CSTO chief to meet Armenian president

MOSCOW, June 14

Secretary General of the Collective Security Treaty Organisation
(CSTO) Nikolai Bordyuzha will fly to the Armenian capital Yerevan on
Tuesday on a working visit.

He will hold talks on the state of affairs in the Collective Security
Treaty Organisation, as well as on issues to be put on the agenda of
the forthcoming CSTO session.

The press service of the CSTO Secretariat told Itar-Tass, “In the
course of his trip to the Republic of Armenia CSTO Secretary General
Nikolai Bordyuzha will inform Armenian President Robert Kocharyan of
the state of affairs in the organisation.” According to the Secretariat
official, Bordyuzha “also plans to meet the defence minister –
secretary of the Security Council under the Armenian president.”

“The main purpose of the trip is to inform President Kocharyan
and other top-ranking officials of the state of affairs in the
organisation, consider issues to be put on the agenda of the CSTO
session – the supreme CSTO body, due in the second half of June,
as well as meetings of charter bodies – the Council of Foreign and
Defence Ministers and the Committee of Security Council Secretaries,”
Bordyuzha said on Monday. “Armenia is one of the most active CSTO
participants,” he stressed.

In the view of Bordyuzha, Armenia’s activity is effective in all CSTO
spheres. The Caucasian (Russian-Armenian) coalition troops (forces)
group of the CSTO is a considerable component of the organisation’s
force. Armenia takes an active part in combating new challenges
and threats.

The working trip of the CSTO chief will last for three days. The
session of the Collective Security Council and a meeting of charter
bodies of the CSTO are planned to be held in Moscow on June 22-23.

CSTO participants are Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia and Tajikistan.

CBA Places Government Bonds In Armenia

YEREVAN, June 13. /ARKA/. Short-term government bonds of the
Central Bank of Armenia (CBA) have for the first time been placed in
Armenia. The CBA press service reports that the first issue of CBA’s
securities totaled 2bln AMD. The CBA issued 91-day government bonds of
the AMCB13129053 series. Bids made up 1,923,000,000 AMD. Government
bonds worth a total of 1,057,000,000 AMD were placed, 54.97% of the
bids and 52.85% of the announced issue volume. Fourteen dealers took
part in the tenders. The average weighted yield of government bonds
made up 4.6460%.

>>From now on, besides the traditional instruments of monetary policy,
the CBA intends to actively apply such instruments for sterilizing
access liquidity as regular issues of its own securities, (CBA’s
government short-term bonds). The CBA experts forecast a considerable
increase in dram liquidity in Armenia’s banking system. The reason
for that is that a new standard of compulsory reservation at the
CBA was enforced in Armenia on June 10, 2005. According to the new
standard, reservation of the funds attracted by Armenia’s commercial
banks will be carried out in terms of the corresponding currency – USD
reservation of USD funds, AMD reservation of AMD funds, EUR reservation
for EUR funds. As regards other currencies, USD reservation will be
carried out.

The minimum standard of compulsory reservation at the CBA is 8% of the
volume of attracted funds against the previous 6%. According to the
CBA’s latest information, on June 6, 2005, the compulsory reservation
volume at the CBA made up 30.2bln AMD, monetary base 141.9bln AMD
($1 – AMD 456.70) P.T. –0-

HIS HOLINESS RECEIVES THE AMBASSADOR OF ARMENIA

His Holiness Aram I received the ambassador of Armenian to Lebanon,
HE Arek Hovhannesian, in his office in the Veharan on June 13. The
ambassador, who recently returned from a trip to Armenia, conveyed
President Robert Kocharian’s greetings to His Holiness.

The ambassador and His Holiness discussed the internal situation
of Armenia. The ambassador gladly stated that the economy of the
country is growing and developing.

The two also discussed issues related to the internal situation
of Lebanon.

9th International Petersburg Economic Forum. Within his visit Ilham
Aliyev will meet his Russian counterpart Vladimir Putin and discuss

on Russia’s role in settlement of Daqliq Qarabaq conflict.

