On Thursday, Turkey marks the 86th anniversary of the proclamation
of the Turkish Republic, described by its founding father, Mustafa
Kemal Ataturk, as his greatest achievement.

At this 86th anniversary of Ataturk’s great achievement, however,
things have become rather difficult for people devoted to the ideal
of a modern, democratic, secular republic adhering to the supremacy
of law.

Political Islam is marching to complete a transformation of secular
Turkey into a peculiar "Islamist democracy," whatever that might
be, based on testimony of a lunatic now living in Canada and the
testimonies of some "secret witnesses." Weapons are found here and
there, giving the impression that they were planted very recently
to fit a grotesque plot to place behind bars some leading government
critics and prominent intellectuals, writers and journalists staunchly
supporting the "great achievement." Information is collected or
concocted through illegal, as well as court-ordered, phone wiretapping
and totally illegal circumstantial eavesdropping and through gross
violation of the law on the procedures of trial. Indictments thousands
of pages long, resembling thriller novels rather than legal documents,
are bringing charges against people. With all this, the country is
turned into an empire of fear.

As is said in colloquial Turkish, footprints of horses and mutts are
mixed up. What is the truth? What is the plot? It appears that the
country is faced with an incredible scenario vilifying whatever is
sacred or sacrosanct to the "greatest achievement."

The government has been engaging in efforts to create openings. The
Armenian opening, which indeed was a giant step in the right direction,
has not resolved the problems with Armenia so far, but has managed
to plunge Turkey’s relations with Azerbaijan into an unprecedented
crisis. However, the Kurdish or democratic opening, also known as
the brotherhood and tranquility project, came to an abrupt halt
when the return of some unrepentant yet "innocent terrorists" was
turned into a "victory celebration" by supporters of the separatist
Kurdistan Workers’ Party, or PKK. The prime minister’s announcement
that the return of the second group of "innocent terrorists" had
been postponed because of the exploitation of the first group’s
return by the pro-Kurdish Democratic Society Party, or DTP, was,
on the other hand, a confession as well that there was some sort of
a negotiation at some level (probably through intelligence agents)
between the government and the terrorist group.

As the Kurdish initiative temporarily landed on the rocks, all of a
sudden news broke out that the prosecutors probing the Ergenekon coup
plot had received through the mail the "original" copy of a "struggle
against fundamentalism" plan outlining an alleged military plot to
finish off the ruling Justice and Development Party, or AKP, and
the Islamist Fethullah Gulen brotherhood organization. Furthermore,
reports underscored that the plan was indeed not just a trivial
photocopy but a "document" that the Institution of Forensic Medicine
reportedly verified was signed by a colonel serving in the office of
the Chief of General Staff.

Neither the Institution of Forensic Medicine nor the prosecutors
probing the alleged Ergenekon gang have thus far made any official
disclosure on the issue, neither confirming nor refuting the reports.

The military prosecutor, however, has considered those reports
sufficient to launch a fresh probe into the alleged plan and a second
probe into how it was leaked out of the garrison. Therefore, it might
not be wrong perhaps to assume that there was indeed such a grave
junta formation within the military.

But did not the top commander of the country condemn the document as a
"piece of paper" months ago? Was he trying to deceive the nation in
saying so? If that was the case, there is a very serious situation. If
he was unaware of the existence of such a plan, then we have even a
more serious situation, as that would mean we have a top commander
unaware of what is going in his own office.

There is complete confusion. The top general must come up with some
clear explanation, and should perhaps undertake whatever is required
to prevent further erosion of the prestige of the military. But the
timing of the posting of the original plan and an accompanying plan
implicating former Chief of General Staff Gen. Yalar Buyukanıt in
some coup efforts was interesting as well. Is there a very successful
scriptwriter behind this?

All in all, I am in no mood to celebrate the Republic’s anniversary.

Baku. Elbrus Seyfullayev – APA. Azerbaijani Defense Minister Safar
Abiyev took a stance on Armenian President Serzh Sargsyan’s visit to
the occupied Azerbaijani territories, APA reports.

Safar Abiyev told journalists that Sargsyan has no right to visit
these lands.

"This may be his last visit," he said.

Touching on the combat readiness of Azerbaijani Army Safar Abiyev
said the armed Forces are capable of liberating the occupied lands.

Asked about the recent military exercises of the Armenian army Safar
Abiyev said: "We know everything very well. The enemy can not become
active," he said.

Azerbaijani Defense Minister also said that Turkish military delegation
will visit Azerbaijan on November 2.

Armenia’s parliament yesterday approved government plans to build a
new nuclear power reactor on the site of the controversial Metsamor
nuclear power plant (NPP). Parliamentarians voted in favour of a plan
for a new 1,200-MW reactor to be built at an estimated cost of $4US-5
billion, with the power unit scheduled to be completed by 2017.

Minister of Energy and Natural Resources Armen Moysisian noted that
the plan is to construct a new power unit, not an altogether new NPP.

