KALBAJAR, Azerbaijan, May 31. Cooperation in the renewable energy sector in the Azerbaijani lands liberated from Armenian occupation [in the 2020 Second Karabakh War] ranks among the priority areas of interaction between Azerbaijan and Israel, Ambassador of Israel George Deek told reporters, Trend reports.

Deek has made the remark during his visit to Azerbaijan’s liberated Kalbajar district within the diplomatic corps.

According to him, Israel has already expressed its readiness to assist Azerbaijan in the field of restoration work.

The diplomat also expressed confidence in the further development of Azerbaijan’s Karabakh region.

The purpose of the visit is to familiarize the international diplomats with the consequences of the destructions by the Armenian occupiers and with the restoration process in the liberated territories.

More than 80 diplomats and military attaches from more than 50 countries and 10 international organizations are taking part in the trip.

YEREVAN, MAY 25, ARMENPRESS. Ambassador of Argentina to Armenia Mariano Vergara says the relations between the two countries are at a high level. According to him, a lot has been done over the course of years for the development of the Armenian-Argentine ties, but adds that still much needs to be done.

The Ambassador told reporters today that the fact that there is an Embassy of Argentina in Armenia is also conditioned by the large Armenian community in Argentina. He said this is also the reason why a concert will be held in Yerevan on May 27 on the occasion of the Argentine National Day, that is celebrated on May 25. “This is also a vivid manifestation of the Armenian-Argentine firm ties”, he added.

The Ambassador said he is impressed with Armenia, praising the high level of culture here and adding that music is loved and appreciated in Armenia.

“We have noticed that the music-lover Armenian society shows a special attitude to the Argentine tango, particularly, they like the works of Astor Piazzolla. It would be better if an Argentine bandoneonist came to Armenia, stayed here and gave concerts in the region and also played Argentine music. It would be much better if a school of Argentine tango opened in Armenia and there would be professional tango dancers here”, Mariano Vergara said.

He informed that they are planning another concert in Yerevan in October in cooperation with the State Chamber Orchestra of Armenia. The concert will be dedicated to the 30th anniversary of the establishment of diplomatic relations between Armenia and Argentina.

“We are going to implement quite rich cultural programs. There will be photo exhibitions, presentations of translations of literary works and other events”, he said.

Armenia calls for investigation of Azerbaijani provocation that saw soldier killed

The Armenian Ministry of Foreign Affairs has strongly condemned the gross violation of the ceasefire by the Azerbaijani armed forces in the south-eastern direction of the Armenian border on May 28, as a result of which private Davit Vahani Vardanyan, a serviceman of the Armenian Armed Forces, was killed.

Expressing condolences to the soldier’s family and friends, the Ministry stressed that “the provocation was preceded by destructive, belligerent and superstitious statements by the President of Azerbaijan on May 27, which included claims on the sovereign territory of the Republic of Armenia.

The Ministry reminded that since May 2021, units of the Armed Forces of Azerbaijan have illegally invaded the sovereign territory of the Republic of Armenia in the Sotk-Khoznavar section, occupying an area of more than 45 square kilometers.

“The incident of May 28 and similar provocations, regular ceasefire violations once again justify the need for a mirror withdrawal of troops from the Armenia-Azerbaijan border and the deployment of an observation mission on the border, which has been repeatedly raised by the Armenian side,” the Ministry said in a statement.

“Taking into account that the Commission on Border Delimitation and Security between Armenia and Azerbaijan has already started its work, this incident should be investigated and assessed by the commission,” the statement reads.

At the same time, the Foreign Ministry reminds that the consequences of the previous gross violation of the ceasefire established by the November 9, 2020 statement, as a result of which the Azerbaijani Armed Forces invaded the village of Parukh in Nagorno Karabakh, which is under the responsibility of the Russian peacekeeping troops, are yet to be eliminated.

“We consider it important that the OSCE Minsk Group Co-Chairs, the CSTO, the European Union and the entire international community give a proper and targeted assessment of Azerbaijan’s provocative actions and statements, aggressive rhetoric aimed at undermining peace efforts in the South Caucasus,” the Ministry stated.

It called on the Azerbaijani leadership to refrain from provocative actions and rhetoric, fulfill the trilateral statements, and commit to establishing stability and security in the region as a result of the Brussels meetings.

Armenia’s Growing Foster Families

Ministry of labour and social affairs promotes alternative to placing vulnerable young people in orphanages or children’s homes.

