Sweden will not allow the resolution on recognition of Armenian
Genocide to have a negative impact on Turkey-Sweden relations, Swedish
Prime Minister Fredrik Reinfeldt said in the course of telephone
conversation with his Turkish Counterpart Recep Tayyip Erdogan,
TRT reports.

Reinfeldt expressed regret over the adoption of the resolution,
emphasizing that Sweden will continue to support Turkey in all issues,
including Turkey’s EU accession bid.

Parliaments cannot rewrite history, Erdogan noted adding that Turkey
provided historical archives to all scholars, firstly historians for
scientific researches.

According to him, such political initiatives result from ignorance
and prejudices and cripple historical and scientific studies, as well
as Turkey’s comprehensive efforts to establish peace in the region.

state of refugees and hostages.

Recognition of the ‘Armenian genocide is a shame and the Azerbaijani
community of Nagorno Karabakh will send a letter of protest to
the Swedish parliament regarding this issue’, said chairman of the
Azerbaijani community of Nagorno Karabakh, Bayram Safarov.

‘Just 20 years have passed since the Khojaly tragedy. The facts are
5000 hostages, a million of refugees who have different problems. If
Sweden is a democratic state, it should get interested in the state
of refugees and hostages.

We condemn the decision of the international committees of the two
countries’, Safarov noted.

March 10 and 11, a number of ceasefire violations from Azeri side
was registered on the contact line of NKR and Azerbaijani armed forces.

According to NKR Defense Ministry, Azerbaijani side fired at Karabakhi
positions from different small arms, including sniper rifles in the
directions of Horadiz, Karakhanbeyli, Korgan, Seysulan, Talish and
other settlements.

As a result of reaction operations by NKR Defense Army the adversary
was silenced, says the statement by Defense Ministry.

Turkey’s president said on Thursday that he hoped everybody would
see the inaccuracy of the political decisions on Armenian allegations
regarding the incidents of 1915.

Turkish President Abdullah Gul replied to questions of reporters during
his visit to the office of the mayor of southwestern Isparta province.

Upon a question on a recent resolution adopted by a US congressional
panel and a similar decision to be discussed by the Swedish parliament
regarding the Armenian allegations on incidents of 1915, Gul said
such decisions had no respectability for Turkish nation.

"All these decisions are wrong and they constitute a great injustice
to the science of history," he said.

Gul said that politicians and people who did not have any historical
knowledge should not decide on matters related to history.

"I attach importance to peace, stability and cooperation. Therefore,
solution of the problems in the Caucasus region is important for me,"
Gul said.

"I hope everybody will see the inaccuracy of such political decisions,
which will harm peace and stability in the long term," the Turkish
president added.

The US House of Representatives Committee on Foreign Affairs adopted
a resolution on Armenian allegations related to the incidents of 1915
in a voting of 23-22 last week.

Turkey and Armenia signed two protocols on October 10, 2009 to
normalize relations between the two countries. The protocols envisage
the two countries to establish diplomatic ties and open the border
that has been close since 1993. Turkey and Armenia also agreed to take
steps to operate a sub-commission on impartial scientific examination
of the historical records and archive to define existing problems
and formulate recommendations, in which Armenian, Turkish as well
as Swiss and other international experts would take part. However,
on January 12, 2010, the Constitutional Court of Armenia declared a
decision of constitutional conformity on the protocols. Turkey thought
the fifth article of Armenian Constitutional Court’s verdict regarding
the protocols was against the target and basis of the protocols.

Also, in 2005, Turkey officially proposed to Armenian government the
establishment of a joint commission of history composed of historians
and other experts from both sides to study together the events of
1915 not only in the archives of Turkey and Armenia but also in the
archives of all relevant third countries and to share their findings
with the public.

ArmInfo. The process of international recognition of the Armenian
Genocide acquired new breath over the last several days. Following
the House Committee on Foreign Affairs of US Congress and the Spanish
province of Barcelona, the fact of the Armenian Genocide was recognized
by one of the biggest European countries, Sweden. Adoption of the
relevant resolution by Riksdag has become a regular strike for Ankara
and caused its violent indignation.

