ArmInfo. Today, the staff of the North-South program has blocked Yerevan-Talin road with their cars, demanding their salaries.

They, in particular, noted that the company Corsan Corviam  Construccion SA, implementing this project, had not paid them wages  since August of this year.

To note, as part of the construction of the 556-kilometer road, the  length of which will be reduced to 490 kilometers as a result of the  construction (the reduction will occur at the expense of tunnels and  bridges being built on the Sisian-Kajaran section), only a  160-kilometer section is funded. The program is funded by three  international credit organizations – the Asian Development Bank, the  European Investment Bank and the Eurasian Bank of Stabilization and  Development. The total amount of loan agreements is 540 million US  dollars.

During the implementation of the project, large-scale abuses reaching  tens of millions of dollars were revealed, as a result of which  construction work was suspended. A criminal case was initiated on the  facts of theft and abuse.

Pashinyan’s government program. subjugate Artsakh and “break” the order of the army?

Armenia-Artsakh relations at the level of political leaders have faced a rather complicated and fraught examination. The news about the resignation of Artsakh Defense Forces Commander Levon Mnatsakanyan and the processes hidden behind it will be a test of the strength of RA-NKR relations and the political maturity of the leadership.

President of Arasakh Bako Sahakyan arrived in Yerevan and met the Acting Prime Minister Nikol Pashinyan with Although the two-sentence press release contains a lot of generalities, the real purpose of the visit, according to our information, is to discuss the situation at the highest level.

The negative sediment of elections

Although the extraordinary elections to the National Assembly in Armenia ended with the overwhelming victory of the “My Step” alliance led by Acting Prime Minister Nikol Pashinyan, the negative consequences of the snack statements made during the election process are felt until now.

I am talking, in particular, about Pashinyan’s teammate Sasun Mikayelyan It is about harsh assessments from the official circles of Artsakh in response to the well-known statement that “the velvet revolution was more important than the victory in the Artsakh war”. They were followed by Nikol Pashinyan’s equally harsh public reaction, coupled with the urge to NKR President Bako Sahakyan to “call the representatives of the (Artsakh) government to order and send them to do their work”. Of course, Pashinyan apologized for Sasun Mikayelyan’s statement, but with his harsh reaction, he also showed that “those cannot judge” his teammate.

Perhaps, in this respect, Pashinyan differed little from the RPA, which he did not accept so much, whose leader Serzh Sargsyan during his power years, ignoring the negative public sentiments, defended ambiguously perceived figures in every way. The principle of intra-team solidarity and political expediency prevailed over the imperative of solidarity with the public. This way of working eventually broke the work of all channels to find a common ground with the public, which was the reason for the April-May revolutionary processes.

The new authorities of Armenia are perhaps at this moment “swimming” in legitimacy and have no problem being in solidarity with the public. This is a temporary phenomenon, especially if the way of working of the former is adopted, eroding public trust, and sometimes devouring it, despite mistakes, to protect one’s teammate at all costs and to attack those who criticize him.

Anyway, in order to overcome the tension related to the criticism of Sasun Mikayelyan’s statement and Pashinyan’s harsh reaction, according to our information, two envoys were sent from Armenia to Artsakh in those days: the secretary of the National Security Council, a native of Artsakh Armen Grigoryan and his uncle, chief military inspector of the RA Defense Ministry Movses Hakobyan: They were received quite coldly in Artsakh and others spoke in a strict tone. The mission of the envoys failed, the situation continued to escalate to such an extent that Levon Mnatsakanyan threatened to write a resignation letter. Artsakh President Bako Sahakyan arrived in Yerevan to discuss the situation at the highest level.

Didn’t write a resignation letter?

Until now, the denials of rumors about the resignation of Levon Mnatsakanyan from Artsakh are also ambiguous and unclear. Spokesman of Bako Sahakyan David Babayan does not deny or confirm these rumors, only urging to be guided by official information. “For any information, you should visit the website of the President of the Republic of Artsakh and be guided only by official information. we never hide anything from the society,” he wrote on his Facebook page, thus not denying that there are internal disputes in Artsakh that could lead to Levon Mnatsakanyan resignation.

Lieutenant General Levon Mnatsakanyan, the commander of the Defense Army of the Republic of Artsakh, who was appointed to that position in 2015, also addressed the news spreading at lightning speed. He said in a conversation with Tert.am that he did not write an application to be released from his position. “I am not aware of anything yet,” he said, commenting on the rumors about his dismissal.

