Secretary of the National Security Council Arthur Baghdasaryan held
working consultations today, featuring leaders of the operative groups
of the state governance bodies engaged in the organization of the
"Rubezh 2008" joint military exercises of the Collective Security
Treaty Organization (CSTO) to be held in Armenia.

Corresponding instructions and clarifications on the proper
organization and conduct of the military exercises were given during
the consultations.

The first stage of the exercises will be start in Yerevan on July 22.

A Petition on Liberalization of U.S. Visa Regime with Armenia Is
Submitted To A Special Hearing in U.S. Congress

Yerevan, Armenia – A recently formed working group to advocate for
liberalization of visa regimes of U.S. and Europe with Armenia
launched an online petition yesterday at

Yesterday the Working Group electronically submitted a letter
supported by the above mentioned petition to the attention of
Congressman William D. Delahunt (D-MA), the Chairman of the
Subcommittee on International Organizations, Human Rights, And
Oversight of the Committee on Foreign Affairs and Congressman Rubén
Hinojosa (D-TX), Chairman of the Subcommittee on Higher Education,
Lifelong Learning, And Competitiveness of the Committee on Education
and Labor for consideration at the Joint Hearing of the two
subcommittees on "Restoring America’s Leadership through Scholarships
for Undergraduates from Developing Countries: The Uniting Students in
America (USA) Proposal" scheduled on 6/19/08 at 9:30AM in 2172.

Additionally, several members of the Subcommittee on Higher Education,
Lifelong Learning, And Competitiveness, including George Miller, John
Tierney, David Wu, Susan Davis, Robert C. "Bobby" Scott, Joe Courtney,
John Yarmuth, Virginia Foxx and Cathy McMorris Rodgers were informed
of the submitted letter.

The Group urges Honorable W. D. Delahunt and his colleague Rubén
Hinojosa at the Subcommittee for Higher Education, Life-long learning
and Competitiveness to discuss this matter at the hearing. It urges
Honorable W. D. Delahunt and Rubén Hinojosa to discuss with
U.S. officials the professional conduct and selection criteria and
policies of the consulate in Yerevan and push for greater transparency
and accountability as well as favorable consideration for Armenian
citizens who are accepted for an educational and/or training program
in the U.S.

The letter brings to the attention of the two chairmen the conduct of
U.S. consular officials operating in Armenia, who reject a very large
percentage of applicants which undermines the U.S./Armenia
relationship generally and in the case of vital student exchanges, the
promotion of U.S. standard training specifically. The letter touches
upon the fact that U.S. Consular personnel rarely provide
justification for the decision to deny visas, and that young activists
and scholars are being denied visas to the US, and as a consequence,
the essential training and educational opportunities that Armenia so
desperately needs.

The Working Group, urges that any Armenian citizen accepted for an
educational and/or a training program (including, workshops, seminars
and conferences) in the U.S. should be favourably considered. The
Group commends Armenian President Sargsyan’s and his predecessor
Kocharyan’s personal efforts supporting study abroad generally and in
the U.S. specifically, and urges that such efforts be intensified so
that Armenia benefits from much greater numbers of U.S. trained
Armenian citizens.

The Working Group will closely monitor the proceedings at the Joint
Hearing and hopes that the Chairmen of the two subcommittees will take
the lead in pushing for transparency and accountability in the
consular activities of the United States in Armenia.

Meanwhile the Working Group will be preparing a similar petition to be
addressed to the President and the Foreign Minister of Armenia, to the
Commissioner for External Relations of the European Commission, to
Foreign Ministers of member states of the European Union, to the
Ambassadors and Consuls-general of members states of the European
Union with residence in Yerevan.

US DIPLOMAT GRAPPLES WITH ISSUES OF CLOSED BORDERS AND FROZEN CONFLICTS IN CAUCASUS

A US congressional hearing on the closed border between Turkey and
Armenia has highlighted what is likely to be the newest legislative
battle for Armenian Americans and their allies in Congress.

