NEXT ATTEMPT OF DISINFORMATION OF THE `TURAN’ AGENCY
MISREPRESENTING REALITY, THE AGENCY ATTEMPTED TO DISSEMINATE
DISINFORMATION IN COMPLIANCE WITH THE INTERESTS OF RADICAL OPPOSITION

The `Turan’ Information Agency, taking the function of analytical
center of the radical opposition and this time has attempted to
disseminate disinformation to confuse the public. The Agency
addressing the Gallup Organization interested whether it would
conduct pre-election poll in Azerbaijan. The mentioned Organization
responded to the Agency that Gallup had not conducted any poll
connected to pre-election situation in Azerbaijan and the
Organization’s spokesman Ch. Stewart called it `counterfeit’.

The `Turan’ Agency adhering its tradition has put a distorted
question to the Gallup Organization’s representative and received
appropriate answers. The `Gallup International’ Center for
Sociological Studies in April 2005 has conducted a poll to learn the
level of reliance of the Armenians, Georgians and Azerbaijanis in the
South Caucasian countries to their leaders and to the presidents of
the leading countries – the United States and Russia. In result, it
was established that 77 percent of Azerbaijanis rely on Ilham Aliyev.

The poll results were disseminated by the US influential `Washington
Post’ journal, through the Turkish newspaper `Zaman’, the Armenian
newspaper `Azg’, the Georgian media, including the `Imedi’ TV of this
country, and Russia’s `Regnum’ Agency. There is sufficient
appropriate information in the Internet and anybody can familiarize
with them in the websites. Interesting is that the `Turan’ Agency has
referred to the AzerTAc News Agency as a source. Moreover, the
above-mentioned media disseminated this information prior to AzerTAc.

For detailed information, it should be mentioned that some 55
organizations in 20 world countries have the right to officially use
the trademark of the Gallup Organization.

Apparently, radical opposition is deeply concerned with the results
of the poll conducted by Gallup. They, in any way, even at cost of
lie and disinformation attempt to blacken the results of poll. High
rating of the Azerbaijan President was approved not only by Gallup
International, but also by the US Republicans Institute, the Soros
Foundation, many foreign and local poll centers.

Publication Of Book By First Ambassador of Bulgaria to Armenia

PUBLICATION OF BOOK BY FIRST AMBASSADOR OF BULGARIA TO ARMENIA

YEREVAN, SEPTEMBER 8. ARMINFO. “Armenians – fate and migration” book
by the first Ambassador Extraordinary and Plenipotentiary of Bulgaria
to Armenia Ivan Ivanchev (1999-2003) has been published in Bulgaria.

In a phone talk with ARMINFO’s reporter Ivanchev informed that the
book has been published in Bulgarian and has been already translated
into Russian (500 edition). The Diocese of Bulgaria of the Armenian
Apostolic Church was interested in the book acquiring 315 copies. The
book was given to Armenia’s new ambassador to Bulgaria Sergey
Manasaryan, known Armenian businessman Mikhail Baghdassarov, first
president of Bulgaria Peter Stoyanov (1997-2002) and all the
responsible workers of Bulgarian foreign ministry headed by Solomon
Pasy.

To note, chapters telling about the historical fate of Armenian
people, role of the Armenian Apostolic Church, formation of
present-day features of Armenian people’s psychology and its
mentality, as well as significant and determinant events in ancient
and modern history of Armenia, works of Armenian art and culture have
been included in the book.

BAKU: US Committed To Assistance In WTO Admission

US COMMITTED TO ASSISTANCE IN WTO ADMISSION

The government of Azerbaijan has received another portion of assistance
for the process of admission to the World Trade Organization (WTO).

The US Trade and Development Agency (USTDA) has allotted $981,000
to be spent on improving legislation, developing new laws, answering
questions forwarded by WTO member states and other activities. The
Economic Development Ministry and USTDA signed a relevant agreement
on Thursday. Minister Farhad Aliyev speaking at the event said
USTDA has provided grants worth $1.943 million to Azerbaijan over the
past two years to start active talks on WTO admission. He said that
on account of the grants, the government has prepared and sent to
Geneva documents concerning intellectual property, standardization,
sanitation, and subsidies in the agricultural sector. The chart on
customs duties has been compiled and a memorandum on foreign trade
turnover re-worked, said Aliyev. “The WTO membership will be very
beneficial for Azerbaijan. The country’s accession to the organization
will improve its legal system, increase foreign trade turnover and
promote its closer integration into global economy. Moreover, the
existing restrictions on Azeri exports to all other member states
will be lifted.” Aliyev emphasized that WTO currently comprises 148
member states, including developed countries. In the initial stage,
Azerbaijan counts on receiving concessions on agriculture and some
other fields, he said. The minister cited some ‘negative instances’
discovered recently in Azerbaijan that are not observed in neighboring
countries. “The serious shortfalls found during a recent monitoring
are not encountered in Georgia and Armenia, which are WTO member
states, as the customs and other economic transactions carried out
there are in compliance with world standards.”

