YEREVAN, DECEMBER 21, NOYAN TAPAN. The use of information technologies
for environmental protection is at a low level in Armenia, so software
solutions of participants of "Imagine Cup 2008" contest may be used for
implementation of various programs in this sphere, Bagrat Yengibarian,
the director of the Enterprise Incubator Foundation – the co-organizer
of the contest in Armenia, stated at the December 20 press conference
dedicated to the start of the contest’s regional phase. "Imagine
Cup 2008" is being held under the slogan "Imagine a World, in which
Information Technologies Contribute to Improvement of the Environment".

The director of Microsoft’s Armenian subsidiary – Microsoft RA company
Grigor Barseghian said that more than 100 thousand students from over
100 countries took part in "Imagine Cup 2007" on IT use in education,
and over 200 students from 57 countries participated in the finals
in Seoul.

According to him, "Imagine Cup 2008" will be held in the following
categories: development of software application, software algorithms,
software interfaces, creation of computer games, photos, short
videofilms, creation of IT infrastructures, "Save the Professor"
game contest (students will have to help Prof. Khoshimi overcome
difficulties by creating small software), and creation of portable
equipment. The contest will be held on-line for all the categories,
except for development of software application. G. Barseghian
announced that quite a great number of Armenian participants have
already registered on "We can hardly have great
expectation for the first participation in this contest but I am
sure that this is a good opportunity for our youth and country to
show their potential in the IT sector," he stated.

The award fund of "Imagine Cup" international finals is 200 thousand
USD.

Besides, the finals’ participants will have the investment attraction
opportunity to turn their solutions into a final product.

B. Yengiarian attached special importance to the contest from the
viewpoint that in implementing their solutions, the participating
groups will cooperate with environmental experts.

The the economy, the structure of the economy in Armenia based on
monopoly and protectionism does not undergo fundamental changes,
Armenia cannot be competitive in any way, including in the military
aspect.

"In the next war we are going to be in a worse state, less ready, and
less independent. The economic independence of Armenia then will be
weaker than at the beginning of the 90s. In the next war we will have
a smaller chance, if it starts," stated Hrant Bagratyan on December
21 at the Hayeli Club.

What is Hrant Bagratyan’s vision of reorganization and legalization
of the economy based on illegal relations to avoid a transformational
shock? In answer to this question Hrant Bagratyan says the problem
is complicated but there are ways of solution, especially that most
businessmen, oligarchs who are now criticized are in reality good
businessmen. Hrant Bagratyan says he is against the calls for a
revolutionary solution. "True and false are always concrete. We
must observe each case separately to find out whether the given
oligarch is to blame for the privatization of the given entity. We
have considerable work to do. I am for privatization but even in
this case I would not rule out denouncing some two or three deals as
machinations," Hrant Bagratyan says.

YEREVAN, December 21. /ARKA/. Officers of the Anti-Smuggling Department
of the RA Customs Service have confiscated over 159 tons of citruses
and cereals illegally imported from Georgia fro the past ten days,
the Press Service of the RA Customs Service reports.

54 cases of smuggling were revealed in Armenia in the reporting
period. 36 cases of smuggling were revealed in Tbilisi-Yerevan trains,
where Anti-Smuggling Department’s officers confiscated oranges,
mandarins, persimmons, cereals and nuts hidden both by passengers
and conductors.

Another 16 cases of smuggling were revealed in Bagratashen Customs
Office and on the Armenian-Georgian borderline with no check points.

Smugglers attempted to carry mandarins and persimmons across the
river Debed, evading Georgian customs officers.

According to the RA Customs Service, Armenian customs officers have
confiscated smuggled Turkish citruses and nuts sold in the Malatia
fair in Yerevan. The tenants of pavilions had no customs documents.

The RA Tax Service warns that cases of smuggling have become more
frequent before holidays. In this connection, the Anti-Smuggling
Department is carrying out everyday control in all the check-points.

99 cases of smuggling were recorded in Armenia this year. 100 kg of
black and red caviar were confiscated in 2007, the RA Customs Service
reports.

Harassment of provincial television station coincides with start of
election campaign.

The most popular television station in Armenia’s second city,
Gyumri, is facing closure as a result of what it says is officially
orchestrated pressure, prompted by its favourable coverage of the
leading opposition candidate in the presidential election campaign.

The crisis faced by Gala television station comes as the state tightens
its overall control of television ahead of the February 19 poll,
in which Prime Minister Serzh Sarkisian is the officially-favoured
candidate.