The June 18 hearing, "The Caucasus: Frozen Conflicts and Closed
Borders," was convened by Representative Howard Berman, a Democrat
from California who earlier this year took over the chairmanship of
the House Committee on Foreign Affairs.

Berman represents a Southern California district in which Armenian
Americans are heavily represented and has been a strong advocate for
Armenian issues in Congress, such as the official US recognition
of the Armenian genocide. [For background see the Eurasia Insight
archive]. Most of the other legislators who showed up for the hearing
were also allies of Armenian American lobbying groups.

Berman, in his opening statement, called Turkey’s closure of the
border "baffling" and "quite possibly illegal." Turkey closed its
border in 1993 in solidarity with Azerbaijan as a result of the war
in Nagorno-Karabakh.

But the crowd was full of Armenian Americans wearing pink "STOP
Turkey’s Blockade" stickers supplied by the Armenian National Committee
of America, and most of the representatives’ questions focused heavily
on pro-Armenia issues, hectoring Turkey over the border issue and
recognition of the 1915 genocide and Azerbaijan for its military
spending and aggressive anti-Armenian rhetoric.

The only witness was Daniel Fried, assistant secretary of state
for European and Eurasian Affairs, who came with a written opening
testimony that covered a wide range of issues in Georgia, Armenia
and Azerbaijan. [Click here for video].

Fried sought to play down the border issue. Asked by Berman whether
the blockade hurt Armenia’s economy, Fried responded: "Yes, in
the early and mid-90s. Less so now. The United States supports the
opening of the Turkish-Armenian border. We’ve stated that publicly,
we’ve stated that privately with the Turks. We think there would be
a political and economic benefit not just for Armenia, but for Turkey
and for regional stability."

"We believe that an opening of the border will take place as a general
establishment of normal diplomatic and good neighborly relations
between Turkey and Armenia," Fried continued. "We support this. We
are taking steps to work with both countries to this end."

Fried also called attention to positive signs in relations between
Turkey and Armenia, such as the establishment of some direct flights
between the two countries and cultural exchange programs.

And in his written testimony, Fried called on Armenia to take steps
toward reconciliation with Turkey. "For its part, Armenia must be
ready to acknowledge the existing border and disavow any claim on
the territory of modern Turkey, and respond constructively to any
efforts Turkey must make," he said.

Another pro-Armenia legislator, Adam Schiff, democrat of California,
has introduced legislation that would "direct the Secretary of State
to submit a report outlining the steps taken and plans made by the
United States to end Turkey’s blockade of Armenia." Schiff also
introduced the bill last year, but it failed to get through the
Foreign Affairs Committee.

Several members also pressed Fried on why the State Department did not
classify the 1915 mass killings of Armenians in the Ottoman Empire as
a genocide. Representative Diane Watson, another Democrat from Southern
California forced Fried into an awkward exchange over the genocide.

"Let me get you on the record: this administration does not think that
what happened in 1915 was genocide? Yes or no? Yes or no?" Watson
asked. Fried began, "We have never denied…." until Watson cut him
off: "Can you give me a yes or no?" she asked again. Fried replied:
"Ma’am, I’m trying to."

Fried later explained in more detail the State Department objection
to genocide recognition. "If we want Turkey to come to terms with the
dark spots in its history, which we believe it should, we believe that
it is better not to use this word but to encourage Turkey, and urge
Turkey to open its collective mind and discuss this issue," he said.

The genocide issue is one that will continue to be a topic of
discussion on Capitol Hill; the Bush administration’s nominee to
be ambassador to Armenia, Marie Yovanovitch, was scheduled for a
confirmation hearing the afternoon of June 19. Washington has not
had an ambassador in Yerevan for two years because of controversies
related to genocide recognition.

Fried was also asked by several members about a rise in bellicose
rhetoric from the Azerbaijan government, and what the United States
was doing to contain tensions. Fried implied that the rhetoric was
for domestic consumption. "We believe that the bellicose rhetoric
that sometimes comes out of Baku is unhelpful," he said. "What we
have done, and I have done personally, is explain to Azerbaijan’s
government that warlike rhetoric can force a very damaging cycle of
rhetoric, counter-rhetoric and incidents."

