YEREVAN, November 14. /ARKA/. The Central Bank of Armenia (CBA)
attaches importance to coordination of the monetary and credit and
fiscal policy to ensure macroeconomic stability in the country in 2009,
the CBA Chairman Artur Javadyan said in presenting CBA’s conclusion
on the 2009 draft state budget in the parliament Thursday.

Particular importance will be attached to coordination of the policies
in case of continuous price rise in consumer markets despite the
reduction in the 2009 state budget, Javadyan said. The coordination
will allow avoiding undesirable fluctuations of interest rates and
exchange rates through more efficient management of bank liquidity.

Javadyan presented basic indicators of Armenian state budget for the
next year and paid particular attention to taxes. The share of taxes
in the Gross Domestic Product (GDP) is to be 17.4% in 2009, he said. A
0.4pct annual GDP growth is planned. The inflation level under the
state budget – 4% ± 1.5% – is realistic, the CBA Chairman said.

Javadyan reported that the Central Bank intends to invest 6bln Drams
in the authorized stock of the All-Armenian Bank and 3bln Drams in
the capital of Financial Development Organization in 2009.

Under Armenian draft state budget for 2009, budget revenues are to
total 905.4bln Drams, on-budget expenditures 945.4bln Drams with a
deficit of2040bln Drams. GDP growth is expected to be 9.2% by the end
of 2009 (10% in 2008) with inflation at 4% (±1.5%). Dram exchange rate
is planned at 302.4Drams for $1 in the 2009 draft state budget.

Suspects in the trial against Ergenekon, a criminal network accused
of plotting to overthrow the government, started giving defense
testimonies in the 12th hearing of the trial, which began Oct. 3. The
massive indictment against the suspects was read aloud first because
of demands from some of the suspects’ lawyers.

The first defendant, out of 86 in total, to testify was Oktay
Yıldırım, a retired noncommissioned army officer with alleged links
to hand grenades discovered inside a house used as an arms depot in
İstanbul’s Umraniye district in summer 2007. The discovery set off
the Ergenekon investigation.

According to the indictment, one hand grenade had the same serial
number as those used in an attack at a café. Yıldırım is allegedly
implicated in supplying these hand grenades.

In his testimony on Tuesday, Yıldırım said: "Neither my lawyer
nor I saw those hand grenades [in the Umraniye house]. The court that
ruled that they be detonated did not see them, either." The ammunition
found in Umraniye was exploded in accordance with a court order. He
said the allegations against him were political and groundless. "I
am proud to be here," he said.

He also said that Mehmet DemirtaÅ~_, who allegedly is the owner of
the house, was only a renter and that he had moved from the house a
year and a half before the police operation in 2007.

He said that since his retirement from the military, he had been
publishing articles on various Web sites. "I continue my struggle with
my pen, not by establishing illegal gangs as is the case against me,"
he said.

The İstanbul 13th High Criminal Court is hearing the case in a
makeshift courtroom inside Silivri Prison near İstanbul. Among the
86 suspects are retired Gen. Veli Kucuk; lawyer Kemal Kerincsiz,
who is known for filing lawsuits against intellectuals over writings
that question or criticize the state line on issues such as Armenian
allegations of genocide; and retired Capt. Muzaffer Tekin. Forty-six of
the suspects are in custody, and the rest have been released pending
the outcome of the trial.

Meanwhile, the panel of judges issued warrants for those suspects
who are not in custody and who did not attend yesterday’s hearing
without citing an excuse.

Ergenekon-Å~^emdinli link

Meanwhile, new information that surfaced yesterday points to links
between the Ergenekon gang and the two noncommissioned officers
who were caught red-handed in the bombing of a bookstore owned by
a former Kurdistan Workers’ Party (PKK) member in the southeastern
city of Å~^emdinli in Hakkari.

In the November 2005 Å~^emdinli bombing, noncommissioned officers
Ali Kaya and Ozcan İldeniz, and a PKK informant, Veysel AteÅ~_, were
caught bombing a bookstore owned by a former member of the terrorist
PKK. The next day, a sergeant was later captured on suspicion of
opening fire on a prosecutor during the investigation following the
incident. The prosecutor was not harmed during the shooting, but a
bystander was killed.

Records of an investigation from 2001 into the disappearances of
Serdar TanıÅ~_ and Ebubekir Deniz show that AteÅ~_ was part of a
structure formed by senior Gen. Levent Ersöz, who is being sought
as an Ergenekon suspect. He is presumed to be in Russia. The families
of the two men, who mysteriously disappeared in Silopi in 2001 while
in custody, have filed for co-plaintiff status in the Ergenekon case.

