Armenia would hold talks with Azerbaijan, leaving Nagorno Karabakh
uninformed," President of the Nagorno Karabakh Republic Arkadi
Ghukassian told to a press conference in Yerevan after negotiating with
OSCE MG French Co-Chair Bernard Fassier. He said, naturally Nagorno
Karabakh is being informed, and Stepanakert is aware of details.

"However, because of the fact that we are not participating
in negotiations, a problem exists, since we are deprived of the
possibility to feel all those nuances, which exists in the process
of talks," Ghukassian noted. At the same time he stressed that
in the Nagorno Karabakh conflict settlement problem there exist
both insignificant and serious differences between Yerevan and
Stepanakert. "Perhaps, it would be incorrect to sound those differences
by me, since it is our inner kitchen. But we do not lose hope that we
will be able to persuade Armenia of those problems where our points
do not coincide," he said. A. Ghukassian is sure that Nagorno Karabakh
will reach agreement with Armenia on disputable issues. "Usually during
discussions of this or that issue we manage without emotions and bring
reasons and arguments, and as a rule, wins the heaviest argument,"
he underscored and added, "I think we have such an chance."

Speaking about the coming meeting between Armenian and Azeri FMs
in Geneva March 14, Arkadi Ghukassian said that he has no serious
expectations from that meeting.

At the same time he stressed that every meeting is important. The
NKR President could not make predictions over terms of the Nagorno
Karabakh conflict settlement, but underlined that everyone will
benefit if the problems solves as soon as possible. He continued
saying that from "no war, no peace" situation most of all suffers
Nagorno Karabakh. "We are interested in the solution of the conflict,
but we have principles that we will never refuse from," the President
of the Nagorno Karabakh Republic underlined, adding that if this
issue is settled at the expense of interests of Nagorno Karabakh,
naturally, "we do not need such a solution". At the same time Arkadi
Ghukassian noted the possibility to hold a meeting between Azeri and
Armenian presidents is excluded. He said, meetings on presidential
level are more important of those on the level of foreign ministers,

In Brussels the conference on building bridges in the Black Sea region
and the role of the EU kicked off yesterday. The conference is held in
the framework of the project Civil Society Participation in the
European Neighbourhood Policy (ENP) – A Regional Approach to Conflict
Resolution. This meeting was organized by the Crisis Management
Initiative (chairman Martti Ahtisaari, ex-president of Finland). The
participants are the partners of the Institute from Armenia,
Azerbaijan, Georgia, Moldova, national experts and representatives of
the civil societies of Transdnyestr, Nagorno Karabakh, Abkhazia and
South Ossetia. Nagorno Karabakh is represented by the chairman of
Stepanakert Press Club Gegham Baghdasaryan.

Gegham Baghdasaryan told KarabakhOpen from Brussels that the purpose
of the meeting is to set up an open dialogue with the EU politicians
and to enlarge the civil society network sharing the outlook and
interests for peace and stability in the Black Sea region. The
expected outcome is the creation of an EU-Black Sea expert council
which is thought to be a flexible association of local and European
experts dealing with a peace settlement of the frozen conflicts in
terms of engagement of the EU in the process of regional cooperation
and dialogue.

The objectives of the meeting are: to outline a common vision of the
future region to mark the spheres in which regional cooperation and
the engagement of the EU is necessary; to provide a similar perception
of the EU policy, organizations and tools; as well as acquaintance
with the standpoint of the civil society.

The participants will work out and prepare the vision of the Black Sea
region in 2020. Besides discussions there will be meetings with
officials of the EU, the European commission, the Council of Europe,
the European parliament, as well as representatives of the
transatlantic community.

Baku, 6 March: Turkish Land Forces commander, Gen Ilker Basbug, met
Azerbaijani Defence Minister Safar Abiyev in Baku on Tuesday [6 March].

According to a press release issued by the Azerbaijani Defence
Ministry, Basbug and Abiyev discussed various issues, including
military-political status in south Caucasia, continuation of Armenia’s
invading policy, development of the Azerbaijani armed forces, NATO
and Bilateral Cooperation Activity Programme.

In their tete-a-tete meeting, Abiyev told Gen Basbug that Azerbaijan
"appreciates the support Turkey has extended in the establishment
and development of the Azerbaijani armed forces".

Meanwhile, Gen Basbug indicated that the "Turkish armed forces will
continue to support the development of the Azerbaijani armed forces
as much as possible".

