The foreign ministers of Armenia and Azerbaijan struck a positive
tone and pledged to keep talking about a possible peace deal for the
frozen conflict of Nagorno-Karabakh after they met for talks in Moscow,
a Russian newspaper reported on Monday.

Friday’s meeting had proved useful and consultations should be
continued in a similar format, Armenian Foreign Minister Edward
Nalbandian was quoted by The Moscow Times.

Nalbandian added there is a chance of him reconvening with his Azerian
counterpart at the next U.N. General Assembly session. "There are
sensitive issues, they should be handled cautiously. We are trying
to create an adequate environment for negotiations to continue,"
he was quoted by Interfax news agency.

"If we feel we have found a common platform, then nothing is
impossible," Azeri Foreign Minister Elmar Mamedyarov said.

The Nagorno-Karabakh conflict, the outcome of the occupation of
Azerbaijani territories by Armenia, stands as the principal obstacle to
the political stability, economic development and regional cooperation
in the Southern Caucasus. The conflict is also responsible for the
deplorable situation of the nearly one million refugees and internally
displaced persons in Azerbaijan.

Nagorno-Karabakh residents will decide for themselves whether the
republic will be under Azeri control or be independent, U.S. Assistant
Secretary of State and co-chairman of the OSCE Minsk Group Matthew
Bryza said after the meeting.

A referendum on Nagorno Karabakh’s status is possible in 15-20 years,
Novruz Mammadov, head of the international relations department at
the Azeri presidential administration said.

"These processes may become possible only after the return of Azeri
refugees and displaced persons," he added.

The Minsk Group of the Organization for Security and Cooperation in
Europe is a body co-headed by Russia, the United States and France
and appointed to mediate in the Nagorno-Karabakh conflict.

Turkey expressed on Monday it hopes that the parties could reach a
consensus on the issue, but rejected the proposal for a referendum.

As a member of the Minsk Group, Turkey considers the Minsk Process as
a useful mechanism to reach a peaceful, lasting and just settlement
in the Nagorno-Karabakh conflict, which constitutes the key foreign
policy issue for Azerbaijan. Turkey believes that the international
community should actively engage in efforts geared towards creating
a favorable environment conducive to overcoming the existing stalemate.

BAKU. Aug 1 (Interfax) – The National Bank of Azerbaijan has bound
commercial banks operating in the republic to suspend business
cooperation with Western Union and MoneyGram money transfer systems,
Interfax was told at the bank.

Commercial banks should not conduct any money transfer transactions
for the systems as of July 30.

The National Bank accounted the suspension of cooperation to the
fact that Western Union and MoneyGram continue money transfers to
breakaway Nagorno Karabakh.

"The National Bank of Azerbaijan told the money transfer systems and
their oversight bodies before about the need to suspend money transfer
to the occupied territories of Azerbaijan warning that otherwise
Azeri banks would be prohibited to cooperate with the systems,"
a bank spokesman said.

YEREVAN, JULY 3O, NOYAN TAPAN. The preliminary examination of the
case on the fact of death of citizen Levon Gulian in the RA Police
administrative building on May 12, 2007 will continue in the RA Special
Investigation Service. Noyan Tapan correspondent was informed about
it by Sona Truzian, the Spokesperson of the RA Prosecutor General. She
said that the RA Prosecutor General’s Office and Special Investigation
Service are not going to appeal against the Appeal Criminal Court
judgement at the Cassation Court.

It should be mentioned that representatives of legal successor of the
aggrieved party, Hrayr Ghukasian and Aram Karakhanian had introduced
a complaint against the decision to quash the case. The general
jurisdiction court of the Kentron and Nork-Marash communities of
Yerevan, presided over by judge Gagik Avetisian had made a decision,
according to which, the decision to quash he case should be liquidated
and the preliminary examination should be continued. The RA Criminal
Appeal Court had kept that decision unchanged.

Hayastan All-Armenian Fund’s Five Projects In Hadrut Region In Compl

HAYASTAN ALL-ARMENIAN FUND’S FIVE PROJECTS IN HADRUT REGION IN COMPLETION STAGE

STEPANAKERT, JULY 30, ARMENIANS TODAY – NOYAN TAPAN. At present, five
projects of the Hayastan All-Armenian Fund are nearing to completion
in Hadrut region, NKR.

