up the results of "Enhancing Education in RA" program. Event was
organized by Yerevan State Linguistic University after V. Brusov.

"The program is aimed at introducing a pilot mechanism of organizing
internship. Within program frameworks, students had internship
opportunities, as well as meetings with various employers. The program
will increase students’ employment opportunities," program manager
Gayane Markosyan told a PanARMENIAN.Net reporter.

There are 25 employers and 91 participants involved in the program. 15
participants were offered to work with the organizations where they
had their internship.

"Brilliant man of Lori" book, portraying the life of writer Hovhannes
Tumanyan. The book is authored by an expert at Tumanyan’s works,
philologist Azat Yeghiazaryan.

The book is published within the frameworks of events dated to great
writer’s 140th anniversary.

"The book provides a great insight into the world of Hovhannes
Tumanyan. It was the best way to celebrate his anniversary," book
editor Vahagn Sargsyan emphasized.

Interview of Chairman of the Central Bank of Armenia Artur Javadyan
with ArmInfo news agency

Mr Javadyan, the IMF representative to Armenia has recently said
that the Central Bank of Armenia (CBA) needs to give up the currency
corridor as the exchange rate has exceeded the 360-380 AMD/1USD fixed
in March, and to set the Armenian dram free. Do you think the IMF
proposal is grounded?

First of all, I’d like to recall that the CBA conducted no policy
of currency corridor. As regards the 360-380 AMD/1USD exchange rate,
this is the assessment of the balanced level of the exchange rate for
2009, which was pointed out by specialists of both IMF and CBA. As
regards the currency policy conducted by the CBA, there may not be
two opinions here. The currency policy being currently conducted
completely meets our previous statements. I will only stress that
IMF specialists have officially stated for many times that they agree
with the currency policy conducted by the CBA.

The preliminary exchange rate in the budget for 2010 is fixed at 376
AMD/1USD. Nevertheless, many experts think that the USD exchange rate
will cross the 400 AMD threshold in early 2010 already. What is the
CBA forecast for 2010, if not by figures, then by trend at least?

Let me remind that the Central Bank gives no forecast of the exchange
rate in domestic market. Therefore, I’ll abstain from any forecasts
of Armenian dram for 2010 this time as well.

How did the commercial banks perceive the CBA decision on restriction
of the currency position at 7% level? Is the CBA going to take stricter
steps to prevent speculative impacts on the currency market by some
participants?

It’s no secret that under the crisis conditions in case of slowdown
of the growth rates of provision of crediting, the idle funds (cash
funds, nostro-accounts, etc.) considerably increase in the banks. This
may lead to speculative phenomena in the currency market. The CBA
Board decision on restriction of currency positions in banks aimed
to restrain possible speculative phenomena in the currency market,
as well as currency risks in the banks. Nevertheless, it should be
noted that before this decision was taken the currency positions of
most of the Armenian commercial banks had been in the limits fixed
by the CBA Board (7%). In this respect, the decision taken caused no
serious problems among the banks and had no negative responses. At
present the Central Bank envisages no further stiffening, however,
the speculative currency phenomena, in addition to other problems,
are constantly in the focus of the CBA attention, and the latter will
interfere in the situation within the limits of its power if necessary.

There is an opinion that the financial crisis may cause decline in the
number of players in the banking market: mergers and take-overs. Won’t
these possible developments create a situation in which the competitive
environment in the market will suffer from the decline in the number
of players? May one specify the optimal number of banks for such a
country as Armenia?

The Central Bank has received no official information concerning
amalgamation of the acting banks. However, amalgamation is not ruled
out in the near future as the topic on possible amalgamations is
actively being discussed outside the Central Bank. The competition
among banks will not decrease as a result of amalgamation of the banks,
consequently, their enlargement. Moreover, enlargement of big banks
may even intensify the competition. The Central Bank has conducted no
assessment on the optimal number of banks, therefore the CBA policy,
being liberal from the very beginning, creates equal conditions for
all investors entering the market, and the CBA is not inclined to
restrict the entry of potential investors to the banking market.

