"Armenia accounts for nearly 150 political prisoners", said first
president of Armenia Levon Ter-Petrosyan.

According to him he does not know any other country "CoE member,
which has political prisoners". "All my trustees and leaders of my
teams are arrested. Some of them are obliged to hide.

Moreover, the leaders of villages, where I won, are dismissed. The
dismissed are also the chairmen of electoral commissions, at whose
points I have won. Tens of people, who were civilly active, are
invited to the police. They are beaten, dismissed and their businesses
are ruined.

I will form a certain public opinion so that not to recognize these
authorities. For this purpose we will use all possible and legal
means", said Ter-Petrosyan.

ArmInfo. The statements that the presidential election in Armenia
was contrary to all CE standards are nonsense, the PACE rapporteur
on presidential election in Armenia John Prescott said during debates
at PACE session today.

In response to the statements by the Azeri parliamentarians on
the presidential election in Armenia, Prescott said that they had
gathered not to comment on Azeri-Armenian relations. Prescott that
said PACE was ready to help the Armenian authorities to investigate
the post-election events and to build democracy in the country.

To remind, in his speech the head of the Azeri delegation to PACE
Samad Seidov objected to PACE’s wording that the presidential election
in Armenia was mostly in line with the CE standards. He said that
the deaths of peaceful demonstrators could not be regarded as CE
standards. Other parliamentarians said that some MPs were grotesque
in their attempt to criticize the presidential election in Armenia
and their words had nothing to do with the truth.

WHO ARE RELATIVES OF ARMENIA

How do you treat that some international bodies and
organizations are concerned with the situation of the
human rights protection in Armenia and propose some
changes? Deputy Republican Armen Ashotyan answered to
Panorama.am reporter current question as followed: `We
should differentiate the sides of those concerns, from
one hand they may be treated as fair and positive
initiatives and from the other hand exploiting the
foreign affairs interference. The democracy should not
become a tool which turns the Armenian politics up
down or opposite.’

To the question whether he could differentiate who
wishes best and worst to Armenia, he answered `For
example the concerns of `International Crisis Group’,
`Freedom House’, `Human Rights Watch’ are not fair,
but the concerns and proposals of Council of Europe
but not its chief secretariat, European Union, and
European Committee are quite fair and justified to
create democratic reforms in the country.’

MATTHEW BRYZA: "IRRESPECTIVE OF THE EXISTENCE OF MINSK GROUP MY COUNTRY WILL PLAY AN IMPORTANT ROLE IN THE SETTLEMENT OF KARABAKH PROBLEM"

Yerevan – APA. American Co-Chair of OSCE Minsk Group Matthew Bryza said
there were forces ready to reach an understanding both in Azerbaijan
and Armenia, APA reports quoting Novosti-Armenia.

Matthew Bryza said his duty as a mediator was to support these
processes. He thinks that Azerbaijan does not try to dissolve Minsk
Group.

"I am unaware of intentions in Baku, but I know what senior officials
told me. I do not think that they try to dissolve Minsk Group. They
have simply asked if there is any procedure for this. It makes no
difference to me whether Minsk Group will exist or not. My country
will continue to play an important role in the settlement of Nagorno
Karabakh problem", he said.

Matthew Bryza said the Minsk Group worked well.

"The framework agreement on the table is not completely ready. We
have achieved much up to now. This should be continued and completed
within the framework of the Minsk Group", he said.

The American Co-Chair also underlined that he felt Azerbaijan’s wish
to continue the negotiations.

"Surely, Azerbaijan like Armenia has the right to try to amend the
document. Being mediator, I should cooperate with both sides in order
to reach an understanding", he said.

Matthew Bryza will leave Armenia for Azerbaijan on April 11.

To Switch On The "Clock" Assessing The New Authorities

TO SWITCH ON THE "CLOCK" ASSESSING THE NEW AUTHORITIES
Armen Tsatouryan

Hayots Ashkhar Daily
April 09, 2008

Today, by the solemn ceremony of the inauguration of the third
President of Armenia, the country is gaining a serious opportunity
of overcoming the serious political confrontations of the recent
months and initiating more consistent and profound political and
economic reforms.

