During a meeting with Armenian Prime Minister Andranik Margarian
in Yerevan on Wednesday, Lithuanian President Valdas Adamkus said
Lithuania was interested in using the possibilities of economic
cooperation with Armenia better.

According to a press release from the Lithuanian president’s press
service, it was noted at the meeting that bilateral political dialogue
between the countries was quite intensive and was taking place at
the highest level, but the potential of both countries in the field
of economic cooperation was not used.

The president said that Lithuania was ready to share its reform and
Euro-integration experience with Armenia. Adamkus invited Armenian
institutions and business representatives to cooperate with their
colleagues and experts from Lithuania more actively.

Adamkus expressed hope that the Lithuanian-Armenian intergovernmental
agreement on the promotion and protection of investments signed
during his visit would be one more factor that would facilitate
economic cooperation.

Five members of a Russian-Armenian organized crime ring have been
indicted in connection with a $20 million Medicare fraud conspiracy
that operated out of clinics and labs in L.A., Glendale, Van Nuys
and Pasadena, authorities said Monday.

They have been charged with conspiracy, health care fraud, Medicare
kickbacks, making false statements to Medicare and money laundering.

“This case shows how criminal organizations seek to adapt over time
to Medicare’s fraud-prevention efforts,” Assistant U.S. Attorney Bruce
Searby said. “Here, the defendants were able to outrun the government
for a while, but they did not count on the perseverance of Medicare
administrators and federal agents whose job it is to protect this
important program.”

The group allegedly was led by Konstantin Grigoryan, 56, of Altadena,
a former colonel in the Soviet army; his wife, Mayya Leonidovna
Grigoryan, 54; the Grigoryans’ son-in-law, Eduard Gershelis, 34, of
Los Angeles; Mayya Grigoryan’s brother-in-law, Aleksandr Treynker,
48, of Canoga Park; and Haroutyun Gulderyan, 36, of Tujunga.

The Grigoryans and Gershelis have been in federal custody since their
March 21 arrests. Gulderyan and Treynker have been released on bond.

The five suspects are scheduled to appear in court June 13. They were
indicted Thursday.

In court documents, Searby wrote that the case is connected to
Russian-Armenian organized crime that gutted Medicare of more than $20
million using a network of clinics, paid kickbacks to marketers for
patient referrals and billed Medicare for tests that were unnecessary
or went undelivered.

Gershelis’ parents were doctors in Ukraine, and he studied to be a
dental technician in Russia, said his attorney, Jerome Mooney.

Gershelis and his wife immigrated to the United States in 1994,
where they became naturalized citizens and had a daughter.

“Mr. Gershelis and his wife are hard-working people who established
their roots in Los Angeles and learned the language,” Mooney said.

“This is a very unfortunate circumstance.”

Attorneys for the other defendants did not return phone calls seeking
comment.

Court records provide the following details about the case:

Between 1997 and 2005, the group hired doctors to work at their
clinics so they could legitimately enroll in the Medicare program.

They then hired recruiters to fan out across the state and pay patients
with Medicare benefits to come to the clinics and submit to unnecessary
medical procedures.

The suspects allegedly concealed the source of their incomes by
funneling the money through a maze of “management” and “consulting”
firms, wiring the money to Armenian and Swiss bank accounts, and
buying residential and commercial real estate.

The case grew out of excerpts from a recording made by a cooperating
witness in an FBI investigation in 2000 and 2001.

meeting dedicated to the 91st anniversary of the Armenian Genocide

Turkey should carry out all possible measures, in particular, open its
archives for the world community to unmask the statements by Armenians
on the so-called ‘genocide’, MP Asi Mollazade, the chairman of the
Democratic Reforms Party (DRP), told Trend.

The politician noted that the Armenian lobby in Armenia and
in different world countries carries out purposeful work in the
international level to convince the world community of the truth of
the invented statements.

Mollazade added that as a result the parliaments of some countries
adopted documents on the so-called ‘genocide’. “Historic documents
drafted as a result of objective researches should be set off against
the Armenian propaganda. We should also take into consideration that
the attempts taken worldwide for the recognition of the so-called
‘Armenian genocide’ is Armenia’s official foreign policy. Azerbaijan
should inform the international organizations, the world community
of the fact of genocide committed by Armenia against Azerbaijan in
1918 and 1992,” he underlined.

ASSEMBLY JOINS IN LAUNCH OF NEW ANTI-GENOCIDE COALITION

Group Committed To Raising Awareness of Past, Current Crimes

Boston, MA – kNOw GENOCIDE, a new multi-ethnic coalition united
against genocide denial, was publicly launched on April 21 with the
strong backing of the Armenian Assembly during a rally outside the
Massachusetts State House. The anti-genocide coalition was announced
following a commemoration ceremony marking the 91st anniversary of the
Armenian Genocide.