Armenia is continuing to operate the 407.5-MW Soviet-era Metsamor
NPP, which has been in operation since 1976, despite safety concerns
following a devastating earthquake that hit Armenia in 1988 and
forced the shutdown of the plant. Armenia re-opened Metsamor in
1995 in the midst of an energy crisis as Azerbaijan implemented an
"energy blockade" against Armenia in response to the Nagorno-Karabakh
conflict and Turkey shut its border with Armenia.

Significance:The European Union has long sought to convince Armenia
to halt operations at Metsamor due to safety concerns, but Armenia
has resisted, indicating that it will halt operations at the NPP once
it has alternative energy sources to meet the country’s electricity
needs (seeArmenia: 30 November 2007:). Construction of a new nuclear
reactor at Metsamor could speed the process towards decommissioning the
existing plant, but siting the new reactor in the same earthquake-prone
region of the country, just 30 km west of the capital, Yerevan, will
do little to address safety concerns. Armenia is hoping that the
new reactor will allow it not only to meet the country’s own power
supply needs but also provide electricity for export to neighbouring
countries.

Turkish Prime Minister Recep Tayyip Erdogan called for cooperation
to find settlement to regional issues, reports Turkish news agency
Anadolu Ajansi.

"I would like stress that the region’s issues cannot be solved by
forces from outside. These issues should be solved by the initiatives
and the cooperation of the region’s countries and we need to achieve
that," Erdogan told a Turkey-Iran business forum in the Iranian
capital of Tehran.

Erdogan said Turkey sought to develop friendly relations with its
neighbors and with countries in the region.

"We have pursued a policy of zero problems with our neighbors over
the seven years of our government and we have began to yield the
positive results of our policy in a very short time," Erdogan said.

YEREVAN, OCTOBER 29, ARMENPRESS: Armenian peacekeepers from February
2010 are expected to implement their mission in Afghanistan.

Recently Armenian Defense Minister Seyran Ohanyan participated in
NATO meeting in Bratislava where Armenia has been recognized the 43d
country providing assistance forces to international security.

S. Ohanyan told Armenpress that the Armenian 40-member peacekeepers’
group will implement their mission within German platoon.

The Armenian Constitutional Court will examine document regulating the
implementation of the mission and then it will be presented to the NA.

The minister also said that Armenia will continue peacekeeping
mission in Kosovo where the Armenian were for the first time sent in
February 2004.

YEREVAN, OCTOBER 28, NOYAN TAPAN. The RA National Assembly on October
28 discussed the credit agreement on additional financing of the
Lifeline Roads Improvement Project which was signed between the
Republic of Armenia and the European Bank for Reconstruction and
Development (EBRD) on 4 September 2009.

The main speaker, RA Minister of Transport and Communication Gurgen
Sarsgyan said that additional financing of 36.6 million USD will be
provided for rehabilitation of a total of 140 km of lifeline roads
located in 7 marzes and ensuring connection with highways adjacent
to 52 communities. The loan will be given on preferential terms: it
has an annual interest rate of 0.79% and is to be repaid in 2019-2034.

According to the minister, the bank’s loan makes up 80% of the cost of
the indicated project. The remaining 20% or 9.1 million USD will be
allocated as co-financing by the Armenian government. The project’s
closing date is 2011. It is envisaged rehabilitating roads of 41.53
km in Syunik, Kotayk, and Gegharkunik Marzes (Provinces) this year,
and another 100 km will be rehabilitated in 2010.

GYUMRI, OCTOBER 27, NOYAN TAPAN. The construction of Hill of Honor
memorial complex of Russian soldiers perished in the Russian-Turkish
wars will start in 2010 in Gyumri. Noyan Tapan correspondent
was informed about it by Hrayr Karapetian, the Head of the Urban
Development Department of Gyumri Mayor’s Office.

According to him, a land plot has been already allotted for the
construction, projects have been made up. H. Karapetian said that
the Otechestvo military-patriotic charity fund () and
benefactors from the Ulianovsk RF region hold the fund-raising for
the memorial complex construction.

AGBU Central Board Meets in Los Angeles; Tenth Annual SCDC Gala Honors
Vatche & Tamar Manoukian, Who Donate $11 Million to Pasadena Center &
High School

In a singular act of kindness, longtime AGBU benefactors Vatche and
Tamar Manoukian have donated $11 million to the AGBU Pasadena High
School and Center in Southern California. The gift was announced by AGBU
President Berge Setrakian during the Saturday, October 17, 2009 gala of
the AGBU Southern California District Committee (SCDC) at the Sheraton
Universal in Studio City, California, which welcomed close to 500
people. The elegant affair was attended by AGBU President Berge
Setrakian and his wife Vera, U.S. Congressman Adam Schiff, Chairman and
CEO of Occidental Petroleum Corporation Ray Irani, AGBU Central Board
Members, including Carol Aslanian, Aris Atamian, Yervant Demirjian, Sam
Simonian, Berge Papazian, Sinan Sinanian and Hon. Judge Dickran
Tevrizian, Yervant Zorian, SCDC Chair Berge Shahbazian, and members of
the SCDC board.

This annual event celebrates the continuing success of SCDC’s activities
in Southern California, and honors those who have made a substantial
impact on the region’s large Armenian-American community. This year’s
honorees, Vatche and Tamar Manoukian of London, England, are longtime
benefactors of the global Armenian community, and the AGBU Center and
High School in Pasadena will be renamed in their honor.