“Hraparak” newspaper, referring to the topic, notes that instead of Levon Mnatsakanyan, the commander of the Artsakh Defense Army will be appointed. Karen AbrahamyanChief of the General Staff of the Army. “There is talk that the Secretary of the National Security Council Vitali Balasanyan and the advisor to the president Arshavir Gharamyan will also say goodbye to their positions. In other words, those who responded to Sasun Mikayelyan’s statements and received Pashinyan’s anger,” the newspaper notes, adding that the new RA authorities see former Artsakh Prime Minister Arayik Harutyunyan as Bako Sahakyan’s successor.

They are unhappy in Artsakh

Rumors about the possible resignation of Levon Mnatsakanain continue to be actively discussed in social networks and the press. Most commentators express regret, but there are those who agree, noting the importance of rotation of top officials. At the same time, they do not clearly state whether Mnatsakanyan’s possible change is due to the importance of rotation or because of strong reaction to the words of Armenia’s first-team teammate in Artsakh.

In other words, it is still not clear whether the motives for the possible dismissal of a high-ranking military officer are purely personal ambitions or the result of a competent professional calculation and well-thought-out personnel policy. This is an extremely important issue, because it takes tens of years to train an officer like Mnatsakanyan, and in Artsakh and Armenia there are not many officers of similar quality, that is, officers with academic education, military skills and war experience.

At the same time, they are dissatisfied with the created situation in Artsakh. “Pashinyan tries to subordinate everything to him. He strives not to react to his and his teammates’ statements or actions, even if they are clearly wrong, and tacitly take them into account. This is a matter of personal ambitions, as a result of which, unfortunately, the army and Artsakh may be weakened,” says our source from Artsakh.

At the same time, the situation around Artsakh is also uneasy. Adrebjan continues to arm himself, Minister of Foreign Affairs of the Russian Federation Sergey Lavorvn will visit Baku these days and the co-chairs are waiting for the resumption of Yerevan-Baku negotiations at the highest level. The pause in the process was also caused by the internal situation created in Armenia. After the National Assembly elections, it was dissolved, and the new authorities led by Pashinyan received a 70 percent vote of confidence. And the president of Azerbaijan? Ilham Aliyev expresses optimism that favorable conditions have been created for the settlement of the Nagorno-Karabakh problem.

Our sources from Nikol Pashinyan’s circle report that he is more radical in the matter of Artsakh than the previous authorities. Pashinyan has repeatedly insisted on this, noting that Armenia should not call for the settlement of the Nagorno-Karabakh problem with monetary concessions, until Baku says what compromises it is ready for.

In that case, the question arises: why is the relationship with the leadership of Artsakh strained after the NA elections and it is pushed out into the field of public discussions? Is this just a matter of ambitions, damage, or are there really military figures in Artsakh who have gone through the war, who do not want to accept the dominance of the new authorities of RA, although they enjoy the support of the public, but do not have a “combat past”?

Anyway, a military expert Karen Vrtanesyan, who is one of the ruthless critics of Pashinyan’s government, believes that the most important thing for Nikol Pashiyan and his “Civil Contract” party is power.

“It is for this reason that the success of the April coup in KP is more important than the victory in the Artsakh liberation war,” he says, adding that only Artsakh and its military-political leadership can prevent Pashinyan from establishing complete dominance and becoming uncontrollable after the NA elections, as a result of which he received a 70% confidence mandate. “Therefore, it is natural that after the National Assembly, Nikol’s next targets will be the army and Artsakh,” he says.

“The director of the Armenian Foreign Ministry’s department for multilateral and bilateral economic cooperation, Ashot Kocharyan, will be present at the session,” Interfax cited her as saying.

Pashinyan says there are many questions, which Armenia’s allies in CSTO have to clarify

ARKA, Armenia
Nov 27 2018

YEREVAN, November 27. /ARKA/. The Armenian government intends to raise the level of relations with Russia to a new level, acting Prime Minister Nikol Pashinyan said today in Vanadzor when campaigning for his My Step alliance for December 9 snap parliamentary elections.

“We must work with Russia to strengthen our strategic and allied relations. They should be taken to a new level both within the Eurasian Economic Union (EEU) and the Collective Security Treaty Organization (CSTO) and in the bilateral format,” said Pashinyan.

Regarding the recent events in the CSTO, Pashinyan noted that Armenia has a lot of questions that need to be clarified by its allies.