How do you assess the activity of commercial banks in the sphere of
risk management against the background of the crisis?

The risk management is on quite a high level at present, and the fact
that in the conditions of crisis the bank risks are within the limits
of management, is evidence of this. At present the level of adequacy of
the capital in the Armenian banking system is 28,4%. This exceeds the
minimally admissible level 12%. The normative indices of the current
and overall liquidity are: 34,6% and 143,6% respectively against the
floor limits 15% and 60%. The open foreign currency position is just
0,4% out of the capital. Despite a little worsening of the quality
of credits over the current year, in particular, reduction of the
share of "standard" credits in the credit portfolio from 95,6% to 92%
since the beginning of 2009, this index is inflexible and higher than
in the banking systems of other countries.

According to our assessment, even in case of the stress scenarios no
one of the Armenian banks will come across the problem of liquidation
and will not suffer of the risk of non-solvency. To note, introduction
of the principles of corporative management in the banks in 2005-2006
much contributed to rising of the risk management (according to the
amendments to the "Law on banks and banking activity"). Nevertheless,
the banks still have to improve the system of risk management.

Over the recent period the share of credits provided to small and
medium business and agriculture has increased in the structure
of credit portfolio of the banks. Don’t you think that this
one-sidedness may reduce the degree of portfolio diversification,
and, as a consequence, raise the level of risks?

In 2009 the banks directed the credit resources mostly to the sphere
of small and medium business and agriculture. Under the financial and
economic crisis conditions, development of these spheres is of much
significance from the viewpoint of activation and growth of economy.

In its turn, this will contribute to further development of the banking
system. At the same time, crediting of small and medium business and
agriculture in 2009 is not capable to raise the rate of the credit
portfolio concentration. On the contrary, the rate of concentration
in the banks has considerably fallen as before 2009 the biggest share
(27%) in the credit portfolio of the banks fell on consumer credits,
and by the end of III qt 2009 the share of consumer credits made
up 20%. The market concentration index of Gerfindal-Girshman (which
ranges from 0 to 1, the closer to 0, the lower the concentration rate)
for the credit portfolio of the banking system in early 2009 was 0.165,
and in late III qt 2009 – 0.142. This demonstrates the high level of
portfolio diversity.

The terms of provision of the Russian stabilization loan are much more
attractive for the credit market participants than those of the loan
provided by the World Bank. Isn’t the Central Bank going to revise
with WB the terms on this credit, which is actually "non-working"?

At present the terms of crediting within the frames of the Russian
loan for economy stabilization and the WB loan for small and medium
enterprises (SME) do not differ much. To note, as a result of work
held with the World Bank, the CBA has already introduced a number of
important improvements in SME crediting programme, particularly, the
interest rate has been equated with the Russian stabilization loan
rate, a number of requirements have been liberalized (for instance,
the requirements to borrowers in case of purchase out of proceeds of
credit). Under the WB programme on SME, 8 commercial banks have been
selected, 6 of them have already placed a total of 2.5 bln AMD.

What is the reason of the CBA possible decision on stage-by-stage
raising of the minimal threshold of authorized capital of credit
companies from the present 150 mln AMD to 1 bln AMD before 2012?

The CBA Board has taken no decision on stage-by-stage raising of the
minimal threshold of authorized capital of credit companies from the
present 150 mln AMD to 1 bln AMD at present. The issue is currently
being discussed with CBA specialists and Union of Credit Companies
of Armenia.

Some standstill is observed in the capital market today. What measures
will and should be taken to "enliven" the market?

The capital market was activated in 2007 when a number of issuers
came out with public offering of their bonded debts. Later this
activation declined due to the financial crisis as capital markets
are very sensitive to such kind of phenomena. Despite this, in late
2008 and over 2009 Araratbank and Artsakh HPP organized initial
public offering (IPO) of their shares, which may be considered a
brave step in the conditions of crisis. To activate the capital
market, the CBA is cooperating with NASDAQ OMX and implements joint
programmes on improving infrastructure, creating new financial
tools, raising the population’s financial awareness and raising the
quality of services provided by financial institutes. In addition,
we initiated tax remissions that have already come into force for the
companies listed at the stock exchange. A number of companies with
state participation in capital will shortly be privatized via the
stock exchange. I think that alongside with the decrease of crisis
phenomena, these measures will contribute to further activation of
the capital market in the country.

