BREAKTHROUGH IN REORGANIZATION OF ARMENIAN ENTERPRISES HANDED OVER TO RUSSIA EXPECTED

YEREVAN, February 6. /ARKA/. A breakthrough in reorganization of
Armenian enterprises handed over to Russia under property-for-debt
program is expected to be seen in the first half of 2008, Russian
Prime Minister Victor Zubkov said Wednesday in Yerevan, at a joint
news conference with his Armenian counterpart Serge Sargsyan.

"We keep this work under constant control. I think considerable
progress will be visible in the first half of this year", he said.

Zubkov said that the reorganization aimed at merging there enterprises
into scientific industrial complex is under way now.

"We have completed the inventory of Mars CJSC’s property and now
shares of this joint venture are being evaluated", he said.

The Russian premier said that a private investor will be attracted
to the enterprise.

"AFC Sistema’s interest in this enterprise hasn’t disappeared, and it
will actively participate in this complex exploitation in the future",
he said.

Armenia signed the $93-million property-for-debt agreement with Russia
in 2002.

Under this agreement, five Armenian enterprises – Mars CJSC,
($56.29mln), Mathematical Machines Scientific Research Institute
(2.75mln), Yerevan Institute of Automate Control System ($3.37mln),
Institute of Science of Materials ($0.35mln), Hrazdan Thermal
Electric Plant’s property complex($31mln) – have been handed over
to Russia.

Armenians and Welsh came together on January 27 to pray for victims
of all genocides on the United Kingdom’s Holocaust Memorial Day and
to remember the first anniversary of the assassination of Hrant Dink,
the journalist killed for raising the issue of the Armenian Genocide
in the Turkish press.

As they gathered they discovered the ornate slate cross on the Armenian
genocide monument (pictured here) smashed into pieces with a hammer
left at the scene. The Armenian Genocide Monument was desecrated on a
symbolic day designated to recall the events, consequences and lessons
of the darkest days of human history in a deliberate and premeditated
act of vandalism.

Kind of sick, don’t you think?

The monument in Cardiff is to remember 1.5 million Armenians who were
massacred in 1915. IC Wales reports it caused controversy at the time,
with members of the Turkish community denying the killings amounted
to genocide.

Caerphilly Councillor Ray Davies, who campaigned for the Armenian
monument to be erected, said many people at the service were close
to tears when they saw what had happened.

"The desecration of the monument reminds us that we must always
be vigilant against racism and hatred which is never far from the
surface," he said.

Director of the Welsh Centre for International Affairs Stephen Thomas
said: "It was particularly saddening for the Armenians present that
this happened on the day of the Holocaust Memorial Day. This service
wasn’t specific to the Armenians. We were trying to be all-inclusive
about all those historical events where people have been massacred.

It wasn’t very helpful in terms of trying to create a bridge and
links between Turkey and Armenia that this was carried out. People
were upset when they turned up and saw what had happened."

Hal Savas, a member of the five-man delegation from the Committee
for the Protection of Turkish Rights, was present at the service.

"Whoever has done it should be ashamed of themselves," he said. "We
would condemn any damage done to any religious monument."

The tiny Welsh Armenian community of Cardiff were targeted with a
despicable racist attack on Holocaust Memorial Day (January 27). The
new Armenian Genocide Monument (which was erected by the community
under the leadership of John Torosyan in November ) was desecrated in
the early hours of the morning before important ceremonies were held
today to Commemorate the Holocaust,and to remember Hrant Dink. The
ornate Armenian Cross on the monument was smashed to bits by persons
unknown using a hammer, which was left at the scene of the crime.

Turkish protesters disrupt Holocaust and Hrant Dink Commemorations

One of the Welsh Armenians said: "This is our holiest shrine. Our
grandparents who perished in the Genocide do not have marked graves.

This is where we remember them" Eilian Williams of Wales Armenia
Solidarity said that he blamed the so-called "Committee for the
Protection of Turkish Rights", under the leadership of Hal Savas for
the crime. We shall repair the cross again and again no matter how
often it is desecrated. We also challenge the UK government and the
Turkish Embassy to condemn this racist attack.

The Holocaust commemoration was a gesture of friendship by Welsh
Armenians towards the Jewish and Roma communities During the
Prayers for the Holocaust victims, the said Turkish Committee used
a loud-speaker to disrupt proceedings. Finally Martin Shipton, chief
reporter for the "Western Mail" the national newspaper of Wales gave
his tribute to Hrant Dink (also representing the National Union of
Journalists). The Turkish protesters also disrupted his speech.