The trial of Kaya, Ozcan and AteÅ~_ continued for three years, but it
began from scratch earlier this year after two years of hearings. The
suspects had not been arrested in the initial investigation by the
Å~^emdinli Public Prosecutor’s Office. The prosecutor referred the
case to the Van Public Prosecutor’s office, ruling it outside its
jurisdiction.

The Van prosecutor, Ferhat Sarıkaya, ordered the arrests of the
suspects, who were later indicted and tried in a Van court for "staging
acts targeting the unity of the state and the integrity of the country,
murder, attempted murder and causing physical injury." Sarıkaya
also started a number of investigations into top army commanders,
including Gen. YaÅ~_ar Buyukanıt, the then-land forces commander. In
the ensuing debate, Sarıkaya was disbarred by the Supreme Board of
Prosecutors and Judges (HSYK).

Turkey paid 172,000 euros in compensation to the victims’ families in
the TanıÅ~_ and Deniz case in a ruling by the European Court of Human
Rights. The court also ruled that a public case be launched against
Ersöz, who was then the provincial gendarmerie regiment commander;
gendarmerie official TaÅ~_kın Akgun; and gendarmerie intelligence
members Selim Gul and AteÅ~_, the PKK informant.

Ergenekon indictment

The existence of Ergenekon has long been suspected, but the current
investigation into the group began only in 2007, when a house in the
Umraniye district that was being used as an arms depot was discovered
by police.

The indictment, made public in July, claims that the Ergenekon
network is behind a series of political assassinations carried out
over the past two decades for the ultimate purpose of triggering a
military coup and taking over the government. The victims include
secularist journalist Ugur Mumcu, long believed to have been
assassinated by Islamic extremists in 1993; the head of a business
conglomerate, Ozdemir Sabancı, who was shot dead by militants of the
extreme-left Revolutionary People’s Liberation Party/Front (DHKP/C)
in his high-security office in 1996; and secularist academic Necip
Hablemitoglu, who was also believed to have been killed by Islamic
extremists in 2002.

Suspects face various charges, including "membership in an armed
terrorist group," "attempting to destroy the government," "inciting
people to rebel against the Republic of Turkey" and other similar
crimes.

Commenting on the announcement made by the Turkish Foreign Minister
Aly Babajan yesterday regarding the possible meeting between the
two Presidents Foreign Ministry’s Press Secretary Tigran Balayan,
Armenian party hasn’t received any proposal for the meeting between
the Armenian and Turkish Presidents.

The latter said Edward Nalbandyan is planning a visit to Turkey
and clarified: "In the framework of the activity of the Black Sea
Economic Cooperation, Armenian Foreign Minister Edward Nalbandyan,
as the Foreign Minister of the BSEC presiding country, will pay a
one day visit to Istanbul, on November 4, to represent the project
of the 6 months’ activity of the organization and the priorities of
Armenia’s chairmanship."

Armenia is failing to tackle "pervasive" violence and domestic
abuse against women, according to a report by rights group Amnesty
International.

The group says studies estimate that "over quarter of Armenian women
have been hit or beaten by a family member".

It also warns that, according to some data, about two thirds of women
may have experienced psychological abuse.

The BBC has contacted the Armenian foreign ministry but has not
received a response to the report.

Amnesty calls on the Armenian authorities to provide support for women
leaving violent relationships, and to draft new legislation to combat
domestic violence.

Stigma of rape

"Women in Armenia suffer disproportionately from violence and abuse
at home and at work, but this is seldom understood as a violation
of their basic human rights," says Kate Allen, director of Amnesty
International UK.

"The preservation of the family unit comes at the expense of women’s
rights, their safety and even their lives," says Ms Allen.

Amnesty says its report, Countering violence in the family in Armenia,
looks at case studies and the background to social attitudes among
Armenians.

It is based on testimonies from the databases of Armenian women’s
organisations, reports in the Armenian media, and interviews with
some women.

It cites the stigma of rape victims and the reluctance of police to
investigate domestic violence cases as hurdles.

Amnesty calls for "a real sea-change in attitudes" across Armenia,
from initial protection for abused women with shelter, to the
criminalisation of domestic violence.

World middleweight champion Arthur Abraham had few problems as he
defended his IBF title with a sixth-round technical knock-out win
over United States fighter Raul Marquez on Saturday.

Abraham was forced to withdraw from the original fight on October 4
when a bout of flu knocked him out, but was back to his most powerful
best to defend his title for the eighth time.

"For a while there, I thought I was in with a good shot, but he is
very strong and kept coming at me," said Marquez, who refused to come
out for the seventh round.

"I tried, I tried my best and I knew it would be a hard fight, but
he was just too quick and too strong in the end."

Abraham is now looking for a big-name fight in the middleweight
division and has yet to find an opponent to blemish his perfect record
of 28 wins.

"In any case, I must say he is a very experienced boxer and a good
fighter, but I am not bad either," said the champion.

