resolutions on NKR conflict as well as international law, Azerbaijan
Democratic Party Leader Sardar Jalaloglu stated.

According to him, MG OSCE Co-Chairs strive to force Azerbaijan and
Armenia into agreeing to conflict settlement based on purely political
principles, instead of international law.

"MG OSCE Co-Chairs do not uphold a neutral position on this
issue. Russia, France and USA are patronizing Armenia, to some
extent. The only argument Azerbaijan possesses is the fundamental
international law on territorial integrity. So, fulfillment of
self-determination principle is within competence of the state
itself. This is why, Azerbaijan has to determine the position of
Nagorno Karabakh, which is an Azerbaijani region. Madrid principles, in
the form they’re published, stipulate not only for NKR’s independence
recognition, but also for loss of control over adjacent territories,
where allocation of international forces in suggested," 1news.az

Azeris, Armenians should decide Karabakh status together – minister

Azerbaijani Foreign Minister Elmar Mammadyarov has said that the
Azerbaijani and Armenian communities of Nagornyy Karabakh should
decide the status of this breakaway republic together, Azerbaijani
private Lider TV reported on 9 July.

It is not normal that part of Azerbaijan, i.e. Nagornyy Karabakh, has
no status, Mammadyarov said. Therefore, of course, we agree that it
should have a status. But it depends when this should be
done. Displaced Azerbaijanis must return to Nagornyy Karabakh,
otherwise, we cannot define this status on occupied territories
without Azerbaijanis being returned to their native lands. It is part
of the negotiations that Azerbaijanis of Nagornyy Karabakh must return
and the Azerbaijani and Armenian communities there will decide the
status, but within the framework of Azerbaijan’s territorial integrity
in the first place.

The minister said Azerbaijan commended the fact that the Russian and
US presidents discussed the settlement of the Nagornyy Karabakh
conflict during their latest meeting in Moscow.

Creating stability in the South Caucasus is an important and serious
issue. World powers for their part want to bring peace and stability
to the region. We commend this, of course, Mammadyarov said on Lider
TV.

Lider TV added that along with efforts to settle the Nagornyy Karabakh
conflict, Azerbaijan was also concerned about ensuring its security.

Along with the Nagornyy Karabakh conflict, whose settlement is
important, Azerbaijan also attaches importance to its security, Lider
TV said. To that end, an Azerbaijani delegation will join NATO’s 27+1
meeting in Brussels on 15 July. At this meeting a number of issues,
particularly Azerbaijani-NATO relations, will be discussed.

voluntary migration and forced displacement in times of military
conflicts, the Genocide during WWI, and economic and political crises.
This workshop aims to bring together graduate and advanced
undergraduate students to present their research on the Armenian
diaspora. Papers explore the evolution of Armenian diasporan
communities and stimulate analyses of current issues. Comparative
analyses of Armenian diasporan communities are particularly encouraged.

YEREVAN, JULY 3, NOYAN TAPAN. RA President Serzh Sargsyan receiving
OSCE Chairperson-in-Office, Foreign Minister of Greece Dora Bakoyannis
on July 3 mentioned that her visit is a good occasion to get acquainted
with the regional problems on the spot, to discuss the issues on
Armenia-OSCE agenda, as well as to exchange opinions over subjects
of mutual interest.

"We attach much importance to cooperation with OSCE, which remains
a factor strengthening stability and peace in our region, active
performer in the process of democracy, human rights development,"
S. Sargsyan said. He attached importance to support of OSCE, OSCE
Yerevan Office to reforms carried out in various spheres of Armenia’s
life.

In her turn, D. Bakoyannis highly assessed cooperation between the
RA government and OSCE Yerevan Office and the results they managed
to achieve.

In her words, the agreement signed with her Armenian colleague today
creates new possibilities for cooperation and efficient work.

According to the report of the RA President’s Press Office, during
the conversation the sides also exchanged thoughts over the Nagorno
Karabakh problem and normalization of Armenian-Turkish relations.

S. Sargsyan said that Armenia is inflexible in the issue of Nagorno
Karabakh peaceful settlement. He emphasized that as a result of
OSCE Minsk Group Co-chairs’ efforts the Azeri side has started to
more seldom speak about the military way of conflict settlement
lately. "Though I consider that the conflict settlement negotiations
process has been definitely directed to a positive course I am not
content with the negotiations process, as the Azeri side tries to
misrepresent both the negotiations process and the essence of the
proper conflict," he said.

S. Sargsyan reiterated Armenia’s readiness for normalizing relations
with Turkey without preconditions.

D. Bakoyannis highly assessed RA President’s initiative to normalize
bilateral relations with Turkey. He also welcomed the amnesty granted
by NA lately.

A tete-a-tete talk between S. Sargsyan and D. Bakoyannis took place
after the meeting.

Astana can be ground for dialogue not only for resolution of the
Arab-Israel conflict, but also Nagorno-Karabakh problem, Chairman
of the Caucasus Muslims Clerical Office Sheik-ul-Islam Allahshukur
Pashazade said in his interview with Trend News correspondent in
Astana.

TrendNews: Mr. Sheik-ul-Islam, Israeli president Shimon Peres said in
his speech today that Astana can be ground for all who are interested
in resolution of the Arab-Israel conflict. How do you assess this
proposal?

Allahshukur Pashazade: It is not the first time that Kazakhstan
becomes international scene to deal with such conflicts. We
know that Kazakhstan has been actively involved in resolving the
Nagorno-Karabakh conflict. Your [Kazakh] President Nursultan Nazarbayev
enjoys well-deserved respect, especially in the Turkic world. We
consider him our elder. He has warm friendship with President Ilham
Aliyev. This friendship originates from his father Heydar Aliyev. We
would like the Nagorno-Karabakh conflict to be discussed here along
with the Arab-Israeli conflict. We would be very grateful to your
country for this.

