Over a 9-month period this year, Armenia’s police force, besides
carrying out its main functions, made efforts to restore people’s

YEREVAN, NOVEMBER 3, ARMENPRESS: State Revenue Committee is getting
prepared for the possible opening of the Armenian-Turkish border,
deputy head of the Armenian government-affiliated State Revenue
Committee Armen Alaverdyan said today at a press conference.

In economic respect Turkey may become such partner for Armenia like
Georgia is, and similar taxing regimes must be established for that
country as well.

Armenia is member of the World Trade Organization which obliges
to apply same regime of taxation toward all the countries. Though
there are things to do in respect of administration, means must be
undertaken in case of the opening of the border to implement the
customs procedures in right way. The customs points will be two –
in Akhurik and Margara.

A. Alaverdyan does not share the concerns that in case of the opening
of the border the Armenian market will be washed by Turkish products.

Armenia: Yerevan Hopes For Open Georgian – Russian Border

ARMENIA: YEREVAN HOPES FOR OPEN GEORGIAN – RUSSIAN BORDER

Armenia’s Transportation Ministry is expressing strong support for
the opening of Zemo Larsi, a Georgian-Russian border checkpoint that
has been closed since 2006. The crossing would be a lifeline for
Armenian exports.

In late October, Russian border authorities claimed they were in
talks with their Georgian counterparts about opening Zemo Larsi
to transit traffic. Russia is Armenia’s largest trading partner,
but overland rounds between the two countries have been blocked, due
to ongoing Georgian-Russian tension [For background see the Eurasia
Insight archive].

The Georgian Foreign Ministry has vehemently denied the reports.

Deputy Foreign Minister Nino Kalandadze told a November 2 news
conference that her office has only held talks with Armenian officials
and would agree to an open border with Russia only as a courtesy
to Yerevan.

Susana Tonoian, an Armenian Transport Ministry spokesperson, said
that Yerevan will not pressure Moscow and Tbilisi to open the border,
the Kavkazsky Uzel news service reported on November 3.

Vice Speaker of the National Assembly Arevik Petrosyan Receives the
Heads of the Archive Services of the CIS Countries

On October 29 the Vice Speaker of the National Assembly Mrs. Arevik
Petrosyan met with the heads of the State Archive Service of CIS
countries, who were in Yerevan to take part in the regular meeting of
the Council of the Heads of the Archive Services of CIS countries and
the 10th Conference of the Eurasian area department of International
Council on Archives.

Mrs. Petrosyan welcomed the guests in the name of the Speaker of the
National Assembly of the Republic of Armenia Mr. Hovik Abrahamyan and
her name. He noted with satisfaction that the Armenian people were
the first in the history of human civilization to create the scripts
and managed to reach some part of the manuscripts through millennia
up to our days, which are mainly kept in Matenadaran.

The NA Vice Speaker said that the RA National Assembly also had
its contribution in the establishment of the state archive system
of Armenia. Only the fact that during the independence years three
laws related to the archive have been passed, speaks about the fact
that our country strives to improve the legislation concerning
the archive keeping and does not lag behind the processes of the
development of that sphere. Mrs. Petrosyan noticed that the law of the
Republic of Armenia on Archive Keeping, which was passed in 2004, was
elaborated taking into account the experience and achievements of CIS
countries, however today the scientific-technical progress dictates new
requirements, it’s necessary to develop the electronic documentation
turnover, update the relevant law and invest new methods of keeping
and archiving the documents. In this direction the RA Government takes
measures and soon will start a legislative initiative. Mrs. Petrosyan
underscored the necessity of cooperation of State Archive Services
of the CIS countries and improvement of archive management methods.

At the meeting issues concerning the achievements reached in the
archive sphere, exchange of experience and cooperation of archive
services of CIS countries were discussed.