Some of the projects have been implemented within Artsakh Revival
large-scale project, which covers development of Hadrut region by
its second stage. The projects are being carried out through Telethon
2006 funds.

Construction of Togh-Hadrut gas pipeline, restoration of drinking
water supply system for Hadrut town and reconstruction of Togh village
school are among those projects. The first two projects have been
mainly sponsored by the French local committee of the Fund, the last
one by the US West Coast affiliate.

Very soon, the construction of 20 km long Togh-Hadrut gas pipeline
will be completed providing round-the-clock gas supply for Hadrut
town and neighboring 7 communities (round 5200 residents).

Another infrastructure development project, restoration of drinking
water supply system of Hadrut town, is already completed. It includes
a construction of 20 km long pipeline and reconstruction of pits,
which also provide the town with water.

Within the healthcare projects the Hadrut regional hospital has
been reconstructed. The project is sponsored by the USA West Coast
affiliate of the Fund. In a month the comfortable hospital with new
operating-room, X-ray cabinet and separate isolation ward will open
its doors. The hospital will serve 40 patients. The Fund has also
purchased furniture and an ambulance for the hospital.

Reconstruction of Aknaghbyur village school sponsored by the Hayastan
Fund’s French local committee is also finished.

According to the Hayastan All-Armenian Fund’s Acting Executive Director
Ara Vardanyan, the people in Hadrut region will have number of deep
socio-economic problems solved by September when celebrating the 17th
anniversary of the Independence of Artsakh.

British Government Implicated In Abuse Of Refugees And Asylum Seeker

The British government has been implicated in the abuse of refugees
and asylum seekers, according to a report published this month by a
group of human rights campaigners and medical legal experts.

The report, Outsourcing Abuse: the use and misuse of state-sanctioned
force during the detention and removal of asylum seekers, contains
a detailed dossier outlining cases of systematic physical and verbal
abuse against refugees and immigrants who face deportation to their
country of origin. Most of the alleged assaults took place at the
hands of security guards during transit between detention centres,
during deportations to airports, or removal from places of residence.

Outsourcing Abuse was a response to a demand by the Home Office to
corroborate an earlier dossier, which hit the headlines after the
Independent published details in October 2007. Home Office ministers
and officials dismissed the claims of abuse as unfounded, saying
that many of the alleged victims had not come forward with further
information to prove their mistreatment.

The new report contains nearly 300 cases of alleged assault, which took
place between January 2004 and June 2008, and draws on a wide range
of sources including solicitors, journalists, airline passengers,
hospital staff and doctors. Many refugees and asylum seekers were
also prepared to recount their ordeals, despite fears of retribution
from the Home Office or the private security companies it employs to
detain and deport them.

The report states that "Many additional allegations of assault have
been reported to us that we simply have not had the resources to
consider and therefore have not been included in the dossier. Because
of this, coupled with the fact that other victims are fearful of
coming forward, we feel our dossier is just the tip of the iceberg."

Outsourcing Abuse paints a picture where appalling physical and verbal
abuse is condoned and accepted, if not actively encouraged. People
are routinely kicked and punched, or otherwise injured by excessive
use of force, and many are subjected to racist verbal abuse.

Some victims allege they were given injections to sedate them or
forced to take pills. Others tell how they were denied access to
emergency hospital facilities after sustaining injuries.

Typical of the 48 case studies contained in the dossier are:

* A 19-year-old Congolese man who claims that in 2007 he was thrown
to the ground and kicked in the face, whilst being transferred to a
segregation unit. An independent doctor advised care for head injury
and noted abrasions to the forehead, bruising and swelling around
the face.

* A Malawian man in the same year who alleges that he was pinned to
the floor by Detention Custody Officers (DCOs) and "kicked all over
his body, including his head", at Dungavel detention centre.

* A Sudanese woman whose escorts repeatedly jabbed her in the eye
and assaulted her after the pilot refused to fly.

