YEREVAN, JANUARY 30, NOYAN TAPAN. Early in the morning of January
29, unknown persons entered the second-floor open balcony of the
preelection headquarters of Vahan Hovhannisian, a candidate of
presidency, in Dilijan’s Miasnikian street, 34 and stole the RA
tricolor and ARFD’s flag from there.

According to the report placed on the official website of the Police,
Robert Hovhannisian, the head of Dilijan preelections headquarters
of Vahan Hovhannisian, said this on January 29 applying to Dilijan
police station.

According to him, the damage caused by the theft amounted to 4 thousand
drams. It was reported that the Police is carrying out investigation.

YEREVAN, JANUARY 30, NOYAN TAPAN. ArmenTel company intends to introduce
a new payment system in late January, which will allow subscribers of
the postpaid mobile communication system to make on-line payments, the
company’s IT unit head Ruslan Shiryaev told reporters on January 29.

According to him, after the introduction of the new system, subscribers
will receive their bills and decipherments by electronic post. In 2008,
a new service will be introduced for post-payment subscribers of the
mobile system, thanks to which they can manage, via the Internet,
services provided to them, see decipherments and control expenses of
each mobile number. If necessary, the subscriber may enter the maximum
amount of the account determined by him/her, and the phone line will
be disconnected in case of exceeding this amount. In case of making
payments and paying the debt, the phone number will be automatically
reconnected – immediately after a payment has been made. The
introduction of a centralized billing system throughout Armenia will
allow to receive a united account for mobile and fixed-line phone
communication and Internet services in the near future.

The transfer to the new billing system will be made in the period
from January 31 to March 2. R. Shiryaev assured reporters that the
new system’s introduction will not cause any inconvenience for mobile
communication subscribers. "The only problem that subscribers of the
indicated system may encounter is delay in receiving information about
the payments made," he said. In order to avoid phone disconnection
because of such delay, R. Shiryaev advised subscribers to make payments
in advance.

In response to NT correspondent’s question, R. Shiryaev said that
the new payment system for fixed-line phone suscribers has already
been introduced, and subscribers may start receiving services by this
system within the next few months.

Court hearing on the appeal against the decision November 17, 2006 of
Budapest city Court in connection with the incident occurred between
Ramil Safarov, officer of Azerbaijani Army who was sentenced to life

and court supervisors was held today.

The process lasted 2 hours. Public prosecutor’s appeal was read, as he
did not attend the court hearing. Public prosecutor asked the court to
aggravate punishment on Ramil Safarov on November 17, 2006. Hungarian
lawyer of our officer Clara Fisher asked court to mitigate punishment.

Ramil Safarov addressed the process and said that he agrees with the
opinions of the lawyer. Judge Gobor Shomodi publicized the decision
at the end.

Appeals Court made a decision on upholding decision of Budapest city
Court on November 17, 2006 (8-month suspended sentence). Officials of
Azerbaijani Embassy in Hungary also participated in the court hearing.

On April 13, 2006, Budapest city court sentenced Ramil Safarov to life
in prison for murdering Armenian officer Gurgen Markaryan. Budapest
city Appeals Court upheld the decision on February 22, 2007.

Incident between Ramil Safarov and court supervisors occurred on June
19, 2004. Court supervisors wanted Ramil Safarov to give them phone
card, but Safarov did not understand what the court supervisors want,
as he does not know Hungarian, so problem occurred between them. 8
police handcuffed Safarov and used force to him. Though Ramil Safarov’s
lawyers appealed to court after this incident, court said that there
was no motive and therefore the case was cancelled. Following this,
the opposite side petitioned mutually for Azerbaijani officer’s
resisting authority.

Russian State Duma Chairman Boris Gryzlov. The President congratulated
Mr Gryzlov on the victory in the December parliamentary elections.

The top officials stressed the importance of the agreement signed by
United Russia Party, the Republican Party of Armenia and Prosperous
Armenia Party. They also referred to interparliamentary cooperation
within international structures.

President Kocharian noted that economic ties between the two states
encourage bilateral cooperation and Russian investments in the
Armenian economy.

