ANPP TO STOP FOR REFUELLING AND RECONSTRUCTION

October 1 the Armenian Nuclear Power Plant (ANPP) will stop for
replenishment and planned reconstruction. Director of the Plant
Gagik Markosyan told " Armenpress" that besides the traditional
reconstruction works, this year it is envisaged to install a new
system, which will allow to raise the security of the Plant. The
reconstruction works will last 45 days. It should be noted also that
before the connection of the ANPP to the energy system of the Republic,
the demand of energy will be supplement due to the increase of the
volume of electric energy produced by Thermal Power Plants.

On the occasion of the 15th anniversary of RA independence, Presidnet
Robert Kocharyan signed a decree on awarding Mkhitar Heratsi medal
to Director General of "Nairi" medical center Harytyan Kushkyan for
the achievements in the healthcare sphere.

According to another decree of the President, Artashes Aznauryan and
Hayrapet Galstyan were awarded the Honoured Worker of Science title.

Honored Doctor’s titles were awarded to Sergey Abgaryan, Karlen
Yesayan, Susanna Hakobjanyan and Sargis Sazhumyan.

According to President Kocharyan’s decree Anania Shirakatsi medals
were awarded to Arshavir Bznuni, Gagik Galstyan, Ashot Tamrazyan,
Karen Karapetyan, Arsen Ghazaryan, Hovik Musaelyan, Karen Safaryan
and Sos Simonyan.

YEREVAN, SEPTEMBER 6, NOYAN TAPAN. Parties having an ideology always
have their place, their stable members, while many parties today
representing themselves with a huge number of members become very small
in two days, "in case of not being attached to the power." Writer
and publicist Alvard Petrosian, member of RA National Assembly ARF
Dashnaktsutiun faction, expressed such an opinion at the September
6 dispute. In her opinion, Dashnaktsutiun has a stable quality and
creates some political culture, but "no power likes Dashnaktsutiun
very much." A.Petrosian said that the Armenian National Movement (ANM)
for no reason at all speculates the fact of Armenia’s independence
considering achievement of independence its monopoly. "I would like
them to also think favorably about Dashnaktsutiun that created the
First Republic, when touching upon the history," he said. In the
speaker’s words, not only ANM, but also all reasonable forces expect
quick solution to the Nagorno Karabakh problem. As Alvard Petrosian
affirmed, violence committed towards Dashnaktsutiun under ANM does not
differ at all from Stalin dictatorship: a number of politicians were
imprisoned in the 1990-s, 20 newspapers were closed. And today also,
in his words, when the authorities have changed, ARF is not elected
by President Robert Kocharian, while it elected Kocharian.

FIRST MEETING OF NEW WCC CENTRAL COMMITTEE

The first meeting of the new WCC Central Committee opened on Wednesday 30
August in Geneva. The Armenian Church is participating in this meeting with
two delegations: Bishop Vicken Aikazian and Paula Devedjian on behalf of the
Catholicosate of All Armenians, and Bishop Nareg Alemezian and Dr. Nora
Bairakdarian representing the Catholicosate of Cilicia.

The new Central Committee was elected last February by the 9th Assembly of
the WCC in Porto Alegre, Brazil. His Holiness Aram I has been the moderator
of the WCC Central and Executive committees for an unprecedented two terms
from 1991 through 2006.

This meeting, 30 August – 6 September, will mainly concentrate on outlining
the WCC’s projects for the coming seven years.

The question of recalling Andrzey Kasprzyk is not on the agenda, Azeri
Foreign Minister Elmar Mammdayarov responded to the question of
`Turan’ agency whether Azerbaijani authorities intend to raise the
question of refusing from the cooperation with the Personal
Representative of the OSCE Chairman-in-Office Andrzey Kasprzyk.

To remind, earlier a number of Azeri officials openly criticized
Kasprzyk for he didn’t denounce the Armenians for the fires on the
occupied territories.

Simultaneously, mass media started condemning Kasprzyk of his
pro-Armenian position.

Yerevan, 1 September: Armenian President Robert Kocharyan today
visited the country’s Syunik Region [southern Armenia], without
notifying the regional administration in advance.

Robert Kocharyan, who flew to Syunik on a helicopter, said that the
aim of his visit was to familiarize himself with progress of three
projects that are being carried out in the region. The first one is
the construction of the Iran-Armenia gas pipeline. The president asked
the builders if they were on schedule. The second project is the
construction of a customs checkpoint in the town of Megri [on Iranian
border] and the third one is road construction in the region.

