijan’s Consul General of Los Angeles, Elin Suleymanov.

Suleymanov General had been invited by the World Affairs Council (WAC)
to speak about Azerbaijan’s role in the world during a banquet-style
event they organize every month. The Azeri diplomat used the
opportunity to tout his country as a `strategically vital region to
the U.S. and other superpowers.’

`This diplomat spoke for two hours, talking at length about how
moderate, peaceful, economically stable, prosperous and wonderful
Azerbaijan is,’ said Vache Thomassian, an AYF member who attended the
event to ask the diplomat about Azerbaijan’s growing war rhetoric
against Armenia and Karabakh.

`Suleymanov, would have you believe that Armenia today occupies 20
percent of Azeri territory and as an aggressor nation has displaced a
million Azeris that no longer have homes. He will have you believe
there were massacres that Armenians committed against innocent Azeri’s
and that our people committed murder to live in their own homeland,’
said Thomassian.

But those are all lies, he exclaimed, speaking to the protesters after
the event concluded. `Our voices were heard very clearly; the walls
are not as thick as they seem and the louder we got, the more nervous
he seemed,’ said Thomassian. `The Consul General frequently mentioned
his frustration with the protesters. he even paused during his speech,
pointed outside and said `these people follow me wherever I go’.’

Protest organizer Caspar Jivalagian said the AYF learned about this
event only a week before it happened and `in that short period of time
we drafted an official letter to the WAC, held a protest workshop,
made all the signs and banners, and got the word out to thousands of
people.’

Incidentally, it was revealed that among the organization’s board
members was an Armenian-American. Serge Thomassian approached the
demonstrators at close of the protest to express his admiration for
their efforts, explaining that he had attempted to steer the board
away from the decision to invite Suleymanov. `Though I was unable to
convince the board to drop the speaker, I did manage to secure an
event in April to commemorate the Armenian Genocide and Jewish
Holocaust,’ he explained.

The WAC board member also said that because of the protest, what was
to be a one-sided lecture became an educational experience for the
guests, who learned first-hand about Azerbaijan’s human rights
violations and its denial of self-determination to Nagorno-Karabakh.

`This demonstration was a testament to the will of the Armenian youth
and sent a clear message to the Azeri consul that we will not allow
his administration to spread its war rhetoric and propaganda, whether
it be here in Los Angeles, or across the globe in Azerbaijan,’ said
Jivalagian.

AYF Chairman Arek Santikian, who had been inside the event alongside
Thomassian, echoed those sentiments.

`Our goal tonight was to have a two-front operation with the impact of
our questions being bolstered by loud protests against Azerbaijan’s
inhumanity from outside,’ explained Santikian. `After the protests
started, there wasn’t a single person inside who didn’t stop for a
moment to think about the credibility of Suleymanov’s claims.’

Santikian and Thomassian had submitted three questions during the
event, all of which were asked to the diplomat. Among the questions
was one asking Suleymanov to explain how his government will ensure
security for international energy exports in the region when it’s
unwilling to work for peace and constantly threatens to ignite a new
war in the region.

`The Azeri diplomat circumvented the question, fabricating his own set
of facts to support his initial claims about Azerbaijan’s peace-loving
nature,’ Santikian recalled.

`Azerbaijan keeps to all its negotiations and sees them through,
unlike many other countries,’ Suleymanov said during the event. `Every
country must bear consequences for what they do and if progress is not
made to resolve the conflict, terrible things will happen in the
region.’

These remarks are representative of the reality we face today as
Armenians, Thomassian said. `We stand at a place in history when
Azerbaijan says that a `great war is inevitable’ in the Caucasus
almost 20 years after the ceasefire of Karabakh was signed,’ he
continued. `We live in a time when Azerbaijan spends more than Armenia
spends on its entire budget to buy tanks, to buy jets, to by weapons,
bombs and apache helicopters to prepare themselves for a war they will
begin.’