"According to experts, the commodity turnover between Armenia and
Russia can reach $1 billion and will drive the relations to a new
level," Mr Gryzlov said, the RA leader’s press office said.

Our source from the foreign ministry of Armenia does not rule out
that soon the question of placement of the ex-president of NKR.

Arkady Ghukasyan, who was president of NKR in 1997-2007 and earlier
the foreign minister of NKR, may become the representative of Armenia
to the OSCE. Earlier Ghukasyan had been rumored to head the ministry
of Diaspora to be set up. It should be noted only that the present
ambassador of Armenia to the OSCE Tabibyan is an authoritative person
and has a considerable reputation in this organization for both his
personal and practical characteristics.

On January 20, the Armenian public organizations of Tenginka
residential area, Tuapse region of Krasnodar held a discussion
dedicated to one year of Agos newspaper’s editor-in-chief Hrant Dink’s
assassination. Yerkramas newspaper of Armenians of Russia informs
that speeches were made on the topics of "Hrant Dink – victim of Pan
Turkish ideology," "The state of national and religious minorities
in modern Turkey," "Are Turks European?"

After exchange of opinions and discussions the participants decided
to apply to the leaders of European Union member states appealing to
them to make pressures on Turkey and require objective investigation
of Hrant Dink’s case. The participants assure that Turkey may join the
European Union after the recognition of its faults and the Armenian
genocide.

The appeal is signed by Tigran Tavadyan, editor-in-chief of Yerkramas
newspaper, Artavazd Tulumjyan, representative of "Hamshen" Armenian
scientific, information and cultural center and others.

Candidates presented their manifestos and held first meetings with
voters on Monday as campaigning officially got underway for Armenia’s
presidential election that will determine outgoing President Robert
Kocharian’s successor.

Former President Levon Ter-Petrosian was the first to hit the road,
with other major opposition candidates contenting themselves with
holding news conferences and other indoors meetings. For his part,
Prime Minister Serzh Sarkisian, the presumed frontrunner, visited
several of his campaign offices in Yerevan.

Sarkisian is scheduled to travel to the southern Vayots Dzor on Tuesday
in his capacity as prime minister. It is not clear if he will hold
official campaign meetings there.

Ter-Petrosian, meanwhile, spent the day touring towns and villages in
central Armenia in a motorcade of about 40 cars that carried leaders
of various opposition groups supporting his presidential bid. His
meetings there appeared to attract considerable interest from local
residents who turned out to hear their former president speak publicly
for the first time in over a decade. Hundreds attended a Ter-Petrosian
rally in the town of Artik, the starting point of the campaign swing.

Addressing the crowd, Ter-Petrosian recalled severe hardship suffered
during the first years of Armenia’s independence which coincided with
the war in Nagorno-Karabakh and broader turmoil in the region. "I know
that during my rule I did not live up to all of your expectations and
hopes," he said. "There were disappointments, there was discontent,
there were very harsh criticisms. I accept all of that."

"And if you think that I am to blame for that, I apologize for my
guilt," added Ter-Petrosian. "I have managed to make sense of the
past. This is all I can do. I can’t do more. So you decide."

The ex-president issued a similar public apology at a big rally in
Yerevan last November. He made it clear at the same time that he
believes that the deprivations of the early 1990s were the inevitable
cost of the Armenian military victory over Azerbaijan,

"I have not come here to ask or beg for votes. That’s Serzh’s business
because he has no votes in Armenia," Ter-Petrosian claimed on Monday,
prompting "Levon! Levon!" chants from the crowd.

Ter-Petrosian again sounded supremely confident of his victory as he
spoke at a similar rally held in another small town, Aparan. "It’s you,
not me, who will win on February 19," he claimed in a town square
opposite Sarkisian’s local campaign headquarters. "I congratulate
you on your victory in advance."

Ter-Petrosian’s local campaign office is run by Razmik Petrosian,
Aparan’s former mayor and a veteran of the Karabakh war.

"Ter-Petrosian remains my commander-in-chief," he told RFE/RL.