As Swedish The Local reports, Turkey immediately elected to recall its
ambassador to Sweden, Zergun Koruturk, who said she was "very, very
disappointed" by the vote. "I’m disappointed and somewhat surprised
because I expected the parliament to adopt the normal position that
it is not the job of parliamentarians to decide whether or not a
genocide has taken place. That is a question for historians, and for
researchers to examine before reaching a conclusion", the Turkish
ambassador said. Zergun Koruturk added that Sweden and Turkey had
enjoyed excellent relations over the last decade but that this was now
certain to change. Turkey’s Prime Minister Recep Tayyip Erdogan also
condemned this decision and said in a statement on his homepage on
Thursday that he was cancelling a planned trip to Sweden on March 17.

Sweden’s ambassador to Turkey, Christer Asp, has been summoned to
the Turkish foreign ministry on Friday morning after the Swedish
parliament voted to recognize the 1915 mass killing of Armenians and
other ethnic groups as genocide.

Speaking to The Local prior to the vote, Left Party foreign policy
spokesperson Hans Linde expressed his view that the time had come for
Sweden to take a stand on the issue. "Firstly, to hinder any repeat
and to learn from history. Secondly, to encourage the development of
democracy in Turkey – which includes dealing with their own history.

Thirdly, to redress the wrongs committed against the victims and
their descendants," Linde said.

To note, The Foreign Relations Committee of the Swedish parliament
recommended not to adopt such a resolution. Sweidh Foreign Minister
Carl Bildt held a similar stance: he expressed his consent with the
Committee’s decision and called on not to politicize the history.

To recall, the Swedish Riksdag adopted the Resolution on recognition
of the Armenian Genocide with 131 parliamentarians "for" and 130 –
against.

March 11, OSCE Parliamentary Assembly delegation headed by
President Joao Soares will meet RA National Assembly Speaker Hovik
Abrahamyan. The delegation will hold meetings with RA President Serzh
Sargsyan, Foreign Minister Edward Nalbandian, NKR Parliament Speaker
Ashot Ghulyan and His Holiness Catholicos of All Armenians Karekin II.

Thereafter, OSCE PA delegation will leave for Azerbaijan and meet
with Azerbaijani leaders on March 13-16. Nagorno-Karabakh conflict
settlement will be in focus in Yerevan and Baku.

As NEWS.am reported previously, OSCE PA Special Representative on
Nagorno-Karabakh and Georgia Goran Lennmarker is also on delegation.

"If the step taken by the U.S. Congress is implemented by the end,
then we will also maintain our previous position," Deputy Speaker
Bahar Muradova told media today.

The parliamentary discussion of "Armenian genocide" leads to political
consideration of historical events and the establishment of appropriate
political relations. It does not contribute to the strengthening
but leads to the deterioration of relations between countries. If
one searches, one can find similar events in the history of every
nation. The attitude to history should be expressed by historians
and scholars, Muradova said.

The resolution on recognition the so-called Armenian genocide was
adopted by 23 votes ‘in favor’ and 22 ‘against’ the resolution on
recognition at the meeting of the Committee on Foreign Affairs of
the U.S. House of Representatives on March 4.

The Azerbaijani Parliament adopted an appeal to the U.S. Congress as
a protest.

ArmInfo. On March 9, Director General of South Caucasus railway
CJSC Shevket Shaydullin met prefect of Kanaker-Zeitun administrative
district Araik Kotanjyan, SCR press service told ArmInfo.

