Armenian Grand Master Levon Aronyan occupies the 6th position in
the FIDE rating list of best chess players of the world issued
today. Aronyan has 2 763 points.

Grand Masters Vladimir Hakobyan (2 673 points),Gabriel Sargsyan
(2 643 points), Karen Asryan (2 630) occupy the 49th, 77th and 92nd
positions respectively.

Wishvanathan Anand of India tops the rating list with 2 803
points. Vladimir Kramnik of Russia comes second with 2 788
points. Alexander Morozevich of Russia is the third with 2 744
points. Veselin Topalov of Bulgaria has 2 767 points and occupies
the 4th position. Magnus Carlsen of Norway is the 5th with 2
765 points. Levon Aronyan is the 6th with 2763 points followed
by Shahriyan Mamedyarov (2 753 points) and Teymur Rajabov (2 751
points) of Azerbaijan. Pyotor Svidler of Russia is the 9th with 2
746 points. Peter Leco of Hungary occupies the 10th position with 2
741 points.

Only one third of law faculties’ graduates of Russian universities
get a qualified education. The Minister of Education and Science of
Russian Federation Andrey Fursenko has expressed such an opinion
at the joint sitting of collegium of RF ministry of education and
prosecutor’s office, which took place on March 27th. According to him,
again one third of graduates can prolong their knowledges, if they are
occuppied with additional education. The other part of graduates are
"unqualified specialists", – said Fursenko. In his turn, RF Attorney
General Jury Chayka has informed, that in the country the private
universities and branches of non-profile universities basically prepare
"unqualified" "grown up like mushrooms" lawyers. J.Chayka has compared
"university waste" with that waste, which is produced in other spheres
of the country’s vital activity.

He performed absolutely in favour of enforcement of criminal liability
with regard to universities, dean’s offices and departments. As
there are also laws, which foresee a penalty. HERE IS THE SITUATION
IN RUSSIA. And what about us? We have nothing comparable with these
russians… Anyway, such an opinion has a right of existance, if we
rely upon theoretical arguments, that here an alarm is not sounded
about these problems. On the contrary, if we listen to a number of
promoters of our universities, it will seem to us, that we have already
set a foot in european "educational field". Such optimistic mood, more
correctly, its spreading and advertisment, if even is permissible,
then only as advertisment produce for foreign auditorium….

Here, in inner "informational market" we should proceed from really
created situation and facts. I reply more clearly for state officials
and other promoters, for whom my conception is not understandable. Do
you want to hear from a doctor an INSINCERE DIAGNOSIS about your child,
who suffers terribly in the bed. Of course, no. So, why… are you
such about INSENCERE DIAGNOSIS, Artsakh’s pain and illnesses?… I
KNOW A THING: here you cant help the work with words, here severe
measures should be used based on advisability. If Russia speaks about
putting to criminal liability, then such measures are necessary long
ago for our small republics. As there is still UNPUNISHMENT and
its born IRRESPONSIBILITY, it’s naviety to hope, that "a patient"
will recover: on the contrary, a healthy man will get ill. Soon,
there will be ELECTIONS OF A RECTOR OF ARTSAKH STATE UBIVERSITY. See,
what a turn formed there. But if a severe law is valid, then I’m sure
that for heading this significant institution "hunters" will be found
with difficulty.

On April 3 RA President-Elect, Prime Minister Serge Sargsyan will
leave for Romania to participate in the summit of the Norte Atlantic
Treaty Organization (NATO).

The government delegation led by Serge Sargsyan will comprise RA
Foreign Minister Vartan Oskanian, Head of Mission of Armenia’s
Permanent Representation in NATO Samvel Lazarian, RA Ambassador
Extraordinary and Plenipotentiary to Romania Yeghishe Sargsyan,
Heads of corresponding Government Divisions.

In the framework of the visit RA President-Elect, Prime Minister
Serge Sargsyan will participate in the working dinner of the Heads
of Euro-Atlantic Partnership Council (EAPC) member states.