Anna and Hovhannes (not their real names) always wanted to have a family.

“When we got married, we were planning to have three kids,” said Ann, 48, who lives in a city in the Lori region, in northern Armenia.

After discovering she had fertility problems, the couple explored a number of medical interventions before considering adoption.

“I dreamed of a newborn, but there was no newborn to adopt in Armenia in those years. Then I agreed to bring a one or two-year-old baby home, but no, I did not succeed,” Ann said, adding, “I was young, I had some stupid priorities.

“I realised too late that you do not have to embrace a newborn to become a parent; an older child can make you a parent as well. A child is a child, regardless of age.”

After nearly 20 years of marriage, Anna and Hovhannes finally have their wish. For the last year they have been foster parents to a nine-year-old, who used to live in an Armenian orphanage.

They asked to remain anonymous as they said that a stigma still surrounded foster care, especially the fact that they received money for looking after the child.

Armenia’s ministry of labour and social affairs has been actively promoting foster care as an alternative to placing vulnerable young people in orphanages or children’s homes.

In 2018 there were just 17 children living with foster families. Now, a total of 93 children live with 61 foster families, and officials say that this number is set to grow.

Foster care was first introduced in 2006 in Armenia via a pilot programme supported by the UN children’s fund, and then from 2008 as part of the state system.

The intention is to place children with difficult backgrounds or whose parents cannot look after them in loving, stable homes until they turn 18 or can be reunited with their families.

Funds for child care and support are provided by the state, and the foster parents receive a monthly stipend equivalent to the minimum wage.

“There is also a specialised foster family model system that provides care for children with disabilities or serious health problems, children with parenting difficulties, mental or behavioral problems and mental trauma, as well as for underage mothers or their children,” explained ministry spokeswoman Zara Manucharyan.

“In this case, the monthly payment for the care and upbringing of each child in care is the minimum monthly salary and 30 per cent surcharge.”

She said that the number of these specialised placements had also grown in recent years.

All adult citizens of Armenia can become foster parents, with some exceptions, including an age limit if 55 at the time of registration.

Candidates must take training courses, and learn communication and parenting skills to help them support children from orphanages or difficult backgrounds. 

“I have been arranging my papers for several weeks to apply for the programme, but I am afraid my age will interfere,” said 54-year-old Gayane (not her real name), who only recently got married to a man who just turned 55. Neither she nor her husband have children, and she hopes that the mandatory paperwork will be completed within the next year.

Manucharyan said that many citizens applied to become foster parents but were turned down because of their age. The plan is to raise the age limit to 65.

“If the programme is modified, many citizens will benefit,” said Gayane, adding that she knew others excluded from the scheme because of their age.

“I found out about the programme from my neighbour,” she continued. “Their family was childless like ours. One day I saw a little girl playing in the yard. When I saw the child with them for a few days, I was a little embarrassed, but I found out who she was.”

Gayane continued, “The only problem with this programme is emotions. Look, you take a child, take care of him or her, look after them, but there may come a time when you’ll have to give them back.”

Psychologist Anush Aleksanyan said the foster system was extremely beneficial, as long as the foster family was psychologically prepared for such a significant step.

“I call it a programme of opportunities. This gives the child, who is in a cruel stage of life, an opportunity to live in a family, to feel the warmth of a family. Look, if a child is deprived of parental care for some reason, they need a roof anyway. Take them to an orphanage? In this case, the foster family is the best model.

Breaking down barriers, overcoming obstacles, building friendship, and promoting a common vision for a shared space are among the expectations of Mayors and senior local officials from Armenia and Georgia who have come together in the Debed River valley for the 1st Stage of Leadership Academy Programme for Cross-border Cooperation (LAP for CBC).

The aim of the Council of Europe is to bring countries closer together based on shared principles and common heritage which transcend boundaries. Building on the Conclusions of the Budapest Conference on Cross-border Cooperation, the Centre of Expertise for Good Governance has launched this interactive training programme in the context of the Democratic Development, Decentralisation, and Good Governance in Armenia project.

The activity was launched by two deputy ministers and members of the European Committee on Democracy and Governance: Mr Vache Terteryan, Deputy Minister of Territorial Administration and Infrastructure of the Republic of Armenia, and Ms Mzia Giorgobiani, Deputy Minister of Regional Development and Infrastructure of Georgia. Participants from several municipalities on each side of the border were joined online by their colleagues from central and local administrations eager to follow the training activity based on Council of Europe standards such as the 12 Principles of Good Democratic Governance.