Gala, a privately-owned channel, has a big audience in Gyumri, which
has a population of around 150,000. The station has been accused of
tax evasion by the authorities, and its assets and bank accounts have
been frozen.

However, the station’s owner Vahan Khachatrian, says its problems
started after Gala broadcast the speech that former president Levon
Ter-Petrosian made in September announcing his return to public
politics. Ter-Petrosian has now registered as a candidate for the
election.

Khachatrian told IWPR that he did not support any particular party
and gave airtime to all politicians.

Because of the company’s problems, all 37 of its advertising clients
have pulled out. "For over a month, we’ve had no advertisements,"
said Khachatrian. "The tax bodies have imposed a fine of 26 million
drams [86,000 US dollars] on us, but I am not going to pay it, and
we have already lodged a counter-claim in court."

Khachatrian said he had applied repeatedly to Gyumri’s municipal
authorities to be allowed to buy or lease the television tower his
company has been using for its broadcasts, but without success.

However, in November, the 100-metre TV tower, which for the last
two decades had no official owner, was suddenly announced to be the
property of the city hall.

"I had been told the tower belonged to no one and I could do whatever I
pleased with it," he said. "I repaired it, fitted it with equipment and
opened the TVcompany – and now the city hall says it needs to privatise
it. I declare that I am ready to buy or lease it at any moment."

At a court hearing, Levon Barseghian, chairman of the Asparez
journalists’ club, which has set up a support committee for the
station, proposed that the city authorities cut a three-way deal with
Asparez and Gala and allow the tower to be leased at a reasonable rate,
to include back-payments for previous use.

The mayor of Gyumri later said a deal could be reached, but on
December 18, an offer was made that Barseghian said was exorbitantly
expensive. He said Gala was told to pay 200,000 drams for permission
to mount antennas on the tower, instead of the 30-40,000 drams that
is the going rate, and it was also asked for a back-payment of 5.4
million drams which, at 18,000 dollars, would be enough to build a
new television tower.

Gala is a rarity in Armenia, where the electronic media are mostly
controlled by government allies and do not step out of line. Around
ten television stations generally give the authorities supportive
news coverage. Two stations that did provide alternative voices, A1+
and Noyan Tapan, have lost their broadcasting licenses.

Referring to the tax claims made against Gala, Boris Navasardian,
chairman of the Yerevan Press Club, said, "Any television company
– and especially one based in Yerevan – would find itself in big
trouble if it was presented with a document like this concerning its
tax payments on advertising income."

Media monitoring carried out in October and November by the Team
research centre, with assistance from the Yerevan Press Club, showed
that pre-election news coverage on local television was dominated
by information about two candidates – Prime Minister Sarkisian and
ex-president Ter-Petrosian. While most of the coverage of the former
was favourable, that of Ter-Petrosian was very negative.

"If the prime minister was mentioned by all the channels in a
positive rather than negative context – 56 positive comments against
two negative ones – ), it was the other way around with the first
president, six positive comments against 111 negative ones," said
Team’s interim report on the monitoring exercise.

For example, on the day that Ter-Petrosian held a big rally in
central Yerevan in November, the Armenian Channel Two headed its
news bulletin with reports about visits made by the prime minister,
the arrival of delegations in Armenia and other official news. Then
came international news, including a report about a demonstration in
Australia involving 200 protestors.

Ter-Petrosian’s rally, which attracted many thousands of protestors,
was the penultimate news item and was less than one minute long.

There were long-range shots of the rally but no recording of what
the opposition candidate said. Then came three minutes of vox pops
giving only negative views from members of the public, who said they
did not like Ter-Petrosian and his 1991-98 presidency brought them
nothing but misery.

"The Shant television company and the Armenian Channel Two paid
particular attention to one political figure; they both assigned more
than a half of their airtime to Serge Sarkisian," said the report.

Both officials and the TV stations concerned deny there is a problem.

Eduard Sharmazanov, press secretary of the ruling Republican Party,
said television companies covered whatever they had available,
and reporting on the prime minister’s activities did not mean they
were biased.

The media monitoring suggested that Armenia Television, which belongs
to diaspora businessman Jerard Kafesjian, gave the least coverage to
opposition candidates. But Gagik Mkrtchian, director of the station’s
news programmes, assured IWPR that they were providing airtime to
all candidates and were under no "pressure from above".

Aleksan Harutyunian, chairman of the board of the Public Television
and Radio Company – Armenia’s main television station – rejected
accusations that the electronic media are merely obeying orders handed
down from the presidential administration.

