EXPERT OF THE AMERICAN CENTER FOR CIVIL-MILITARY RELATIONS: IRAQ CAMPAIGN FAILED IN STRATEGICALLY

The campaign in Iraq failed strategically, expert of the American
Center for Civil-Military Relations Kara Bue said responding to
the question of participants in the seminar for journalists and
representatives of press-services of RA power agencies, being held
in Yerevan.

The expert said that the relevant US agencies investigated the
possible threats of the country’s security, as a result of which 4
spheres were revealed, such as the Islamic Jihad, dissemination of
weapons of mass destruction, political instability in some countries
and globalization. The expert noted that Iraq is related to the
two of the indicated spheres, at least. "The fact that the campaign
results disappointed us is discussed no more. It may be called failed
strategically", the expert said. Having touched on the coverage of
this campaign in Mass Media, she said that fact of non-revealing the
WMD in Iraq aroused great interest of Mass Media. "What happens there
and what do we do there in this case?, K. Bue asked and added that
it succeeded to carry out only a third of the scheduled work in Iraq.

For his part, another expert of the Center Richard Wales noted
two important remarks. He addressed one of them to employees of
press-services, having emphasized that journalists have good memory
and should not be deceived. The second remark was addressed to
representatives of Mass Media. R. Wales urged them not to confuse
the opinions with facts. Finally, both must refuse of ambitions and
serve the people", Wales said.

I have been trying to persuade this person to deal with foreign
policies but he tried his best to avoid foreign policies, stated Igor
Muradyan, political scientist, about NKR President Arkady Ghukasyan in
a news conference on June 12 at the National Press Club. "Meanwhile,
when he is about to leave, not be reelected but leave, he says Karabakh
must take part in the talks," Igor Muradyan says.

He says Arkady Ghukasyan’s move is just a ruse. "The mediators decided

Igor Muradyan says Arkady Ghukasyan has conserved the foreign policy
of Karabakh for many years. "A process of granting sovereignty to
uncontrollable territories, new territories, unrecognized states is
underway, it is not just a tendency but a real process. The package
of these territories, such as Kosovo, the others, is only the
beginning. Why is this process realistic? Because the world actors
want it. Russia says it is against granting independence to Kosovo,
but it does not mean anything.

Russia is also interested in this process. And the United States is
interested," Igor Muradyan says. He says the OSCE Minsk Group has
stopped being a mediator to the Karabakh issue but has turned into
a convenient arena for the dialogue of super powers, because there
is not a more convenient one where the issues of regional and global
policies could be discussed. Otherwise, the Minks Group would have
been disbanded a long time ago, the political scientist says.

"The process is underway. And what does it require? It requires a
political subject. It appears to be simple. A few years ago Karabakh
was a leader. Not because it behaved well, or conducted an active
policy. Karabakh was a leader because the other unrecognized states
were nothing. They were just uncontrollable territories, now they
have become unrecognized states.

We are facing the danger to become an uncontrollable territory from an
unrecognized state. Excellent dialectics! And this process is due to
this person," Igor Muradyan says. He means Arkady Ghukasyan. Muradyan
says he does not have personal problems with him, Ghukasyan has even
awarded him, and they had dialogue at one time but now his behavior
makes Igor Muradyan show his antipathy and negative attitude towards
this figure.

YEREVAN, JUNE 12, NOYAN TAPAN. Armenia is on the right way leading to
progress and the candidate winning the upcoming presidential elections
will either accelerate that procsess or on the contrary. Paruyr
Hayrikian, Chairman of National Self-Determination Union party,
expressed such opinion at his June 12 meeting with journalists.

He said that the party led by him has worked out a plan, according to
which a number of forces will be offered to run for the presidential
elections by a team. As P. Hayrikian affirmed, unity will win those
elections. "The political force that will not reach an agreement
and will not unite will fail in the coming elections," Hayrikian
said mentioning that all initiatives not supported by he National
Self-Determination Union in the past decade failed.

In connection with the possibility of his being a candidate for the
presidential elections Hayrikian stated: "The upcoming elections
should be made elections of atonement of sins and I do not exclude
that I may be the candidate of that collective team."

Karabakh conflicts will last as much, as is necessary to bring
closer positions of sides, Ireland’s Ambassador to Armenia Justin
Harman stated at the interview to the PanARMENIAN.Net. He said, any
form of military actions in trying to solve similar conflicts is
unproductive. "We have fought very long and it hampered the peace
process. The conflict between Ireland and the Great Britain dates
back to remote ages. But military operations were the most fierce in
1960ies of the 20th century. And they did not contribute to the peace
process at all. We always look at the Nagorno Karabakh conflict from
this very point of view. Since the world community is interested in
settlement of the conflict, the OSCE Minsk Group has been established
for that very purpose, which makes every possible effort. But it is
Armenia and Azerbaijan that must come to an agreement," Ambassador
Justin Harman said. Justin Harman reminded that the NK problem is a
legacy from USSR. "At the same time I don’t think that the current
situation can last endlessly. It is true that the negotiation process
does not depend on terms, one cannot fix terms for that. It is a
difficult political way, which I hope, will result in resolution of
the situation," the Irish diplomat underlined.