The twin publications USA Armenian Life Magazine and HYE Kiank
Armenian Weekly were recently recognized by the Los Angeles City
Council for 25 years of bold journalism in service of the
Armenian-American community. The official commendation was signed by
Eric Garcetti, President, Los Angeles City Council, Councilmember 3rd
District Dennis Zine, Los Angeles Mayor Antonio Villaraigosa, City
Attorney Carmen A. Trutanich, City Controller Wendy Gruel and all of
the remaining councilmembers.

The editorial staff received a surprise telephone call from the office
of Councilmember Zine’s office on Thursday October 29 informing of the
City Council’s decision to present USA Armenian Life Magazine with a
25th anniversary recognition the next day.

A delegation representing the twin publications USA Armenian Life
Magazine and HYE Kiank Armenian Weekly was composed of Appo Jabarian,
Executive Publisher/Managing Editor, Anoush NeVart, a well-known
actress (Hollywood, USA) who has made several notable appearances in
numerous movies, theatrical plays, and TV Films (Recently on NBC’s
"Southland"), Gary Bedian, Chairman USA Armenian Life Advisory Board,
International Entrepreneur and Tourism Development Specialist, Carl
Haig Hazarian, Civic leader, Benefactor and co-founder of two Armenian
day-schools, and a music School, recipient of U.S. Presidential,
Congressional and numerous other awards, Karine Mkrtumyan, Assistant
Editor, Samvel Manasaryan, and Christina Nersesian.

Absent was Senior Contributor Harut Sassounian, along with
Contributing Editor Emeritus Hrant Simonian, Editorial Advisory Board
Members Michael Williams Maurice Soudjian, and Diana Aslan, Editorial
Assistant Ruzanna Davtyan, and many other colleagues, friends and
supporters as this was a surprise event.

The delegation was greeted by Los Angeles City Council Member Dennis
Zine (Third District).

During the special presentations segment of the L.A. Council meeting,
Councilmember Zine graciously acknowledged USA Armenian Life’s 25
years of "quality journalism in service of the community."

Councilmember Zine stated that USA Armenian Life Magazine
(English-language edition) and Hye Kiank Armenian Weekly
(Armenian-language edition) were founded in 1985 by its Executive
Publisher and Managing Editor Appo Jabarian.

He said: "Twenty five years ago, USA Armenian Life Magazine became one
of the full color pioneers in the weekly publishing industry at a time
when full color printing among the community weeklies was in its very
early infancy. Thanks to its content, style of presentation and
editorial dynamism, USA Armenian Life has been widely acclaimed by
numerous Southern California, and New York prestigious dailies,
weeklies, and periodicals, including the Los Angeles Times, Glendale
News-Press, the Foothill Leader, then New York-based Armenian Reporter
International, Massis Armenian Weekly, Republic of Armenia official
Daily, several TV and Radio Programs to name a few."

YEREVAN, DECEMBER 11, NOYAN TAPAN. Corruption is the greatest evil on
the road of building a strong state, Armenian Prime Minister Tigran
Sargsyan stated at the December 9 forum dedicated to International
Anti-Corruption Day.

In his words, there is no general recipe for fighting corruption:
every state chooses its method. He said that the RA government’s
anti-corruption strategy program envisages three directions of
combating corruption. The first one is to show a personal example
and not to tolerate corruption among high-ranking officials, and
the best mechanism here is transparency of their work. For this
purpose a bill envisaging creation of an open electronic register with
information about work of 500 high-ranking officials and their personal
declarations has been submitted to the National Assembly. The prime
minister underlined the importance of fulfilling the Constitution’s
requirement that NA deputies and ministers have no right to carry on
business. "We intend to introduce legislative mechanisms," T. Sargsyan
said. He attached importance to the implementation of institutional
reforms, in particular, to the introduction of new mechanisms of
financing in order reduce the corruption risks.