* An Armenian man was left with a punctured lung after escorts stamped
on him in the back of a van and then left in an immigration holding
bay without medical support for hours.

* A Cameroonian man who claims he was detained without sufficient food
or water and denied medication for treatment of hepatitis C. When,
because of his illness, he refused to co-operate with efforts to
move him on board a Kenya Airways flight for deportation he said,
"They started beating me, kicking me all over. They put me on the
floor and continued to kick me everywhere. I was agonising of pain. I
thought that they will kill me."

The report comments that "Usually removals are stopped when the pilot
refuses to proceed, which may be because the detainee is screaming and
/ or because there is a physical struggle with escort staff occurring
and the pilot considers it will be unsafe to fly."

A total of 78 charter flights were arranged between February 2006
and March 2007, 60 of which were flights to Eastern Europe and 14 to
Afghanistan. It is not known how many airlines are contracted out by
the government for deportees, or what the budget is for this policy,
though it is likely to be in the millions.

Many of those affected by this process are small children and babies,
who may be separated from their parents for days or weeks. John
Wilkes, chief executive of the Scottish Refugee Council, said, "The
UK government has signed up to protect the rights of children under
the UN Convention on the Rights of the Child, but shamefully except
for children in the asylum and immigration system."

Many refugees and asylum seekers are suffering mental health problems
as a result of the abuse they are subjected to. The report reveals
that 85 percent have chronic depressive symptoms and 65 percent
contemplate suicide. In 2007 there were 1,517 immigration detainees on
"suicide-watch".

Many of the abused immigrants were of uncertain legal status when
they were detained or deported. In some cases the state "pre-empted"
the legal process altogether by intervening before they had access
to legal representation–clearly breaching the Geneva Conventions
and International law.

The situation is so bad that the former Chief Inspector of Prisons,
David Ramsbotham was forced to caution the government in the
introduction to Outsourcing Abuse.

He states, "Of course there will always be cases that are less
than genuine, and they must be dealt with accordingly. But every
case must be investigated and, in line with the law of the land,
individuals regarded as innocent until proved guilty. That applies to
those whose cases are outlined in this dossier. If the Home Office,
Ministers and officials alike, is sensible it will pay due attention
to the dossier, which is not written in an emotive way, but contains
constructive advice that should not simply be rejected."

Ramsbotham’s exceedingly modest appeal is likely to fall on deaf ears.

Requests for further information under the Freedom of Information
Act regarding forced removals on charter flights, as well as
the government’s contract with the private security firms, have
been rejected by the Home Office on the grounds of "commercial
secrecy". The same secrecy surrounds the detention centres used to
hold asylum-seekers pending the outcome of their application. Seven
out of 10 in the UK are managed by private companies on behalf of
the Home Office.

Labour’s immigration minister, Liam Byrne, boasted in May, "We now
remove an immigration offender every eight minutes–but my target is
to remove more, and remove them faster."

The government announced in August 2007 that it intended to
"fast-track" the deportation procedure and in May this year announced a
60 percent increase in the number of detentions. Despite a 72 percent
fall in asylum applications between 2002 and 2007, there has been a
106 percent increase in the number of applicants detained.

In Europe, in the name of combating "illegal immigration", a Return
Directive is being set up across the continent to send undocumented
workers to neighbouring countries without any administrative
formalities. This legislation will allow states to hold immigrants
for up to 18-months and impose a five-year ban on their return to the
EU. According to a representative of the European Association for the
Defence of Human Rights, the Directive will establish detention as a
"norm".

The website Inter-Movement Committee for Evacuees commented on the
new directive, "Retention has been slipping little by little into
the logic of internment, transforming these centres into camps."

Definition of Armenian borders should be based on the international,
but not the Soviet law, considers head of the Center of Scientific
and Public Researches Modus Vivendi, former Armenian ambassador to
Canada Ara Papyan.

"By defining borders in line with international, not the Soviet law,
we will be able to settle very complicated issues, facing the country,
especially, those connected with national security and blockade. It
will give us new opportunities to settle the Nagorno Karabakh
conflict", said Papyan.

