Armenia and Azerbaijan accuse each other of cease-fire regime
violations. Seiran Shakhsuvarjan, Armenian Deputy Defense Minister’s
Press Secretary, claims that the Azerbaijani army bombarded the
settlement of Megrab in the Taush district on March 14, and Armenian
positions in the Idjevan district in northeastern Armenia on March 5.

Trenches of the Armenian army in the Vai district in southwestern
Armenia came under fire that night too.

Shakhsuvarjan said that the Armenian side had not sustained any
casualties or returned fire on this occasion. ITAR-TASS news agency
reported him as saying, however, that Private Arsen Zakevosjan, 19,
sustained a fatal wound in bombardment of the Idjevan district on
March 3.

Official Baku denounced all accusations. Official spokesman for the
Azerbaijani Defense Ministry, Ilgar Verdiyev correspondents that
“the Azerbaijani forces did not open fire on March 4 and 5.” “On the
contrary, it was our positions in the Kazakh district of Azerbaijan
that came under fire on four occasions in the course of the last
twenty-four hours,” Verdiyev said. Trenches of the Azerbaijani army in
the settlement of Gushchu Airym (Kazakh district) came under machine
gun fire from the Armenian territory on March 5. Positions in the
settlement of Kyzyl Dajily were fired upon from the village of Berkaber
(Idjevan district of Armenia) the following night. Positions of the
Azerbaijani army in the villages of Jafarely and Ashyg Askipara
came under fire that same night. No casualties were sustained,
Verdiyev said.

Recent activity in the talks for the settlement of the Karabakh
conflict was reflected in the activity of the NGOs and political
forces of NKR. Debates and round-table meetings on various questions
concerning the conflict are held more often. On February 27 the
Democratic Party of Artsakh held a debate on NKR as a guarantor of the
Armenians of the Soviet Republic of Azerbaijan. Vahram Atanessian,
Democratic Party of Artsakh, delivered a short speech on the origin
and development of the Karabakh conflict, underlining the importance
of the historical and legal basis of the issue. The speaker emphasized
that in 1918-1920 Nagorno Karabakh was, in fact, independent, which is
to be found not only in Armenian sources, but is also confirmed by the
fact that as a separate unit Karabakh managed to set up relationships
with other countries and their representatives, including the command
of the allied forces in the South Caucasus, British and American
representatives. Briefly presenting the disreputable decisions adopted
in 1921 and 1923 and the `Golgotha’ of Karabakh that lasted for seven
decades, Vahram Atanessian dwelled on the formation of NKR and the
question of legitimacy of NKR. The reality was familiar to everyone
but the formulation was new: though the establishment of the
Autonomous Region of Nagorno Karabakh was against the rights of
Armenian people and the international law (in July 1921, though
formally, but the political party of a third country passed a
resolution on the territorial dispute of two countries), it was a
guarantee of the security of 100 thousand Armenians living in
different parts of Azerbaijan. At that time the Armenians had a
considerable role in Azerbaijan and were, in fact, one of the
nationalities that bore the statehood of that country. The term
`Azerbaijani’ with the sense it has today was coined later in the
mid-1930s. The Armenians living in Azerbaijan became the first victims
of aggression, were repressed by the Azerbaijani government from the
very beginning of the movement and narrowly escaped massacre in that
country. Who is to act as a guarantor of thousands of Armenians who
lost their property and homes? Who could they turn to? These are not
rhetorical questions but real questions concerning the fate of real
people and requiring a rapid solution. History calls for
alertness. The leader of the Communist Party Hrant Melkumian gave an
interesting answer to the question `What is the issue of the day?’
According to him, it is necessary to take steps at presenting to the
international community the reality in Nagorno Karabakh of the past
seventy years and the anti-Armenian policy carried out here by the
Azerbaijani government, rather than paying great attention to the
historical and legal bases of the problem. Moreover, Hrant Melkumian
believes that unofficial, popular propaganda has better chances to
succeed. `Let everyone come to recognize that the Karabakh issue
concerns an entire people, rather than several people. And there is
more certainty that mass protests will succeed,’ said Hrant Melkumian.
Armen Sargissian, Armenian Revolutionary Federation, asserted the
importance of shifting the issue to the historical and legal
plane. Emanating from the past realities and current developments, he
believes that independent from the political order in Azerbaijan this
country will conduct an anti-Armenian policy it has always carried
out. In addition, this danger will threaten Karabakh mainly. Thus, in
1918-1920, besides other Armenian territories, Azerbaijan tried to
dominate Karabakh, using every means. This policy was carried on by
the Soviet Republic of Azerbaijan and is currently implemented by
present-day Azerbaijan. Therefore, this fact must be taken into
consideration in taking any step. A. Yessayan, Azat Hayrenik Party,
assured that Azerbaijan does not possess real economic, political or
military leverages to press on Karabakh. At the same time, the economy
of NKR is normalizing, and the standard of living is
improving. According to A. Yessayan, this enables NKR to display
higher activity in propaganda, which requires greater emphasis
nowadays. There is one question and a number of answers. These various
opinions have one thing in common: NKR has the right to act as a
guarantor of the Armenians of the Soviet Republic of Azerbaijan and
sooner or later should assume this responsibility. Each speaker gave
their interpretation of how this would look like in practice, which is
natural, considering the scope of the issue debated, since it will set
forward elements, such as compensation, language problems,
nationality, etc. Armen Sargissian pointed out the importance of
clearly defining the aggressor to define the status of the victims of
aggression and the problem connected with compensation. The political
scientist Davit Babayan emphasized the role of the Karabakh Armenians
living abroad, proposing to view the issue not only in the framework
of Karabakh-Azerbaijan but in a wider scope. The participants of the
debate think it is of utter importance to prevent a dual policy of the
international organizations in reference to the problem. Any former
Armenian inhabitant of the Soviet Republic of Azerbaijan feels the
attention of the international community to a certain degree, whereas
the Armenians with the same status and living in NKR get no
attention. Alexander Grigorian, expert on the South Caucasus, proposed
to view the problem in two aspects: what NKR will get and what the
former Armenian inhabitants of the Soviet Republic of Azerbaijan will
get from this. Ashot Ghulian, Speaker of the National Assembly, said
besides acting as a guarantor NKR should be prepared to fulfill all
the subsequent obligations. Ashot Ghulian said, considering the
importance of the issue, there will be further debates on it in the
future.