Though a fragile state of `no peace, no war’ has held over the years,
Azerbaijan refuses to cooperate in internationally mediated peace
talks with Armenia and instead threatens to take Karabakh by force. On
February 25, Azerbaijan’s Defense Minister, Safar Abiyev, stepped up
Baku’s war rhetoric, this time threatening to launch an inevitable
`great war’ against Armenia and Nagorno-Karabakh.

The daily recurrence of threats to invade Armenia and Nagorno-Karabakh
emanating from Baku is what motivated the AYF to mobilize its
membership to demonstrate against the event, explained Jivalagian.
`This is an issue we all hold very dear to our hearts,’ he said,
adding that the protest also sought to remind Suleymanov that the
Armenian-American community has not forgotten the massacre of
Armenians in Sumgait.

The protest came days after the 22nd anniversary of the deadly pogroms
of Sumgait on Feb. 27, 1988, which marked the beginning of a
systematic campaign by Azerbaijan’s OMON Special Forces to use
massacres and violence to forcefully uproot Armenians from Azerbaijan
and Nagorno-Karabakh.

The events in Sumgait, which came as a direct response to Armenians’
expression of their right to self-determination in 1988, were followed
by equally violent pogroms in the Azeri cities of Kirovabad, Baku and
later in the Northern Shahoumian district of Nagorno-Karabakh. The
violence against Armenians eventually escalated and Azerbaijan
launched a military invasion into Nagorno-Karabakh, sparking a
devastating war in the region that ended in 1994 with a ceasefire that
left the Nagorno-Karabakh Republic free from Azeri rule.

`Diplomats from Azerbaijan tour the world talking about how Armenia is
an aggressor nation and that Azerbaijan must defend its territorial
integrity from the Armenians.

We know, despite Azerbaijan’s lies, Karabakh is and always will be
Armenian land, and that it will remain independent,’ said Thomasian.
`So long as we have the ability to breath and the ability to fight and
defend that land, we will defend it, we will remember the massacres
that happened in Sumgait and in Baku and we will not forget that 22
years ago pogroms were committed against Armenians that were
reminiscent of the genocide.’

`And we will not forget that people like Suleymanov are touring around
the world, that there are defense ministers and presidents in
Azerbaijan saying that in ten years there will no longer be a Karabakh
or Armenia,’ he added. `We will remember that and keep that in the
front of our minds, and we will be there every step that this man
takes to take what he says and shove it right back in his face.’

In 2009 The Assets Of Armenian Banking System Grew By 29,9% To $3.6

IN 2009 THE ASSETS OF ARMENIAN BANKING SYSTEM GREW BY 29,9% TO $3.6 BLN

ArmInfo. In 2009 the assets of the Armenian banking system grew by
29,9%, and in the second half year – by 17,6%, over IV quarter – by
6,3%, having totaled 1.346 trln AMD ($3.6 bln) by 31 December 2009. By
the amount of assets, as of 31 December 2009, the top five includes
ACBA-Credit Agricole Bank, HSBC Bank Armenia, VTB Bank (Armenia) and
Ardshininvestbank whose share makes up 40% of the summary assets of
the banking system.

According to the Analysis and Ranking of the Armenian banking
system by the Agency of Rating Marketing Information (ArmInfo), the
annual growth in assets was conditioned by the growth in provision
of crediting by 20,4%, investments in government bonds by 17,6%,
funds on nostro-accounts by 16%, cash funds by 55,8%. The quarterly
growth (in IV quarter 2009) in assets of the banking system is
conditioned by the growth in credit portfolio by 7,7%, investments
in government fonds by 10,7%, cash funds by 4,2% (5% growth in
III quarter, 3,5% growth in II quarter, 34% growth in I quarter),
funds on nostro-accounts (corresponding accounts in the Central Bank
of Armenia (CBA) exclusive) by 0,5%. In the structure of assets,
the share of provision of crediting made up 57,8% (as against 57%
in III quarter, 57,3% in II quarter and 59,2% in I quarter 2009),
and the share of investments in government bonds – 6,7% (as against
6,4% in III quarter, 5,3% in II quarter and 5,6% in I quarter 2009)
as against 62,4% and 7,4% respectively in 2008.