He noted that any intergovernmental problem should be settled on
the basis of international law and "it is strange that Azerbaijan,
calling on the resolution of Nagorno Karabakh problem in the framework
of international law, does not observe it".

"Azerbaijani powers consider the Soviet period in Azerbaijan to
be occupational and criminal and at the same time they base on the
resolution of Bolshevik powers, taking into account administrative
borders", noted former ambassador of Armenia to Canada.

Papyan considers it to be incorrect, as Soviet Azerbaijan was not a
subject of international law and, consequently, the resolution of
Nagorno Karabakh issue should return to the pre-Soviet period and
base on the resolutions of international law of that period.

He said the point if the Sevres treaty of August 10 and 1920 and the
resolution, adopted at the Paris conference on February 24 of 1920.

In line with the first one, Soltan Turkey was obliged to recognize
Armenia as "a free and independent state". By the arbitrary resolution
of President Woodrow Wilson, Armenia included almost whole Erzrum
vilayet, two thirds of Van and Bitlis, greater part of Trapezund
vilayets. Trapezund port also went to Armenia.

Thus, Armenia had access to the Black Sea. The territories, returned
to Armenia made 100,000 square kilometers. The united Armenia would
cover a territory of 160,000 square kilometers instead of the present
day 29,000 square kilometers.

The second document fixed the ethnic principle in definition of the
borders of Armenia, Georgia and Azerbaijan on the basis of data of
October-November of 1920.

"In line with the resolution, territories, settled by ethnic Armenians,
were to be transferred to Armenia, by Georgians and Tatars to Georgia
and Azerbaijan. Considering the said principle, Nagorno Karabakh is
the Armenian territory de-jure", said Papyan.

According to RA Prime Minister Tigran Sargsian’s evaluation, today
85% students graduating from Armenian universities has no sufficient
abilities, and the country has a lack of specialists. T. Sargsian
recorded during his July 23 meeting with RA comprehensive school pupils
having one-week rest in Tsakhkadzor that today the prevailing part
of 100 Armenian higher educational institutions does not correspond
to European educational standards, and these institutions’ graduates
do not qualify in contests announced for jobs.

The meeting with the Prime Minister of more than 100 pupils from
different regions, who learnt Economics subject at schools and passed
the final exam in that subject was held within the framework of the
Armenian Junior Achievements organization’s educational programs:
the goal of organizers of this summer camp functioning for already
the 8th year is strengthening and deepening pupils’ knowledge through
various games and events especially in Economics subject.

During the meeting with the RA Prime Minister, the pupils had a
possibility to get acquainted with government’s activity, as well as
to ask different questions to the Prime Minister.

T. Sargsian gave assurance that economy based on knowledge should be
created. "Only in that circumstance we will be able to overcome the
serious challenges of economy," he said.

Answering questions on corruption, the Prime Minister stated that
in Armenia it starts from a maternity hospital and finishes at other
stages of life, kindergarten, school, university, place of work. "I
consider that perhaps the very first way to liquidate corruption is
education and change of way of thinking: sound way of thinking will
force out that vicious phenomenon," the Prime Minister said.

The Prime Minister mentioned the necessity to get rid of anti-Turkish
complex and to have pro-Armenian way of thinking as another important
problem. According to him, "politics is built on serious calculations,
and from that point of view we should make calculations and proceeding
from national interests create relations with Turkey," T. Sargsian
emphasized.

The Prime Minister also tried to listen to the answers of the very
pupils to the questions raised.

President SERGE SARGSYAN yesterday convened his first press-conference
with the purpose of summing up the 100-day period of his tenure and
answering the questions arousing interest among the journalists

How does Mr. Sargsyan estimate the first 100 days of his Presidency?

"It is still early to speak about the results. What has been done
is the beginning of very hard and great work. We have started our
activities with the spheres which are essential and important for our
people and were specified as priorities in my pre-election program. I
am sure that our work will gain momentum, and we will be able to
speak about the results in a few years’ time. It is important for our
society to be satisfied with the results as well," the President said
in response to the question.

