Within the G-8 summit to be held in Sankt Petersburg July 15-17, no
proposal related to Azerbaijan and Armenia presidents’ meeting
entered, Official Baku stated that "We want to discuss the issue
related to settlement of Nagorno Karabakh problem in that meeting".

LAPD Looking For Man Who Robbed Van Nuys Bank

(CBS) VAN NUYS, Calif. A man with a two-inch scar on his upper left
cheek robbed a Bank of America in Van Nuys Friday, took about $1,000
and escaped in a taxi cab, police said.

The bandit walked into the bank in the 6500 block of Van Nuys
Boulevard at about 10:20 a.m. and "simulated a handgun" when
demanding cash, Officer Sara Faden of the Los Angeles Police
Department’s Media Relations section said.

He ran out of the bank and jumped into a yellow taxi, Faden said.

No injuries were reported in the holdup.

Police described the suspect as a white, Middle Eastern or possibly
Armenian man whose dark hair is streaked with gray. He is believed to
be 50 to 56 years old, 5 feet 8 inches tall and about 170 pounds with
brown eyes.

Police asked anyone with information to call the LAPD’s 24-hour tip
line at 1-877-LAWFULL.

WASHINGTON, JUNE 29, NOYAN TAPAN – ARMENIANS TODAY. U.S. Senate Foreign
Relations Committee members George Allen (R-VA) and Norm Coleman (R-MN)
bombarded U.S. Ambassador to Armenia Designate Richard Hoagland with
questions about official U.S. complicity in Turkey’s campaign of
Genocide denial, questioning him, during his confirmation hearing,
regarding his ability to effectively represent the United States in
Armenia without properly recognizing the Armenian Genocide, reported
the Armenian National Committee of America (ANCA).

In the days leading up to June 28 hearing, the Committee’s Ranking
Democrat, Joseph Biden (D-DE), in a strongly worded letter, demanded
that the Secretary of State answers questions concerning the recall
of the current U.S. Ambassador to Armenia John Evans, before he could
support the confirmation of his replacement.

At the hearing, Senator Paul Sarbanes (D-MD), joined with Senators
Coleman and Allen in sharply criticizing the Administration’s refusal
to speak truthfully on the Armenian Genocide. Senator Boxer, who
was unable to attend the hearing, submitted written questions to
Amb. Hoagland.

The hearing was marked by repeated calls upon Amb. Hoagland to clarify
the State Department’s policy on the Armenian Genocide.

In his opening remarks, Senator Allen, who chaired the confirmation
hearing, made specific reference to the Bush Administration’s decision
to recall U.S. Ambassador to Armenia John Marshall Evans for referring
to the deportation and death of 1.5 million Armenians in 1915 as a
clear instance of "genocide."

"Some have expressed concern that Ambassador Evans has been relieved
of his duties as a result of references to the Armenian Genocide,"
stated Sen. Allen.

"I do not know this to be true, but will say that many of my colleagues
and I refer to the tragic events of 1915 as genocide and have strongly
encouraged the President to do so as well. I hope that in the future
the Administration will recognize this terrible event for what it
was – genocide."

The Virginia Senator – and potential 2008 Presidential candidate –
then went on to question Amb. Hoagland about the instructions he
has received about discussing the Armenian Genocide, as well as
the instructions he intends to issue to his Embassy staff on this
matter. In response, Amb. Hoagland stated that, "the President has
said, this is a tragedy for all humanity and one that the world must
never forget." He went on to note that he had not received "any kind
of written instruction about this. I simply studied the policy, I
studied the background papers on the policy, I know the policy and
my responsibility is to support the president."

Amb. Hoagland noted on a number of occasions during the hearing
that, as a Foreign Service officer who has dealt with the Caucasus,
he has visited the memorial to victims in Armenia in Yerevan, and
would do so again, should he be confirmed. He added, however, that
he was against "getting stuck in the past" and wanted to focus on
"living in the future."

Minnesota Senator Norm Coleman noted that, "you can’t look to
the future if you deny your past." Sen. Coleman was relentless but
respectful in his questioning, stating that, "the State Department has
put you in a difficult position. It is almost absurd for you to sit
here and you can’t utter the word ‘genocide.’ The President’s statement
that he utters every year is a description of genocide. One of the
things I was proud about the State Department is when we talk about
the Genocide in Sudan – it’s genocide what’s happening in Darfur."