Spain is willing to host 2008 Euro qualifying match between Azerbaijan
and Armenia. Spanish foreign minister Miguel Anhel Moratinos made
the proposal during June-4 visit in Baku and in Yerevan the next day,
APA-Sport reports quoting Radio Rossiya.

The minister told the officials during the visits that they are ready
to organize Azerbaijan – Armenia matches in Spain. Moratinos mentioned
UEFA president Michel Platini about the proposal during yesterday’s
phone talk.

Spanish Foreign Ministry confirmed the information. The ministry press
service told APA-Sport that Moratinos had made a proposal during the
visits to Baku and Yerevan.

Ramiz Mirzeyev, president of Azerbaijan Football Federations
Association (AFFA) refused to comment on the proposal made by the
Spanish foreign minister.

"I don’t want to talk about it. The final decision on the venue will be
made at UEFA meeting on June 22. Then we will comment on the decision",
he said.

AFFA secretary general Fuad Esedov stated that Azerbaijan national
team is ready to play in Spain.

"i have read on Internet about the proposal of Spanish foreign
minister. There is no difference where we will play against Armenia.

Baku and Yerevan are exception", he said.

The matches between Azerbaijan and Armenia will be played on 8 and
12 September. AFFA wants the venue to be neutral field. It pointed
the countries Switzerland, Austria and Ukraine as neutral venues in
the letter sent to UEFA. Football Federation of Armenia demands to
play in Baku and Yerevan.

Poland’s hopes of reaching their first UEFA European
Championship finals received an unexpected blow as
they suffered a 1-0 defeat in Armenia.

Memorable week
The Group A leaders went into the game seeking a
seventh successive victory yet they were far from
their best against Ian Porterfield’s side and could
find no answer to Hamlet Mkhitaryan’s second-half
free-kick. For Armenia and their jubilant fans, it
completed a memorable week following their first win
in the section last Saturday, 2-1 in Kazakhstan.

Missed chances
After a slow start at the Republican stadium, the
match came to life with a flurry of chances midway
through the first half. After Armenia’s Robert
Arzumanyan had headed past the far post from a corner,
Poland responded and Marek Saganowski was the first to
force Gevorg Kasparov into action, the home keeper
saving well as Saganowski slid in to connect with a
low cross. Soon afterwards Kasparov had to tip over
Jacek Krzynówek’s free-kick and on the half-hour the
pressure nearly brought a goal. Wojciech £obodziñski
drove in a shot and when Kasparov could only parry the
ball, Saganowski turned the rebound wide of a gaping
goal.

Mkhitaryan strikes
Although £obodziñski flashed an attempt across goal on
57 minutes, Leo Beenhakker’s team were not controlling
proceedings as expected and the game slipped away from
them when the breakthrough came on 66 minutes.
Following Jacek B¹k’s foul on Aram Hakobyan some 20
metres from goal, Mkhitaryan curled his free-kick over
the Poland wall and beyond the despairing right arm of
Artur Boruc.

Plenty to ponder
Poland substitutes Jakub B³aszczykowski and Maciej
¯urawski both had efforts beaten away by Kasparov, yet
the defeat might have been even more embarrassing had
Arman Karamyan not spurned a clear opportunity in
added time. Rather than going into the summer with an
eight-point lead, Poland’s result leaves them looking
suddenly vulnerable given their immediate pursuers in
Group A, Portugal and Serbia, both have two games in
hand – and Poland must still visit that pair when
qualifying resumes in the autumn.

The letter of the parents of Azerbaijani Army’s soldier Samir Mammadov,
who has been captured by Armenian armed forces, has been sent back,
the soldier’s father Nazim Mammadov told APA.

Mammadov said he was informed of it by the International Committee of
the Red Cross (ICRC) office. He said the ICRC Office did not give him
the letter showing no reason for that. "We were only told that ICRC
representatives in Armenia met Samir, and the letter was returned".

ICRC office in Azerbaijan confirmed the returning of the parents’
letter. The office told the APA that the ICRC representatives last
met Samir Mammadov on May 31.

Secret, the Central Bank of Armenia (CBA) published the list of
subjects with overdue liabilities towards Armenian commercial banks as
of March 31, 2007 (liabilities overdue 180 days and over and exceeding
5% of the minimum amount of the bank’s overall capital). These subjects
are Luys CJSC, Elitar House LLC, Alcon CJSC, Atlas LLC, Intermotor
Yerevan LLC, Graas LLC, Hrazdancement LLC, Eghvard’s Mixed Fodder
