CONSULTATIONS BETWEEN FOREIGN MINISTRIES OF ARMENIA AND UAE

December 24-25 the first consultations between the Ministries
of Foreign Affairs of the Republic of Armenia and the United Arab
Emirates were held in Yerevan.

The Armenian delegation was headed by Deputy Foreign Minister Arman
Kirakosyan. The UAE delegation was headed by First Deputy Foreign
Minister Tarek Al Heidan.

The consultations were held in two stages. The first was dedicated
to political, regional and international issues. The second stage
covered issues of trade-economic and educational-cultural cooperation.

During the political discussions reference was made to the political
relations between Armenia and UAE. The parties appreciated the existing
ties and expressed willingness to further develop and deepen those.

Reference was made to regional issues. The parties exchanged views on
issues of the Middle East and attached importance to their solution
in the peaceful way.

During the second stage of the consultations the delegations
discussed the bilateral trade-economic relations, including issues
of cooperation in the fields of agriculture, science and technology,
education and science.

The delegation of he United Arab Emirates had meetings with the Deputy
Prime Minister of Armenia, Minister of Territorial Administration
Armen Gevorgyan and Minister of Economy Nerses Yeritsyan.

Nigar Göksel News.Az interviews Nigar Göksel, ESI Senior Analyst,
the European Stability Initiative (ESI).

Don’t you think that from now on Baku will feel some kind distrust in
relations with Ankara after the recent "diplomatic dispute" between
Azerbaijan and Turkey on Armenian issue?

It is true that there has been a souring in the relations but it is
not only because of the Armenian issue. Both countries have naturally
been changing in various ways and there may have been communication
disconnects along the way. In the 90s, a vision to link Azerbaijan
to the transatlantic world in as many ways as possible was shared
widely and was the overarching priority.

Today the picture is more complex. Turkey has more of its own
ambitions, is developing stronger partnerships with countries that
do not share its transatlantic vocation, and in a sense is more
"adventurous."

A culmination of the perception in Baku that Turkey’s priorities were
being reshuffled may have caused the eruption over the Armenian issue
to be as strong as it was.

However, to remedy this sense of distrust in Baku, the Turkish
decision makers have gone out of their way to emphasize the crucial
importance of a just solution to the Karabakh conflict. We witnessed
this most recently during the Turkish Prime Minister’s meeting with
President Obama.

Will, despite this effort on Turkey’s part, the distrust continue? At
some level, yes. Theoretically, the relationship should be back on
track. But the human dimension should not be neglected. A tinge of
bitterness and suspicion seems likely to remain, at least among the
actors in the forefront of the recent tensions.

How strong is Turkey to overcome the pressure from the West in
"genocide" and "border" issues?

We hear from Washington that if Turkey normalizes relations with
Armenia (which would include opening the border), this would make
it more likely that the word genocide would not be pronounced from
Washington (Congress and/or President) in April this year. This is
how the two issues are linked.

However, many key figures in Ankara seem confident that a genocide
resolution in Washington will not be passed this year in any case. It
is assumed, based on a strategic calculation, that the US would
not risk the blow a genocide resolution would have on the Turkey-US
relationship. Turkey is playing a critical role in issues high on
the agenda of the West. It is by now a widely shared perception that
the positions Turkey takes regarding Iraq, Iran, Afghanistan or the
"Arab street," can effect the course of events.

Members of the US Congress are neither historians nor legal experts
– just like members of the Russian Duma in 1995 were not when they
recognized the events of 1915 as genocide. Which brings me to the fact
that up to 20 countries have done so. I would hope – for the sake of
both Turkish citizens and Turkey’s influence on global affairs- that
even if the US Congress were to one day pass a genocide resolution,
the Turkish leadership would not allow this to change the entire
course of the country’s foreign policy.

Turkey is one of the members of OSCE Minsk group. Are there
possibilities to involve Turkey in the Karabakh settlement as a fourth
co-chair (with U.S., Russia and France)?