The second direction of the fight against corruption presupposes
"serious changes" in public mood concerning corruption. The prime
minister noted that the society "does not fight aggressively" against
corruption, which is a worrying fact. At the same time, according to
him, the NGOs to deal with corruption are politicizing the problem.

In his speech, RA Prosecutor General Aghvan Hovsepian said there has
been progress in the fight against corruption in Armenia: 69 cases in
connection with corruption-related crimes were opened in 2007, 390
cases in 2008, and 309 cases in the first nine months of 2009. "We
have achieved this progress by joint efforts of the law enforcement
bodies and thanks to strengthening the society’s trust and its active
participation," the prosecutor general declared.

The forum was organized by the USAID Mobilizing Action Againt
Corruption (MAAC) Activity, the OSCE Yerevan Office, and the RA
Prosecutor General’s Office.

ARF Parliament Leader To Meet With U.S. Representatives, East Coast

Armen Rustamian, Chairman of the ARF Supreme Council of Armenia,
delivers a fiery speech at a rally in Yerevan against the protocols.

WATERTOWN, Mass.-Armen Rustamian, a leading member of the Armenian
Revolutionary Federation’s Supreme Council in Armenia is touring East
Coast Armenian-American communities and will be visiting congressional
and other U.S. government representatives in the coming days, announced
the ARF Eastern US Central Committee

Rustamyan is also a member of Armenia’s National Assembly, serving
as chairman of its Standing Committee on Foreign Relations. During
his visit, he will discuss a wide range of issues tied to Armenia’s
foreign policy and will reiterate the ARF’s continued opposition to
the Armenia-Turkey protocols.

Rustamyan arrived in Washington, D.C. on Dec. 9 for a full day of
meetings with congressional representatives. During these meetings,
he emphasized the dangers underlying the Armenia-Turkey protocols,
and their use by the government of Turkey to impose preconditions
that are detrimental to Armenian national interests.

Among the members of Congress Rustamyan met with was Rep. Howard
Berman (D-Calif.), the chairman of the House Committee on Foreign
Affairs. Rustamyan wrote to Berman in March 2009, just prior to the
April announcement of the "roadmap" that led to the Armenia-Turkey
protocols. "Taking into account that the United States has not
yet officially recognized the Armenian Genocide, Turkey makes its
status more and more inflexible in the resolution of Armenian-Turkish
relations," Rustamyan said. "I am sure that the U.S. recognition of
the Armenian Genocide will not become an obstacle to Armenian-Turkish
relations, it will contribute to their improvement."

Today, his words ring prophetic as the protocols have since been
used as a sword by Turkey to block U.S. recognition of the genocide,
to force Armenia to recognize its current illegal border with Turkey,
and to push Armenia toward resolving the Karabagh issue in a manner
that denies its people their right to self-determination.

The protocols are currently before Armenia’s Constitutional Court.

Rustamyan stated earlier this month that the ARF considers the
protocols illegal under Armenia’s constitution, and that the court
has every reason to consider them invalid.

After meeting with members of Congress, Rustamyan will meet with
National Security Council representatives and conclude his day by
giving a community lecture hosted by the ARF of Greater Washington.

On Thurs., Dec. 10, Rustamyan will meet with representatives of
the Nagorno Karabagh Republic. Additional meetings are planned with
administration officials and with members of Congress, including House
Armenian Issues Caucus co-chair Frank Pallone (D-N.J.). Rustamyan
will then travel to Philadelphia to attend a community reception
hosted by the Philadelphia ARF.

On Fri., Dec. 11, Rustamyan will meet with representatives of the
Providence ARF and attend briefings at the Rhode Island State House.