The first stage of the LAP for CBC also offers participants the opportunity to develop ideas for cooperation based on culture, heritage, and technological cooperation through visits to the COAF Smart Centre, the House Museum of H. Tumanyan, and a tour of the Sanahin Monastery and Mendz Er Cave.

The project is implemented by the Centre of Expertise for Good Governance in the context of the Council of Europe Action Plan for Armenia and funded by the Austrian Development Agency.

 

Finland’s FM signs application for NATO membership

YEREVAN, MAY 17, ARMENPRESS. Foreign Minister of Finland Pekka Haavisto has signed the application for NATO membership, ARMENPRESS reports, TASS informed noting that the ceremony was broadcast live on Yle TV channel.

A while ago the President of Finland Sauli Niinistö, who is in Stockholm on a state visit, officially confirmed in a live broadcast the decision made by the country’s parliament to join the bloc.

The parliament of Finland on May 17 voted in favor of the proposal to join NATO, 188 deputies voted in favor, eight were against the application. Sweden also plans to submit the application tomorrow.




Turkish press: US top diplomat, Azeri leader discuss ‘positive momentum’ in south Caucasus

WASHINGTON

US Secretary of State Antony Blinken and Azerbaijani leader Ilham Aliyev discussed on Wednesday advances toward peace in the south Caucasus.

The officials “discussed recent positive momentum and future concrete steps on the path to peace in the South Caucasus, including border delimitation and demarcation, opening transport and communication links, and the release of the remaining Armenian detainees,” State Department spokesman Ned Price said in a statement.

“Secretary Blinken reiterated the United States stands ready to help by engaging bilaterally and with like-minded partners, including through our role as an OSCE Minsk Group Co-Chair, to help the countries find a long-term comprehensive peace,” said Price.

“The Secretary also highlighted the importance of increased respect for human rights and fundamental freedoms and recognized the important role Azerbaijan continues to play in European energy security,” he added.

In January 2021, the leaders of Russia, Azerbaijan and Armenia signed a pact to develop economic ties and infrastructure to benefit the entire region. It also included the establishment of a trilateral working group on Karabakh.

North Korea orders strict lockdown with first official Covid cases

YEREVAN, MAY 12, ARMENPRESS. North Korea has ordered a strict national lockdown after confirming its first official Covid infections, BBC reports.

State media have reported an Omicron outbreak in the capital, Pyongyang, but did not state the number of cases.

KCNA said leader Kim Jong-un had vowed to eradicate the outbreak, which it called a “severe national emergency” that had breached the country’s “quarantine front”.

But observers believe the virus has long been present in the country.

North Korea’s main way of combating Covid has been to seal its foreign borders – it was one of the first countries to do so, in January 2020.

On Thursday, KCNA said Mr Kim had ordered “maximum emergency” virus controls, which appeared to include orders for localized lockdowns and gathering restrictions in workplaces.

The North Korean news outlet added that the first case of the Omicron variant had been reportedly detected in the capital four days ago.

YEREVAN, MAY 14, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received Chair of the Accounts Chamber of Russia Aleksei Kudrin, the PM’s Office said.

PM Pashinyan said that this year marks the 30th anniversary of the Armenian-Russian diplomatic relations, which is marked by active bilateral high-ranking mutual visits. According to him, they contribute to the close partnership between the governments and other bodies, the strengthening of ties and exchange of experience. Pashinyan added that the purpose of the government is to make the activity of the public administration system more effective and in this context he highlighted Russia’s experience, as well as the cooperation of the Armenian Audit Chamber and the Accounts Chamber of Russia.

Aleksei Kudrin said that they have held productive discussions with Armenian partners, which, he said, are important in terms of applying new approaches in the activity. He also attached importance to expanding the cooperation and presented the activity and results of the Accounts Chamber.

The sides also exchanged ideas about other issues of the Armenian-Russian relations agenda.

Aleksei Kudrin also met with Armenia’s Deputy Prime Minister Mher Grigoryan during which they discussed the development of the cooperation.

“The meeting will take place in the first half of the day Thursday”, the source said. This information was confirmed by another source as well.

TASS reports citing CNN, the Security Council meeting was summoned on request of France and Mexico. It will be open and no vote on any issue is expected. The participants will listen to representatives of UN Office for the Coordination of Humanitarian Affairs (OCHA) and United Nations Children’s Fund (UNICEF), CNN report says.