Senator Coleman raised the 2000 statement by then Governor George Bush
that, "Armenians were subjected to a genocidal campaign that defies
comprehension," asking Amb. Hoagland, "do you agree or disagree
with that statement." Amb. Hoagland avoided directly answering the
question, noting instead: "I fully agree that events occurred in 1915
and following were of historic proportion.

As I said, they were documented, they were horrifying. As we heard
from Senator Sarbanes earlier on – ‘hundreds of valleys devastated,’
‘no family untouched’. It was historic, it was a tragedy."

When asked by Senator Coleman why he thought the State Department
barred the use of the term "Armenian Genocide," Amb. Hoagland dodged
the question, stating: "I am very much encouraged by the fact that
there are senior officials in Yerevan and Ankara and elsewhere
who do like to bring closure to that period of history. They are
looking for new ways of doing it. There are talks of commissions –
the truth and reconciliation commission concept is being explored
in quiet conversations. If we could I would very much like to meet
with senior officials in Ankara and Baku because I think that could
be helpful – it would help me understand better how to play a role
of reconciliatory and a peacemaking role."

In his comments, Senator Coleman stressed the theme that a
U.S. Ambassador to Armenia who does not recognize the Armenian Genocide
lacks credibility. He noted that, "I am of the Jewish faith. I cannot
imagine an Ambassador to Israel being effective without talking about
the Holocaust. I am not sure how we can continue to have Ambassadors
to Armenia who can be effective, unless they give recognition to
the Genocide."

Senator Sarbanes, in his opening remarks, expressed "regret that we
were called to hold this hearing today, in part to replace a career
Ambassador prior to the completion of a three year tour of duty. We
would not be in this situation, if the Administration would simply
acknowledge a plain historical truth that 91 years ago, the world
witnessed the first Genocide of the 21st century – the Armenian
Genocide." Sen. Sarbanes spoke eloquently about the U.S. Foreign
service officers who witnessed the Armenian Genocide in 1915, and
whose observations remain a permanent part of the U.S. archives.

Senator Barbara Boxer, who was not able to attend the
hearing, submitted remarks and detailed written questions to
Amb. Hoagland. Noting Amb. Evans’ statement in February 2005, properly
characterizing the Armenian Genocide as "genocide," Sen. Boxer stated,
"I agree with Ambassador Evans’ statement. Not only should we not play
word games with a matter as serious as genocide, we should also not
play political games with issues of genocide." The Senator went on
to express concern "that the controversy surrounding Ambassador Evans
will needlessly harm U.S.-Armenian relations. I understand that there
are protests in front of the U.S. Embassy in Yerevan today over the
recall of Ambassador of Evans. How would you respond to this concern?"

Sen. Boxer’s reference was to a candle-light vigil held today in
Yerevan by hundreds of human rights activists during the Senate
confirmation hearing, as part of the "Yellow Ribbon Campaign"
protesting the firing the Amb. Evans.

On April 24th, tens of thousands had tied yellow ribbons in solidarity
with the U.S. Ambassador, who had stood with the Armenian people in
honoring the victims and survivors of the Armenian Genocide.

In response to questions on the Turkish and Azerbaijani blockades of
Armenia and the proposed Kars, Tbilisi, Baku railroad, Amb. Hoagland
was adamant about the Administration’s decision not to fund any
project that would hinder regional integration and cooperation. When
asked about efforts to maintain military aid parity to Armenia and
Azerbaijan, Amb. Hoagland would not commit to equal allocations
of military aid to both countries. Sen. Allen reminded the nominee
that the Senate plays a central role in ensuring military aid parity
and that he would continue to work hard to ensure the aid balance
is maintained.

In his closing comments, Senator Allen urged Ambassador-designate
Hoagland "to be respectful to Armenian Americans and also to Armenians,
recognizing their heritage, their history, their sensitivities."

"We appreciate the leadership of Senators Allen, Coleman and Sarbanes
in pressing hard for a detailed explanation of the U.S. policy on
the Armenian Genocide – and commend Senator Biden for his principled
demand that the Senate receive clear answers on this issue from
the State Department before moving ahead with the nomination of a
new envoy to Yerevan," said ANCA Chairman Ken Hachikian. "We were
deeply disappointed that, in response to these legitimate inquiries,
Ambassador-designate Hoagland – apparently at the direction of
his superiors in the State Department – limited his responses to a
series of unresponsive evasions and euphemisms intended to obscure –
not explain – the U.S. policy on the Armenian Genocide."