Tallinn: Armenian Defense Minister To Visit Estonia

ARMENIAN DEFENSE MINISTER TO VISIT ESTONIA

Armenian Defense Minister Serge Sargsyan is scheduled to arrive
in Estonia today on what will be the first ever visit by a defense
minister of Armenia here.

In the course of the visit a cooperation memorandum between the
two countries will be signed, spokespeople for the Estonian Defense
Ministry said.

Sargsyan and his Estonian counterpart, Jaak Joeruut, are to discuss
developments related to the NATO Individual Partnership Action Plan
(IPAP) for Armenia and opportunities for bilateral defense cooperation
in the future.

Also to be dealt with are the reforms of defense forces under way
in the two countries and Armenia’s and Estonia’s participation in
international peacekeeping operations. Other topics include regional
cooperation, spokespeople for the Estonian ministry said.

On Thursday morning, Sargsyan will meet with Estonia’s Chief of Staff
Alar Laneman, after which he will proceed to the southern city of
Tartu to visit the Baltic Defense College and meet its chief Algis
Vaiceliunas.

The memorandum of understanding dealing with defense cooperation
between Estonia and Armenia will be signed at the Estonian Defense
Ministry Friday morning, to be followed by a meeting with the chairman
of the Estonian parliament’s defense committee, Toivo Tootsen.

The Armenian minister will also visit the Armenian church in Tallinn
to meet with representatives of Estonia’s ethnic Armenian community.
He will leave Estonia Friday afternoon.

In 2005, Estonia is the chairman of the forum of countries providing
defense assistance to Armenia, Georgia and Azerbaijan.

Sargsyan and Latvian Defense Minister Einars Repse signed an
agreement about defense cooperation between Armenia and Latvia in
Riga on Tuesday.

Minister Oskanian receives Prof. Dr. Jan-Hendrik Olbertz, Minister of
Culture and Science of State of Saxony-Anhalt, Germany

On September 5, Minister Vartan Oskanian received Prof. Dr. Jan-Hendrik
Olbertz, Minister of Culture and Science of State of Saxony-Anhalt, Germany.

During the meeting, the sides expressed with satisfaction that the existing
legal framework of bilateral documents have contributed to efficient
cooperation in the spheres of culture, education and science.

Prof. Dr. Jan-Hendrik Olbertze described Armenian Culture Week in the German
State of Saxony-Anhalt, which will take place between September 3 and 7.
Concerts, exhibitions, movie screenings, as well as a German-Armenian
conference will be held during the Culture Week.

Minister Oskanian highly appreciated the exchange programs between
scientists, students, teachers and pupils.

During his visit to Armenia, the Minister of Culture has met with the
Catholicos of All Armenians, His Holiness Karekin II, the Minister of

YEREVAN, SEPTEMBER 6, ARMENPRESS: Nagorno-Karabakh leader, Arkady
Ghukasian, sounded today uncertain about progress in talks over the
Nagorno-Karabakh conflict resolution, but singled out some elements,
which he described as ‘positive,’ such as talk in Azerbaijan about
holding a referendum in Karabakh on its future political status.

Nevertheless, speaking to reporters in Yerevan after talks with
Dimitrij Ruupel, Slovenia’s foreign minister, holding now the rotating
position of the OSCE chairman-in-office, Ghukasian praised Azerbaijani
authorities for shifting to ‘ constructive framework.”

“The negotiations have not yet produced any tangible outcome so far
and this is due to a set of un-reconciled issues and I do not believe
that a resolution is possible this year,” Ghukasian said, expressing
concern over contradicting assessments of talks coming from Armenian
and Azerbaijani authorities .

” I just can not imagine any status for Karabakh that would be
lower of independence,” he said. Ghukasian did not likewise sound
optimistic about the efforts of the OSCE Minsk group, saying their
are reduced to regular visits to the region, but welcomed any contact
between Armenia and Azerbaijan, adding, however, the conflict could
be resolved only with direct involvement of Stepanakert into the
negotiation process. Dimitrij Ruupel in turn assured of his readiness
to speak to anyone, including also Karabakh authorities, ‘if it would
help end the conflict.”

