YEREVAN, DECEMBER 26, ARMENPRESS: Nineteen Armenian families have
repatriated from Switzerland since 2004 after Armenia and this country
signed a readmission agreement.

Hambardzum Abrahamian, a chief specialist of a government-affiliated
department for migration and refugees, said a special re-integration
program was developed for them. Under the program they are provided
with various assistance, jobs, education for children and those who
want to start a business are given a $4,000 loan.

Armenia has signed readmission agreements with Latvia, Lithuania,
Denmark and Switzerland and is negotiating readmission agreements
with Benelux countries, Germany, Norway, the Czech Republic, Sweden,
Poland, Ukraine, Bulgaria and Russia.

Examining What It Means To Be "White"

EXAMINING WHAT IT MEANS TO BE "WHITE"

There’s so much that could be discussed about when dealing with the
idea of "White" or "Whiteness". From what I’ve observed, the idea
of being "White" is strongest in Protestant Europe (Britain, the
Netherlands, etc.), and the people of Catholic Europe adhere to their
ethnic identity. I see "White" in the United States as a culture;
an Anglo-Saxon-based one. Of course, just like anywhere else, the
culture varies by class and region. However, being English-based,
this culture is not the traditional one you would imagine, like
Polish, Spanish, Italian or French, for example; but, rather, it’s
more individual-based, meaning that members of this group do not see
themselves as a collective. It’s a culture nevertheless.

White has different meanings. To me White is: 1. Person who is
genetically of European descent, in Europe, North, Central & South
America, the Caribbean, and South Africa; 2. In the United States,
a person of racially white origin who identifies as, and is perceived
by others as, "White," meaning is culturally part of the dominant
Anglo (English)-based American culture-as opposed to African-American
culture-to which non-English European immigrants had to assimilate in
order to not be ethnic. So I could say the following sentence and still
be correct: Penelope Cruz, Audrey Tautou, Brad Pitt, Alexis Bledel,
Gisele Bundchen, Fidel Castro are all white people; but of these,
only Brad Pitt is White-Penelope is Spanish, Audrey is French, Brad
Pitt is a White American, Alex Bledel is Latina, Gisele is Brazilian,
and Fidel Castro is Cuban.

According to Wikipedia, in Britain, whites are categorized under "White
British" (for those who are of English, Scottish, Welsh descent, and
even those from Northern Ireland who identify as ‘British’), "White
Irish" (for the ethnic Irish population living in Britain) and then
"White Other," (for anyone else of racially white ancestry). It’s
important to examine Britain’s current racial classification
system, simply because it was the English who colonized and created
neo-European societies in the United States, Canada, Australia and
New Zealand, where the concept of whiteness was imported to. In
Australia for example, being white means you’re "literally white,"
therefore making George Clooney, an Irish-American, non-white because
he has a dark complexion; even though here in the United States he
is considered white.

Consider this: in the blue states, where there’s more racial
diversity, someone could say to me "You look like you could be
European" But no one would ever say to me "You look like you could
be white". Why? Because the majority of racially white people in
the United States is not of Southern European ancestry-who tend to
have darker features than Northern and Central European people-but,
of Northwestern European ancestry. This isn’t to say that I’m not
of mixed racial origin; it’s just that phenotypically I look more
European than not.

As Americans, we have internalized what it means to be "white," but
most of us can’t define it, except by saying "it’s a person who has
a light complexion." However, it’s much more complicated than that.

"White" and "Latino" aren’t mutually exclusive in terms of race;
but in terms of culture, they are. That is why in the census forms
neither Hispanic nor Latino is included as race. When immigrants
like the Irish, the Italians, the Jews and the Germans, for example,
arrived to the United States, they were not considered White by "old
stock" Americans of English descent; though Germans were more easily
accepted as White than others. These people were deemed too ‘ethnic’.

In fact, "old stock" Americans even considered the Irish to be of a
different race. However, these people eventually came to be accepted
as White. How did that happen? They had to lose their "ethnic-ness"
through assimilation to the dominant Anglo-based culture in order
to become White. This is why in newspapers Whites are referred to
as "Anglos", just as newspapers refer to "Latinos" as Hispanics or
Latinos; Anglo does not refer to racial English ancestry, but, rather,
culture, just as neither Hispanic nor Latino denotes racial Spanish
or Portuguese (or French or Italian) ancestry, but culture-’cause you
can find a Latino of English ancestry or a White person of Spanish
ancestry. Finding a name like ‘Bernardo O’Higgins’ (Spanish first name,
Irish last name) should not strike one as weird, unless you consider
a name like "Bruce Willis" (English first name, German last name) just
as weird. We consider a name like "George Lopez" as a Latino name, but
we consider a name like "Steven Spielberg" as a White name-even though
both last names are of European origin. Interesting to think about.