In Bucharest Serge Sargsyan is expected to meet with the OSCE Minsk
Group Co-Chairs.

The Republican Party led by president elect Serzh Sargsyan has
refrained from any comments concerning the potential head of the
Cabinet.

Party press secretary Eduard Sharmazanov told reporters on Monday
that the new prime minister will be named after April 9, which is
the day of Sargsyan’s inauguration.

"The appointment of the new prime minister is a strategic not personal
issue for us. It is crucial for us to have a government that would
tackle the problems facing the nation," Sharmazanov said.

He did not rule out the possibility of inviting former presidential
candidate, leader of the National Democratic Party Vazgen Manukian to
the ruling coalition. "He is a politician who has always been ready
for a constructive dialogue – before the elections and after them,"
the press secretary said.

The coalition formed after the February 19 presidential elections in
Armenia consists of four parties – the Republican Party, Rule of Law,
Prosperous Armenia and Dashnaktsutyun.

The political turmoil in Armenia following its disputed February 19
presidential election put Armenia’s Millennium Challenge funding in
doubt, a US diplomat said last week.

US Charges d’Affaires in Armenia Joseph Pennington said that Armenia’s
eligibility for the program is "borderline," according to Armenian
news agency ArmeniaNow.

The government must oversee improvement in human rights, media freedom
and the democratic process if it hopes to receive some USD 235 million
in funding through the five-year compact.

However, the US official said funding was already "in trouble" before
the controversial election last month, which triggered opposition
protests that ended in deadly clashes with police on March 1.

President Robert Kocharyan commented that Yerevan will be able
to find other financial backing for government projects if the US
does not deliver, ArmeniaNow reports, in what commentators say is a
reference Russia.

Pennington stressed that president-elect Serzh Sarkisyan will have
an opportunity in his first term of office to improve the country’s
democratic development.

"We think it is only fair to give the new administration time to turn
the situation around. So if we see those negative trends turn into
a positive direction, obviously that will have a positive impact on
the decisions of MCC [Millennium Challenge Corporation]," he said,
according to the news source Armenia Liberty.

The international community should send a clear message to Azerbaijan
to end the approaches of denial, sit at the negotiation table
with Armenia and Karabakh, try to settle the Karabakh issue in a
mutually acceptable way, RA Foreign Minister Vartan Oskanian said
during today’s joint press conference with the head of the Ago
Group of the Council of Europe Committee of Ministers, Ambassador
Per Sjögren. The Minister noted that it’s very bad that Azerbaijan
does not wish to meet and presents this fact in a very distorted
way. "Armenia has neither requested, nor proposed to organize a meeting
in Bucharest. The proposal came from the Co-Chairs, and our response
was positive. Azerbaijan is playing a very dirty game. What they are
doing is consistent with their latest steps – the attempts to dissolve
the Minsk Group, refuse from the document on the table born as a result
of work of the Armenian and Azerbaijani sides. Let them not juggle.

It has been formed with their consent, now they are trying to refuse
from it," Vartan Oskanian underlined. He assessed as negative the
ceasefire violation by Azerbaijan, the militant rhetoric, the attempts
to transfer the question to the UN.

Azerbaijan failed the meeting between RA President-Elect and the
President of Azerbaijan on the sidelines of the NATO Summit in
Bucharest. According to Minister Oskanian, their strategy is so obvious
that whatever they do to conceal it, they will not succeed. "They
are incorrect; the problem has no solution other than through
negotiations, and the talks cannot be based on something different
from the self-determination of the people of Nagorno Karabakh: the
Azerbaijani side should have no doubts here," Vartan Oskanian said.

As for Azerbaijan’s assessment of the domestic political situation
of Armenia, Vartan Oskanian noted that this behavior is consistent
with other steps of Azerbaijan. "Azerbaijan had better address its own
matters instead of expressing opinion about other countries. Azerbaijan
is the last country on the globe that can say anything about the
internal developments ad democracy in Armenia," the Minister noted.