According to the source, Yerevan chief architect Sergey Danielyan was
also present at the meeting, besides SCR management and representatives
of the prefecture. The parties discussed an opportunity of launching
a new timing electric train on Yerevan-Hrazdan route, which will
start from Almast Yerevan auto station. An opportunity of linking
the railway transport with the motor one was also discussed at the
meeting. SCR representatives think that launch of a new interurban
route will allow to reduce the load on the transport infrastructure and
create a non-expensive alternative to the motor passenger carriage. The
supposed travel time of 50 minutes will also contribute to appearance
of a passenger choice. To note, earlier, Yerevan Mayor Gagik Beglaryan
supported SCR’s initiative to create transportation hubs at the
Yerevan station aimed at linking the railway transport with the motor
one. The meeting was held in a constructive and working atmosphere,
that indicates high level of cooperation between SCR CJSC and Yerevan
City Hall.

SCR CJSC is the 100 percent subsidiary of Russian Railways CJSC. In
February 2008 SCR obtained a concession of the state CJSC Armenian
Railway. The agreement of concession of the Armenian Railroad CJSC
for 30 years with a 10-year renewable period was signed in Yerevan
in February 2008.

Interview of Aleksander Manasyan, political expert, Professor of the
Yerevan State University, with ArmInfo news agency

Mr Manasyan, on March 4 the US House Committee on Foreign Affairs voted
for affirmation of the H.Res.252 on Armenian Genocide. How probable is
it that the Resolution will be put to general voting in the Congress?

US President Barack Obama has already made the first step towards
deviation from his promises, and this policy of deviation under
Turkey’s pressure is inseparable from Washington’s policy. I doubt
that the H.Res.252 will be put to general voting in the US Congress,
as the USA thinks that it will thereby lose the lever of pressure on
Ankara. Therefore, the decision taken by the US House Committee is
rather declarative.

May Turks ratify the Protocols in exchange for Obama’s silence on
April 24 and another failure of the H.Res.252 in the Congress?

This is quite possible; however, I believe that Turks will not do
this until next April at least, as ratification of the Protocols as
rather a tangible argument has now occurred in the political arsenal
of Ankara from Washington. Now it is Turkey’s turn to exert pressure
on Washington demanding the Congress to reject the genocide fact.

Therefore, we should not expect ratification of the Protocols in the
near future, unless there are radical geopolitical changes.

Speaker of the Armenian Parliament Hovik Abrahamyan has recently
said that National Assembly of Armenia will ratify Armenian-Turkish
Protocols after their ratification by Turkey. How much expedient is
this position and what is it conditioned by?

There is certain logic in this statement. We are ready to ratify the
Protocols, but if Turkey does not ratify them, it is not our fault
that we cannot ratify them either. That is to say, we declare that
everything depends on them but not us. I think if Armenia is the first
to ratify the Protocols, it will show its weakness, whereas readiness
of the Armenian party to ratify them after Turkey is evidence of
the strong Armenian position. In this way Armenia fully disclaims
responsibility for delaying the process at the same time demonstrating
that only Turkey is responsible for it.

Foreign Minister of Armenia Edward Nalbandyan has recently made several
statements, having voiced the problems of the Armenian refugees and
the requirements to return the Shahumyan region. Do these and other
statements testify to hardening of Armenia’s stance in the Karabakh
peace process?

They have not yet testified to hardening of Armenia’s stance, we
just present the essence and reasons of the Karabakh conflict to the
world more clearly and adequately via these statements. I qualify
the statements of our leadership as a movement to the real picture of
the conflict. Armenia just could not determine who was the refugee,
who suffered from the Karabakh war, and it could not solve the problem
of Armenians in Azerbaijan either. The country could not present to
the international community the fact that the Armenians of Soviet
Azerbaijan underwent genocide. In addition, the problems of the
Azerbaijani Armenians were just displaced from the negotiations on
the Karabakh conflict settlement. Moreover, the Armenian party had
never said that genocide policy with respect to Azerbaijani Armenians
was continuation of the Turkish Genocide in 1915-1923. Therefore, the
latest statements by the Armenian foreign minister are very important,
as we finally return to the problems of our refugees.

Does it also concern the statements on the real events in Khojaly?