What about Middle Easterners and North Africans? The fact of the matter
is, they are originally Mediterranean peoples, just like southern
Europeans. However, due to civilizational differences-that is, they
aren’t Western-they aren’t perceived as white. In addition, there
have been Viking invasions to these areas, thus making light-eyes
and light-hair a more common occurrence; in North Africa, mixture
with sub-Saharan Africans, who are black, has occurred.

The British and the Irish have Mediterranean ancestry, as well. In
fact, it has been stated that "genetic fingerprint of the populations
tested" in Britain, Ireland and Spain are "almost identical",
because of Iberian migration into what are now Britain and Ireland;
it makes sense: take a look at Welsh actress Catherine Zeta-Jones. A
lot of British people have Mediterranean facial structures, a thin
face with sharp facial features, but oftentimes with very fair skin,
light eyes, and light hair, like Hugh Laurie, who plays "Dr. House"
in "House." Why include this? Because I maintain that to be white,
one has to fit certain civilizational requirements, even though
genetically a Mediterranean European is similar to a Mediterranean
Persian, the latter probably being more likely to consider herself
"brown" as opposed to "white."

Lets look at the case of Armenians in the United States in the latter
part of the 20th century and now. For some background: Armenia was
the first country to adopt Christianity as its official religion;
their form of Christianity is Armenian Orthodox, as opposed to
Western European Roman Catholicism and the various Protestant
Churches. Armenian-Americans at my high school were perceived as
different from the Whites at my high school, due to differences in
phenotype and culture; but they were racially white nevertheless.

Aside from the obvious, why and how was this distinction able to
be made? Like I said before, we’ve internalized what it means to
be "White" and how to tell someone is "White". Just like in Latin
America, an outsider’s, and self, perception matters here. If an
Armenian-American dressed in Abercrombie and Hollister, had an
"American" name, spoke without an accent, we would perceive him or
her as White. However, if this person spoke with an accent, had an
Armenian name, and dressed a certain way, we would perceive this person
as "ethnic," as non-white. Seeing as how many Armenians-at least in
Los Angeles proper-are 1st generation Americans or recently-arrived
immigrants, including them in applications and census forms as white
hides the problems this community faces in terms of access to higher
education, among other things, as they have not achieved whiteness
yet. In fact, given its history and difference from Western European
countries, I’m not sure it’ll happen.

In conclusion, "Whiteness" or being "White" is totally a socially
constructed idea. One’s whiteness is mostly, if not completely,
contingent upon an outsider’s perception. In this country, you
have to fit certain criteria in order to be considered White, which
is synonymous to White American, which means Anglo-American. It’s
something that’s changing.

Washington, DC, December 15, 2005 ~W The Genocide Education Project expanded
on its participation in the annual conference of the National Council for
the Social Studies, which took place November 30th through December 3rd in
Washington, DC. The Genocide Education Project drew more than 700 educators
to its information booth, disseminating new and varied instructional
materials about the Armenian Genocide. Education Director, Sara Cohan,
conducted a workshop on "Exploring the Impact of the Armenian Genocide,"
incorporating genocide survivor photographs and testimony. In addition,
Cohan and Executive Director, Raffi Momjian conducted a one-day teaching
"clinic" entitled, "Teaching Genocide in the Age of Genocide," in
collaboration with the United States Holocaust Memorial Museum, Facing
History and Ourselves and the Choices Program at Brown University.

This year~Rs hallmark conference for social studies educators drew
approximately 4500 educators from around the country. The Genocide
Education Project~Rs booth distributed information and guides about teaching
the Armenian Genocide in the classroom and collected educators~R contact
information to keep them informed about future projects and teacher training
workshops it conducts and to update them about the various teaching
resources it develops.

After working together for the past year to organize the one-day clinic
"Teaching Genocide in the Age of Genocide," The Genocide Education Project
led a team of educators from the United States Holocaust Memorial Museum,
Facing History and Ourselves, and the Choices Program at Brown University,
providing an approach to genocide education which considers causes, methods,
parallel events, individual responsibility, and prevention.