Baku is trying to incite the West against Yerevan by protesting
against re-location of Russian military hardware from Georgia to
Armenia, former Armenian prime minister and defence minister, now one
of the leaders of the Justice opposition bloc in the Armenian
parliament, Vazgen Manukyan, has said in an interview with Interfax.

“Azerbaijan’s anxiety and protests are artificial. Baku wants to play
this card in order to create an impression that Armenia is under
strong Russian influence and incite the West against Armenia,”
Manukyan said.

“Nothing extraordinary will happen in connection with partial
re-deployment of Russian military equipment from Georgia to Armenia,”
Manukyan went on to say.

“Georgia is pursuing its traditional policy aimed at limiting Russia’s
influence in the republic [Georgia], while Armenia traditionally links
its national security with the presence of Russian military bases on
its territory,” he said.

Armenian Prime Minister Andranik Markaryan, who is paying a four-day
working visit to Thailand, met Thailand’s Prime Minister Thaksin
Shinawatra today.

The parties discussed issues of cooperation in the spheres of
agriculture, tourism, education, health and industry.

Thailand expressed its interest in the joint production of medicines
and even in exporting them to third countries.

During the meeting, Markaryan invited Thailand’s prime minister to
visit Armenia. The Armenian prime minister is scheduled to meet the
president of the Thai National Assembly, Phokhin Phonlakun.

Speaker of the Milli Majlis of Azerbaijan Murtuz Alasgrov received
visiting Baku delegation of OSCE led by Head of the Election
Department of the Office for Democratic Institutes and Human Rights
Gerald Mitchell to exchange views on the preparation for the upcoming
parliamentary elections in Azerbaijan.

`Council of Europe Venice Commission recommendations relating to the
Election Code will be brought up for discussion in the Milli Majlis,
and I am sure the forthcoming parliamentary elections will be
democratic and transparent,’ the Speaker Murtuz Alasgarov said.

Speaking of the OSCE activities, he noted the organization should be
seriously engaged in tackling the Armenia-Azerbaijan conflict,
frankly express its attitude towards Armenia’s settling the occupied
territories, illegal elections conducted by unrecognized separatist
regime in Nagorno-Karabakh, and frequent violation of cease fire
regime by the Armenian armed forces.

Head of the Election Department of the Office for OSCE Democratic
Institutes and Human Rights Gerald Mitchell noted for his part that
the goals of the delegation’s visit was to become familiar with the
course of preparation for the elections. According to him, over a
week, the mission has estimated existing demands, and has held a
number of meetings whose results will be reflected in the report they
are to prepare.

The secretary of the security council under the Armenian president and
defence minister, Serzh Sarkisyan, today officially handed in
Armenia’s presentation document of the Individual Partnership Action
Plan [IPAP] and a letter from the Armenian president to NATO
Secretary-General Jaap de Hoop Scheffer.

Sarkisyan and Jaap de Hoop Scheffer also discussed issues of
developing relations between Armenia and NATO, as well as the
situation in the South Caucasus.

The Armenian minister visited Brussels to take part in a meeting of
the defence ministers of the member states of the Euroatlantic
Partnership Council.

the Equatorial Guinean jail Armenian Foreign Minister Vartan Oskanian when a
guest to Haylur TV news program congratulated the pilots and relations and
thanked all the states and persons, who attended to the settlement of the
problem, RA MFA press center reported. `It is a really good event and the
results were achieved thanks to joint activities. First of all the Armenian
President sent a letter to the Equatorial Guinea President, then Catholicos
of All Armenians appealed to the head of that country and also requested
Pope John Paul II for mediation. During his visit to Vatican Robert
Kocharian personally asked Pope for assistance. I visited Malabo and held
meetings with the FM and Prime Minister of Equatorial Guinea. The
contribution of some individuals is as well priceless. Here I would like
first of all to mark Ara Abrahamian, who used his business contacts and ties
in Russia and UNESCO’, Vartan Oskanian stated. He also added that he will
meet with the pilots upon their arrival in Yerevan.