Later, Gen Basbug was received by the Azerbaijani President Ilham
Aliyev .

Aliyev told reporters after his meeting with Gen Basbug, "Azerbaijan’s
relations with Turkey are developing rapidly. We need the great
support of the Turkish Armed Forces."

After his meeting with Aliyev, Gen Basbug remarked, "Turkey is ready
to assist Azerbaijan in every way possible."

"Mes enfants ne voulaient pas aller a l’ecole et ont prefere venir
soutenir Dogu Perincek!" Avec ses quatre fils, Hasim Erkoglu est venu
specialement de Belgique pour manifester hier devant le Palais de
Rumine. Ils etaient 200 sur la place de la Riponne entre 8 h et 11 h,
venus de Suisse, de France, de Belgique, d’Allemagne, d’Angleterre
et bien sûr de Turquie pour soutenir Dogu Perincek. Malgre plusieurs
cars arrives jusqu’a 9 h, on etait loin des 1500 participants promis
par les organisateurs.

Manifestant dans le calme avec de nombreux drapeaux, toute la foule
s’est tue vers 10 h pour ecouter une grand-mère turque. "Elle raconte
qu’elle vient de la partie turque de l’île de Chypre, traduit Adnan
Kotaoglu, de Bruxelles. Les Chypriotes grecs ont tue ses petits-enfants
dans les annees 1960. Elle se plaint que personne ne qualifie cette
guerre-la de genocide. "

De nombreux intellectuels turcs ont aussi manifeste, applaudis
par la foule. Pour Cuneyt Akalin, professeur de science politique a
l’Universite Marmara (Istanbul), "le procès de Perincek revèle que les
pays europeens chargent la Turquie. Les partis conservateurs mettent
en avant la cause armenienne pour que la Turquie ne rentre pas dans
l’Europe. Nous voulons montrer que les accusations contre Perincek
sont injustes. "

Le rassemblement s’est disloque vers 10 h 30 après une large photo
de famille. Aujourd’hui, journee sans audience, les partisans de
Perincek doivent se reunir en colloque a Neuchâtel. Ils ont ete
refuses au Beau Rivage Palace (Ouchy) et a Renens.

YEREVAN, MARCH 6, NOYAN TAPAN. The RA Central Electoral Commission
(CEC) deprived in quite illegal way the "Supreme Council – Deputy
Club" public organization of the right of implementing observation
mission during the parliamentary elections to be held on May 12,
2007. Organization Chairman Ruben Torosian made such a statement at
the March 6 press conference. In his words, the organization is called
"Supreme Council – Deputy Club," is written with a dash and does
not remind any state body, particularly, the Supreme Council. When
in the CEC decision the NGO name is written in the following way:
"Supreme Council" deputy club what was qualified by the organization
Chairman as a pervertion of the name. So, in R.Torosian’s words, the
reasoning of the CEC that the NGO name does not correspond to demands
of the RA law "On Public Organizations" (the law prohibits using of
"Supreme Council," "National Assembly," "Government" and other names
of state bodies in names of NGOs) is illegal and baseless. Besides,
as the NGO Chairman mentioned a state body with the "Supreme Council"
name does not exist in Armenia at present.

Georgia or Azerbaijan might host an American radar station; The United
States intends to deploy a radar in the Caucasus for its national
missile defense system. This was announced by Lieutenant-General Henry
Obering, head of the US Missile Defense Agency. Once again, as usual,
we are hearing assurances that the new radar won’t be aimed at Russia.

The United States intends to deploy a radar in the Caucasus for its
national missile defense system. This was announced in Brussels by
Lieutenant-General Henry Obering, head of the US Missile Defense
Agency. It’s as if the United States has heeded the words of
Russian defense analysts who have recommended basing a radar in
Turkey, for example, rather than the Czech Republic. Obering said
that an additional radar of this kind "would be very useful for
the anti-missile system, though not essential." If the radar’s
location turns out to be a former Soviet country in the Caucasus,
NATO membership for that country would be fast-tracked automatically.

Presumably, this will be a mobile radar system which can be installed
within days – similar to some Russian radar systems which are ready
for use almost as soon as they leave the factory. The American radar
would detect missile launches and transmit the data to a stationary
radar in the Czech Republic.

Once again, as usual, we are hearing assurances that the new radar
won’t be aimed at Russia. In this case, it would be aimed at Iran.