"Having the opportunity to work with educational organizations who share a
common mission was exhilarating" commented The Genocide Education Project~Rs
Executive Director, Raffi Momjian. He continued, "The result was exactly
what we had hoped for ~Wteachers attending our presentations received a
solid introduction to the subject of genocide education and based on their
post-clinic comments, are ready to explore the subject with their students."

The Genocide Education Project also was selected to present a one-hour
workshop, "Exploring the Impact of the Armenian Genocide through
Contemporary Photographs and Survivor Testimony." Using a lesson plan
developed by The Genocide Education Project, based on the iWitness
photograph exhibit by Levon Parian and Ara Oshagan, teachers modeled
classroom activities using photographs and testimony of survivors of the
Armenian Genocide in order to better understand the impact of genocide.

Next year~Rs NCSS Annual Conference will be held in San Diego, California.
The Genocide Education Project is looking forward to continuing its outreach
at this and other conferences, working directly with educators, providing
them with innovative teaching material on the Armenian Genocide and
professional development opportunities to engage with colleagues on the
subject.

The Genocide Education Project is a 501(c)(3) nonprofit organization that
assists educators in teaching about human rights and genocide, particularly
the Armenian Genocide, by developing and distributing instructional
materials, providing access to teaching resources and organizing educational
workshops.

An Armenian contract serviceman was killed by an Azerbaijani sniper
on Monday evening, Armenian Defense Ministry press secretary Col.
Seiran Shakhsuvarian told Itar-Tass on Tuesday.

Sgt. Ruben Tamrazian, 39, came from Dilizhan. He was stationed in
the Idzhevan district in northeastern Armenia bordering on Azerbaijan.

The sergeant was shot in the heart and died instantly, the spokesman
said.

Baku has made no comments.

Armenia with other countries must be anchored exclusively on interests
of Armenia.

Aram Manukian, a member of the "Armenian National Movement" (ANM) party
made such a statement at the December 16 meeting. In his words, the
Armenian-Turkish and Armenia-Turkey relations are different phenomena,
and those forces "led by patriotic romanticism, which identify those
two types of relations, are wrong. "In the Armenian-Turkish relations,
the bearer of which is the Diaspora, the recognition issue of the
Armenian Genocide is completely correct, but it is not correct within
the context of the Armenia-Turkey relations," A.Manukian mentioned. In
his words, one must pursue the Genocide recognition issue, but it may
not be made the foundation stone of the foreign policy of the country,
as the today’s authorities do. Touching upon the possible membership
of Turkey to the European Union, the ANM board member mentioned:
"It is worth that Turkey appears in the civilized board, and it is
worth that Armenia has a foreseeable, civilized neighbour." In the
speaker’s words, it would be better that Turkey enters the European
Union staff than cooperates with "terrorism forces of the east."

An article concerning Armenian invasion of Azeri territories has
been published in newspaper "The Patriot" in Pakistan. "Armenia must
liberate occupied territories of Azerbaijan" by Nergiz Malik presents
facts that Karabakh belongs to Azerbaijan and Armenia has occupied it,
APA reports.

The article notes that Upper and Lower Karabakh always belonged to
Azerbaijani states through the history.

"The notion of Karabakh emerged in north part of Azerbaijan in 4th
century B.C and was a part of Caucasus Albania till 8th century",
the article writes.

The author noted that Russian imperia used religion to its interests.

On this purpose, Russia subordinated the independent Alban church to
Armenian Grigoryan church. So the Christian people of Albania were
obliged to join Armenian Church.

"Russia attached Lenkeran, Baku, Guba, Derbend, Nakchivan and Irevan
khanates to its territory. Russia wanted to place Armenians as a buffer
to the khanates fighting for independence. Russian imperia deported 130
thousand of Armenians from Iran and Turkey to Azerbaijan in 1828-1830
according to Turkmenchay agreement. 50 thousand of them were settled
in Karabakh. The notion of "Armenia" did not mean territory when
Russia invaded Azerbaijan. Armenians were known as a community among
Muslims of Azeri khanates. But Russia called the invaded territories
"Armenian province" after the agreement.

"Armenian province" was replaced with Yerevan governorship according
to the new administrative territory division in 1849. Between 1878
and 1914, more 500 thousand Armenians were deported to Azerbaijan.