"I don’t think that any link in the chain, including the presidential
administration, applies any pressure or issues orders," he told IWPR.

"I give everyone airtime equally."

Critics say Harutyunian himself is too close to government because
he used to be head of President Robert Kocharian’s administration
and secretary of the Security Council.

Opposition politicians say they are frustrated by their inability
to get their message across. According to former foreign minister
Alexander Arzumanian, "No serious opposition figure can express
his views through these outlets. Our media serve a totalitarian,
tyrannical regime."

The monitoring revealed that there was only one TV station that
provides relatively independent news coverage – Yerkir Media, which
broadcasts mostly in the capital and belongs to the nationalist
Dashnaktsutiun party, a member of the ruling coalition.

Ter-Petrosian – who banned the Dashnaktsutiun party when he was
in office – has nevertheless received extensive coverage from the
channel, whose director Gegham Manukian says "pressure is put only
on those who want it".

"During all this time, our company has not received a single hint,
threat or recommendation as to what we should air and what we
shouldn’t," Manukian told IWPR.

Vazgen Manukian Does Not See Winning Candidate In Opposition Field A

YEREVAN, DECEMBER 19, NOYAN TAPAN. Vazgen Manukian, the Chairman of the
National Democratic Union, regards the candidate of the authorities,
that is Serge Sargsian nominated by the Republican Party of Armenia,
as the main target of his struggle in the forthcoming presidential
elections. The other candidates, according to him, "are not rivals
but competitors" for him.

Vazgen Manukian declared at the press conference held on December
18 that if "an axis is formed, which will put the authorities in a
difficult situation", he is ready to remove his candidature, however,
he does not see such an axis as yet. According to Vazgen Manukian,
as of this moment, irrespective of the fact that society is very
dissatisfied with the authorities, he does not see "a winning
candidate" among the opposition figures as yet.

Vazgen Manukian considers it wrong "to go to the elections being in
poison:" according to him, in case of coming into power "one wing"
of the opposition will continue to govern with the same methods, with
which it is struggling today. The Chairman of the National Democratic
Union expressed discontent with certain opposition mass media, which,
in his words, sow intolerance, however, in his opinion, it has an
opposite influence and takes a part of the opposition electorate away
in favour of the authorities.

Vazgen Manukian stressed that he has been criticizing the authorities
for the past ten years and has not digressed from the way adopted
in the 60s during the whole period of his political activities. He
said that he has not met with Serge Sargsian and Robert Kocharian for
already a rather long time, however, he does not see any "criminal"
in the meetings with them.

At least British Minister promises it As "Zerkalo" informed, British
tourist agency Sunvil Discovery organizes tours to Armenia and the
Upper Garabagh. Particularly, company deals with individual tours
accordingly to special order and following the above mentioned
itinerary with numerous possible tours and versions.

It is not surprising that this news caused protest on the part of
Ministry of Culture and Tourism of Azerbaijan, but not because of
market competition, but because of more serious reasons.

Particularly, Ministry condemned organization of tours to
self-recognized Upper Garabagh by British agency and sent protest
letter to British Sunvil Discovery, press-secretary of Ministry of
Tourism, Intigam Gumbatov, informed "Novosti-Azerbaijan". Moreover,
corresponding letters were sent to Ministries of Foreign Affairs,
Culture, Creative Industry and Tourism of the United Kingdom of Great
Britain and North Ireland and World Tourism Organization.

Requested to comment this information a day later, press attache of
UK Embassy to Azerbaijan, Sevinj Asadova, stressed that the web site
of the Ministry of Foreign Affairs of the country as well as sites of
Embassy itself clearly read that British citizens are not recommended
to visit conflict zones. "Such zones in Azerbaijan are territories
of the Upper Garabagh", declared she to correspondent.

In turn, press secretary of Ministry of Foreign Affairs of Azerbaijan,
Khazar Ibrahim, informed us that Embassy of Azerbaijan to UK is
considering this matter at the moment.

And most recently we got information spread by "Trend" agency
accordingly to which British Minister on European issues, Jim Murphy,
declared to Ambassador of Azerbaijan to UK, Fahraddin Gurbanov, that
UK government will undertake everything with respect to British Sunvil
Discovery which organizes tours to the Upper Garabagh regardless of
recommendations on non-admittance to occupied territories.

"British authorities support territorial integrity of Azerbaijan
and recommend British citizens not to visit occupied Upper Garabagh
region because of "unsolved dispute" and possible exchange of fires",
– British Minister declared.

