TURKS CAN ONLY BLAME THEMSELVES FOR NOT JOINING THE EUROPEAN UNION

A major controversy has been brewing for some time throughout Europe
about the wisdom of admitting Turkey to the European Union.

Most Europeans oppose Turkey’s membership either out of prejudice
or because of irreconcilable legal, political, economic and cultural
differences.

Turkish leaders, rather than exerting the necessary effort to bring
their country into compliance with EU requirements, have taken the easy
way out by criticizing Europe for being anti-Turkish and anti-Muslim.

In order to pressure the EU to accept Turkey as is, Turkish leaders
have adopted the clever tactic of putting the sole blame on the
Europeans rather than on their own inability and unwillingness to
make the necessary changes.

Turks have repeatedly claimed that Europeans have prevented them from
joining the EU ever since 1963, when their country first became an
associate member of the European Economic Community (the predecessor
to the EU). What the Turks don’t say is that the lengthy delay has
been due to their lack of compliance with EU requirements, not to
mention the overthrow of the elected government by the military on
three occasions.

The Turks can only blame themselves for their inability to join the
EU during all those years.

There are two basic reasons for Turks’ lack of interest to comply with
EU requirements: First, almost half the Turkish public is opposed to
joining the EU.

Turkey is a nation that is split into many diametrically opposed
political, religious and ethnic factions. There is even a pending case
in the Constitutional Court to outlaw the ruling political party and
remove the President and Prime Minister from office.

As a result, Prime Minister Rejeb Tayyip Erdogan has a serious
dilemma. He wants Turkey to join the EU in order to safeguard his
party’s rule from radical nationalists and military hardliners, without
making too many concessions to the Europeans, lest he be accused of
catering to the enemies of the Turkish way of life. Consequently,
he has been doing his best to appear as if he is making the required
changes in Turkish laws without actually doing so. A good example
of this political acrobatics is Article 301 of the penal code
which criminalizes "insulting Turkishness" and stifles freedom of
speech. This article is frequently used by nationalist prosecutors
to silence all those who make any reference to the Armenian Genocide.

For the past 3 years, Erdogan has been continuously promising to
change this draconian law at the insistence of EU officials. With
each promise, Turkey gets accolades from gullible Europeans. Last
week, once again, Erdogan announced that the Turkish Parliament will
"soon" amend Article 301 which would in effect keep this controversial
article in the penal code, while convincing the Europeans that Turkey
is bringing its laws up to EU standards.

In the April 10th issue of the Turkish newspaper, "Today’s Zaman,"
E. Baris Altintas wrote that even if Article 301 is completely removed,
the penal code includes many other articles that would continue to
stifle free speech. The author mentioned the following examples of
other repressive laws:

— Article 115 bans declaring one’s religious, social, political and
philosophical beliefs;

— Article 125: committing crimes against dignity;

— Article 216: inciting people to hatred and hostility;

— Article 217: provoking people to disobey the law;

— Article 220: propagating an outlawed organization;

— Article 222: banning the use of Kurdish letters q, x, and w;

— Article 263: education in violation of the law;

— Article 288: making public statements about an ongoing court case;

— Article 299: uttering insults against the President;

— Article 300: denigrating symbols of the sovereignty of the state;

— Article 304: provoking foreign officials to declare war against
Turkey or insult it;

— Article 305: engaging in deeds against fundamental national
benefits;

— Article 309: attempting to overthrow the regime of the Turkish
Republic;

— Article 311: attempting to overthrow by violence the Turkish
Parliament;

— Article 318: discouraging the public from serving in the army;

— Article 323: printing false news stories; and

— Article 341: denigrating the flag of a foreign country.

Erdal Dogan, a lawyer for Hrant Dink, the Armenian journalist who was
assassinated in Istanbul a year ago, was quoted by "Today’s Zaman" as
stating that even if all of these problematic articles were removed,
nothing much would change in the Turkish judiciary. Certainly,
nothing would change in Turkish society.