Experts think that the annual reduction in the share of investments
in government bonds and provision of crediting in assets proves
that against the background of the crisis, Armenian banks continue
maintaining the crediting rates with more focus on fields of economy
and less focus on retail crediting at the expense of trade portfolios
of government bonds, funds on nostro-accounts and cash funds.

By 31 Dec 2009, the volume of real provision of crediting amounted to
778.2 bln AMD ($2.1 bln), having made up 57,8% of assets. The share of
economy crediting made up 60,2% of the total provision of crediting or
468.3 bln AMD ($1.2 bln), and this index annually grew by 37,2%, and
only over IV quarter – by 1,4%. At the same time, the summary volume
of crediting of individuals by commercial banks annually declined by
10,6%, growth in IV quarter being 14,1%, having totaled 264.2 bln AMD
or $0.7 bln (34% of the total provision of crediting) by 31 Dec 2009.

Unlike the previous years, in 2008-2009 the growth rates of crediting
of individuals yielded to the growth rates of economy crediting, which
was conditioned by the global financial crisis when the banks started
carrying out consumer crediting, mortgage crediting and auto- crediting
more carefully. Instead, crediting of small and medium business,
industrial sector and even agriculture was activated. It should be
noted that since the first quarter of 2009, only few banks have been
carrying out retail crediting (consumer credits, mortgage crediting
and auto-crediting) on refinancing terms (the loans were provided to
their seasoned clients). By the economy crediting by commercial banks,
the biggest growth in 2009 was fixed in the industrial sector – by
67,7%, in construction sector – by 40,7%, in the sphere of transport
and communication – by 34,7%, in the sphere of servicing – by 22,8%,
in agriculture – by 20,1% and trade – by 4,6%. In retail crediting
the mortgage portfolio of the banks grew by 0,3% in 2009, while
auto-crediting declined by 31,1%.

By the economy crediting, the top three includes ArmBusinessBank –
48.9 bln AMD (80,9% of total provision of crediting of the bank),
Ameriabank – 46.4 bln AMD (68,4%) and VTB Bank (Armenia) – 46.3 bln AMD
(63,6%). ProCredit Bank, which entered the banking market in Feb 2008,
managed to secure the biggest share of economy crediting in the credit
portfolio – 90,3% or 11.4 bln AMD (14th position). The lowest share
of economy crediting in the total provision of crediting is fixed by
BTA Bank – 32% or 1.3 bln AMD.

By crediting of individuals, the leading position is held by
ACBA-Credit Agricole Bank – 53.9 bln AMD (57,3% of total provision of
crediting, including agricultural loans provided to farmers), Unibank
ranks next – 27.9 bln AMD (42%) and the third position is held by HSBC
Bank Armenia – 26.1 bln AMD (32,7% of total provision of crediting).

By the share of crediting of individuals in the total provision
of crediting, BTA Bank is in the lead – 68,1% or 2.8 bln AMD (19th
position in the banking system). Areximbank holds the fourth place
44% or 9.5 bln AMD, which is mostly conditioned by one of the leading
positions of the bank in the market of auto-credits (IV position in
2009 despite 44% decline), in which it invested 16% of the credit
portfolio or 3.4 bln AMD, this index being almost 10% of the summary
portfolio of auto-credits of the commercial banks. Along with it,
Areximbank considerably activated in the mortgage market, having
increased these volume of credits by 79,4% in 2009, growth in IV
quarter made up 46% and no less considerable growth was fixed in II
quarter as well. The lowest share of crediting of individuals in the
total provision of crediting was fixed by ProCredit Bank – 9,7% or
1.2 bln AMD, which was conditioned by the bank’s key specialization
in the small and medium business crediting.