"I had my tactics of a slow build up and then raise the tempo, it
was too much for him.

"He disappointed the audience, because he had had enough and I can’t
really understand that, but it wasn’t really a problem out there
for me."

The 28-year-old was only tested by Marquez on rare occasions and
the champion caught the United States fighter flush in the face,
passing straight through his guard, as early as the second round.

Marquez was punished again at the end of the third with a brutal
flurry of punches and was regularly put on the back foot.

The Armenian-born Abraham, who is based in Berlin, finally pinned the
Mexico-born southpaw in the corner in the sixth round with another
succession of rapid-fire punches.

Although the veteran fought his way off the ropes and survived to
the bell, Marquez had taken more than his share of punishment and his
corner signalled there would be no seventh round to hand Abraham the
technical knock-out.

As mandatory challenger Marquez, 37, had won the right to face Abraham
when he beat Giovanni Lorenzo in June when he picked up the 41st win
of his career with 29 knock-outs, but now he has four defeats after
facing Abraham.

Abraham is looking for a unification fight against compatriot and
world WBA champion Felix Sturm, with the purse reported to be worth
2.5 million euros (3.2 million US dollars).

"The fans in Germany have the right to know who is the best,"
added Abraham.

Azerbaijan State Statistical Committee will be unable to count how
many people live in Azerbaijan’s Nagorno Karabakh that is under
illegal occupation of Armenia.

Arif Valiyev, Acting Chairman of the Committee, said the last 1999
census didn’t cover Nagorno Karabakh either.

"So, in our census we consider the number as equal to the results of
the 1989 census which counted 120 000 Azerbaijani-citizen Armenians
living in Nagorno Karabakh," he added.

In 1999, Azerbaijan counted about 700 Armenians living in Azerbaijan
except Nagorno Karabakh.

At present Azerbaijan population is 8.8 million.

financial crisis there is only one light point for Armenia – I think
we shall succeed in saving Teghut, and a new deposit will not be
put into operation, Head of the parliamentary faction of "Heritage"
oppositional party Armen Martirosyan told ArmInfo when commenting on
a draft budget for 2009 introduced in the parliament.

‘I do not think we shall bear great losses, as even in case of Teghut
operation, the annual receipts to the state budget in the form of
taxes will not exceed $10 mln. However, our mistake is that we do not
try to obtain a final product selling only a green ore, since VAT is
imposed on ore enrichment in Armenia , and a paradoxical situation is
created when it is more profitable for us to export an ore in the form
of a concentrate abroad for processing than process on-site. In this
context, the share of the metal mining industry in 2007 in a total
12% volume of the industrial production growth made up 11% in all’,
he said. The MP thinks that Armenia’s budget will not depend so much
on export of ore and other raw material, as its prices have strongly
dropped and keep on dropping. ‘I think the problem is that the prices
fall and the production will drop either, that will inevitably cause
reduction of workplaces.

A deposit is developed in the territory of Teghut, the right for
operation of which belongs to the copper company Armenian Copper
Programme.

Implementation of the programme of operation of Teghut deposit supposes
of about 58,000 cub m of forests in a territory of 357 hectares.

Armenia’s first President Levon Ter-Petrosyan today visited the
new office of the "Republic" (Hanrapetutyun) Party located at the

Issues regarding the country’s home and foreign policy as well as the

ANKARA, Nov. 5 (Xinhua) — Turkey on Wednesday welcomed a joint
statement of Azerbaijan and Armenia on Nov. 2 for a solution on
disputed territory of Nagorno Karabakh.

Nagorny Karabakh, a Azerbaijani region with a large Armenian
population, declared independence from Baku in the early 1990s and
has been a hotspot since then.

On Nov. 2, the leaders of Armenia and Azerbaijan met for talks near
Moscow and inked a joint declaration calling on the two sides to
"continue their work… to agree on a political settlement to the
Nagorny Karabakh conflict."

Turkey welcomed the joint statement, which said the parties targeted a
solution through direct dialogue based on internationallaw. The parties
also agreed to continue work, including during further contacts on
a high level, said a statement of Turkish Foreign Ministry.

Turkey supported a peaceful solution to Nagorny Karabakh through
dialogue that would be accepted by both parties, said the statement,
adding that Turkey will continue to work with the related parties
for the solution of Nagorny Karabakh issue, which poses an important
threat to security and stability of the region.

between the two countries. His Holiness expressed his gratitude to
the U.S. administration for its assistance to Armenia.

M. Yovanovitch in her turn thanked His Holiness for his good wishes,
assuring him that she will do her best to promote the links of the
two nations.

According to a press release of the information system of the Mother
See of Holy Etchmiadzin, during the meeting the sides also discussed
the process of settling the Nagorno Karabakh conflict as well as the
Armenian-Turkish relations.