On his way to Boston, Rustamyan will stop for a visit at Camp Haiastan
in Franklin, Mass., and will speak at a public meeting hosted by the
Boston ARF at 7:30 p.m. at the Armenian Cultural and Educational Center
(ACEC) in Watertown.

Rustumyan’s tour will conclude on Sun., Dec. 13 after meeting with
ARF New Jersey members and speaking at the New York ARF’s 119th
anniversary celebration.

The bulletin is based on press coverage of uniform financial reports

The "Insurance Companies of Armenia" newsletter contains approximately
40 pages of tabular material for the various insurance company
indicators and consists of 11 main sections: 1.General Characteristics
of Insurance Organizations. 2. Assets. 3. Obligations. 4. Capital. 5.

Financial Results of Operations. 6. Structure and Formation of
Technical Reserves. 7. Financial Cash Flows. 8. Indicators of
Profitability. 9. Indicators of the Adequacy of the Total Capital. 10.

Indicators of Solvency and Liquidity. 11. Indicators of Insurance
Activities.

The information contained in the bulletin gives the opportunity to
present an overall picture of the financial standing of insurance
companies in Armenia and make a comparative analysis of their
activities.

ARKA News Agency has operated since May 1 of 1996 and specializes in
financial, economic and political information.

The agency has issued its quarterly bulletin "Indicators of the
activities of Armenian banks" since 1999 and "Crediting organizations

The visit of the Turkish premier Reccep Erdogan to the U.S. and the
joint statements made after it with the U.S. president Barack Obama
aroused ambiguous assessments within the Armenian political elite. The
Armenian opposition keeps insisting that Turkey will never ratify the
protocols until there is no progress in the Karabakh issue. Moreover,
Sargsyan has already made clear that in case Turkey starts protracting
the ratification of the Armenia-Turkey protocols signed in Zurich
on October 10, Armenia will immediately undertake relevant measures
in accordance with the international right (hint at the readiness to
declare the Armenia-Turkey protocols invalid).

Sometimes the impression is that the Armenian and Turkish normalization
met an impassable obstacle. For comments, we turned to the expert
of the Armenian Centre for National and International studies Manvel
Sargsyan.

"I would not hurry to state about a deadlock in the Armenian and
Turkish relations. Of course, Armenia will never accept the conditions
of Turkey to connect the process with Nagorno-Karabakh issue. It will
not accept such as a version, because now Azerbaijan will never make
a smallest concession. But this does not mean that Turkey may easily
refuse the normalization process with Armenia. Merely, the sides face
the problem of reforming the principles of the normalization process.

Until now, all cherished the hope that conditions can be made
initially to withdraw themselves on the basis of the negotiations of
the parties. But time has shown that no one is going to just refuse
the process of establishing relations between Armenia and Turkey,"-
said Manvel Sargsyan.

Touching upon the interested positions in the Armenian-Turkish
rapprochement instances, Sargsyan said: "The fact that no one is taking
risk was clearly understood from the caution arguments of the premier
of Turkey. Recall that Erdogan after meeting with Obama explained that
he brought to the U.S. president the "truth" that "the government can
in no way affect this process. … In our parliament, the adoption
of this document requires efforts". That is, Erdogan left place to
review the positions of Turkey in accordance with developments. I
must say that Erdogan’s diplomatic course arouses respect: in any
case of any political development, he will only be in advantage in
his country. But that developments can be complex is evident from the
increasing messages that "the American president hinted to the Turkish
prime minister that the resolution on the recognition of the Armenian
Genocide is also difficult to be prevented in the U.S. Congress,
if in the nearest future the protocols are not ratified".

No one has yet denied this information. So, the countries are occupied
in attaching additional weights to the situation with the ratification
of the protocols. Serge Sargsyan’s statements on December 10 can
also be described as the Armenian weighting scales. Soon, perhaps,
the OSCE Minsk group Azerbaijan, Europe, and so on will shed something
on the situation.