“As the Armenian community marks the anniversary of these horrific
crimes, we are honored to be part of this non-partisan coalition and
help raise awareness of other instances of genocide,” said Assembly
Board of Trustees Member Anthony Barsamian, who assisted in bringing
the coalition together. “By doing so, we forever advance the cause of
genocide prevention.”

Friday’s event included presentations by Rabbi Moshe Waldoks, Chairman
of the Jewish Community Relations Council Holocaust Committee, Jean
Nganji from Rwanda Outlook, Lt. Governor Kerry Healey, Attorney
General Tom Reilly and Congressman Edward Markey (D-MA).

Earlier that day, the Commonwealth of Massachusetts presented a
distinguished award to Dr. Taner Akcam for his outstanding work in
human rights and fighting genocide denial. The award was presented by
Lt. Governor Healey and State Senator Steven Tolman (D-Boston) before
a crowd of over 400 people in the Massachusetts House of
Representatives Chamber.

“Professor Akcam is being honored today for his innovative scholarly
research into the history and sociology of the Armenian Genocide, his
willingness to confront and debunk the deniers of the genocide and
their historical revisionism and his inexhaustible energy in
struggling for universal human rights and dignity,” said Tolman.

The Assembly is a founding member of kNOw GENOCIDE, which was created
to counter the ongoing denial of known cases of genocide, such as the
Darfur, Cambodian, Jewish, Rwanda, and the Armenian genocides. The
coalition is grounded in the understanding that denial of genocide is
the final stage of that crime. For the sake of human rights as well
as the historical truth it will counter and expose attempts at
genocide denial.

In addition to the Assembly, the coalition includes the Armenian
National Committees of Massachusetts, the Cambodian Mutual Assistance
Association, the Center for Holocaust and Genocide Studies at Clark
University, the Genocide Intervention Network, the Irish Immigration
Center, the Jewish Community Relations Council, the Massachusetts
Council of Churches, Rwanda Outlook and the University of Minnesota
Center for Holocaust and Genocide Studies.

Then Armenian Genocide commemoration ceremony was organized by State
Representatives Rachel Kaprielian (D-Watertown) and Peter Koutoujian
(D-Watertown) and State Senator Steven Tolman (D-Boston).

The Armenian Assembly is the largest Washington-based nationwide
organization promoting public understanding and awareness of Armenian

Reilly Criticizes Patrick’s Ties to Armenian Genocide Deniers

Just as I suspected. While the idiosyncrasies of Deval Patrick’s ties
to a group that lobbies on behalf of Republic of Turkey’s denial of
the Armenian Genocide, it has nonetheless provided Patrick rival Tom
“Cover Up” Reilly with a springboard for attacking Patrick.

While gubernatorial candidate Deval Patrick stood by his association
with a D.C. lobbyist working to squash the legitimacy of the Armenian
genocide, opponent Tom Reilly said he wouldn’t want anything to do
with a person like that.

“Anyone who would try and undermine the history and the truth of what
happened to the Armenian population, I certainly would be disappointed
in that. I certainly would not want to have anything to do with that,”
Reilly said.

The Herald reported yesterday that a Deval Patrick fund-raiser in
Washington D.C. was co-hosted by Bernie Robinson, a consultant to the
Livingston Group, a high-powered lobbying firm that has taken millions
from the Turkish government to fight Congress from recognizing that
the slaughter of an estimated 1.5 million Armenians beginning in 1915
was genocide.

Reilly, whose office is defending the state’s refusal to include the
point of view of those who deny there was an Armenian genocide in the
statewide Department of Education history curriculum, said Patrick
will “have to make his own decisions as to who he associates with
and the people that raise money for him.”

Patrick’s spokeswoman, Libby DeVecchi, is earning her salary defending
Patrick, as she has in this case. “It is unfortunate that one of our
opponents is trying to make a political issue out of the tragedy,”
she said.

With Reilly’s criticism, this story with Patrick and Livingston
Group has reached its peak. The reality of the situation is that
it certainly doesn’t look favorable, it is an undeniable truth in
Washington that you will be dealing with people and groups who have
some connection, weak or strong, to other groups and beliefs that
may or may not politically viable.

I will say though, Patrick’s defense is weak at best. I will also say
that if the Livingston Group or some other group tied to the Patrick
campaign was involved with a group that denies the occurance of the
Nazi Holocaust, this story would be a lot different.

Un colloque international sur “les memoires partagees des genocides
et des crimes contre l’humanite” est organise, les 28 et 29 avril a
Lyon, a l’initiative du collectif Reconnaissance qui rassemble huit
associations defendant differentes causes sur ce thème.