The Head of the Ago Group, Ambassador Per Sjögren noted that dialogue
is the only way of resolution of the Nagorno Karabakh issue. According
to him, joining the Council of Europe Armenia and Azerbaijan assumed
the responsibility to resolve the conflict peacefully and to reach
that it is necessary to continue the negotiation process within eh
framework of the OSCE Minsk Group.

Azerbaijan attempts to reject the document on Karabakh, discussed at
the negotiation table, said Armenian Foreign Minister Vardan Oskanyan
at an informal session of the CSTO Cabinet of Foreign Ministers in
Moscow, Friday.

According to Oskanyan, this is proven by Azerbaijan’s initiative on
the resolution on Nagorno Karabakh, presented to the UN General
Assembly.

"Though this resolution has no legal force, by promoting it,
Azerbaijan tries to reject the document discussed at the negotiation
table", a source from the Department for Press and Information of the
Armenian Foreign Ministry quoted Oskanyan as saying.

Moreover, the Armenian Foreign Minister considers that Azerbaijan
attempts to transfer the discussions from the OSCE Minsk Group to the
United Nations, which will endanger the continuation of the
negotiation process.

"In this sense, Armenia is anxious about the failure of the
Collective Security Treaty Organization to come out from a single
position", the Minister announced.

Oskanyan noted that the countries, which voted for the resolution, in
fact, voted against the negotiation process.

In conclusion, he voiced hope that the CSTO member-states will
further adhere to the solidarity principle.

Mexico recognize the territorial integrity of Azerbaijan and support
solution of Nagorno-Karabakh conflict on the level of international
organizations including UN, Maria de Lourdes Aranda Bezaury, the
Deputy Foreign Minister of Mexico, stated on her visit to Azerbaijan.

The Resolution on Situation in Occupied Territories of Azerbaijan
was adopted during the session of UN General Assembly on 14 March

OSCE Minsk Group considers adoption of the resolution emerges danger
in the peace process of regulation of Armenian Azerbaijani conflict
over Nagorno-Karabakh.

OSCE Minsk Group intermediate with representatives of three countries
the United States, Russia and France to settle the Nagorno-Karabakh
conflict. Aranda Bezaury said she was informed about Nagorno-Karabakh
conflict.

The conflict between the two countries of the South Caucasus began
in 1988 due to Armenian territorial claims against Azerbaijan. Since
1992, Armenian Armed Forces have occupied 20% of Azerbaijan including
the Nagorno-Karabakh region and its seven surrounding districts. In
1994, Azerbaijan and Armenia signed a ceasefire agreement at which
time the active hostilities ended. The Co-Chairs of the OSCE Minsk
Group ( Russia, France, and the US) are currently holding peaceful
negotiations.

History at the University of California, Los Angeles, will present
two lectures about Armenia in the Florida Atlantic University. The
first lecture, entitled "The Armenian Genocide as a Prototype,"
will take place on April 2 in the Senate Chambers of the Student
Union of Florida Atlantic University. The second lecture, entitled
"The Changing Landscape of Historic Western Armenia," will take place
on April 6 in the Grand Palm Room of the Student Union Building.

In the capital and regions of the republic the unprecendented wind of
March 22nd caused serious harms: roofs of the houses were wholly and
partly ruined, trees were uprooted, electricity pillors were ruined,
gas-pipes were suffered, water supply was damaged.An extreme situation
has been created in the capital. The sizes of harms caused by the wind
are cleared up by corresponding commissions created by the government.
On March 24th the mayor of Stepanakert Vazgen Michaelian convened a
conference devoted to the problem of harms of natural calamity and
abolishment of after-effects. By order of V.Michaelian a commission
has been created by the head of vice-mayor Georgy Hayriyan. After
the conference G.Hayriyan convened a session where the members of the
commission were given corresponding assignments. By information of
the vice-mayor, by preliminary data, roofs of 62 houses were wholly
ruined, 92 – were partly ruined.

Building-restoring works have been also begun in the capital, which
are realized by the NKR Ministry of Urban Planning. Specialists have
been invited from RA for abolishing after-effects of the calamity in
the shortest period of time.
