The former head of the Chief Department of Civil Aviation of Armenia
Shahen Petrossyan has been severely beaten.

The Haykakan Zhamanak daily reports that the attack took place near
the Stop rock-cafe in Yerevan on May 4 evening. Petrossyan asked one
of the employees why they hadn’t put the poster of the leader of the
Prospering Armenia party Gagik Tsarukyan on the facade of their cafe:
"He has such an influential face, doesn’t he?" Petrossyan asked and
made an insulting remark about Tsarukyan. After that two young people
approached him and asked not to insult Tsarukyan. Petrossyan said that
if they had any questions they could meet him the next day and gave
them his phone number.

After that the young people called somebody. Several Jeeps drove up a
few minutes later and a group tall youngsters shoved Petrossyan into
one of the cars, took him to some unknown place and beat him
severely. Petrossyan came to his senses somewhere in the Nor Nork
community.

He has not yet appealed to the policy – "there is no sense in doing
that. I prefer to keep silence for the moment," Petrossyan said

Opposition leader Raffi Hovannisian claimed on Friday that his
Zharangutyun (Heritage) party will garner more votes than any other
political force if the May 12 parliamentary elections meet democratic
standards.

"We are confident that if the vote count on May 12 is fair,
Zharangutyun will be in the lead with a plurality of votes,"
Hovannisian said as he rallied about a hundred supporters in central
Yerevan.

His aides blamed heavy rain for the poor attendance of the rally,
saying that Hovannisian’s campaign trips to other parts of Armenia
generated much more public enthusiasm. Few analysts consider
Zharangutyun an election favorite, even though its U.S.-born leader is
widely regarded as one of the most popular opposition leaders, however.

Still, Hovannisian appeared buoyed by his party’s first-ever election
campaign, telling the small crowd that May 12 will mark the "dawn of a
new era" in the country’s post-Soviet history. "Armenia’s legislative
and executive authorities will no longer be vulnerable and will enjoy
the absolute trust of the people," he said.

Hovannisian warned the Armenian authorities against falsifying the vote
results but would not be drawn on his party’s possible post-election
actions. "We believe that May 12 will see Armenia’s first electoral
victory since 1991, and if the vote count reflects that reality,
there will be no need for post-election civic initiatives," he told
RFE/RL after the speech. "If there are falsifications, we will make
our decision after May 12. But right now we don’t think about that."

Hovannisian did not rule out the possibility of Zharangutyun joining
three other, more radical opposition groups that plan to launch a joint
campaign of anti-government demonstrations after the vote which they
claim will almost certainly be rigged. "I welcome their activities
and respect their views," he said. "And if the elections are rigged,
the entire nation will unite and assert its rights."

The Hanrapetutyun (Republic) and Nor Zhamanakner (New Times) parties
as well as the Impeachment bloc rallied thousands of supporters in
Yerevan on Thursday, urging them to get ready for sustained street
protests against President Robert Kocharian and Prime Minister Serzh
Sarkisian. Their leaders reaffirmed their plans at a joint news
conference the next day.

"Don’t rig, don’t steal votes," Hanrapetutyun leader Aram Sarkisian
said, addressing the authorities. "If you steal votes, we will rise
up and will fight against you in the streets."

Also threatening to "take to the streets and fight" was Stepan
Demirchian, another opposition heavyweight who has not shared
Hanrapetutyun’s uncompromising stance until now. Demirchian issued the
warning as he campaigned in Armenia’s second largest city of Gyumri
on Friday. He would not specify whether his People’s Party of Armenia
is ready to join forces with the radical opposition.

establishment of normal political system in the country." Hovhannes
Hovhannisian, Chairman of Liberal-Progressive Party of Armenia,
stated at the May 3 press conference.

He reported that in the Davitashen community included in electoral
district N 5, where he has nominated his candidature, before his
preelection meetings with voters, some unknown persons come by cars
without number plates and intimidate the people. "We have already
resigned ourselves that the authorities use the administrative resource
during the elections, but all this is already turning into an open
terror in relation to voters. Finally the authorities will become
the hostages of the system created by them," H. Hovhannisian assured.

He said that he sees a direct connection between the parliamentary
elections and presidential elections of 2008. In his words, the
approximate picture of forthcoming presidential elections will become
clear on May 12. "If the authorities again manage to falsify the
elections, this means that they will manage to fulfil their scenario
of presidential elections by 50%. It is a different matter whether
the public will swallow one more falsified election."