Also today the president visited a number of places in the republic’s
Vayots Dzor Region [southern Armenia].

Next court hearing on Azerbaijani army officer Ramil Safarov held in
Hungary

Today, Hungarian court held court hearings on jailers’ claim against
Ramil Safarov, Azerbaijani army officer, who was sentenced to life in
prison for murdering Armenian lieutenant Gurgen Markarian in Hungary.
Azerbaijani Embassy in Hungary told the APA .

Five witnesses-three jailors, one prison doctor and Hungarian
prisoner testified. Two jailers, parties of the incident put their
versions. Another jailor, who witnessed the incident positively
characterized Azerbaijani officer. He said Ramil always obeyed
discipline.
The Hungarian prisoner said the incident was due to Ramil’s poor
knowledge of Hungarian, which confirms our officer’s testimony.
The court hearing will continue with witnesses’ testimonies on 5
September.
Azerbaijani Embassy officers also attended the trial.
While being held in Hungarian prison in 2004, jailers wanted
telephone card from Ramil. But Ramil could not understand Hungarian
which led an incident between them. Eight police officers tied his
hands and used force. Though lawyers for the Azerbaijani lieutenant
appealed to court related to this matter, the court dismissed the
appeal saying there was no evidence. Then the opposite side claimed
that Ramil resisted officials.

AKHALKALAK, AUGUST 30, NOYAN TAPAN – ARMENIANS TODAY. Implementation
of the project entitled "Assistance to Teaching Armenian Language
in Samtskhe-Javakhk Armenian Schools" of the Ministry of Education
and Science of Georgia finished in Akhalkalak. The program was
implemented with the assistance of the OSCE High Commissioner for
National Minorities Issues. According to the A-Info agency, a year
before this project, a similar project was implemented within the
framework of which education programs on the Georgian language
for non-Georgian language schools were formed, a competition was
announced, teachers were chosen, trainings were held, after what
teachers, who had already undergone the training, themselves held
trainings for all teachers of the Georgian language of non-Georgian
language schools. In words of Zoya Mkhitarian, the project expert, a
lecturer of the Armenology Department of the Tbilisi State University
and the Armenian Language Department of the Pedagogical University,
the OSCE experts also found it proper to implement similar programs
to assist teachers of the native language in Armenian schools. During
this summer, more than 20 Armenian language and literature specialists
of the region underwent twice corresponding trainings in Kobuleti,
after what about 200 teachers underwent methodical new trainings in
Akhalkalak. Within the framework of the project, the Armenian language
and literature teachers got acquainted with new standards of teaching
the school subject. In Z.Mkhitarian’s words, not only trainings but
also publication of corresponding text-books will be in the next stage
of the project. A competition for text-books and methodical handbooks
will be announced in Armenia in December. Winners of the competition
must take into account standards fixed by the Ministry of Education
and Science of Georgia, while forming books for Armenians schools
of Georgia.

ANTELIAS, LEBANON, AUGUST 30, NOYAN TAPAN – ARMENIANS TODAY. Expressing
the concern of the Armenian community of Lebanon in a letter
addressed to Mr. Kofi Annan, the General Secretary of the United
Nations, His Holiness Aram I, the Armenian Catholicos of Cilicia,
strongly questiond the presence of Turkish forces as part of the UN
peacekeepers in south of Lebanon. "How can a state play a peacekeeping
role when the culture of massacre and the ruthless killing of innocent
women and children are part of its political culture? How can a nation
that denies its illegitimate occupation of one part of Cyprus come to
defend the land and the people of Lebanon?", Catholicos Aram I said,
in particular. His Holiness considers the Turkish participation in a
peacekeeping mission "morally unacceptable". His Holiness has reminded
the General Secretary that the Armenian community, which was settled
in Lebanon after the Armenian Genocide in 1915, will never accept
"the eligibility of the army of a country that has a profoundly
negative record on implementing justice and human rights".

GYUMRI, AUGUST 30, ARMENPRESS: The first high-rise block of so-called
‘elite’ apartments, mushrooming in the capital city of Yerevan,
will be built in Armenia’s second largest town of Gyumri soon. The
building will be in downtown Gyumri and every square meter of space
in it will cost around $400, almost twice cheaper than in Yerevan.

Hrayr Karapetian, head of urban construction department of Gyumri,
said there is a line of locals ready to buy apartments in the first
‘elite’ bock.

He said there is an unprecedented private construction boom in the
town. He said the bulk of private mansions are being built by former
residents of the town doing businesses in Russia.