“It’s not clear to us why our allies in CSTO (Belarus and Russia) are selling weapons to a country hostile to us. We are determined to openly and sincerely discuss this question with our allies in order to know who we should trust. But we must first rely only on ourselves, and for this we need to increase the economic power of the country,” said Pashinyan.

On November 8 the leaders of the CSTO member countries were supposed to elect a new secretary general at their meeting in Astana, Kazakhstan, but then agreed to postpone it until December 6, when they meet in Russian St. Petersburg.

The position became vacant after Armenia’s representative Yuri Khachaturov was dismissed as secretary general of the Russia-led organization on October 30. In Armenia Khachaturov has been charged by law-enforcement authorities with inciting a coup in Armenia in connection with the March 1, 2008 post-presidential election crackdown on opposition protesters, when eight civilians and two police officers were killed.

In an interview with Russian news agency TASS earlier this month Armenia’s acting Foreign Minister Zohrab Mnatsakanyan said Armenia has many candidates, capable of assuming the position of secretary general of the Collective Security Treaty Organization and holding it until the end of Armenia’s rotating term in 2020. This is openly opposed by Belarus and Kazakhstan. -0-

Elen Asatryan

GLENDALE— On Tuesday, November 19, Elen Asatryan was appointed as the new Chair of the City of Glendale Parks, Recreation, and Community Services Commission.

“I am thankful and honored to have been entrusted by my colleagues to serve as the Chair of the Glendale Parks, Recreation, and Community Services Commission,” stated Asatryan. “Parks and recreation enhance quality of life and help build strong communities. We must continue to seek opportunities to add open spaces throughout the city and especially in south Glendale, while building partnerships to maximize the use of our public parks and facilities to meet the diverse needs of our residents. I am excited to continue our crucial work with a stellar team of professionals who passionately serve the residents and guests of Glendale in this new capacity,” she added.

As Commissioner, Asatryan has advocated for fiscal responsibility; development of open spaces and city squares; incorporation of the arts and physical fitness programs in Glendale public spaces; building partnerships with community based organizations, and conducting proper community outreach to the city’s diverse population. She championed the effort to provide assistance to families who have the greatest need for services by advocating for a citywide discount policy which provides eligible low-income Glendale Residents the opportunity to apply for a full scholarship or a discount as part of the day camp program.

Most recently, during the September 2018 meeting of the Commission, Asatryan made a motion for the department and the city to consider donating reusable playground equipment scheduled for replacement to one of Glendale’s sister cities and other regions in need in the Republic of Armenia.

At Tuesday’s meeting, Director of Parks Department, Onnig Bulanikian reported back noting that staff is working with the city’s vendor to see it to fruition for the all-inclusive Maple Park playground. Mentioning that it would cost the city less to save and donate the equipment than to demolish and recycle it. The department staff is now also in communication with a local nonprofit who may be able to take on the shipping costs of the equipment. The report on the Maple Park playground is planned to go to the Glendale City Council on December 4th. Staff will also report back to the commission and council on overall recommendations and steps forward for donation of future playground equipment.

Asatryan was appointed to the Glendale Parks, Recreation, and Community Services Commission in July of 2015 with the nomination of Councilmember Paula Devine and the approval of the Glendale City Council. The five-member Commission is responsible for recommending policies and helping direct the overall programing of parks, playgrounds and recreational activities throughout the City of Glendale.

A product of Glendale’s public schools and a longtime resident of Glendale, Elen Asatryan is the founder and lead consultant of The Stark Group – a full-service political consulting and public relations firm. She has also served and continues to serve on various committees and boards of local and regional organizations. Asatryan is a graduate of the University of California, Los Angeles, where she studied Political Science with concentrations in American Politics and International Relations.

Researches of both local and international organizations reveal continuous inhuman attitude and torture cases in Armenia, chairman of Armenian Helsinki Committee NGO Avetik Ishkhanyan said at the conference dedicated to the 10th anniversary of activity of the Human Rights Defender in the Torture Prevention Sphere launched in Yerevan today.

“The situation is rather worrying in police. The cases of bad attitude, tortures are being revealed there after the cases have tragic end or the victims are activists who voice about it,” Ishkhanyan said.

The advocate said usually no criminal cases are being launched or they are being filed and immediately suspended.

Ishkhanyan said the situation changed after 2001 when Armenia became member of the Council of Europe. “But I would like to note with regret that no serious changes have taken place even after it,” Ishkhanyan said.