Right after British Minister’s official statement, Sevinj Asadova,
informed us that diplomatic corps thoroughly learns the issue raised
by Fahraddin Gurbanov and official Baku.

It seems we can congratulate Ministry of Foreign Affairs of
Azerbaijan with though small but victory, as with organization of
tours to the Upper Garabagh, Sunvil Discovery first of all violated
legislation of our country accordingly to which such tours without
appropriate visa permission represent basic violation of frontiers
of Azerbaijan. British tourist agency also violated international
laws which regulate principle of frontier inviolability.

However, yet it is not known how far authorities are ready to go to
apply sanctions against tourist company. As Kh. Ibrahim informed our
correspondent, now Ministry is waiting results of London meeting to
be held between Ambassador of Azerbaijan and British Minister.

We should remind that apply of sanction against ones who want to build
up their commercial activity contrary to the law has been practiced
by ministry long ago. However, to date they have been applied against
those companies which violating international sanctions sold their
products to such countries as Syria and Iran.

Such countries are in "black list" of US government, now numbering 24
foreign legal and physical entities from China, Iran, Iraq, Mexico,
Malaysia, Syria, Pakistan, the Democratic People’s Republic of Korea,
Sudan and Russia.

However not only America but also third world countries attempted
to make some companies work accordingly to the law. However, their
experience didn’t last long. Thus, in 2006 Nigerian authorities
accused American company Pfizer in making experiment with medicines
in 1996 which resulted in death of about 200 children and disability
of many. Authorities of the country asserted that Pfizer didn’t
have necessary approval for spread of medicines, however, it tested
experimental antibiotic Trovan in Nigerian city Kano at the time of
meningitis epidemic in 1996. Company decidedly refused accusations
declaring that tests in Nigeria were held in accordance with local
and international law.

At the same time representatives of US administration declared that
they will take measures against this company, yet they did nothing.

Victims and their families didn’t even get compensation. July 20, 2007
government of Nigeria got back its suit filed against Pfizer company…

Pedagogical University Celebrated Its 85th Anniversary

Yerevan State Pedagogical University after Khachatur Abovian, founded
in 1922, celebrated its 85th anniversary in National Academic Theatre
of Opera and Ballet on December 14. Well-known people of different
spheres participated in the event.

According to University Rector Artush Khukasian, the event concluded
all the events held in the whole year.

Today the University has 11 faculties with 49 departments instead of
the five of the foundation period.

85 year-old University has its important role in our system of high
education. It has founded Khachatur Abovian golden medal, an anthem
and an emblem; it has got various prizes not only inside the country.

Today Yerevan State Pedagogical University has its own publishing house
and publishes "Pedagogical University" magazine, ‘Future Pedagogue"
and also magazines of several faculties.

AN INTER-FAITH YOUTH CONFERENCE
IS HELD IN GREECE

The Middle East Council of Churches (MECC), the Ecumenical Youth Council of
Europe and the Federation of European Muslim Youth and Student Organizations
jointly organized a Christian-Muslim youth conference on December 9-16 in
Volos, Greece. The theme of the conference was "Monologue or Dialogue?
Inter-religions Dialogue Meets Fundamentalism." Rev. Sahag Yemishian, deputy
director of the Youth Department, represented the Armenian Church –
Catholicosate of Cilicia in the conference.

Over 38 young delegates from over 15 Middle Eastern and European countries
discussed inter-faith dialogue and the impact and role of fundamentalism in
Christianity and Islam.

The conference provided a platform for representatives of different
religions and sects to learn about one another. As university students of
theological studies, the participants presented the viewpoints and positions
of their respective religions on a number of common issues. These were later
compiled in an accurate understanding of fundamentalism.

Tatul Manaseryan suggests being an initiator in the region

TATUL MANASERYAN SUGGESTS BEING AN INITIATOR IN THE REGION

”In the course of recent 10 months, Armenia’s import rate is by 300
percent higher than export and it is pointless to speak about economic
development,” Tatul Manaseryan, deputy of parliament and economist by
profession, said. In his words, it has caused an economic collapse. He
said there is obvious dependency on economic relations with some
countries, especially Russia. ”The political investments are also
dangerous for the independence of our country. In case there is a
change in the foreign vector of Armenia, that dependency may yield
unpredictable results,” the economist pinpointed.

Speaking about Turkey-Georgia-Azerbaijan economic and political
cooperation, Manaseryan said that despite of the fact that some
economic and political figures want to contradict that cooperation
with Russia-Armenia-Iran but it would be more correct if Armenia tries
to consolidate the interests of the main regional players by
initiating a competitive economic zone.