If Article 301 is any indication – which is still not amended after
3 years — it would take more than 50 years for Turkey just to amend
the above 17 articles.

Of course, joining the EU would take even longer!

The fact is that Turkey has not been able to join and probably won’t be
able to join the EU in the foreseeable future, not because of European
opposition, but due to Turkey’s "deep state," radical nationalists and
millions of its citizens who have no interest in adopting democratic
European values!

/PanARMENIAN.Net/ Armenia’s President Serzh Sargsyan signed a decree
on appointment lieutenant general Yuri Khachaturov Chief of RA Armed
Forces General Staff and First Deputy to the Minister of Defense. By
the same decree, Yuri Khachaturov was released from the post of Deputy
Defense Minister.

By another decree, Yuri Khachaturov was conferred the rank of colonel
general.

Azerbaijan will double military spending this year as it continues
an arms build-up amid tensions with Armenia-backed separatists.

President Ilham Aliyev said at a cabinet meeting late Monday that he
wanted to raise the military’s budget to nearly two billion dollars
in 2008, the official daily newspaper Azerbaijan reported on Tuesday.

That sum amounted to a revision after he earlier announced a 30
percent rise from one billion dollars to 1.3 billion dollars.

"We cannot forget that we are at war," the daily quoted Aliyev as
saying, referring to the conflict over the ethnic Armenian enclave
of Nagorny Karabakh.

"I believe we must increase military spending despite the fact that
1.3 billion dollars is a large sum…. Military spending this year
must be nearer to two billion dollars," he said.

Azerbaijan’s economy has surged thanks to soaring oil revenues and
the country had already more than quadrupled its military budget
since 2004 by last year.

Aliyev has vowed to use "all means" to restore Azerbaijani control
over Nagorny Karabakh.

Backed by Armenia, ethnic Armenian forces took control of Nagorny
Karabakh during a war in the early 1990s that killed thousands and
forced nearly a million people on both sides to flee their homes.

A ceasefire was signed in 1994 but the dispute remains unresolved
after more than a decade of negotiations. Troops remain in a tense
stand-off and shootings are common.

Armenian taekwondo player Arman Yeremyan (78 kg) won all five single
combats and achieved the champion’s title in the European Taekwondo
Championship held in Rome, Italy.

The Armenian delegation was headed by Deputy President of RA Taekwondo
Federation Vardan Ghahramanyan. The head coach was Rahim Salekhin
of Iran.

on Nagorno Karabakh will hold a meeting within the framework of the
spring session in Strasbourg on April 14-18 or not, Samad Seyidov,
head of Azerbaijani Delegation to PACE told APA.

Seyidov noted that Lord Russell-Johnston, head of Subcommittee felt
bad while observing presidential elections in Armenia on February 19
and he was taken to London.

"His condition is normal now, but it was not determined whether he
will attend the session or not", he said.

To him, meeting of Armenian and Azerbaijani delegation is undecided
because of this reason. He stated that all issues were priorities
for Azerbaijan in the session.

"We are anxious about tendencies in the Council of Europe. There
are double standards on Presidential elections in Armenia and
unconstructive position in respect to Azerbaijan will be stressed
in the session. Nobody refuses that there are several problems in
Azerbaijan. All countries face these problems in transitional period.

Such problems should not be exaggerated in Azerbaijan. We are ready
for constructive dialogue, but constructiveness should be mutual. Why
are the discussions normal with Venice Commission? The two sides are
constructive. Azerbaijan should not accept unilateral relations",
he said.

Seyidov added that representatives of GUAM member countries would
meet within the framework of the session and they would exchange views.

London, April 11: At 1.7 million pounds with premium – the dagger
which once belonged to Shah Jahan, the Mughal emperor who built the
Taj Mahal found a new owner on yesterday.

The dagger that was bought by a collector for less than a thousand
dollars in the 1960`s fetched over three times the predicted price
at the fall of the hammer.