The AGBU Pasadena Complex is the center of the organization’s activities
in the region. In addition to the three-year-old AGBU High School
Pasadena, which has over 120 students and athletic facilities that host
hundreds of youths every weekend, the AGBU Pasadena Center is home to
the organization’s many cultural and educational programs, including the
Ardavazt Theater Company, Generation Next Mentorship Program, Hye Geen,
Sardarabad Dance Ensemble, and the Young Professionals of Los Angeles.

Meeting with Local Armenians

On Friday, October 16, 2009, members of the AGBU Central Board arrived
in Los Angeles. In the morning, the group, accompanied by SCDC Chair
Shahbazian and SCDC members, traveled to the AGBU Manoogian-Demirdjian
School in Canoga Park, California, which offers K-12 instruction to over
800 students. During their visit, they toured classrooms and the new
Artemis Nazarian Pre-School facilities, familiarized themselves with the
high school’s cutting-edge robotics program and joined the School’s
Parent-Teacher Organization for a specially prepared luncheon.

In the afternoon, AGBU Central Board and SCDC members paid a courtesy
visit to Archbishop Hovnan Derderian, Primate of the of the Armenian
Church of North America (Western Diocese), and Joseph Kanimian, chairman
of the Diocesan Council of the Western Diocese of the Armenian Church of
North America. They toured the new cathedral, which is expected to be
completed in June 2010, and dedicated by His Holiness Karekin II,
Catholicos of All Armenians, in September. The building will house a
small museum and classrooms for Sunday school instruction.

That evening, Central Board and SCDC leaders met with local AGBU chapter
and committee chairs to discuss the organization’s recent statement of
support for the Protocols for the Process of Normalization of Relations
between Armenia and Turkey, which were officially signed on October 10,
2009, in Zurich, Switzerland.

Setrakian addressed the gathering about the issue at hand, stressing
AGBU’s unwavering support for Armenia and the Armenian diaspora. "We
fully share the concerns of all Armenians, but today we are part of the
community of nations and we can’t participate as partisans. Armenia
needs to work with international and regional bodies that look at the
region as a whole," Setrakian said. "We need to be united and
acknowledge that this is only the beginning of a long and arduous
process. By working together we can ensure that any hurdles that Turkey
will try to produce on the road to normalization are dealt with from a
position of strength."

He answered many questions from the AGBU membership about the protocols
and spoke about Armenia’s capability to hold its own on the
international stage. "Armenia is being treated as an equal partner of
Turkey in this agreement and Armenian representatives can always walk
away if they don’t think the process is being fair to Armenia’s needs or
our nation’s rightful demands," Setrakian said. "We should not shy away
from diplomacy, because it is crucial to sustain Armenia’s security and
meet its economic needs."

After the meeting, participants adjourned to the Bardez restaurant in
the Pasadena Center Complex, and continued their discussion about issues
of interest to local Armenian Americans.

A Most Generous Gift to AGBU

Saturday night’s Gala at Sheraton Universal was the pinnacle of a
weekend that included a meeting of the AGBU Central Board on Saturday
morning and smaller meetings with community leaders who are working to
improve the quality of life for local Armenian Americans.

The elegant event featuring a cocktail reception followed by a formal
dinner, which honored national benefactors Vatche and Tamar Manoukian
for their dedication to Armenians and their continuing generosity.

The event was emceed by Vahe Charkutian and featured speeches by SCDC
Special Events Committee Chair Hermine Janoyan, SCDC Chair Shahbazian,
AGBU President Setrakian, remarks by guest of honor Vatche Manoukian and
words by Archbishop Derderian, who relayed the blessing of His Holiness
Karekin II, Catholicos of All Armenians.

During his speech, the AGBU President lauded the Manoukians for their
strong dedication to the values that form the cornerstone of the
Armenian community. "Vatche and Tamar, both of whom were born into
families with strong Armenian values, have achieved a dream life with a
warm family of their own, financial success and unsparing philanthropy,
all the while perpetuating and promoting the Armenian values which were
inculcated in them by their parents." He announced their $11 million
donation and extended his gratitude on behalf of AGBU to the couple and
the impact their charity will have on the lives of future generations of
Armenians.

His Holiness Karekin II’s message outlined the long history of
philanthropy that the Manoukians have bestowed on the Armenian
community, "Vatche and Tamar Manoukian’s names are cherished in the
diaspora as well as in the hearts of all Armenians in the Motherland.
The lives of our future generations should be positively affected by the
generosity of our benefactors, Vatche and Tamar Manoukian."

In honor of the Manoukians, the AGBU Pasadena Center will be renamed the
Vatche and Tamar Manoukian Center and the AGBU High School Pasadena will
also bear their names.

In addition to the Manoukians’ donation, the SCDC Gala raised $400,000,
including a gift of $160,000 from the Turpanjian Family Education
Foundation of California.

Established in 1906, AGBU () is the world’s largest

preserves and promotes the Armenian identity and heritage through
educational, cultural and humanitarian program, annually touching the