The Ombudsman Of Georgia Visited Wounded Karen Baloyan

On 11th of March representatives of the Ombudsman of Georgia together
with the leaders of ACCG visited the Aramyants hospital #1 of Tbilisi,
where Karen Baloyan was placed after having been attacked on the 9th
of March in Tsalka together with the group of other ethnic Armenian
residents of Georgia.

The Public defender of Georgia Mr. Sozar Subari asked Mr. Baloyan
about his condition and also about the incident in Tsalka. Mr. Karen
Baloyan stated that neither he or any of his friends were acquainted
with the criminals previously.

The Ombudsman´s Assistant Mr. Beka Mindiashvili had visited the scene
of crime in Tsalka and presented his opinion about the crime. Mr. Sozar
Subari offered his assistance to the victim of the attack and expressed
hope for prompt conclusion of the case and a fair punishment of the
criminals involved.

As previously reported, on the 9th of March at about 18:00 an armed
attack on ethnic Armenian residents of in the town of Tsalka of
Georgia took place.

The attack happened in the town centre, after the young men
have just finished their tea in a cafe. Once the boys were about
to get into their car they were suddenly attacked. According to
eye-witness testimonies and also a testimony of one of the victims,
there were about fifteen attackers and many of them were armed with
cold weapons. As a result of stabbing Mr. Gevorg Gevorkyan, 23, was
murdered and Mr. V. Sahakyan, 25, was wounded. Mr. Karen Baloyan,
25, was transferred to Tbilisi, the capital of Georgia, where 7 hours
after the injury he was placed in the Aramyants city Hospital #1.

Wounded into his left lung, Mr. Baloyan had to travel four hours
on a car on a wrecked motorway to get to the Hospital. In spite of
significant loss of blood and bad injuries his condition today is
satisfactory.