Armenia would object to Turkey joining the group of co-chairs, as
Turkey is seen as favoring Azerbaijan. Realistically, it would not
be possible with the current realities.

Of course I do not know whether Turkey could be accepted as a co-chair
in return for normalizing relations with Armenia (establishing
diplomatic relations and opening borders). Even if so, it is debatable
that Turkey would have more influence on the process as a co-chair
than it does by leveraging the border option.

AUDIT CHAMBER REVEALS CASES OF STATE REGISTRATION OF REAL ESTATE ON ILLEGAL GROUNDS

YEREVAN, DECEMBER 22, NOYAN TAPAN. As a result of the checks conducted
by the Audit Chamber, a number of violations were revealed at 7
regional units of the State Real Estate Cadastre Committee adjunct
to the RA government. Particularly, violations of 14 million drams
were revealed with respect to staff maintenance. Chairman of the Audit
Chamber (AC) Ishkhan Zakarian said at a press conference following the
December 22 sitting of AC Council that this sum will be transferred
to the state budget until the end of 2009.

In his words, quite worrying facts were found during checks of the
transactions approved by the Cadastre’s territorial units based on
certificates given by communities. In particular, cases of wrong
classification of unauthorized buildings constructed in communities
were revealed when social buildings and structures were considered
as dwelling or production ones with a lower cadastral value. In some
cases state registration was done in the absence of the necessary
grounds. As a result, damage of about 260 million drams was done to
community budgets.

I. Zakarian said that in case of all transactions related to
registration, the communities must collect these sums and transfer
them to community budgets, otherwise the transactions on illegal
grounds shall be declared invalid.

On 21 December President of the Nagorno Karabagh Republic Bako Sahakyan
received a delegation of Tavoush region of the Republic of Armenia
headed by Governor Armen Ghoilaryan.

Issues related to enlarging cooperation between the Tavoush region and
regions of the Nagorno Karabagh Republic were discussed at the meeting.

The Head of the State considered important continuous deepening of
cooperation with regions of the Republic of Armenia considering it
one of the key elements of strengthening inter-Armenian ties.

"American Armenians are conducting a dirty campaign against Turks
and Azerbaijanis"

in South Caucasus, including Azerbaijan-Turkey historical relations,
Turkish nation’s leader Mustafa Kemal Ataturk’s services for Turkic
World were discussed at the "Heritage of Ataturk" symposium at UN
headquarters this weekend.

The symposium was joined by American historical and political analysts
who have interest in Ataturk and Turkic world, Turkish diplomats and
also, Ataturk’s daughter Ulku Adatepe.

"If there wasn’t be Ataturk, there wouldn’t be any Turk alive today.

Ataturk saved the Turks", – told American historical analyst Justin
McCarthy. He pointed out that Ataturk didn’t save only Turkey, but
played the same role for the whole region. The analyst also mentioned
Ataturk’s assistances to Azerbaijan in that historical period. Another
analyst – Arnold Riesman said that modern Turkey – is the heritage
of Ataturk: "Modern Turkey is also fighting for peace and stability
in the region". Speaking to APA’s correspondent, the analyst reminded
Turkey’s role in the Nagorno-Karabakh peace process, "even if it is not
noticeable in the Minsk group process". Ataturk’s daughter says that
Mustafa Kemal is still not known as much as she would like to in the
world, sometimes his reforms are misunderstood. Another controversial
issue discussed at the symposium was the Turkish-Armenian historical
relations. "Turks don’t have anything to loose, as they never committed
genocide", – said McCarthy. According to him, "the more you dig this
issue, the more you see that Turks are truthful". The analyst also
pointed out that American Armenians are conducting a dirty campaign
against Turks and Azerbaijanis. He says that Turkey mustn’t forget
Azerbaijan, as this country’s territories are still under Armenian
occupation.

Azerbaijan’s Defense Ministry It’s possible to say that Armenia has
zero chance to win, spokesman for Azerbaijan’s Ministry of Defense,
Colonel-General Eldar Sabiroglu.