The post-electoral developments, particularly the tragic events of
March 1-2, are behind. During the past month, our country and people
entered the complex and contradictory phase of trying to find the
meaning of what happened. In such conditions, the best way of healing
the wounds and restoring trust in future is the dialogue conducted
in peaceful conditions as well as the implementation of the reforms
promised by the new President and his political team.

Any attempt of repeating the post-electoral confrontations will
become the successive, more dangerous skid, no matter by whom it may
be initiated and by what facts it may be justified.

Any debate based on the "winner-loser" formula is currently
contraindicated for the native political forces, since the recent
developments came to prove that the whole country may find itself
in the role of an objective loser as a result of viewing the
post-electoral developments on such plane.

Consequently, it is necessary to take slow, but at the same time,
consistent steps for changing the plane on which the stormy debates of
the recent months were taking place. For making a transition from the
plane of confrontations to the sphere of a dialogue, it is necessary
for everyone, including the authorities, the opposition and the people,
to meditate and draw relevant conclusions.

All that has been discussed and published about the President-elect
and his political team, no matter whether positive or negative, does
not actually refer to S. Sargsyan as a president, as he will be sworn
into office today.

The same applies to the political team that’s going to be formed
by the new President. As the President of the Republic of Armenia,
Serge Sargsyan is assuming his duties today. Therefore:

FIRST: the President-elect is fully entitled to anticipate that each
person having a strong desire to address praise and "bitter words"
to him will be patient enough to wait at least for 100 days and then
publicize his/her own conclusions, based on the accomplishments and
processes achieved in that period and not on the "political assessment
of the former authorities".

SECOND: In the same period, the authorities should work without
looking back and think only about the country’s future; as to the
"opposition", it is free to "investigate" each single step of the
former in order to make its assessments in future.

THIRD: all the foreign partners of our country must make sure that
Armenia is healing its wounds and again becoming the trustworthy
partner with whom it is possible not only to proceed with the old
programs but also advance new cooperation projects.

FOURTH: the hard and complex process of healing the wounds should not
absolutely be viewed as one of the parties’ victory over the other,
as the recent events were a serious blow to the Armenian statehood
and hence – the opposition, which makes up its organic part.

It’s not accidental that the idea of giving time to the new authorities
of Armenia is even proposed by Armenia’s foreign partners. Thus:
Joseph Pennington, Chargé d’Affaires of the United States in Armenia,
announced on April 8 that his country will give Armenia’s leadership
sufficient time for resuming the cooperation with "Millennium
Challenges" corporation, since the American diplomat believes that
"it is necessary for the country to pass a difficult path of gradual
development."

The following question comes up: if the foreigners themselves confess
that the further path towards developing democracy in Armenia consists
in giving time to the new authorities and checking the sincerity of
the intentions to undertake new steps and reforms, then what is the
"political incentive" substantiating or "justifying" some people’s
desire to act otherwise?

The political clock "assessing the activities" of the new President
is to be switched on beginning April 9, thus separating the present
from the past and vesting the right of making further assessments in
the future.

No Option Is Ruled Out

NO OPTION IS RULED OUT

Hayots Ashkhar Daily
April 09, 2008

Do you think separate individuals from extra-parliamentary factions
will be involved in the new government or, will the issue be regulated
exclusively within the scope of the coalition format?

In response to this question of "Hayots Ashkharh", Mkrtich Minasyan,
member of the RPA faction mentioned that, "It is still early to
speak about it. But that option is not ruled out either. We are not
currently in a position to make the government belong to this or
that particular group. If society has capable forces and individuals
whose knowledge, experience and skills may be useful in the status
of member of Government, Assistant etc., I think, it is necessary to
pursue that path.

Because we are currently facing a problem in terms of settling the
situation in the country and overcoming the distrust in the authorities
which, unfortunately, is still being maintained both for objective
and subjective reasons, as well as due to some speculations which
are a little bit exaggerated."