Reconstructed Building Of First Instance Court Was Opened In Artasha

RECONSTRUCTED BUILDING OF FIRST INSTANCE COURT WAS OPENED IN ARTASHAT

YEREVAN, AUGUST 31. ARMINFO. Justice may lose its authority without
present-day buildings of courts, Armenia’s Justice Minister David
Harutyunyan stated today in Artashat after the opening ceremony of
the building of the Court of first instance.

In his words, it is not the only important condition for productive
justice. “We will not reach it if we do not think about legal
reforms”, Harutyunyan noted. In his words, the funds allotted within
the World Bank credit program framework have been used economically
and productively. Minister is sure that every constructed or restored
building will be much more better than the previous one. Harutyunyan
informed that the second credit program is being discussed at
present. Its realization will allow to accomplish the restoration
of all the country’s buildings of courts. Justice ministry plans to
include 15 buildings of courts into the second credit program.

To note, the building of the court of first instance in Artashat
(2081.9 sq.m) has been restored within the framework of a credit
program of legal reforms at the financial assistance of the World
Bank. 184.3 mln AMD have been allotted to this project. 9 buildings
of courts of first and second instances have been improved so
far, besides, 5 buildings of courts of first instance are under
construction.

YEREVAN, Armenia, Sept 3 (Reuters) – Ruud van Nistelrooy notched his
23rd international goal to guide the Netherlands to a 1-0 win over
Armenia in their World Cup Group One qualifying match on Saturday.

The Dutch brought Arsenal’s Robin van Persie into the team in place
of injured Chelsea winger Arjen Robben (ankle).

Van Nistelrooy and Philip Cocu went close to putting the visitors in
front inside the first 10 minutes.

Armenia goalkeeper Roman Berezovski was forced to stretch to save a
free kick from Manchester United striker van Nistelrooy while Cocu
hit the side-netting after Berezovski dropped the ball.

Dirk Kuijt also came close to breaking the deadlock when his header
was stopped by Berezovski.

Dutch coach Marco van Basten realised that physical power was needed
up front to penetrate the Armenian wall of defence and brought on
Jan Vennegoor of Hesselink in the 61st minute.

Two minutes later Vennegoor of Hesselink set up van Nistelrooy,
who had his back to goal before he turned to score.

Netherlands, who stayed top of the group with 25 points from nine
matches, play hosts to Andorra on Wednesday.

Armenia are bottom with four points from 10 games.

“We played a very poor first half and hardly got any better after
the break” said van Basten, who remained unbeaten in his 13th match
as national coach.

“Everything went wrong…sloppy passing and poor control over the
ball…and we did not manage to improve that,” he told reporters.

“I hoped by bringing on Jan Vennegoor of Hesselink to change something
and it felt good when it worked just minutes after he came on.

“These sorts of matches will always be there, you really want play
your game but whatever you try nothing works out.”

US Emergency specialists trying to contact Armenian citizen in NewOr

US EMERGENCY SPECIALISTS TRYING TO CONTACT ARMENIAN CITIZEN IN NEW ORLEANS

YEREVAN, SEPTEMBER 2, ARMENPRESS: US embassy in Yerevan has confirmed
today presence of at least one Armenian citizen in the hurricane
stricken New Orleans. It said a physician, Ruben Jamalain, 35, was
in New Orleans Superdome in the aftermath of Katrina hurricane and
was seen providing medical assistance to thousands of stranded people
who were not able to leave the town.

The embassy said specialists from US Department of State Crisis
Management Center were trying to get in contact with Jamalian to
evacuate him either to Houston or Atlanta. Also Armenian foreign
ministry has said it is in a constant contact with US embassy here,
with Crisis Management Center and other US emergency agencies in
order to get information about Jamalian and other Armenian citizens
who may be stranded in New Orleans.

Armenian foreign ministry said the Crisis Management Center convened
foreign ambassadors to USA on August 31 and provided them with e-mail
addresses and phone numbers they can use in order to get information
about their citizens who are likely to be in New Orleans. Meantime
U.S. troops made their way to New Orleans on Friday with shoot-to-kill
orders to scare off looting gangs so rescuers can help thousands of
people stranded by Hurricane Katrina, find the dead and clean up the
carnage. Around 14,000 Guard troops were on the ground and 30,000
more are expected in the coming days.