"We have said from the start – and believe even more firmly today –
that the U.S. Senate cannot, in good conscience, approve the nomination
of a new ambassador to Armenia until the circumstances of the current
envoy’s controversial firing – including a thorough description of
the U.S. policy on the Armenian Genocide – are fully, officially and
openly explained to Congress and the American people," said Hachikian.

The full Senate Appropriations Committee voted to cut economic
assistance to the Republic of Armenia in the Fiscal Year (FY) 2007
Foreign Operations bill. While the aid level is equal to the overall
budget request of $58 million, the Freedom Support Act (FSA) account
was sharply decreased to $34.2 million, more than half of last years
enacted level of $75 million.

"Given that Armenia remains blockaded on its east and west, continued
robust funding is vitally important," said Executive Director of
the Armenian National Committee of America Bryan Ardouny. "The
Assembly is therefore concerned about this overall decrease and
looks forward to working with the Senate and House to provide the
necessary resources for Armenia’s security, prosperity and democratic
growth." In a positive development, initial reports indicate that
the Senate Appropriations Committee reinstated military aid parity
between Armenia and Azerbaijan for FY 2007. The legislation, which
allocates $4.29 million in military financing to both countries,
signals that Azerbaijan’s continued war rhetoric is not welcome and
is in fact counterproductive.

"The Armenia-Azerbaijan conflict over Nagorno-Karabakh and all other
international issues should be settled only within some framework.

This problem cannot be solved in accordance with anybody’s desire,
in particular, if this desire does not reflect the reality and is
beyond the framework of the international law", said President Ilham
Aliyev in his speech at the graduation ceremony at Heydar Aliyev High
Military School.

"International law applies to all countries. If international rules,
norms of behavior, decisions of international organizations are
not observed and the decisions do not result in taking measures,
it will break all international rules of behavior since the world
is governed in accordance with some rules. All countries are members
of the United Nations and UN is the world’s major organization. This
organization has adopted four resolutions on the Armenia-Azerbaijan
conflict, which openly state that armed occupation forces should
unconditionally leave the occupied territories" he continued.

"Unfortunately, Armenia disregards this and does not comply with
these resolutions. In this case, we no longer count on international
mechanisms of settlement", President Ilham Aliyev added.

The US cochairman of the Minsk OSCE group uncovered some details
of negotiations between the presidents of Armenia and Azerbaijan
regarding the Karabakh conflict in an interview with Radio Liberty.

He stated that the group prepared a framework agreement aimed at
asking Armenia to withdraw its troops from Azerbaijan’s territory. At
the same time, the document is aimed at improving diplomatic and
economic relations between Armenia and Azerbaijan, and deploying
a peacekeeping contingent in the conflict zone. In addition, it’s
supposed to support Nagorny Karabakh and organize a referendum on
the status of the territory.

The US representative noted: "The presidents of Armenia and Azerbaijan
received a concrete document, which they refuse to accept." He refused
to say what clauses of the document the presidents reject. "We ask
the presidents to accept the framework agreement but this requires
their political will."

ANTELIAS SEMINARY CONCLUDES ITS ACADEMIC YEAR WITH ITS 76TH ANNUAL CEREMONY

The Theological Seminary of the Catholicosate of Cilicia marked the
end of its 76th academic year in a ceremony held at Bikfaya on June
23 under the auspices of His Holiness Aram I.

The program of the ceremony included readings from the Bible and
"Nareg" as well as a performance of a musical poem by the Seminary’s
choir on the occasion of the year of the Armenian School.

Speaking on behalf of the graduates, Rev. Fr. Sahag Yemishian expressed
his gratitude to the Pontiff, the Seminary’s management and staff
for their role in his and his classmates’ spiritual formation.

V. Rev. Fr. Krikor Chiftjian read the year-end report that included
details on the work of the Seminary’s management and staff, the
religious, educational and social aspects of the Seminary’s life and
this academic year ‘s graduates.

Congratulating the students with the highest grades and the highest
records of good behaviors, V. Rev. Fr. Chiftjian invited the Catholicos
to distribute the diplomas and pass on his pontifical blessings to
the graduates.