"They deny that they have an intention to precipitate a conflict,"
he added. "We’ve also explained to them, frankly, that Azerbaijan’s
wealth comes from the export of gas and oil and that a war puts that
at risk very quickly. It’s also the judgment of the United States
that Azerbaijan does not have military superiority over Armenia and
that a war would be costly to both sides and unwinnable by either one."

Armenian police is going not to let holding of the unsanctioned rally
in Yerevan on 20 June, the first deputy commander of the police Armen
Yeritsyan said at today’s press-conference.

He recalled that the mayor’s office gives permission on holding of
a rally and in this case the opposition rally is sanctioned and it
will be held at the square near Razdan stadium. Holding of the rally
at another place is illegal and the police will show the relevant
actions. He also said that the law-enforcement agencies have got
the operative information about tomorrow’s the mass disorders in the
centre of Yerevan. The police will severely reply to such actions. He
called citizens to be watchful. He also emphasized that the police
are ready to implement all the tasks. He said that no additional
forces were taken to the capital city, and the police have the needed
special means.

On June 12, Artur Baghdasarian, the Secretary of the RA National
Security Council, received Marina Dolgopolova, the Ambassador
Extraordinary and Plenipotentiary of Belarus to Armenia.

During the meeting, the sides attached importance to further deepening
of cooperation within the framework of the Collective Security Treaty
Organization (CSTO), development of Armenian-Belarusian relations.

The Ambassador conveyed A. Baghdasarian the good wishes of Viktor
Sheyman, the Secretary of Security Council of Belarus, and his
willingness to develop bilateral cooperation between the Security
Councils.

According to the report provided to Noyan Tapan by the RA President’s
Press Office, the sides reached a number of agreements over
Armenian-Belarusian partnership.

Foreign Minister of Armenia Edward Nalbandyan received the heads of the
diplomatic missions of foreign states accredited in Armenia 9-11 June.

Foreign Ministry Department for Information and Press told ArmInfo
during his meeting with Ambassador Extraordinary and Plenipotentiary
of Sweden to Armenia H.E Hans Gunnar Aden Minister Nalbandyan outlined
the serious potential for development of Armenian-Swedish cooperation
in the sphere of economy, high technologies, culture and education
and stressed the necessity of boosting the political dialogue. Edward
Nalbandyan met also Ambassador Extraordinary and Plenipotentiary of the
Russian Federation to Armenia Nikolay Pavlov. The parties discussed
the official visit of President Serzh Sargsyan to Moscow expected in
late June at the invitation of RF President Dmitry Medvedev. During his

President Serzh Sarkisian signed a decree on June 11 to dismiss Gagik
Ayvazian as chief compulsory executor of court decrees of the Republic
of Armenia and appointed Mihran Poghosian as chief compulsory executor

University for a two-day workshop organized by Dr. Bert Vaux,
University Lecturer at the Department of Linguistics, the RA MFA
press office said.

Robert Thomson, Galouste Gulbenkian Professor of Armenian Studies
(emeritus), Timothy Greenwood, Lecturer in History, University of St,
Andrews, Christina Maranci, Arthur H. Dadian and Ara Oztemel Professor
of Armenian Art, Tufts University, Kristine Rose, Book Conservator,
Chester Beatty Library, Elizabeth Redgate, Lecturer in the School
of Historical Studies, Newcastle University, James Clakson, Senior
University Lecturer in Classics, Jesus College, Cambridge and Theo
Van Lint, Galouste Gulbenkian, Professor of Armenian Studies, Oxford
University contributed to an interesting discussion of a variety of
subjects in linguisting, art and related crafts such as book-binding
and others.

Dr. Vaux is the author, among many other titles, of the acclaimed book
"The Phonolgy of Armenian" and a textbook on Eastern Armenian.