Caucasus gained their independence, we did our best to restore peace
and welfare in the region. But the occupation of the Azerbaijani
territories by Armenia made the future regional and world cooperation
difficult," Turkish Foreign Minister Ahmet Davutoglu wrote in
his article "Regional approach to the global peace" published in
Russia-based magazine Rossiya v globalnoy politike, APA reports.

The minister said the relations between Turkey and Azerbaijan were
unique as they were based on brotherhood and noted that owing to the
developing democracy, increasing economics, human factor and natural
resources Azerbaijan had become center of attraction in the Caucasus.

"But protraction of Nagorno Karabakh conflict, occupation of 20
percent of the territories by Armenia impedes Azerbaijan and the
region to fully use this important potential," he said.

Ahmet Davutoglu mentioned that being the member of OSCE Minsk Group
Turkey supports peaceful solution to Nagorno Karabakh.

"Unfortunately, the mechanism of solution that is as old as the
conflict itself has not produced efficient and concrete results yet.

Therefore, the improvement recently reached by Ilham Aliyev and Serzh
Sargsyan is very important. Minsk Group is the only international tool
calling the sides to take concrete steps to eliminate the divergence
of views and achieve peace agreement," he said.

The Press and Information department of the RA Foreign Ministry
informs that on February 27 in the capital city of German in Berlin
arrangements have been held dedicated to the 22nd anniversary of
the Sumgait victims. The events have been organized by the Armenian
community in Germany.

In the St. Luizen church in Berlin took place mourning liturgy,
after that was organized a memorizing evening dedicated to the 22nd
anniversary of the Sumgait victims. During the event the Armenian
ambassador to Germany Armen Martirosyan made a speech, there were
present also the NKR permanent representative to Germany Gayane Apinyan
and famous Armeniologist and scientist Tessa Hoffman. On the event
were present also representatives of Greek and Iranian communities
in Germany.

On the event were presented documentary news Sumgait in that number.

Marneuli region of Georgia, dense-populated by Azerbaijanis, became
missing, Chairman of Marneuli-based Sadakhli Revival Movement Sabir
Mehdiyev told APA Georgian bureau.

He said Abdullayev became missing when he pastured in Sadakhli
village near the Georgia-Armenia border in the evening on February
27. 10 cattle and a horse he pastured were also stolen. Abdullayev’s
relatives confirmed this report, Mehdiyev said.

According to preliminary version, Marneuli resident was taken hostage
by Armenians.

Arminfo. President Barack Obama is in a bind as a House committee
prepares to vote on a resolution that would recognize the World War
I-era killings of Armenians by Ottoman Turks as genocide, American
analyst Desmond Butler says in an article published in Washington Post.

While a White House candidate, then-Sen. Obama said he believed the
killings were genocide. A congressional resolution to that effect
could alienate Turkey, a NATO ally and traditional friend of the
United States that is crucial to America’s foreign policy goals.

Past administrations have defeated similar resolutions through public
cajoling about national security interests and with behind-the-scenes
lobbying.

So far, however, the Obama administration has taken no public position
on the measure, set for a vote Thursday by the House Foreign Affairs
Committee. Aides to senior lawmakers on the committee say there has
been no pressure against the resolution from the White House. The
administration was informed ahead of time that the committee would
be scheduling the vote, according to Lynn Weil, spokeswoman for the
committee’s chairman, Rep. Howard Berman, D-Calif.

Turkey long has made clear that the issue could affect relations with
the U.S.

In 2007, when the House Armed Services Committee passed such a
resolution, Turkey recalled its ambassador, and U.S. officials feared
the Turks might cut off American access to a Turkish air base essential
to operations in Iraq. After lobbying by Bush administration officials,
the resolution was not considered by the full House.