Turkey legalizes the Denial of the Armenian Genocide – 2nd Part –

90 years have passed since Ottoman Turkey committed genocide against
its Christian Armenian subjects in 1915. Although several parliaments
have recognized the Armenian Genocide and many historians have
established that it is a historical fact, the Turkish government
still refuses to acknowledge it. It has, in the past 90 years,
implemented several methods to deny the genocide ever happened. The
latest of these measures was the recent criminalization of the
acknowledgement of the Armenian Genocide in the new Turkish Penal
Code, which took effect on June 1.

One of many Turkish Efforts to Deny the Genocide

Article 305 is one of the most recent moves in a campaign the Turkish
government has embarked upon to deny the Armenian Genocide. A
prominent historian on the Armenian Genocide, Richard Hovannisian,
has argued that during the years that followed the Armenian Genocide,
the strategy of the perpetrators of the Genocide and their successor,
the Turkish Republic, was `to avoid public discussion of the genocide
believing that in the course of time the survivors would pass from
the scene, their children would become acculturated and assimilated
in the Diaspora, and the issue would be forgotten.'(1) Hovannisian
has analyzed Turkish denial strategies and pointed out that one
often-used method is denial under the guise of historical debate. The
historian has examined in detail how the Turkish government attempts
to present a distorted version of historical realities.

Turkish Prime Minister Recep Tayyip Erodgan’s proposal to Armenia for
setting up a joint committee of Armenian and Turkish historians, to
examine the issue, might be considered as the latest such effort. The
proposal was rejected by the Armenian government based on the premise
that historians have already made their statements on the Armenian
Genocide. Instead, Armenian president Robert Kocharian proposed steps
towards establishing diplomatic relations between the two
countries(2).

Another historian, Rouben Adalian, has talked about three lines of
arguments advanced by disputers of the Armenian Genocide: The denial
thesis `reverses the course of history and depict the victims as the
victimizers’, the revisionist thesis does not deny the fact, but
tries to explain them in a way as to dispute that genocide occurred,
the justification thesis defends `the policy of genocide by regarding
the policy as an acceptable solution to a political problem.’ (3)

Article 305 of the Turkish Penal Code is only one example of the
denialist policy of the Turkish Government. Its significance,
however, lies in the fact that it `legalizes’ such denial and
sanctions punishments against those who affirm the fact.

Reactions to article 305

The reactions to the article have not been many. Moreover, no
justification has been given by any Turkish official or the
government for the adoption of the article. The only explanation for
it is included in the article itself, which considers affirmation of
the Armenian Genocide to be against `national interests’.

First news about the existence of the article broke before the
adoption of the Penal Code, when the European Armenian Federation for
Justice and Democracy (EAFJD), a Brussels based lobby group, issued a
press release, warning that the new Turkish Penal Code would
criminalize affirmation of the Armenian Genocide and calling on the
`European Commission to end its silence in the face of Turkey’s
denial campaign.'(4) The federation warned that the article is
`fundamentally incompatible with the European values of free
expression and called on political parties, governments and human
rights organizations across Europe to urge the European Commission to
demand justice for the Armenian Genocide.

Nevertheless, the Penal Code was adopted and with it the article.
Press releases issued by the EAFJD, the Armenian National Committee
of America (ANCA), a US based lobby group, and a couple of
non-governmental organizations condemning the article, attested to
its adoption.

In early October 2004, the EAFJD issued a press release informing
that it has submitted to the European Commission a detailed report
about the strategy of the Turkish Government vis-à-vis Armenian
issues. The report had a `special focus on the recent adoption of
article 305 which criminalizes the affirmation of the Armenian
Genocide.'(5) The executive director of the federation warned in the
press release that `this attack on liberty clearly contradicts
accepted international laws dealing with freedom of speech,
specifically articles 10, 11 and 14 of the European Charter of
Fundamental Rights’.