H. Hovhannisian said that the current authorities have "completely
exhausted the resource of illegitimacy." He did not exclude that
after the presidential elections serious changes will happen and a
new political team can come to power in the country."

Azerbaijan’s Foreign Minister, has discussed issues connected with
the implementation of the NATO Plan for Individual Partnership with
Azerbaijan in Brussels today, say the Press-Service of the Foreign
Office of the Country.

The meeting was held with the participation of an Azerbaijan
representative delegated to the NATO Council. The Azerbaijani Minister
told about Azerbaijan implementing the aforementioned Programme,
as well as the achievements Azerbaijan could reach.

Touching upon the Armenian-Azerbaijani Nagorno-Karabakh conflict
during his speech, Mr. Mammadyarov said that the issue could be
resolved only within the territorial integrity of Azerbaijan. In
addition, the Azerbaijani Foreign Minister replied to the questions
NATO Member-States Ambassadors to the NATO Council were interested in.

Within the visit, the Azerbaijani party also had bilateral
consultations with the NATO leadership. The parties viewed issues
connected with the development of bilateral cooperation between
Azerbaijan and NATO, the Nagorno-Karabakh issue, as well as the
situation around the region as a whole.

Notably, the NATO Individual Partnership Programme (IPAP) was signed
within the visit of Azerbaijan’s President, Ilham Aliyev to Belgium
in Brussels two years ago. In March 2007, the Azerbaijani Foreign
Minister said that the objective of his visit to Brussels was to
"determine how right our actions are and where we go?".

"The cooperation with NATO is a great experience. We have acquired
the NATO standards. These standards are of a great interest to us.

Part of them has already been applied to our Army, therefore we
shall view the whole spectrum of issues including political ones:
how we should build our architecture of security in the region, and
moreover, we should hear an opinion concerning this issue, which will
be expressed by our partners," he said.

The Vanadzor office of Helsinki Civil Assembly has recorded numerous
contraventions by campaigners.

Parties offer money and in-kind goods to voters.

The organization (HCA) has been following the electoral campaign
process in the framework of the project Legal Initiative, Elections
2007.

The observers of the organization have recorded breaches carried by
the Prosperous Armenia, the Republican Party of Armenia, the ARF
Dashnaktsutyun and the United Labour Party. During a meeting the
Republican mayor of Vanadzor Samvel Darbinyan has asked the parents
of a kindergarten to vote for RPA.

Aram Kocharyan, the head of Lori regional administration, at a meeting
with the staff of a Vanadzor clinic, has propagated in favor of RPA,
urging to vote for his party.

According to the report, the Lori regional office for gas supplying
works in favor of RPA as well. Each employee of the office has been
assigned to collect 10 people’s signatures and personal data.

"Even the drivers of community routes have been assigned by route
owners to present the passport data of 15 voters – in favor of RPA,"
says Arthur Sakunts, the head of the HCA Vanadzor office. According to
the report, ARF Dashnaktsutyun has been paying 7000 dram for a vote,
and RPA – 3000 to 5000 dram.

Observers state that when the PAP electoral headquarters in Taron
district, Vanadzor, allotted just 5 kg of flour to each family,
it evoked disagreements and arguments. After the argument, the
headquarters added the volume of flour by 20 more kg to each family.

According to the data of the HCA Vanadzor office observers, PAP
activities are not limited to distributing flour. The party provides
citizens with free legal advice. They have given some envelopes to
the residents of Taron district and have written down the personal
data of family members on documents with the seal of PAP on them.

The report also mentions that the ULP office continues taking
applications on social issues from citizens.

ARFD has recruited people under legal age to distribute their posters
and booklets in streets.

The HCA office in Vanadzor is going to submit the registered
contraventions with district electoral commissions.

"May 12 parliamentary elections of Armenia will be a positive
precedent for NIS," Vladimir Jarikhin, vice chairman of NIS Institute,
said. He also said the political fight is tense but the situation is
unprecedented because the meetings are held in election communities
and not in squares. In his words, Armenia is a model for NIS countries
to hold elections "free and in time."

Justice Minster Davit Harutunyan underscored the importance of
elections, too. He believes the authority powers of the parliament,
prime minister and the president will considerably change.

The Belgian government has sacked the coordinator of the Belgian
Association of Ataturk Thought (BADD) for organizing a conference on
the Armenian "genocide."