RUSSIA IS MAKING ENERGY AGREEMENTS WITH ARMENIA

Russian premier minister Viktor Zubkov is to make an official visit to
Armenia on 5-6 February at the invitation of his counterpart Serge
Sarkisyan. During the visit Russian premier is to meet Armenian
president Robert Kocharyan.

Though Russia is to elect a new president on 2 March and Armenia on
19 February, both countries are to preserve concession of political
power what means that the dialogue between two counties is to be
continued and developed.

Economic cooperation is to be in the center of the negotiations this
time, further development of Russian -Armenian trade-economic and
investment cooperation in particular. Russian-Armenian trade index
has grown on 60 % for the last two years. Both Russian export and
import have increased. The turnover between two countries was more
than $0,7 billiards in 2007.

Russian premier points out the high tempo of investment cooperation.

Russian companies invested in Armenian economy about $175 million
in 2007, $100 million out of them were direct investments. The total
sum of Russian investments in Armenia has amounted to $1 billiards.

The prime-ministers are to discuss energy cooperation of two countries
which remains the priority brunch of economic partnership.

It should be noticed that Russian companies Gasprom, RAO EES, Russian
Railways, diamond producing company ALROSA, RUSAL, Sistema, Vympelcom,
Bank VTB. Russia satisfies all Armenian demands in gas, the supply
agreements are sighed up to 2009.

At the moment Russia and Armenia are considering Armenia’s proposal of
building an oilprocessing plant on its territory with Russia and Iran’s
assist. The discussion is at the very start and lots of questions touch
oil supply point. One of the spheres of Russian-Armenian cooperation
is the electric power industry. Armenia is a country with overabundant
energy; it can export its energy to other countries. The energy sector
has been restored for the inner usage.

At that Russian Gasprom is interested in completing the building
of the fifth block of Razdan Thermal Power Plant. The four working
blocks of this plan are owned by Russia.

As for nuclear energy cooperation Russia is fulfilling its entire
obligations on a long-tern contract on nuclear power supplies for an
Armenian Nuclear Power Plant.

The prime ministers are likely to sign bilateral agreements on
cooperation in nuclear energy sphere.

The progressive development of Russian-Armenian economic cooperation
is restrained by transport factor. The problem can be improved with
launching a regular railway-ferry between the port Kavkaz and the
port Poty (Georgia). In January the Russian Railways has obtained
concession on the company Armenian Railways.

The two sides are expected to sign a protocol on changing a bilateral
agreement on free trade from 30 September 1992. The document is to
meet the WTO norms and requirements.

The sides are to sign an agreement in the sphere of information
technologies, post office and electronic connection.

The Russian delegation headed by Mr. Zubkov is made up of about 20
officials from federal administration and heads of large companies.

The Russian prime-minister is to visit the memorial complex
Tsitsernakaberd, which is dedicated to the victims of Armenian Genocide
and located overlooking Yerevan.

Director of Euro-Atlantic Integration and Partnership International
Staff, The delegation includes members of NATO International Staff,
international military staff and strategic directorate.

The Armenian delegation is headed by Deputy Foreign Minister Arman
Kirakossian and Deputy Defense Minister Ara Nazaryan, the RA MFA
press office reported.

The purpose of the visit is to give annual assessment to the IPAP
implementation process, to discuss the Armenia-NATO cooperation,
modernization of armed forces, political and democratic reforms. The
talks will last up to February 8.

A report will be organized and submitted to the NATO headquarters
with a following discussion during a joint meeting.

Gor Mardoyan was born in Moscow in 1997. He played for one year
in Spartak Moscow, before his family moved to Cyprus. Many times
he has been awarded best player of various tournaments. In Cyprus,
he has played for Apoel and then trained for a while with the Cyprus
Junior Football Academy. Currently he does not play in a team, but
is working hard to achieve his goal. His goal is simple, to get into

Azerbaijani Defense Minister Safar Abiyev declared during the meeting
with the Ambassador of South Korea to Azerbaijan Ambassador of South

Day.Az reports with reference to the press service for the Defense
Ministry of Azerbaijan, that the meeting participants stressed the
importance of launching cooperation between the two countries in the
issues of security, along with other spheres.

The sides exchanged views regarding the military and political
situation in the South Caucasus region.

S.Abiyev, touching upon the occupation of 20% of Azerbaijani lands by
Armenia, noted that in the result of it, millions of Azerbaijani
citizens became internally displaced persons and hundreds of
settlements, historical and cultural monuments were destroyed.