According to S. Sargsyan, the changes and re-appointments of human
resources in the staff of the Government are not yet over, but "the
main appointments have been made, and this is already a fact. I have
specified my requirements in relation to the state officials. Those
who comply with them will continue working, those who don’t will be
replaced by others."

What is the President’s attitude towards the process of the unification
of the 6 pro-opposition forces which are a gainst the pan-national
movement of the so-called "disorganizers" of the state system?

"I estimate it quite positively. In general, I think that we should
start a process of enlarging the parties and political factions. It
doesn’t matter how this will happens: whether we will achieve it
by way of extending one political party or consolidating several
political forces.

The important thing is for the political forces to be united for the
sake of a common idea and be consistent and constructive in their
efforts. I estimate the unification of all the constructive political
forces as positive. As regards the fact of being against the policy
of destroying, demolishing and disorganizing everything, I consider
it to be a positive initiative and would like it to be a success,"
S. Sargsyan stated.

Touching upon the "wide divergence of opinions" between Robert
Kocharyan and himself, particularly with regard to the issue of
inviting the Turkish President to Armenia for watching a football
match, the President noted, "I believe Robert Kocharyan’s statement
did not contain criticism at all. He just expressed his disagreement
on my step. We differed with each other on many other issues in the
past as well, but I preferred to express my opinion to him without
reducing it to the public domain. I respect Mr. Kocharyan’s decision
of making his opinion public, and I see nothing st range here.

As regards the ‘sharp controversies’, many people have, for many years,
constantly tried to find some controversies and disagreement between
Mr. Kocharyan and me. By the way, among them there were not only
representatives of the opposition but also people who held some posts
in the government but were not satisfied with their position. Perhaps,
they considered me a rival and constantly tried to separate us and
embroil us in a conflict with each another. They didn’t manage to do
that. And the same continues now. Those people were just unable to
understand that their efforts were futile. And generally, there’s no
need to look for a black cat in a dark room, especially when there’s
no cat hiding there."

As to the "rumors" that the country is actually governed by Robert
Kocharyan, S. Sargsyan mentioned, "It is just absurd. Governing a
country is not the same as running a business where it is possible to
appoint an Executive Director and reserve the right to ownership for
oneself and continue to be at the head of the business. I am happy
that ex-President Kocharyan has also touched upon the issue and gave
a similar answer. While making a decision, I certainly consult Robert
Kocharyan, as well as my colleagues, coalition partners and relevant
specialists. This is the style of my work, and I will go on working
in this way in future too. But the responsibility for my decisions
lies upon me."

What steps do the authorities undertake towards the implementation of
the CoE requirement of releasing the detainees who were arrested under
"political" articles?

"I work in that direction, and I work quite intensively. The proof is
that there are dozens of people who are currently in freedom. I have
said several times and repeat again that I positively estimate the
activities of the Prosecutor’s Office and the court for demonstrating
a mild attitude towards the people who didn’t commit grave crimes.

But on the other hand, I consider that we don’t have the right to
look upon those events through fingers; we don’t have the right not
to see the people who committed grave crimes, organized mass disorders
and destroyed the property belonging to others.

By being too mild in our attitude towards them, we’ll cause harm to
our country and people. Many people will be tempted into doing this
kind of things in future, considering that after each election (and in
general), it is possible to solve some problems by the use of force. We
should rule out this kind of manifestations," the President said.

Isn’t the dialogue with Ter-Petrosyan being delayed?

In response to this question, S. Sargsyan said, "What I mean is
a dialogue with the people, with society, i.e. a dialogue in the
state-society f ormat and not between the President of the Republic
and some individual. In general, this is an on-going process. I
am always in my office. I come to work at 9:00 in the morning and
finish my working day very late, so the topic of the dialogue includes
various issues."

As regards the issue whether we will manage to fulfill the requirements
of the PACE Resolutions # 1609 and 1620 by January or "fail the exam"
again, the President said that the matter did not consist in managing
or failing to do something. The thing is that we have undertaken some
commitments which are in harmony with the programs of the President
and the coalition, and we will step by step realize the plan of making
Armenia a democratic state.