Belgium officially notified BADD that Pierre Bastin, the coordinator
of the conference, had been fired on April 24, a day Armenians use
to commemorate the alleged genocide. BADD Chairman Ýsmail Sonmez said
Belgium had presented a gift to the Armenian lobby on that day.

BADD, together with other Turkish associations in Belgium, organized
a conference on the Armenian question and invited Professor Yusuf
Halacoðlu as the keynote speaker. Following an initial report by a
journalist of Turkish origin, a fierce campaign was launched against
BADD in the Belgian press, with several TV stations claiming that
state funds were used for "genocide denial propaganda." Following
the campaign, the Ministry of Labor initiated an investigation, after
which not only was the coordinator sacked but also the office of the
coordinator was abolished.

During a press conference yesterday in Belgium, Sonmez lambasted
the Belgian government decision as a brazen attack on freedom of
expression. Sonmez accused parliaments that had adopted "Armenian
genocide" resolutions of attempting to replace the judiciary and
of challenging the principle of separation of powers. In a written
statement, BADD said that as terrorists were sheltered and given the
freedom to express their opinions in Belgium, the attempt to silence
BADD clearly indicated a double standard.

In a stunning move, Belgium last week released terror suspects, members
of the Revolutionary People’s Liberation Party/Front (DHKP/C). BADD has
also stated that it will file a complaint and pursue a judicial remedy.

Where will the two warring nations play their European qualification
matches?

A seemingly irresolvable row is growing over the location of European
Championship qualifying football matches between the two implacable
Caucasian foes, Armenia and Azerbaijan.

A meeting in Cardiff of the board of Europe’s governing football body
UEFA on April 18 failed to determine where the two matches between
the two sides, due to take place this autumn, should be held. Another
meeting has been called for mid-July to rule on the issue.

According to the schedule for Group A, the first game between the two
for qualification to the 2008 European Championship should take place
in Baku on September 8, to be followed by a return match in Yerevan
four days later.

However, although Armenia has agreed to host the Azerbaijani team,
Azerbaijan is so far insisting that it will not allow the Armenians
to play in Baku.

Before the qualifying draw took place, UEFA sent out a letter to
all of Europe’s football authorities setting out the regulations for
qualifying matches. The letter said that all teams should play their
home games in their own countries and that the state should guarantee
the security of visitors.

The Armenian football federation expressed its willingness to travel
to Baku and then to host the Azerbaijanis in Yerevan. But Azerbaijan’s
football federation, AFFA, and the country’s ministry of sport said
it was impossible to receive the Armenians in Baku and suggested the
matches should be played on neutral territory instead.

The two countries have been in a state of open or suspended conflict
for almost two decades over the disputed territory of Nagorny
Karabakh. Although open hostilities ended in a ceasefire 13 years
ago, hundreds of thousands of refugees are unable to return home
and large areas of Azerbaijan remain under the military control of
Armenian forces.

A ceasefire line, manned by troops, divides the two sides and contacts
between the two nationalities are extremely limited.

While many Armenians say they favour contact and collaboration, many
Azerbaijanis say this is an attempt to normalise the status quo in
the Armenians’ favour and they cannot countenance any contact with
Armenians, "as long as they are occupying our land".

Not just citizens of Armenia, but ethnic Armenians as a whole, are
generally not permitted to visit Azerbaijan, ostensibly on security
grounds. A handful of Azerbaijanis do visit Armenia, but are guarded
by government security service personnel when they do so.

This makes the matter of organising two international football matches
for both players and fans a big international headache.

Tigran Israelian, spokesman for Armenia’s football federation, said
that his country was following UEFA’s recommendations and would take
all necessary measures to ensure the Azerbaijan’s security in Yerevan.

"In UEFA’s statutes, it’s clearly stated that the receiving side
is obliged to provide all security measures," said Israelian. "Now
UEFA has to take a final decision, as both sides have already set
out their positions on these matches."

Azerbaijan’s minister of youth and sport Azad Rahimov suggested
that the two matches could be played instead in Austria, Switzerland
or Ukraine.

"We cannot raise the flag and perform the national anthem of a country
which is occupying a large part of our territory," Rahimov told
APA news agency. "There is also a technical aspect to the question,
which is that we cannot guarantee the security of the whole team and
of the fans."

Akif Nagi of the Azerbaijani nationalist Karabakh Liberation
Organisation went further, saying, "I can definitely say only one
thing, so long as we are enemies any contact between us is out of
the question."