Obering said: "We couldn’t turn it around and track targets in
Russia. And even if we could, the radar wouldn’t see far enough into
Russian territory to detect Russian missile launches." Obering is
right in the sense that it would indeed be difficult for the radar to
detect Russian missile launches, since its signals would be obstructed
by the Caucasus mountain range to the north.

But Anatoly Kornukov, former Air Force commander, maintains that
an American radar in the Caucasus "would directly affect Russia’s
national security," since it "would probably provide a 360-degree view"
and its objective would be "to monitor our country’s southern regions."

Exactly where in the Caucasus do the Americans intend to deploy a
new radar by 2011? That still remains unknown. Most Russian military
experts are inclined to believe it will be in Georgia or Azerbaijan.

Tbilisi has declared that military cooperation with the United States
and NATO is one of its foreign policy priorities. The Georgians are
already saying that the possible deployment of US missile defense
elements in Georgia "might act as a deterrent factor in relation to
Russia," and that "Russia might pose a more serious threat than Iranian
missiles." Forces opposed to President Mikhail Saakashvili predict that
"the Georgian leadership won’t be able to say no to its patron." The
Georgian leadership’s recent statements about being prepared to send
troops to Afghanistan are evidence of this.

Colonel-General Leonid Ivashov, vice president of the Geopolitical
Studies Academy, maintains that the most likely radar location is
Georgia, which "never refuses any request from the United States."

But Ivashov does not rule out the possibility of the radar being
based in Azerbaijan.

The experts we approached for comments noted that American and Turkish
military commanders have visited Azerbaijan recently.

However, the Baku government would also have to consider the
disapproval of Moscow and Tehran. Experts also point out that
Azerbaijan already hosts two American radar stations – but these
are part of a Caucasus monitoring project, tracking sea targets
that may involve terrorists; these radars have nothing to do with
missile defense.

Official representatives of both potential host nations have denied
all of these assumptions. The Georgian Foreign ministry said: "This
issue is not on the current agenda in Georgian-American relations,
and it has never been raised. No such request has been received,
and we have not received any official communications regarding this
matter." The Defense Ministry of Azerbaijan says it has no information
about the possibility of American missile defense elements being
deployed in Azerbaijan. Armenia, which maintins good relations with
both Russia and America, also says it hasn’t received any official
requests from the United States about hosting a missile defense radar.

There is no precise information about what the American missile
defense system entails, but Obering’s statement was the first official
admission that Washington won’t confine itself to installing missile
defense elements in the Czech Republic and Poland alone.

Until now, neither American military officials nor American diplomats
had spoken directly of plans to install a radar in the Caucasus.

American missile defense commanders are now talking of ten missile
defense elements, three of which will be based in Europe.

Moreover, for the first time, the US State Department has officially
mentioned Ukraine among countries with which Washington is cooperating
closely on missile defense. This statement came from John Rood,
recently appointed as Under Secretary of State for Arms Control and
International Security. He also accused Moscow of pursuing some
missile defense programs of its own, including defense against
short-range missiles.

But let’s get back to the Caucasus. The Gabala radar station in
Azerbaijan has been operating since the Soviet era; Russia currently
leases it. This radar is aimed at the Indian Ocean, tracking around
6,500 kilometers of airspace – Iran, Iraq, part of India. Russia would
not object to sharing essential data with the Americans. But it seems
that the Americans haven’t abandoned the idea of deploying paired
systems around Russia’s borders: pairs of radars and anti-missile
bases.

A Caucasus radar would be able to monitor the Russian Air Force’s
activities across the Black Sea, Armenia, and the Caspian Sea. It
would even be able to monitor air defense tests and exercises at the
Ashuluk firing range on the Lower Volga and the Sary-Shagan range in
Kazakhstan. With some modifications, an American radar could be used
to interfere with the Russian early warning system radar in Azerbaijan.

Russian experts say that the Caucasus radar idea is primarily aimed
against Russia’s Topol-M ICBM, which can carry supersonic maneuverable
warheads capable of penetrating any missile defense system. In future,
radars and interceptor missiles in Europe and the Caucasus, along with
resources on US territory, could be combined into a single missile
defense system – a powerful shield.

It should be noted that facilities such as a radar for national missile
defense can only be deployed in countries which are US allies within
NATO. Consequently, any country which agrees to host an American
radar would automatically be on the fast track to NATO membership.