Praising the work of all those involved in the Catholicosate
of Cilicia’s Seminary, His Holiness said: "We do not speak about
our work; let the nation itself be the judge. We will increase our
carefulness, particularly in the face of misleading phenomena our
approach will be clear and tough. We have the courage to say "no"
to personal and on-the-side interests in the face of our nation’s
and church’s collective interests."

Addressing the graduates, His Holiness then said: "a person is a
value in as much as he serves the collective values of the church
and nation. It is with this spirit and commitment that we formed
you under this roof to send you off to our people. Whether you serve
as spiritual or as secular men, you will pretend to hold on to the
Bible, but you will live it and bring it to life in the lives of the
faithful. Go and take with you what you received in the Seminary,
put it in the service of our people through yourselves."

A reception followed at the end of the ceremony.

1) Istanbul Patriarch Bartholomew Meets Karekin, Urges Solidarity

(AP)–Ecumenical Patriarch Bartholomew I urged the world’s Orthodox
churches to
minimize differences and seek solidarity as he met with the head of Armenian
Apostolic Church on Wednesday.
Deep divisions are prevalent throughout the Orthodox Church. Although
Bartholomew controls several Greek Orthodox churches around the world,
including the Greek Orthodox Archdiocese of America, and is considered the
spiritual leader of some 250 million Orthodox worldwide, relations with two of
the largest churches, in Russia and Greece, remain tense. The Armenian
Apostolic Church also operates independently and is not under his
jurisdiction.

The two spiritual leaders met under heavy security and after a brief
religious
ceremony in Istanbul, the formerly Greek Byzantine city of Constantinople that
is the seat of Bartholomew’s Orthodox Patriarchate. Karekin II, Catholicos of
All Armenians, was accompanied by clerics wearing long black robes and black
hats. His hat bore a jeweled cross and he held a staff with a golden handle.
"We must always keep in mind that we aim only for the glory of God,"
Bartholomew said in a speech to Karekin II in which he touched on the ancient
split between the two churches. "He himself taught us this: ‘May they all be
one.’ It is a sacred goal." Bartholomew praised what he called the ongoing
"unofficial theological meetings" between the two churches, saying the
dialogue
between them began in the fifth century.
Armenian Christians pride themselves on being descendants of the first people
to adopt Christianity as their official national religion. The Armenian
national church was established in AD 301. That predates the Roman Empire’s
edict of AD 313 tolerating Christianity, which was previously illegal, and was
94 years before it became the official religion of Rome and the Orthodox lands
of the East.
Karekin arrived in Istanbul on Tuesday for a weeklong visit to the Armenian
community here and to hold talks with Bartholomew. He is expected to visit
several Armenian churches in Istanbul, as well as Armenian graveyards and
other
religious sites including the Hagia Sophia. Both Armenians and Greeks had huge
roles in the history of the city, though their numbers have dwindled to just a
few thousand combined.
Police tightened security to protect the visiting cleric from Turkish
nationalists who protested his arrival on Tuesday night, prompting the police
to accompany Karekin out of the airport through a separate entrance. Karekin
has angered Turks by openly discussing the Armenian genocide.

2) Canadian Company to Search for Oil and Gas in Armenia

YEREVAN (PanArmenian)A Canadian energy company, Transeuroenegery Corporation,
will launch an exploratory mission to search for oil and gas fields in the
Armenian regions of Armavir, Krasny, and Shoghaghbyur.
"I am sure there are oil and gas deposits in Armenia," said the head of the
corporation’s Armenian Office Mike Smith. "Why shouldn’t Armenia have oil and
gas, if all their neighbors have them? In the past, in my opinion, Armenia was
not lucky and prospecting works were not a success. However I am sure Armenia
has oil and gas deposits," he remarked.
According to Smith, researchers searched for oil in Armenia in the 1970’s,
but
they were not pursuing commercial goals. "We are ready to introduce the
necessary technical equipment and get responses to the questions of interest,"
Smith said.
The Canadian corporation has just signed an agreement with an exploration
company, which is ready to transport more modern equipment to Armenia.
"This equipment will allow exploring at depth of 2500 meters, while causing
minimal damage and getting the maximal outcome," Mike Smith said.
He said the project will begin in September, while the first results will be
ready in February 2007.