February and October revolutions in Russia were the beginning of a
new stage for "Armenian issue". Council of People Commissars adopted
a law "Turkish Armenia to decide self-termination" signed by Lenin and
Stalin. Armenian territory included Ichmedzin, Aleksandropol and Yeni
Beyazid that half of people were Azerbaijanis. Armenian government
headed by Dashnaktsutyune demanded Nakchivan, Zengezur and Karabakh
territories and that caused a war between Azerbaijan and Armenia in
1918-1920. Russian Communist Party Central Committee Caucasus Bureau
adopted the following laws on June 5, 1921: "Considering national peace
between Muslims and Armenians, economical relations between Upper and
Lower Karabakh and permanent relations between Karabakh and Azerbaijan,
Nagorno Karabakh will remain in Azerbaijan SSR territory and Nagorno
Karabakh will be large autonomy, centre Shusha". Azerbaijan SSR was
included in USSR in 1922", the author wrote.

She also noted that near 1 million Azerbaijanis were deported from
Nagorno Karabakh in 1988-89. Khojali genocide and Armenian violence
of international laws are also mentioned in the article. She also
noted that the negotiations to settle the conflict are continuing.

These days in the Swedish capital of Stockholm, there is an event
taking place which has occured only in the dreams of our generation,
not to mention those of many generations before us: a Turk is
receiving, for the first time ever, a Nobel prize.

And no one can diminish this, no one can insult it, no one can say
"I wish we hadn’t gotten this." Which is why an experienced cadre
of Turkish journalists has gone off to Stockholm to stand by author
Orhan Pamuk when he received his award.

I wish that all of us here in Turkey, and in fact every Turk all over
the world, could experience the great pleasure of this extraordinary
event, a process which begins today, and ends on December 10, with
a dinner given by the Swedish King.

If only we could all celebrate, some with champagne, others with
whatever they liked….

But that’s not going to happen….

The writer of these lines you are reading now has been deeply angry,
ever since the publication of Orhan Pamuk’s statement that "Turkey
has killed 1 million Armenians and 30 thousand Kurds," a statement to
which he added the opinion that "no one but him would be able to say
these facts." Because it is difficult not to think that this award
was given to Pamuk precisely for those words.

In recent news reports, we have read that Pamuk has declined to answer
politically-oriented questions posed to him by reporters. Why?

Whatever "history" and proof Pamuk based his comments on originally,
he could have later added "I am not a historian. I have no real ideas
on these subjects."

But he didn’t. Let me say this clearly:

As far as we can understand, these political questions do not sit well
with his conscience. He somehow can’t escape from the doubt that he
got the award more for his own political comments than for the books
he has written.

A friend of mine noted, right after the news of Pamuk’s Nobel, that
"Those sentences he spoke will be forgotten, but 30 years later,
the fact that Pamuk won the Nobel will remain."

Brutus also thought that those plotting against Caesar were actually
doing Rome a favor. But how do we remember Brutus now?

Deutsche Bank, the Germany-based financial giant, to stop obstructing the
return
of stolen Armenian Genocide-era assets, reported the Armenian National

that Deutsche Bank continues to block the rightful return of assets
belonging to

Deutsche Bank has more than $1.32 trillion in assets and over 67,000
employees
operating in nearly 1,600 branches across 73 countries. Experts estimate
that
Deutsche Bank illegally withheld more than $20,000,000, in World War I-era
dollars, from Armenian victims and survivors of the Armenian Genocide. A
class
action lawsuit against the firm to secure the return of these assets has
been
filed by attorneys Mark Geragos, Brian Kabatack, and Vartkes Yeghiayan. The
lawsuit states that the Deutsche Bank systematically thwarted the recovery

millions of dollars in assets deposited by Armenians prior to and during the

Federation for Justice and Democracy, launched a continent-wide campaign to
urge
Deutsche Bank to honor its commitments. In January of 2006, the
ANCA-Western
Region helped organize a rally in support of a press conference outside the
Los
Angeles offices of Deutsche Bank announcing the filing of the class action
lawsuit against both bank. Speaking at the rally, ANCA Board member Raffi
Hamparian called on Deutsche Bank "to return the money it eagerly accepted
but
then so heartlessly withheld from the victims and survivors of the Armenian
Genocide. Withheld – from the wounded, the destitute and desperate –
exactly
when they needed access to these funds the most. Today, we ask simply for
what
is owed, what has been owed for nearly a century. We know that the time has
long-since passed when Deutsche Bank can make its depositors whole. That
time
has passed. No one today can wipe away the blood, the tears, the sweat of
endless desert marches, mass executions, and starvations. But we can,
today,
secure a measure of justice, and that is why we are here. Justice: A small
measure today – from a bank. A greater measure tomorrow – from the Turkish
government. The full measure – soon – of the justice owed the Armenian
nation."