"Everyone knows which country backs Armenia in the Organization of
Collective Security Treaty Organization (CSTO), said spokesman for
Azerbaijan’s Ministry of Defense, Colonel-General Eldar Sabiroglu,
commenting on statements by Defense Minister Seyran Ohanyan that in
the case "war starts, the CSTO will help Armenia".

According to him, Seyran Ohanian attempted to reply to the statement
of Azerbaijani Defense Minister Safar Abiyev about the war. In fact,
he only showed what kind of a state Armenia is.

"Ohanyan said in case of war, the Collective Security Treaty
Organization will help Armenia, and this organization is obliged to
help. A very important moment is that everyone knows who backs Armenia
in this organization. Everybody in the world knows this", said E.

Sabiroglu.

According to the spokesman, Seyran Ohanian is well aware that it is
extremely difficult to cope with the Azerbaijani army alone.

"Seyran Ohanyan understands the logic of threat to Azerbaijan better
than anyone else. He himself does not believe in the absurd expressions
which he uses. Accordingly, the Minister of the outpost country is
seeking protection from the outside. Their position remains unchanged
as usual", said E. Sabiroglu.

According to him, the current state of the Armenian army reduces its
chances to wage war and conquer:

"It’s possible to say that Armenia has zero chance to win. As I noted
at a recent press conference, we have got definite facts. Today,
Armenia is unable to complement themilitary units. The country has
gradually exhausted its human resources and death rate is growing.

This information is provided by Department of Demography of the
Ministry of Labor and Social Protection of Armenia. Armenia stands
face to face with such a catastrophe.

Compared with last year the number of admissions to secondary schools
has decreased by more than 19000. At the same time I would like to
mention that Armenian people have changed their attitude towards
the army dramatically. They cannot rely on the army. And as a result
of violations of these relationships and hatred, Armenia used force
against its own people on March 1. The due statement was made by former
Defense Minister of Armenia Vagharshak Arutyunyan while speaking to
Armenia Today several days agp.

These are not my words, these are the words of the former Minister of
Defense. It is not time to threaten to Azerbaijan. S. Ohanyan said
if war breaks out again, they will be able to achieve anything like
they did previously. This is absurd. Azerbaijani army is now powerful
enough. The fighting ability of our soldiers and the provision of
modern weapons and ammunition is all we have. If negotiations fail,
the war would be inevitable. Azerbaijan will liberate its land from
occupation. This scares Ohanyan. Therefore, he makes such statements".

Azerbaijani Ambassador to the U.S. Yashar Aliyev presented Azerbaijani
Foreign Ministry’s official note to the US State Department to
protest its recently approved $8 million USD in financial aid to
Nagorno-Karabakh, reported Azerbaijani agency Trend News, quoting
ANS TV.

Yashar Aliyev said that the "Nagorno-Karabakh region of Azerbaijan,"
with the seven surrounding districts, was illegally "occupied" by
Armenia and the conduct of any US government programs or activities in
Nagorno-Karabakh and other "occupied territories of Azerbaijan" without
prior negotiations with Azerbaijan would be contrary to the officially
declared position of the United States on support for the sovereignty
and territorial integrity of Azerbaijan within its internationally
recognized borders, reports Azerbaijani news site News.Az.

YEREVAN, December 17. /ARKA/. Armenian President Serzh Sargsyan
discussed education reformation with chancellors of state universities
on Wednesday, the presidential press office reports.

The president said that such meetings would become regular.

"You’re your universities’ activities determine what specialists
we will have tomorrow and what country we will have in the future,"
he said.

The head of state stressed the necessity to apply new technologies
to education process and to modernize labs.

He said he expected new initiatives and vigorous efforts from heads
of universities to advance educational reforms.

The chancellors presented higher education problems to Sargsyan and
their plans to improve the system.

In particular, obstacles on the way to join Bologna process and
transition to a two-level education were discussed at the meeting.

Organizational and legal issues, private universities and Armenian
citizens’ study abroad were discussed as well.