Q: Chief Ashkenazi Rabbi of Israel Yona Metzger proposed today at the
conference that to permit religious persons of the religion to which
the prisoners of war belong in conflict zones and provide information
about the prisoners of war to their relatives. What is your view on
rabbi’s proposal?

A: We support this idea of a Jewish rabbi to provide clergy of
various faiths with an access to conflict zone to check prisoners of
the same faith. I have discussed the matter with the former head of
the Armenian Apostolic Church Patriarch Vazgen and the new patriarch
several times. There was even a case when two captives were released
from Azerbaijan. But unfortunately, Armenia did not make a response
step. If we promise something, we keep it. And would like to see
another side to fulfill its promises. I am ready to once again discuss
this issue with Armenia.

Q: How do you assess state of tolerance in Azerbaijan?

A: Azerbaijan is very tolerant country like Kazakhstan. We all live in
friendship and harmony. When roof of the church leaks, they call us. We
always come to the rescue when something happens in a mosque, we have
come to the aid of a synagogue and a church … You can see Sunnis
and Shiites worship together in Azerbaijan and Jews can easily enter
into a Muslim mosque. Our nation takes all, in spite of the religious
preferences and differences. There is a very large Jewish and Russian
diaspora in Azerbaijan. No one oppresses anybody in our country.

YEREVAN, JULY 1, NOYAN TAPAN. According to the RA National Assembly
June 19 decision On Granting an Amnesty, 228 convicts were released
from RA Justice Ministry’s penitentiary institutions as of June
29. Arsen Babayan, the Spokesperson of Ministry’s Penitentiary
Department head, informed Noyan Tapan about it on June 30.

According to the information presented, 44 convicts were released from
Nubarashen penitentiary institution, 15 from Artik, 15 Vanadzor,
5 Goris, 55 Erebuni, 19 Sevan, 1 Yerevan-Kentron, 23 Kosh, 24
Vardashen, 7 Hospital of Convicts, 5 from women’s department, 3
from under-age department, 2 from open correctional establishment of
Abovian penitentiary institution, 2 Hrazdan, 8 convicts were released
from Meghri penitentiary institution.

ArmInfo – VivaCell-MTS, a subsidiary of Mobile TeleSystems OJSC
("MTS" – NYSE: MBT) and the Armenian Monuments Awareness Project
(AMAP) today announce the next installation of its program of marking
historic sites.

Karahundj is the fifth historic site marked this year by AMAP, whose
goal is to promote tourism, education and preservation of such sites
by providing well-researched information with professional language
translation.

One of the most mysterious places on earth, the standing stones at
Karahundj (also known as Zorakar, Zorats Karer or Zorats Kar) are
filled with ambiguity and controversy, archeologists, astronomers and
historians still struggling to understand their purpose and date. The
mystery of Karahundj – "Armenia’s Stonehenge" – may never be solved,
but visitors to the unique site in the Siunik province now can
learn more about the provocative territory due to information panels
installed by the Armenian Monuments Awareness Project (AMAP). Seven
panels will be presented at Karahundj, with information in five
languages telling of the seven-hectare site’s peculiar display of
standing stones – believed to have astrological, archeological,
anthropological and even spiritual significance.

Karahundj is a megalithic composition of Bronze Age tombs (cists,
dolmens or tumuli) and over 230 standing stones (menhirs). The two
intertwined features (cist graves and standing stones) are the focus
of debate in Armenia.

Archeologists and astronomers do not agree on the dating or purpose
of the standing stones, but do note their similarity to menhirs and
stone circles found in other parts of Eurasia; in Iceland, Ireland,
Scotland (Callinish), France’s Languedoc region (Carnac) to the
eastern Mediterranean, and, perhaps most famous, the stone circles
found at Avesbury, England (Stonehenge).

Regarded astrophysicist Elma Parsamian, who led the first scientific
study of Karahundj, was among guests at the AMAP presentation to
offer her insight. Professor Parsamian has also studied astrological
phenomena as recorded on rocks at Metsamor. Elma Parsamian conducted
the first astronomical study of Karahundj in 1983. This was followed in
1987 by a second study with her colleague Alexander Barseghian. Working
at nights, the researchers concluded that the ensemble was used in
part to scan the night sky, noting the numerous ‘eye-holes’ in 84 of
the stones. Later investigations of the site were made by a variety
of researchers-amateur and professional- including a series led by
Professor Paris Heruni of the Radiophysics Research Institute. Heruni
claimed the site was established as an observatory 7,500 years ago. The
more than 220 standing stones here are physically compelling just for
their unusual presentation. Now, when visitors are already able to
learn of the speculations surrounding the site, it makes Karahundj
even more attractive.

Since its pilot project launch last year, AMAP has installed
information panels at nine sites that include such locations
of religious, cultural and environmental significance as Giumri,
Zvartnots, Khor Virap, Noravank and Garni. Most recently it completed
installations at Amberd, where AMAP also marked a 3.3-kilometer nature
trail following an ancient path from the Amberd castle toward the
Ararat Valley.

At the end of this project cycle, AMAP will have erected more than
120 information panels and 100 directional road signs for 19 Armenian
monuments.

The project of 2009 includes a component for the blind children –
special panels will be installed with Braille characters to allow
blind people to read.

AMAP receives major sponsorship from VivaCell-MTS and is also supported
by the Honorary Consul of Italy and by the United States Agency for
International Development (USAID) through its Competitive Armenia
Private Sector (CAPS) program.

The protection of cultural values and culture itself is everyone’s
duty – this is the main principle of the organizers.