With ARARAT, Frank Westerman continues to expand his non-fictional literary
oeuvre. Since 1992, the journalist Westerman (1964) has revealed himself as
a full-time, award-winning, lauded author. In his latest book, he travels to
mount Ararat. He meets not only ark-seekers, but also himself: the young
Dutch Protestant who has lost his faith and as a "reversed Job puts his own
staunchness as a non-believer to the test."

In 1994, Westerman, then a young correspondent for de Volkskrant in
Belgrade, made his first appearance with THE BRIDGE OVER THE TARA, an
account of his journey along the frontlines of former Yugoslavia. As a
reporter for NRC Handelsblad, he later visited different international
hotbeds. Together with his colleague journalist Bart Rijs, he knew how to
penetrate into Srebenica as the only journalist at the time of the fall in
1995. They wrote a book together, THE BLACKEST SCENARIO, for which they used
confidential UN documents and interviews with eye-witnesses in order to
reconstruct the war years of Srebrenica. Between 1997 and 2002, Westerman
was a correspondent for NRC Handelsblad in Moscow. During his time in
Moscow, he completed his third non-fiction book, THE GRAIN REPUBLIC, which
was published in 1999. THE GRAIN REPUBLIC depicts how the Dutch landscape
has changed over the last one hundred years and what the consequences have
been for humans and nature. In particular, Westerman follows the life
history of Sicco Mansholt, a descendent of rich gentleman farmers, who
allowed his large-scale agricultural politics to penetrate deep into
Europe–until he himself began to question his beliefs and decided to
propagate ecological agriculture. After four years as a correspondent in
Moscow, Westerman wrote ENGINEERS OF THE SOUL, a book about Joseph Stalin’s
megalomaniacal hydraulic projects and the socialist-realist novels that were
written about it. It is with this book, which was repeatedly awarded, that
the journalist-writer established his name. His big breakthrough came with
EL NEGRO AND ME (2004), a fascinating travelogue about race, culture and
identity, for which he practically traveled the entire globe. The latter was
crowned with the Golden Owl Literary Award 2005, short-list nominee AKO
Literary Prize 2005, and was nominated for the Bob den Uyl Prize 2005.
ARARAT too has been nominated for the AKO Literary Prize.

Religion and Science

In the meantime, Frank Westerman has become a notorious representative of
what his publisher, Atlas, calls literary non-fiction in the Dutch language.
The method of work is known: you think of a theme (and possibly some
subthemes), you work your way into the subject, then you take off, you
travel, around the world if you must, then you include yourself in the
story, and all of that with the necessary literary sharpness. Westerman too
applies this procedure–and does so successfully–in his latest work. ARARAT
is a book about believing and knowing, religion and science, centered around
mount Ararat.

Raised a Protestant, but fallen from his religion, Westerman wanted to put
his own staunchness as a non-believer to the test through a pilgrimage to
the Biblical home where Noah’s Ark is said to have floated. "I wanted to
climb this holy mountain with an eye on both the myth and the reality" (p.
52). In Etchmiadzin, Westerman visits an Armenian Apostolic Church and is
astonished by the devotion of black-clad monks with pointy hats. He does not
mince his words: "In my opinion, there was already something wrong with the
word ‘religion’; it presupposes a god, and as soon as you recognize it, what
apparently follows inevitably is to serve him. Slithering like snakes, they
shuffled kneeling around the altar, with faces strained in pain" (p. 125).

Knowing in words

The ascent of mount Ararat in Eastern Turkey is described in the final
chapter. To help describe his preparation (the difficulty in acquiring a
visa, the procurement of hiking material, his physical training together
with his wife by walking across the shallows, his deep dive into literature
about the Flood, Biblical ark-seekers, and Ararat, the Armenian genocide,
geological studies, literature, among which Orhan Pamuk’s SNOW, and so on
and so forth), he needs over 250 pages. His own past is also elaborately
described: not only his Protestant background, but also his schooling. He
still has sharp and good memories of his mathematics teacher "Knol" and of
his exact subjects in general. "Biology, physics, and chemistry relieved the
world of many secrets. The knowledge that I absorbed gave me solid footing
and confidence, which contributed to my praying less and less convincingly"
(p. 103). The literature-oriented journalist also reveals that he is an
agricultural engineering graduate, having studied geology in Delft under
Professor Salomon Kroonenberg, a scientist who has, in the meantime, become
famous for a broad audience with THE HUMAN MEASURE, THE EARTH IN TEN
THOUSAND YEARS. Yet, it is the word that fascinates the author especially.
In the course of the story, it becomes apparent that Westerman’s religion is
one of language. "Since I dedicated myself to writing, I have gained great
respect for the word. In every sentence I searched for words with the right
weight and sound. I tasted them on my tongue, sucked on them until they had
the right color and strung them together into a chain of beads. Although I
chose and ordered them myself, the words never did exactly as I wanted.
Embedded in a sentence, they sometimes suddenly changed their radiance or
meaning. That was the miraculous part" (p. 210). The manner in which he
describes mount Ararat is certainly worth the effort: "With her swollen
body, she resembled a fortune-teller who had nestled herself on the plain
and had assumed an inaccessible pose. Around her waist, she donned a shabby
pleated skirt with erosion grooves." (p. 219).