Georgia´s Ombudsman conducted press-conference regarding Tsalka
events On the 11th of March a press conference was conducted in public
defender´s office regarding the incident that took place on the 9th of
March as a result of which Mr. Gevorg Gevorgyan was killed and other
ethnic Armenian citizens of Georgia were injured to various degrees.

According to official data, five suspects were detained by the Police
of Georgia and other suspects are searched for.

The incident provoked a mass protest of ethnic Armenian residents
of Javakhk region, which later grew into violence. The demonstration
was dismissed by special security service of the Ministry of Internal
Affairs of Georgia based in other regions of Georgia.

The next day after the collision a group of representatives of the
Public Defender of Georgia arrived in Tsalka.

After having preliminarily studied the case the Ombudsman of Georgia
Mr. Sozar Subari stated that the conflict happened based on ´common´
grounds. Public defender called to let government officials finish
the investigation of Tsalka events without any pressure or hindrance.

Mr. Karen Elchyan, President of the Armenian Centre of Cooperation of
Georgia, has also come out with a statement. He expressed condolences
to the family of the murder victim and presented the official position
of his organization. He stated that there are two different versions
of the motivation of the crime, and one of the versions, namely the
ethnic hatred motivation, is held by the victims of the crime.

Responding to a journalist´s question regarding Javakhk Armenians´
requests of autonomy for Javakhk he noted that such requests are
entirely lawful and are based on the principles of federalism and
territorial integrity of state. Residents of the region, he stated,
are convinced that granting Javakhk autonomy would contribute to
fulfillment of their obligations and rights as of citizens of Georgia.

The Armenian Apostolic Church Diocese of Georgia has also commented
on the events in Tsalka. The Assistant to the Head of the Diocese of
Armenian Apostolic Church, Mr. Levon Isakhanyan supported the position
of Mr. Karen Elchyan regarding the existence of two versions of
motivation of the crime. He added that such crimes are consequence of
anti-Armenian hysteria, launched by the means of Georgian mass-media.

On behalf of the Diocese, he called for the appropriate government
bodies to pay sufficient attention to the problems of the Armenian
Apostolic Church Diocese of Georgia, interethnic relations
and defending rights of the ethnic minorities residing in
Georgia.

YEREVAN, MARCH 13, NOYAN TAPAN. The courses of re-training judges
organized by the education center of the Court of Cassations started
on March 13 at the RA Court of Cassations. Those courses will be
continuable. It’s envisaged that each of the 179 judges of Armenia
will participate in the annual courses for 120 hours. Judges of the
RA Courts of Cassations and Appeal as well as local and international
experts will hold the courses. According to the information of the
Press Secretary of RA Court of Cassations, re-training of the RA
courts employees is also envisaged by the 2006 working program of
the educational center.

Turkey’s NATO envoy says accusations of genocide “baseless political
argument”

Ankara, 14 October: Vahit Erdem, President of Turkish delegation to
NATO Parliamentary Assembly (NATO PNA), sent a letter to Simon Lunn,
secretary-general of NATO PNA, regarding the speech of Prof Dr Halil
Berktay during the seminar in Yerevan.

In his letter Erdem said: “I would have preferred that an objective
historian were also invited to the seminar along with a person who is
known as the supporter of the Armenian claims. If you had contacted
me, a participant who would have created a more balanced atmosphere
would have been found.”

“I would like to put forward that the problems about the Ottoman
Armenians go back to 1877-78 Ottoman-Russian War and reached its peak
during World War I in 1915, with Armenian rebellions and massacres,”
he noted.

Erdem said: “Armenians revolted against the Ottoman Empire and
massacred the local Muslim people, believing some countries’ promises
that they would be able to establish an Armenian state in eastern
Anatolian region. The story behind the 1915 events is being ignored
by one-sided evaluations. The Ottoman state took the necessary
precautions against rebellious Armenians which would have been taken
by every other state. The relocation of the Armenians was one these
measures.”