As to the question on how such a diplomatic "competition" may end,
the ACNIS expert said, "Much depends on the change of the international
situation itself over the Armenian-Turkish relations". "Until recently,
senior representatives of Turkey stated that the true aim of the
initiative for rapprochement with Armenia is to enhance the process
of settlement of the Karabakh problem. Today we can see that this
initiative, with some developments may not only delay the settlement
of the conflict, but, conversely, it may intensify the process of
the international recognition of the Genocide of 1915.

Tomorrow a radically new configuration of international interests
and forces may come out to be developed over the Armenian-Turkish
relations where the focus will be entirely on a different problem,
in particular, the security problem. It is no accident there appeared
a thesis "in case of non-ratification, there can be serious shocks
in the US-Turkish relations. Further-more …", – the expert said.

According to Sargsyan, it would be better if Armenia and Turkey
did not go through the weighting of their scales. The principle
"without preconditions" is the best guarantee against the threat
of degeneration process of normalization of relations in a complex
international problem. No need to inscribe these relations in the
context of broader and more complex problems.

YEREVAN, DECEMBER 10, ARMENPRESS: Agreements on air communication,
economic and scientific-technical cooperation, fighting against
terrorism, organized crime, illegal drug trafficking and other crimes,
cooperation in the sphere of environment protection have been signed
today between Armenia and Latvia. The documents were signed after
the face-to face meeting of the presidents of the two countries and
the extended meeting of delegations.

At a joint press conference Armenian President Serzh Sargsyan said that
the two leaders in the atmosphere of mutual understanding discussed
the current state of the Armenian-Latvian relations and development
prospects, exchanged thoughts over a number of international and
regional issues.

The signed documents, according to the Armenian president, will give

will be a serious impetus for the cooperation in tourism sphere.

>From the viewpoint of opening new horizons in trade-economic relations
between the two countries, the president highlighted the conduction of
business forum December 11 in Yerevan which will give an opportunity
to orient what may be done to expand bilateral economic ties.

The presidents expressed bilateral interest in cooperation in
the format of Armenia-EU relations. Armenia is interested in the
implementation of regional and bilateral projects in that direction.

S. Sargsyan expressed hope that the delegation headed by the Latvian
president will have effective meetings in Armenia which will be
an additional impetus on bringing the cooperation between the two
countries on a new level.

Latvian President Valdis Zatlers thanked Serzh Sargsyan for the
invitation to visit Armenia and the reception, noting that few times
he met his Armenian counterpart outside of Armenia.

According to him, Armenian-Latvian political relations are developing
well and it will be desirable to see the same development in the
economic sphere too: if success be registered in respect of economic
cooperation, success will be registered in ensuring welfare of
countries and peoples.

"I am accompanied with the delegation of businessmen representing
different branches of economy. I hope that this will be the launch
of development of our economic relations," he said expressing hope
that bilateral business-forum will pass successfully. According to
Latvian president, the practice shows that the regular meetings of
the businessmen of the two countries as well as the good work of the
inter-governmental commissions are factors promoting the economy of
the two countries.

Latvia had its contribution to bringing to life EU’s "Eastern
Partnership" program and currently, according to the head of
that state, is ready to assist the Armenian side so that this new
opportunity of EU turns to real projects, solutions and programs:
it refers to improvement of visa regime as well as to the contract
on free trade. "We are ready to assist you with the experience,
expert work," he assured.

Latvia is interested in the whole Caucasian region which in future
will establish closer ties with EU. "Europe is also a very big market
with very big opportunities. We of course, welcome your attempts and
efforts to improve cooperation in the region and with our country. We
really believe that it will be a success," he concluded.

The visit of V. Zatlers will be wrapped up December 11.

YEREVAN, DECEMBER 9, NOYAN TAPAN. On January 12, the RA Constitutional
Court will examine the issue of correspondence to the Constitution
of the provisions stipulated by the two protocols on normalization
of the Armenian-Turkish relations, on the basis of RA President Serzh
Sargsyan’s application. Noyan Tapan correspondent was informed about it
by CC Spokesperson Hovhannes Papikian. CC member Vladimir Hovhannisian
has been appointed reporter on the case.