Non-fiction literature

When he finally stands on top of mount Ararat at the end of the book, he
realizes that he has freed himself from his past, because "at the snow
frontier of Ararat, there were no angels with shining swords" or a piece of
ark wood to stumble over. ARARAT is a rich book. A great number of
geological classifications, geographical explanations, historical stories,
myths and references to recent political developments and to world
literature sometimes leaves the impression that a few tipped-over
bookshelves and random experiences are thrust upon the reader. Yet, it does
not give the impression of a walking encyclopedia. Nor did it become a
summary of random experiences with no purpose. Walking in the shallows in a
story about mount Ararat? It’s possible. With a very good style and aptitude
for building stories, Frank Westerman can pull it off. Similar to great
names like V.S. Naipaul and Ryszard Kapuscinki, he outstandingly excercises
that difficult genre of non-fiction literature. It is in that in-between
genre in which journalism, travelogue, and literature seamlessly cross over
into each other that Westerman is at his best.

elections all nine candidates for presidency bake very nice
buns with big raisins, however it is very difficult to see their
raisins. Political technologist Narek Malian presented this way his
perception at the January 30 meeting with journalists at the Hayatsk
club. As N. Malian evaluated, there is no "black PR" at the current
stage of election campaign, there are only remindings of doing "black
PR," but its shoots are already noticeable.

The expert said that sociological surveys, which are the starting point
of political technologies, do not work at all in such a country like
Armenia: each person can conduct his own survey among his friends and
to draw a conclusion from its results. The peculiarity of Armenia is
that during presidential elections society is quickly divided into
two main poles.

Another peculiarity of society is striving for taking the part of
the strong. And the candidates proceeding from it try to show that
the strength is on their side.

Avoiding to name the candidates having formed the two poles Malian
said that a mixture of Western and Russian technologies is used by
candidate A (the western technology is going from one apartment to
another, meeting people, and the Russian technology is a technology
of a ruler, a person controlling the situation). Accoridng to him,
the mixed technology will not work in Armenia, as there is no kind
ruler, kind tyrant. And candidate B has adopted the Western technology.

According to the political technologist, the fact that "Forward,
Italy!"

slogan worked well in case of Silvio Berlusconi does not mean at
all that the slogan "Forward, Armenia!" should work well in Armenia
(this is the slogan chosen by candidate for presidency, Prime Minister
Serge Sargsian).

As a novelty in the current election campaign N. Malian said that one
of the candidates has put in circulation the method of communicating
with people through DVD disks. Five out of the candidates for different
reasons carry out their PR themselves: one of them himself does not
believe his victory, therefore he has decided to economize money,
the other has no money, the third thinks that no one can carry out his
PR better than he himself. In case of another the party is engaged in
his PR and rather successfully, and the candidate from the fixed 10%
rating is gradually rising and will become a favorite.

ArmInfo. The number of e-payments for communal services and trade
grew more than twice to 1.270 bln AMD (137210 payments) in 2007. As
ArmInfo correspondent was told at "Armenian Card" CJSC, the volume
of transfers from a card to another made up 385,2mln AMD (almost four
times annual growth), and the number -6333.

According to the source, in 2007 monthly volume of
internet-transactions made up 105,8mln AMD, on average, and the
number of payments-11434, while in 2006 these indicators made up
47,7mln AMD and 6613 payments, respectively.

As of November 1, 2008, in the structure of National Unified Payment
System (UPS), there were 1380 points of services/sale and cash points
(cashomates excluded), 223 of which were cash points. In particular, at
this date, the number of operating POS-terminals made up 1576, 277 of
which – at exchange points. From the total number of POS-terminals 1546
serve ArCa cards, 1086-Visa cards and 1122-MasterCard. The Central Bank
and 20 commercial banks of Armenia are members of "Armenian Card" CJSC.