It is especially important that moving towards the origination
and the core of the conflict the Armenian party considers also the
problem of Khojaly. The Turkey-orientated People’s Front of Azerbaijan
(PFA) organized a massacre of the Azerbaijani population near Aghdam
since its hideout was in Aghdam. It was not accidental that all the
large-scale provocations with regard to Armenians came from Aghdam
where pro-Turkish forces were concentrated. This concerns not only
the events related to Khojaly, but also the very beginning of the
conflict when on February 20, 1988, the Regional Council of the
NK Autonomous Region applied for withdrawal of the NKAR from the
Azerbaijani SSR. The movement of the aggressive crowd from Aghdam to
Stepanakert immediately followed that peaceful appeal by Karabakh.

Journalist Chingiz Mustafayev, who declared that the massacre of
peaceful residents of Khojaly was organized by the residents of
Aghdam, was murdered in Aghdam. It was in Aghdam that the plane with
the ministers loyal to Ayaz Mutalibov on board was shot down. All
this proves that Khojaly was just a link in the chain of bloody
incidents and provocations by the PFA aimed at overthrowing Ayaz
Mutalibov whose nationality was doubtful for them. All those crimes
were committed to bring Abulfaz Elchibey to power, and Mutalibov
himself also declared that.

Does it mean that Turkey had a hand in Khojaly tragedy?

Naturally, it does. It could not be otherwise, as Turkey was the
ideologist and constructor of that criminal policy of the People’s
Front of Azerbaijan.

Elmar Mammadyarov has recently stated that he expects Armenia to
specify its stance about the revised Madrid Principles. Doesn’t the
return to the adequacy you are talking about show the true position
of Armenia concerning the conflict settlement?

If we have decided to move towards the adequate perception of the
Karabakh problem, this does not at all show hardening of Armenian
party’s positions at the talks with Azerbaijan. I think Azerbaijan
will continue focusing the international community’s attention on
the decisions of UN Security Council, and in response to this, the
Armenian party should appeal to the documents signed by Yerevan and
Baku. Moreover, we can also refer to the Azerbaijani SSR Declaration
saying that Nagorno-Karabakh, Zangezour and Nakhijevan are recognized
an integral part of the Armenian SSR, or to the Azerbaijani Declaration
on Independence, in which Baku renounced the succession of the USSR. In
addition, there is the USSR Law dated 3 April 1990 "On withdrawal of
republics from the USSR". That is to say, we have got a package of
documents that can be used easily.

This means that the conflict settlement within the frames of the
Madrid Principles fails to meet our interests, doesn’t it?

The matter is that the Madrid document admits possible diversity of
its interpretations. It contains reference to legal settlement of the
problem, which gives us an opportunity to develop our point of view
by appealing to the documents I have already mentioned. Therefore,
I can even positively estimate the principles; everything depends on
further actions of our diplomacy.

At the opening ceremony of a kindergarten Aliyev has recently expressed
threats towards Armenia and the NKR. What are these threats aimed at?

The purposes are obvious: strengthening of the image of the conflict,
according to which Armenia is an aggressor and Azerbaijan is the
victim which lost territories, and consolidation of the Azerbaijani
society in the matter of the Karabakh conflict. In addition, Aliyev
is striving not only to divert thoughts of inhabitants from the
oil incomes, but he has a more fundamental goal – to assimilate
the national minorities living in Azerbaijan in the face of general
threat. That is to say, they are acting for Turkization of all the
people which have Azerbaijani passport but are not Azerbaijanis.

Nobody can say what is the real number of Azerbaijanis in Azerbaijan,
but the Lezgins say they are more than 900 000. The Talishes say
the same, though it is not clear how they from the map of Azerbaijan
after its getting independence.

Are the Talishes and Lezgins ready to fight for the mythical
"territorial integrity" of Azerbaijan by Aliyev’s order?

I don’t think that the national minorities still realizing their
national identity will fight for Azerbaijan as they will be the first
to be sent to the front line.

It is just the same way it was in the Karabakh war and with the
Armenians of Karabakh, which were directed to the fronts of the Great
Patriotic War, isn’t it?

Certainly, it is. The same will happen now.