The buyer of the USD 3.4 million dagger remained anonymous and did
his or her work by phone at an auction at Bonhams in London.

Most of the action was on the eight banks of telephones, as other
bidders in the room gave up at 1.4 million pounds.

Shah Jahan`s gold encrusted 16-th Century dagger was expected to
fetch a million dollars.

However within minutes of the auction`s start the price was already
double that. The reason for the huge interest in the Mughal era dagger
is because engraved on it`s blade are Emperor Shah Jahan`s titles,
date and place of birth, plus a symbol that he was descended from God.

The dagger is the `crown jewel` in a collection of Islamic art
belonging to wealthy French businessman Jacques Desenfans.

"It came about in his collection very unusually. Bought in the sixties
and the gentleman walked in a shop in London. Met an Armenian man
and they made the transaction then and there," Kristina Sanne, art
curator at Bonhams said.

When Desenfans bought the dagger he did not pay more than a few
hundred pounds for it.

Bonhams says it`s not unusual that today`s buyer was not present,
as most serious and wealthy collectors like to stay anonymous.

Armenian judoist Armen Nazaryan (66 kg) defeated Joseph Krants
of Slovakia in the European Tournament in Lisbon. The tournament
features another two Armenian sportsmen – Hovhannes Davtyan (60 kg)
and Vilen Tadevosyan (73 kg).

In Lisbon the Armenian delegation is headed by the President of RA
Judo Federation Alexan Avetisyan. The head coach of the Armenian team
is Gagik Aghamalyan, the coach is Arthur Tavadyan.

Armenian Museum to Renovate & Build Near White House

At the close of last week, the Historic Preservation Review Board gave
unanimous approval to a concept design for the new Armenian Genocide
Museum of America, which will take up its residence at the former
Federal-American National Bank at 615 14th Street, NW. DC-based Martinez
& Johnson Architecture designed the restoration and addition to the
limestone-clad historic bank, designated as a landmark on both the DC
and National Register.

The Armenian Genocide Museum of America will fully restore the ‘elevated
bank’, a term used for banks that house their main hall on the second
floor, both inside and out, to its former Neoclassical glory. Exterior
workwill include the removal of a superimposed facade that Hahn Shoe
Store, the longtime occupant of the street-level space, had constructed
long ago, as well as a general restoration of the building’s "vault-like
exterior design," as described by HPRB.

Along with exterior upgrades, AGMA will restore the historic two-story
banking hall, along with many other non-historic areas such as the
former boardroom on the building’s top level. According to Rouben
Adalian, Director of the Armenian National Institute, the fact that the
building is being turned into a museum will actually enhance the
historical restoration process because so much focus is being devoted to
the building’s aesthetics.

With the intent of avoiding unnecessary stress to the historic
travertine stairs from 14th street up to the central door and to
accommodate the crowds it will surely attract, AGMA will construct a
modern glass tower on an neighboring vacant lot to the east of the
future-museum. The new building, which will be equal in height to the
former bank, will serve to circulate the public through the exhibit,
housing stairs, elevators, public amenities and generally serve as a
public entrance. Said Adalian: "It will be a modern glass tower that
will complement the historic building and a lot of care and attention is
being given to make sure that it is a proper fit."

"The reason the museum board has been inclined toward a glass tower,
something that lets in a lot of light, has a symbolic meaning, to the
extent that genocide is a horrible story to recount. The old building,
which is a very closed structure with dark interior spaces, seems to be
a fitting setting for telling a dark story. And the glass tower stands
in a contrast to that in order to let in light on the subject matter, to
invite the public to come and visit and to learn from this terrible
event and about the value of human rights."

The museum will be devoted to the Armenian culture, and as an
educational exhibit of the genocide of over a million ethnic Armenians
(plus some Greeks for good measure) by the Ottomans, starting in 1915; a
fact still hotly contested by the Turkish Republic.