Ter-Petrosian’s wartime leadership of the country was also evoked by
other local residents. "We have had only one victor in our history
and that person is Levon Ter-Petrosian," said one man. "I will vote
for Levon because he is an intelligent man," reasoned another.

But the crowds attracted by Ter-Petrosian were clearly not made up
only of the ex-president’s sympathizers. "I will listen to everyone
before making up my mind," said one undecided voter in Aparan.

"I’m here because I am idle," said another, older man. "I don’t
trust anyone."

Another major opposition contender, former parliament speaker Artur
Baghdasarian, kicked off his campaign, titled "A civic movement for
new Armenia," with an official presentation of his 32-page election
manifesto in Yerevan. "My victory will eliminate corruption and
embezzlement rooted in the country," he told to journalists and
activists of his Orinats Yerkir party. "My victory will mean equality
before law, a drastic rise in the living standards of the people
of Armenia."

Baghdasarian dismissed claims by government loyalists that the Armenian
opposition can not scuttle a handover of power from outgoing President
Robert Kocharian to Sarkisian because it has failed to field a single
presidential candidate. "There are and there will be alliances,"
he said without elaborating. "As for the authorities, they are not
united either," he added, noting that Sarkisian is also challenged by
a candidate of the Armenian Revolutionary Federation (Dashnaktsutyun),
a junior partner in the governing coalition.

The Dashnaktsutyun candidate, Vahan Hovannisian, held a similar
campaign event in Yerevan later in the day. Both he and Baghdasarian
have said that the presidential election will require two rounds
of voting.

Also meeting journalists was another opposition candidate, Artashes
Geghamian. Geghamian again spent much of his news conference,
supposedly devoted to his campaign platform, attacking Ter-Petrosian
and denouncing what he called a "barbaric" smear campaign waged
against him by opposition newspapers. The latter have alleged that
Geghamian was bribed by the authorities to enter the fray with the
sole aim of discrediting the ex-president.

Geghamian’s opposition credentials were also questioned over the
weekend by the Zharangutyun party of Raffi Hovannisian, a major
opposition group that has so far declined to endorse any of the
presidential hopefuls. "Mr. Geghamian’s recent political behavior
raises questions about his being in opposition and reinforces the
government’s positions," Hovsep Khurshudian, a Zharangutyun spokesman,
told RFE/RL.

Geghamian is not the only opposition candidate highly critical
of Ter-Petrosian. Vazgen Manukian, Ter-Petrosian’s erstwhile
comrade-in-arms and a longtime political rival, clearly had the
ex-president in mind on Monday when he urged disgruntled voters
not to look for a "lesser evil." While having no fond memories of
Ter-Petrosian’s years in power, many of them are even more unhappy with
the current Armenian leadership and feel that only he can unseat it.

"An election must represent a choice between the good and the bad,"
Manukian said in a meeting with a group of young Armenians. "The
people must choose the good, and not the lesser evil."

my life at European tribunes, under the pressure of Turk-Azeris, I
have made 21 pro-Armenian speeches, I have been "solo," but no Armenian
newspaper or TV company printed or showed my speeches free of charge,"
Artashes Geghamian, a candidate for presidency, the Chairman of the
National Unity party, stated during the January 21 presentation of
his preelection program. According to him, the day before he visited
poetess Silva Kaputikian’s grave and in the moments of being in the
Pantheon felt responsible for the homeland and towards the memory of
great Armenian figures. Whereas, as A. Geghamian stated, some political
forces and, in particular, the Armenian National Movement (ANM)
party and first President Levon Ter-Petrosian wish to "destabilize
the situation in the country and to shed blood in Yerevan streets."

A. Geghamian mentioned that the above mentioned forces, with
participation of "pro-Levon" media, carry out black PR to his party
and, as he predicted, will continue doing it much more actively. "ANM
is inimitable in the respect of slander," he stated adding that
neither the representatives of that party nor the current authorities
are able to dispute with him over the programs.

keeping the party firm and "remaining unshakable" in spite of all