A positive vote by Berman’s committee would send the resolution to
the full House.

The U.S. still wants Turkey’s support for its operations in Iraq and
Afghanistan. It also is pressing Turkey, which holds a rotating seat
in the U.N. Security Council, to support penalties against Iran,
Turkey’s neighbor.

The committee is strongly pro-Israel, and prospects for passage could
be affected by rising tensions between Turkey and Israel, as well
as Turkey’s relatively warm relationship with Iran. In the past,
Turkey and Israel had friendlier relations, and Israel had quietly
lobbied against the resolution.

Democratic Rep. Adam Schiff, who introduced the resolution for
consideration, said he sees more favorable conditions than in
2007."Last time we had President Bush calling lawmakers at their

"Our interest remains the achievement of a full, frank and just
acknowledgment of the facts," said White House spokesman Mike Hammer,
when asked about the resolution. "We continue to believe that the
best way to advance that goal is for the Armenian and Turkish people

Hammer would not elaborate on the administration’s position on the
resolution.

Turkey’s ambassador to Washington, Namik Tan, said the Turkish public
may view the administration’s silence on the resolution as pressure
to ratify the agreement with Armenia.

"This could definitely complicate the process," he said. "The greatest
lobbyist in Washington is the administration. We have not seen them

Sumgait, Switzerland-Armenia association issued a statement reminding
about ongoing anti-Armenian policy of Baku, resulting in mass murder
and deportation of Armenian population in Azerbaijan.

Switzerland-Armenia association characterized Azerbaijan’s aggression
against Artsakh and destruction on Armenian cultural heritage in the
city of Julfa as propagation of hatred towards Armenia and Armenian
people.

The pogroms of Armenians in Sumgait (a town located a half an hour
drive away from Baku) took place on February 27-29, 1988. The events
were preceded by a wave of anti-Armenian statements and rallies that
swept over Azerbaijan. Almost the entire area of the town with
population of 250 thousand became a site of unhindered mass pogroms.
Armed with iron rods, stones, axes, knives, bottles and canisters full
of petrol, the perpetrators broke in Armenian houses. There were
dozens of casualties, mostly burnt alive after assaults and torture.
Hundreds of innocent people were wounded and disabled. The story of
Sumgait marked the first entry in a long list of crimes against
humanity and ethnic cleansings of the end of the 20th century.

The conflict between Nagorno Karabakh and Azerbaijan broke out in 1988
as result of the ethnic cleansing the latter launched in the final
years of the Soviet Union. The Karabakh War was fought from 1991 to
1994. Since the ceasefire in 1994, sealed by Armenia, Nagorno Karabakh
and Azerbaijan, most of Nagorno Karabakh and several regions of
Azerbaijan around it (the security zone) remain under the control of
NKR defense army. Armenia and Azerbaijan are holding peace talks
mediated by the OSCE Minsk Group up till now.

Advocate Ara Zohrabyan has appealed to the RA Prosecutor’s Office with
a demand to annul the decision of the Erebuni Investigative Division.

"This is the first time an attempt has been made to seize an advocate’s
computer in Armenia. If we close an eye to the incident they will
later attempt to intrude into our "inner kitchen."

"Attorney-client" relations must be confidential and no one has a
right to poke his nose into the sphere," Ara Zohrabyan said today in
the Chamber of Advocates.

The advocate is determined to go to the law if the decision is not
quashed.

"I am going to appeal to all instances including the Constitutional
Court and European Court of Human Rights as the incident might become
a precedent for further intrusion into advocates’ lives."

The police made an attempt to seize the advocate’s computer after
charges were filled against businessman Saribek Sukiasian. After
compiling information and printing it on his computer the advocate
presented the documents to the Sukiasians.

"My computer is by no means connected to the crime. I gave the
material to the investigators as well so that they would not seize my
computer. Inviolability of "attorney-client" relations and privacy of
consultations are guaranteed by a number of treaties and no one has a
right to intervene with an advocate’s activity," declared the advocate.