Boris Navasardian, president of the Yerevan Press Club, which has
regular contacts with Azerbaijan, said he thought the security issue
was a smokescreen.

"The authorities in both countries possess enough resources, both
physical and propagandistic, to make sure the matches go ahead
normally," said Navasardian.

"I don’t want to create the impression that the Armenians are behaving
constructively and the Azerbaijanis destructively," he went on. "It’s
simply that in the situation we have Armenia is taking tactical steps
in order to demonstrate its constructive attitude and agreement for
the game to take place in Yerevan, so as to win the advantage in the
football contest."

Football is not the only sport where Armenian and Azerbaijani sportsmen
are scheduled to meet this year. This autumn Baku is due to stage
the world wrestling championships and the top eight performers in
each weight category will win the right to take part in the Olympic
Games in Beijing next year.

Leva Vardanian, general secretary of Armenia’s wrestling federation,
said that thus far he had been assured that Armenian wrestlers would
be able to travel to Baku.

"The other day I met the president of the World Wrestling Federation
and he assured me that they had talked to the president of Azerbaijan,
Ilham Aliev, and he had promised to provide security for the
Armenians," he said.

Azerbaijan’s sports minister Rahimov said that it was within his
government’s power to provide security for the Armenian wrestlers –
and that this was proof that his bid to exclude the football team
was not a political decision.

No one in the ministry had an answer to IWPR’s question, "Will you
raise the flag of Armenia and play the national anthem if an Armenian
wrestler becomes world champion."

Azerbaijani sports commentator Elnur Agayev said that no one in
Azerbaijan believed that any of the Armenian wrestlers could achieve
first place, but the Armenian football team was a more serious
proposition. Several Armenian footballers play in top European clubs
and the Armenian team stands a good chance of beating Azerbaijan –
and if this happens there could be a risk of violence after the game.

Fuad Asadov, general secretary of AFFA, told IWPR he could not receive
the Armenian football team in Baku – even if this meant suspension
from UEFA. The very idea, he said, was "not serious".

It seems likely at least that the match in Yerevan will go ahead
because, according to the Armenian federation, if the visiting team
refuses to show up, the home team will be awarded a 3-0 victory and
the missing team may be disqualified from the next championship.

Most football fans in both countries are simply keenly looking forward
to the games.

Azerbaijani fan, 22-year-old student Emil Jafarli, said he hoped
Azerbaijan’s home match was in Baku because he could not afford to
travel to another country. "Wherever the game happens, I hope that our
boys win," he said. "The fact that football has turned into politics
is quite normal if you consider that we are enemies with Armenia."

"Even in Soviet times matches between Yerevan’s Ararat and the Baku
team Neftchi were very tense," said Gevorg, a 36-year-old Armenian.

"Then we were in the same country and although there weren’t any
serious differences between us, there were sometimes really unpleasant
incidents in the stands."

Human rights activist Avaz Hassanov wants to see both matches take
place in the home capitals.

"If we receive the Armenian team at home in Baku it means that we
will achieve something positive in sorting out our relations," said
Hassanov. "Sport does not have a homeland or a nationality. And the
Azerbaijani team will defeat the Armenian one with its beautiful game."

Los Angeles – Director Steven Spielberg’s Shoah Foundation is to
expand beyond a focus on the Holocaust to document survivor memories
from more recent atrocities, USA Today reported on Tuesday.

Until now, the foundation started by Spielberg has focused on recording
the statements of Holocaust survivors and has collected more than 52
000 interviews.

The foundation will continue to record those oral histories, but will
also turn its attention to recording eye-witness reports of genocide
in Rwanda and Cambodia, as well as stories of life under apartheid
in South Africa.

"The obligation to remember is a moral responsibility that all of us
owe to all of those who have suffered violence and racism in the modern
world, whether they are Jew or Armenians or Cambodians or Rwandans
or Darfuris," said Douglas Greenberg, executive director of the Shoah
Foundation Institute at the University of Southern California.

‘Never forget’

Spielberg said the organisation was dedicated to applying the mantra
"never forget" to more recent acts of genocide and oppression.

"Now we ask ourselves: How do we make this vision a priority in
communities all across the world?" Spielberg said.

Spielberg created the foundation after finishing his Oscar-winning
film Schindler’s List nearly 14 years ago, saying he was overwhelmed
by the personal stories he heard from Holocaust survivors after the
movie came out.