One of the questions concerned the chronic anti-hygienic state in the
Northern Avenue, something that scares away not only the tourists but
also the ordinary citizens, leading the owners of the trade "centers"
to bankruptcy.

"I admit the remark. Even if it is conditioned by the activity of
the opposition, I am responsible for that. In normal countries people
would have applied to court long ago if they had suffered damages. I
want to emphasize once again that we haven’t yet learnt to exercise
our rights in such a way as not to violate the rights of others. What
is happening in the Northern Avenue is of course impermissible. I
respect the right=2 0 of the people to express their opinion, but
they mustn’t do it at the expense of others," S. Sargsyan noted,
promising to undertake steps in that direction.

Doesn’t the President feel tired after the Presidential elections
(which followed the Parliamentary elections) and the post-electoral
developments?

"Thank you for being attentive. Of course, there are days when I get
tired, but in general, I do not feel tired at all. A tired official
is the most dangerous person," the President noted in response to
the question and assured the participants that he does not retreat
difficulties and is ready for a long-term working "marathon" for
the sake of the realization of the programs advanced by him and his
coalition partners.

Krekorian Bill to Protect Meat Safety
Signed into Law by Governor

Sacramento, CA – Governor Arnold Schwarzenegger signed legislation
today by Assemblymember Paul Krekorian (D-Burbank) to protect public
health by outlawing the sale of potentially tainted meat for human
consumption. The bill was in response to the practices of a California
slaughterhouse that were exposed in an undercover investigation earlier
this year, leading to the largest food recall in U.S. history,
Congressional hearings, and nationwide news coverage.

Krekorian’s legislation, Assembly Bill 2098, will make it a crime in
California to sell meat from "downed" animals – those who are too sick
or injured to be able to stand and walk. Although meat from such
animals is known to expose consumers to a much higher risk of
potentially life-threatening conditions such as bovine spongiform
encephalitis ("mad cow disease"), the E. coli bacteria and salmonella,
many slaughterhouses throughout the United States have forced these
animals into the slaughter line, often by resorting to inhumane
practices. Krekorian’s bill will create an economic disincentive to
such practices by prohibiting the sale of any meat or products from such
animals.

"This legislation will protect the public from potentially deadly
tainted meat, and it will protect farm animals from cruel and inhumane
treatment," Krekorian said. "California cannot allow unscrupulous
slaughterhouse operators to endanger the safety of America’s food supply
and engage in grotesquely cruel practices. AB 2098 is an important step
toward a safer food supply and basic decency to the animals that provide
it, and I am delighted that the Governor has signed it into law."

Bradley S. Miller, National Director of the Humane Farming Association
(HFA), the bill’s co-sponsor, asserted, "For the sake of a few dollars
profit, rather than putting downed animals out of their misery, the meat
industry routinely keeps these suffering animals alive in order to turn

law will finally put an end to such practices in California."

In January 2008, the Humane Society of the Unites States released
undercover videotape of workers at the Westland/Hallmark slaughterhouse
in Chino attempting to drive seriously ill downed cattle into the
slaughter line. The cattle were pushed with forklifts, kicked and
electrocuted, and even had pressurized water forced into their nostrils
with hoses, by workers who were trying to force them toward the "kill
box" for slaughter. The release of this video led to recall of 143
million pounds of meat nationwide, the largest recall in history,
including 45 million pounds that went to the nation’s school lunch
program. While individual workers were charged with abuse, the company
faced no criminal charges.

As a lawyer in private practice before his election, Assemblymember
Krekorian represented the Humane Farming Association in connection with
several investigations that HFA conducted regarding inhumane and
dangerous slaughterhouse practices around the country.

AB 2098 (Chapter 194 of the Statutes of 2008) will take effect January
2009.

On the frames of "Golden Apricot" fifth international film festival
"Mermaid" film has been presented to the public. The Armenian-Russian
director of the film Anna Melikyan and the hero of the film Evgeni
Ciganov arrived in Yerevan and they had a meeting with the journalists.

"Armenian festival differs from other festivals. "Golden Apricot"
completely reflects Armenian spirit," she said.

A. Melikyan said that she is a free director and does whatever she
wants to, and that the whole responsibility lies on the producers.