Armeni a is ready to back out before it enters into a binding
reconciliation agreement with its long-time foe, Turkey.

The Armenian parliament on February 25 approved legislative amendments
by a 70-4 margin that make it easy for the country’s leaders to
suspend or abrogate international treaties. In effect, the amendments
enable the Armenian government to withdraw from protocols signed last
October with Turkey that govern a process to normalize relations. [For

force only after they are ratified by the two countries’ respective
parliaments. So far, neither has done so.

Progress toward ratification has been at a standstill in recent weeks.

Officials and political analysts said that the amendments to the
Law on International Treaties adopted on February 25 were a way for
Armenia to hedge its bet on the reconciliation process. ""We will
continue the process, the Armenian side wholeheartedly wishes for
the protocols to become reality. However, we have to have necessary
mechanisms for any possible scenario, and, come the need, the law
will be applied to the protocols as well," Armenia’s Foreign Minister
Edward Nalbandian told EurasiaNet.

Representatives of the Heritage Party and the Armenian Revolutionary
Federation (ARF), two opposition parties with seats in parliament,
said they weren’t fully satisfied with the amendments. Even so, the
ARF voted with the governing coalition to approve the amendments. The
Heritage Party opted to oppose them.

"This is a step forward, however, according to this draft only
the executive branch will have the power to suspend the signing and
ratification processes of international agreements, and we demand that
the legislative branch also have this right," ARF MP Armen Roustamian
told EurasiaNet.

A Heritage leader, meanwhile, described the amendments as a "bad
exit strategy."

"We believe that the draft needs a number of improvements and
additions and because this is only a half-step; we do not approve
of half-steps," the head of the Heritage faction, Stepan Safarian,
stated in parliament.

Stepan Grigorian, the director of the Analytic Center on Globalization
and Regional Cooperation in Yerevan, took issue with the timing of the
parliamentary vote. He suggested that it unnecessarily put Yerevan on
the defensive in what is now shaping up in a public-relations contest
to assign blame for the stalemate in the reconciliation process.

"Armenia could have simply ratified [the protocols] and waited for
Turkey’s steps, and if Turkey failed [to ratify], then ? we could have
appeared before the international community with a clear conscience,"
Grigorian told EurasiaNet. "In this case, Turkey can use the [adoption
of] the amendments to say that Armenia is getting ready to pull-out."

Ratification of the reconciliation protocols remains a hot topic
in Armenia. Earlier in February, National Assembly Deputy Speaker
Samvel Nikoian hinted that Armenia might take the first move toward

Nikoian’s statement generated a sharp reaction from representatives
of the Prosperous Armenia party, a member of the governing coalition.

Prosperous Armenia leaders have insisted that Yerevan should consider
ratification only after the Turkish legislature has already done so.

At this point, many with ties to the governing coalition are sceptical
about ratification. "I consider it most unlikely that Armenia might
ratify the protocols first," former Justice Minister David Harutyunian
told EurasiaNet.

The structure of produced industrial production, according to the
main species of economic activity is the following: mine industry –
40.2 per cent, cultivating industry – 23.1 per cent, production and
allocation of electricity, gas, water – 36.7 per cent. In the period
under review the volume of production of consumer goods has compiled
384.4 million drams, increasing by 0.9 per cent in comparison with
the previous year. On January 2010, by real acting prices realization
of finished articles has compiled 2576.6 million drams, the level of
realization – 97.5 per cent.

An average number of industrial-productive stuff has compiled 5118
persons, productivity of work – 516.5 thousand drams.

Agriculture: On January 2010, 169.0 tons cattle and bird have been
realized, 1815.1 tons milk, 1577.5 thousand eggs have been produced
in the republic.

Construction: On January 2010 construction of 518.9 million drams
has been realized in the republic, instead of 960.2 million drams of
