President Robert Kocharyan issued a congratulating address on the
occasion of the Constitution Day. The message says, in particular,

"Dear compatriots, I congratulate you on Constitution Day.

The major law of our country is the choice of our people and
the expression of its aims. It is extremely important on the way
of building a democratic, social and legal state. Our progress is
directly linked to the undistorted appliance of the Constitution.

Important Constitutional amendments were implemented in 2005. These
open new perspectives for multilateral development of our country
and people, provide for a more balanced activity of the branches of
power and strengthen the system of human rights defense.

I believe that the current Constitution of the Republic of Armenia
will serve our future generations for a long time.

STEPANAKERT, JULY 5, NOYAN TAPAN – ARMENIANS TODAY. On July 4, the
Office of the Personal Representative of OSCE Chairman-in-Office
conducted monitorings of contact-lines of NKR and Azerbaijani armed
forces in the region of the populated area of Marzili and to the
north-west of the populated area of Kuropatkino.

>From the positions of the NKR defence army the monitoring group
was headed by Personal Representative of OSCE Chairman-in-Office
Andrzej Kasprczik. Field Assistants of the Personal Representative
of OSCE Chairman-in-Office Peter Key (UK) and Gunter Folk (Germany)
were included in the group.

As Noyan Tapan was informed from NKR Foreign Ministry Press Service,
the monitorings were held according to the schedule. But during the
monitoring to th e north-west of the populated area of Kuropatkino,
Coordinator of OSCE Office Imre Palatinus conducting monitoring from
the Azerbaijani side informed from the second line of borders of
Azerbaijani army about a shot fired to the left of them. The OSCE
mission conducting monitoring from the positions of the NKR defence
army did not hear the shot. Due to the fact that by violating the
agreement, the Azerbaijani side brought the monitoring group not to the
front borders but to the second line 1.5 km far from the contact-line,
the monitoring participants from the Karabakh side have all grounds to
declare to the OSCE mission that the shot was fired from the positions
of the Azerbaijani army.

Representatives of the NKR Defence Ministry and Foreign Ministry
accompanying the OSCE monitoring group said that against the
information spread by the Azerbaijani side about arsons of populated
areas making part of the NKR security zone the monitoring participants
did not fix such facts.

On July 5, the OSCE mission will conduct monitorings in the region
of populated areas of Kuropatkino and Ashagi Veysally.

Yerevan, 4 July: The reason of contradictory statements by the
Azerbaijan side is that they are uninformed about the content of
the talks between the Armenian and Azerbaijani presidents, Vladimir
Karapetyan, acting press secretary of the Armenian Foreign Ministry,
told Arminfo. Karapetyan was asked to explain the contradictory
statements by Azerbaijan’s deputy foreign minister and Foreign
Ministry spokesman about the principles of the Nagornyy Karabakh
conflict settlement.

"Indeed, the Azerbaijani side has made contradictory statements
and commentaries in the past few days. In reality, everything is
simple: in their second statement, the OSCE Minsk Group co-chairmen
presented conflict settlement principles being discussed and their
assessments. Probably the reason of such contradictory statements is
that the mentioned Azerbaijani diplomats are unaware of the content
of the talks between the Armenian and Azerbaijani presidents,"
Karapetyan said.

Georgian Ministry of Foreign Affairs (MFA) condemned a July 4 meeting
of officials of the breakaway republics of Abkhazia, South Ossetia
and Transnistria in Moscow, saying Russia has been applying "double
standards."

Speakers of the parliaments of Abkhazia, South Ossetia and Transnistria
signed a bilateral agreement on cooperation on July 4, Russian news
agency Rosbalt.ru reported.

"We will sign agreements on cooperation between our legislative
bodies," Abkhaz parliament speaker Nugzar Ashuba stated Monday after
signing the agreement, noting "Cooperation means the exchange of
experience and consultative work.

"Our parliaments have been cooperating effectively for a long time.

These agreements will lay juridical foundations for these contacts,"
Ashuba said.

The agreement highlights the importance of "strong cooperation"
among the unrecognized republics in respect to the things that all
of them have in common.

According to the agreement special commissions will be set up within
the parliaments to promote cooperation. Also the secessionists plan
to organize inter-parliamentary forums and yearly bilateral meetings.

Apart from the de facto officials from the three secessionist
republics, representatives of the Russian Federation’s State Duma
were also in attendance at the event. The vice speaker of the Duma,
Sergei Baburing even expressed his approval of the event.

"All Duma factions support the brother nations. The republics have more
than once proved the consistency of their statehood and showed they
can be a stronghold and a hope for their peoples. Enhancing the links
between their parliaments and the Duma will serve the interests of
politics and people as well," Baburing stated, according to Rosbalt.ru.

However, the MFA considers their active involvement in the process as a
"regrettable fact" that can be described as "another political farce,"
putting the Georgian-Russian relationships under further tension.

"Their pro-separatist rhetoric raises serious doubts about the Russian
side’s support for Georgia’s territorial integrity [which has been]
articulated at various, including the highest levels, but carries
only a declaratory character and has nothing in common with the
actual political course pursued by Russia with respect to Georgia,"
the statement released by the MFA on July 4 stated.