“Armenians were deported to Syria, which was Ottoman territory during
that time. If there had been a secret extermination plan as Halil
Berktay claims, nobody would have arrived in Syria. However, the
majority of the Armenians reached their destination. The deported
Armenians were the ancestors of today’s hundreds of thousands
Diaspora Armenians,” he added.

Erdem stated: “There is no scientific evidence that the 1915 events
meet the criteria of the crime of genocide as defined in the UN
Convention on Prevention and Punishment of the Crime of Genocide.”

“All of the experts on Turco-Armenian history know that there is no
document that proves Armenian accusations that the Ottoman State used
World War I as a pretext for planning and executing ‘genocide’,” he
added.

Erdem concluded his letter: “It is well-known that there was no
racial, religious or cultural hatreds in the Ottoman Empire.
Therefore, the accusation of genocide is being used as baseless
political argument against Turkey.”

‘OUR COUNTRY IS UNBELIEVABLY BEAUTIFUL FROM ABOVE’

Hrayr Baze, Canadian Armenian photographer, began visiting Armenia since
1992. He made pictures dedicated to Armenia, Artsakh and Western Armenia
since 1995. Afterwards, these photos became albums picturing the native land
and the cultural monuments of Armenia. This year, Hrayr Baze represented two
albums “The Land ” and “Hovering Falcon.”

“The Land” photo album includes 460 photos and represents almost all the
regions of the Western Armenia.

Recently, the photographer represented “Hovering Falcon” that includes
images of Armenia and Nagorno Karabakh. It’s worth mentioning that almost
all the photos were taken from aboard of a helicopter. “Our country is
unbelievably beautiful from above,” Hrayr Baze said. The photos were
accumulated since 1995. Armenia and Nagorno Karabakh are represented in one
book. “The motherland can’t be separated with borders.”

The photographer who is also a good pilot told about his impressions when
flying on helicopter. One of the landscapes reminded him of the picture by
Arshile Gorky he saw in New York and he called the photo “Arshile Gorky.”
When flying above that place I felt as if I am flying above one of Arshile
Gorky’s canvases I saw in New York,” he said.

The author said that some of the photos taken in 1995 were not included in
“Hovering Falcon” album. For example he replaced the photo of Dadivank made
in 1995 with a new one that pictured the reconstructed church. Hakob
Hakobian, artist, said that very few people can see their mother land from
above, while this initiative of Hrayr Baze gives this opportunity to many.

It’s worth mentioning that the photographer also took photos of Armenian
churches and historical monuments spread in 43 countries of the world. This
collection of photos is envisaged for a new album.

Armenian Parliament And USAID Signed Memorandum Of Understanding

ARMENIAN PARLIAMENT AND USAID SIGNED MEMORANDUM OF UNDERSTANDING

/PanARMENIAN.Net/ Today Armenian Speaker Artur Baghdassaryan and US
Agency for International Development (USAID) Mission Director for
Armenia Robin Phillips signed a Memorandum of Understanding between
the NA of Armenia and the USAID, reported the Press Service of the
Armenian Parliament. In the Baghdassaryan’s words, the signing of
the document is an important event, as it will promote enhancement
of the Armenian Parliament’s role, activation of its relations with
people. The Armenian Parliament has already become more open, the NA
of Armenia is visited by representatives of various social groups, the
parties said. Besides, it was noted that the program costs $2 million,
which will be spent to re-train specialists of the NA of Armenia,
technical re-equipment, international exchange. A. Baghdassaryan
thanked US authorities for assistance to Armenia. The parliament plays
a key role in democratic government by passing laws and controlling
their fulfillment, Robin Phillips stated. According to him the
Memorandum is the keystone of cooperation USAID-Armenian NA.

Journalists with the assistance of the Institute of Open Society
conducted a social survey was among 500 candidates running for the
Azerbaijani parliament in Baku and Sumgait. The survey showed that
22.2% of the respondents suppose that ties with the ruling elite will
help to gain victory at the election.

28.8% consider that affiliation to the opposition can bring
success. 33.40% anchor hopes with financial resources. 62% mark
the settlement of the Karabakh conflict as a priority task of the
parliament. 46% prefer military resolution of the problem, Yerkir
Online reported.