3) Murderer of Armenian Citizen Found Guilty in Russia

YEREVAN (PanArmenian/RFE/RL)A court in the Russian town of Kostroma found
Alexander Belov, Alexander Serov, and Andrey Potapov guilty for planning and
committing the murder of an Armenian citizen, Ivan Khaltyan.
Although the prosecutor demanded a life sentence for Potapov, the murderer
was
sentenced to 21 years in prison. His accomplices received 18 and 8 years in
prison for their involvement.
The month-long interrogation process also resulted in weapons charges against
the accused. They have 10 days to appeal the verdict.
This case is only the latest in a string of ethnic violence in Russia. At
least six ethnic Armenians were beaten, stabbed or shot to death this year in
xenophobic extremism targeting dark-skinned immigrants from the Caucasus,
Central Asia, and Africa.
The Russian authorities’ failure to solve the vast majority of those crimes
has is increasingly raising eyebrows in Armenia, leading to pressure from the
Armenian Government on Moscow to stop the violence.
Armenian President Robert Kocharian and Prime Minister Andranik Markarian
raised the issue with a visiting senior Kremlin official last week.
The two men told President Vladimir Putin’s representative to southern
Russia,
Dmitry Kozak, that they expect tougher action against Russian neo-Nazi groups
responsible for the increasingly serious violence.
Kocharian said the Russian law-enforcement bodies, widely accused of
inactivity and even connivance in the deadly attacks, should act in a more
"quick, steadfast, and understandable" manner.
Markarian urged Moscow to take "serious steps to identify and bring the
guilty
to justice as well as to avert more such incidents."
According to Markarian’s press service, while condemning the racist murders,
Kozak said that "they are not specifically directed against Armenians" and
that
"the Russian authorities are doing everything to solve and rule out such
crimes."

4) Kocharian to Attend CSTO Meeting in Minsk

YEREVAN (Armenpress)–Armenian President Robert Kocharian will visit Friday
the
capital of BelarusMinskto attend a recurrent meeting of the Council of the
Collective Security Treaty Organization (CSTO), made up of the heads of its
member countries.
The Council meeting will be preceded by meetings of CSTO Foreign Ministers,
Ministers of Defense, and Secretaries of Security Councils.
The meeting of the CSTO Council will focus on sweeping reforms of the
regional
security organization and will set priorities for future activities.
The heads of CSTO member states–Armenia, Belarus, Kazakhstan, Kyrgyzstan,
Russia, and Tajikistan–will also focus on current developments in neighboring
regions, including Afghanistan and Iran.
The meeting is also expected to discuss a draft document on CSTO reform and
further improvement of its activities.

Nagorno Karabakh is the international community’s part, and the
conduct of the international scientific conference in Stepanakert
is quite logical. A scientific worker of the Russian Institute of
the World Economy Victor Nadein-Raevsky, who is participating in the
conference’s work, expressed his opinion to journalists in Stepanakert,
Novosti-Armenia reports.

In his words, the international community should be informed of the
situation in the world’s "tense" region. "If we recall the Russian
President’s words concerning other regions, he stated "one should
consult with a nation on the issues’ resolution". "Generally speaking,
the nation’s power has not been cancelled", noted the Institute’s
worker.

The international scientific conference titled "Nagorno Karabakh
Republic: Past, Present, Future" dedicated to the 15th Anniversary
of the NKR’s declaration opened today at the Artsakh State University.

About 200 representatives of over ten countries, including RA, France,
the US, Russia, Germany and UK take part in the measure.

There will be three sections in the course of the conference –

MHER SHAHGELDIAN RESIGNS POST OF HEAD OF ARMENIAN DELEGATION TO NATO PA

YEREVAN, JUNE 22, NOYAN TAPAN. Mher Shahgeldian, the Deputy Chairman
of the "Orinats Yerkir" (Country of Law) party, the former Chairman
of the RA National Assembly Standing Committee on Defence, National
Security and Internal Affairs, officially informed Parliament Speaker
Tigran Torosian on June 21 that he resigns the post of the head of
the Armenian delegation to the NATO Parliamentary Assembly. Radio
Liberty informs about it.

After the "Orinats Yerkir" party’s leaving the staff of the rulling
coalition, Shahgeldian resigned the post of the committee head what
does not suppose that he was to compulsory resign the post of the
head of the Armenian delegation to the NATO PA.

It is expected that Aramayis Grigorian, the newly elected Chairman
of the Committee will be appointed the new head of the Armenian
delegation to the NATO Parliamentary Assembly.