According to the press statement Russia’s use of double standards is
"totally inadmissible in civilized inter-state relations" and could
lead the peace processes into deadlock. All this, the statement
reported, might put under question Russia’s ability to "qualify as
an unbiased mediator in the conflict resolution processes."

According to the rabidly pro-secessionist Russian news agency
Regnum.ru, which is not noted for its unbiased or well sourced
information, one more conflict region located on the territory of
the former Soviet Union the Nagorno-Karabakh self-proclaimed republic
intends to join the coalition "Community of Democracy and the Rights
of Peoples" established by presidents of Abkhazia, South Ossetia, and
Transnistria. The decision was voiced by the president of South Ossetia
Eduard Kokoity at a meeting with the Java district administration, the
news agency reported. This has not been confirmed by Karabakh sources.

The coalition was set up at a meeting on June 14 in Sokhumi, the
meeting ended with signing a joint declaration on common activities
and cooperation. The de facto leaders also issued a statement on the
Russian peacekeeping forces, expressing their high esteem for the
Russian peacekeepers’ activities in the conflict zones and demanding
that they should not be withdrawn. It remains to be seen what benefits
Nagorno-Karabakh would derive from joining this coalition, as there
are no peacekeepers on its territory.

YEREVAN, JULY 3, NOYAN TAPAN – ARMENIANS TODAY. The organization works
on holding Year of Armenia in France are coming to an end and the
program of events will be officially presented on September 12. Laurent
Bili, Diplomatic Adviser to the French President, declared this at
the joint press conference with RA Foreign Minister Vartan Oskanian
held on July 3 in Yerevan.

According to him, a possibility for presenting the Armenian culture,
traditions and history was created within the framework of the
planned events.

"Paris and France are looking forward to the Days of Armenia, as this
is not a foreign country for us. I think this year will open the whole
richness of the Armenian culture and will contribute to the growth
of the number of French tourists to Armenia," Laurent Bili declared.

He informed that the French side will provide about 1.5-2 mln euros
for holding Year of Armenia in France, including the funds received
from different organizations and museums.

In his turn, RA Foreign Minister Vartan Oskanian informed that the
program of holding Year of Armenia in France is very eventful. He
expressed hope for further successful development of Armenian-French
contacts.

JUSTICE BLOCK CONTINUES TO EXIST FORMALLY

Suren Surenyants does not exclude the possibility that new
developments start in our internal political life and extraordinary
parliamentary elections be held due to more active engagement in
Karabakh conflict regulations. He preferred not to unveil in what
format their party will participate in 2007 elections.

He noted with pride that unlike ruling coalition, Justice block,
including 8 parties, exists up to today. However, he noted that
Justice block continues to exist only formally without engaging in any
activity.

The chairman of Republic Party Board is sure that the block will not
participate in upcoming parliamentary elections in the same

statement of the principles of the Nagorno Karabakh settlement by
OSCE Minsk Group American Co-chair Matthew Bryza was not complete but
partial. Two important principles were left out of it. Armenian Foreign
Minister Vartan Oskanian declared this at the June 28 joint press
conference with his Georgian colleague Gela Bezhuashvili in Tbilisi.

"First, one of the important components of settlement of the
problem should be ensuring of a corridor between Armenia and Nagorno
Karabakh. Second, Nagorno Karabakh should have an intermediate status
until the status of Nagorno Karabakh is finally determined through
a referendum," Vartan Oskanian declared.

"For the first time the OSCE Minsk Group Co-chairs confirmed that the
Nagorno Karabakh status will be determined by the Nagorno Karabakh
people through a referendum," he emphasized.

According to radio Liberty, the Minister also declared that Armenia
considers that the principles put on the table by the Co-chairs "are
balanced and can contribute to the settlement of the problem." "Armenia
is ready to continue the negotiations with Azerbaijan on the basis
of these principles," Oskanian mentioned.

In response to a question of one of the Azerbaijani journalists, why
Armenia does not respect the resolutions of the UN Security Council
to immediately withdraw the troops from the occupied territories,
the Armenian Foreign Minister said: "The above mentioned resolutions
of UN do not mention Armenia as a country having occupied these
territories. Local Armenian forces are exactly sp oken about here."

Russian Minister of Interior Rashid Nurgaliyev, who is in Armenia for
a joint board of the law enforcement bodies of the two states. The RA
leader pointed out to the fruitful cooperation between the Armenian and

YEREVAN, JUNE 27, NOYAN TAPAN. The Armenian President Robert Kocharian
on June 27 received the delegation of the International Scientific
and Technical Center (ISTC), headed by V. Aless, Chairman of the
US Industrial Coalition, member of the ISTC Board of Directors. The
President expressed satisfaction over the efficient cooperation that
has formed over years between the ISTC and the RA National Academy
of Sciences (NAS). He attached great importance to assistance that
the ISTC has provided to the RA NAS.

Noting that Armenia has always had a sizeable knowledge-based economy
with developed scientific technical centers that used to operate for
the huge state, Robert Kocharian said that these branches of science
started to face difficulties after the collapse of the USSR. In
his words, the problems have been somewhat dealt with thanks to the
ISTC’s assistance.

According to the RA President’s press service, the sides discussed
reforms in the sphere of science during the transitional period. The
President underlined that the state should take serious steps aimed
at working out a policy for management f the sphere. "Our goal is to
have a knowledge-based economy and become a center of intellectual
services," Robert Kocharian said.