Presentant jeudi a la presse ce colloque, Jules Mardirossian,
president de Reconnaissance, a insiste sur la specificite de ce
rendez-vous qui se tient “a l’initiative de la societe civile” et
reunit, outre des universitaires et des institutions, des victimes
qui temoigneront sur la situation dans leur pays ou de leur peuple.

Pour Ganda Camara, vice-president de Reconnaissance, qui a souhaite
que l’on reconnaisse “le travail de fourmi que fait, sur le terrain,
la societe civile”, “l’expertise peut venir” de ces temoignages. Il
a plaide pour “un colloque de citoyens”, pas seulement d’experts.

Pendant deux jours, les ateliers, ouverts au public, vont debattre
d’une “demarche preventive” et d’une “dynamique de paix”, conscients
que, malgre la presence de comites d’alerte, “lorsqu’on donne l’alerte,
c’est deja trop tard”. “Ce type de prevention existe, mais il n’est
pas suffisant”, relève M. Mardirossian.

“Notre objectif est de mettre sur pied un comite de suivi qui reprenne
les propositions concrètes du colloque, au-dela de la publication
des actes, souvent reserves a quelques specialistes”, a precise
M. Mardirossian.

Creee en 2002, Reconnaissance rassemble des associations defendant
aussi bien la cause du Tibet, que celles du Rwanda, des Cambodgiens,
des Armeniens ou encore des Tziganes, mais aussi de lutte contre la

Russian-Armenian cooperation is a remarkable factor, which can help
ensure security and stability in Transcaucasia, Russian Deputy Foreign
Minister Grigory Karasin said.

Karasin took part in a regional meeting that involved Russian
ambassadors to Georgia, Armenia, Azerbaijan and Turkey, the Foreign
Ministry reported on Wednesday.

Armenian President Robert Kocharyan stressed, “It is important to
strengthen strategic partnership between the two countries.” “The
recent agreements on cooperation in the gas sector opens new prospects
for economic cooperation,” the president said.

Both sides “showed interest in carrying out economic projects,
primarily in the energy sector and transport, to create conditions
for improving all-Caucasian cooperation,” the ministry said.

“Moscow and Yerevan confirmed that they sought to improve cooperation
within the CIS and the Collective Security Treaty Organisation. It
is necessary to strengthen humanitarian relations in the CIS,” the
ministry noted.

Russian and Armenian officials also exchanged views on the
Nagorno-Karabakh settlement and stability in the region.

The Hearing Of The Ombudsman’s Application Was Short

Today the Human Rights Protector Armen Haroutyunyan continued his
disputes on the Civil and Land Codes articles and on one governmental
decision. The construction of elite flats and the process of depriving
the inhabitants of their dwelling places in the city centre were
determined by the above mentioned Codes. The previous session was
interrupted as the respondent side, the Government representative
David Haroutyunyan was obliged to present the Government’s decisions
mentioned by him by which the executive body was entitled to realize
the centre of the capital. The next cause for the session interruption
was the fact of giving arguments of the claimant and respondent to
the experts for further consideration. Today the CC Chairman Gagik
Haroutyunyan announced that they already have the necessary documents,
the conclusions of the experts and wait for the claimant and respondent
to make their final speeches.

The Ombudsman Armen Haroutyunyan claimed in his speech that the
arguments in question are anti constitutional; this fact was also
asserted by the experts. The President’s representative Gevorg
Mheryan had nothing to say on anti constitutional arguments as the
newly appointed assistant of the President said nothing new in the
last 2 sessions. As for the Government representative’s speech Armen
Haroutyunyan said, “The respondent’s speech and questions confirmed my
persuasion that the disputed legal acts are anti constitutional.” While
speaking of the Civil Code anti constitutional Article 218 he said
that there was no mention of the public predominant interest in it
which would allow to buy the citizens’ lands or flats in order to
suffice the needs of the country or community.

The Justice Minister David Haroutyunyan changed his strategy in
the final speech and he mainly relied on two factors to justify
the Government’s deeds; first of all there is not an article in the
Constitution which will allow to take the citizen’s property by law
and secondly, the cities of all countries are developing according
to their main plan; Yerevan was to develop as well. According to the
Minister our legislation is not perfect, the Government’s decisions are
incomplete but they have no connection with the Constitution. He ended
his speech with the following humanitarian phrase; the Government
agrees that the money given to the displaced inhabitants is a
compensation and not an income. By this step the Government wants to
return the citizens the 10% income tax levied from them.

The CC will make public its decision at 16:00. Today’s session lasted
only 1 hour. Meanwhile the inhabitants of the “zone for realization”
gathered opposite the CC. The most astonishing is the fact that they
don’t believe in the Court at all.
