FC Adana Yerevan may have missed out on this season’s
UEFA Futsal Cup but Armen Gyulambaryan is celebrating
after being awarded the 2006/07 European Futsal Golden
Shoe by futsalplanet.com for the third time in four
years.

Century of goals
In a competition based on football’s ESM Golden Shoe,
the standings are decided by goals scored in last
season’s domestic top divisions, with leagues rated
between 1.0 and 2.0 per goal depending on their
relative strength and the number of matches played.
Gyulambaryan, previously the leading marksman in
2003/04 and 2004/05, scored an incredible 129 goals in
the 20-game Armenian Premiere League as Adana finished
second behind FC Politekhnik Yerevan. His 2006/07
total was 61 goals greater than any other – and more
importantly Gyulambaryan’s points tally of 129 left
him 33.8 clear of second-placed Nazmi Jakupi, whose 68
strikes for Elita Tetovo of F.Y.R. Macedonia were
worth 1.4 points each.

Betinho third
In third place was the 2005/06 winner Betinho of
Belgium’s PB Morlanwelz, who registered 49 goals for
88.2 points. It kept up the Belgian league’s good
record in the competition as TLR Atwerpen 2000’s Edwin
Grunholz was the inaugural 2002/03 winner. The
highest-placed player involved in this season’s UEFA
Futsal Cup was Ricardinho of Portuguese champions SL
Benfica, fifth after recording 39 goals for 78 points.

A broad spectrum of Los Angeles area community groups have joined with
national organizations in speaking out in support of Congressional
legislation recognizing the Armenian Genocide and in voicing their
disappointment over the Anti-Defamation League’s (ADL) ongoing
opposition to this human rights legislation, reported the Armenian
National Committee ï~^- Western Region (ANC-WR).

The comments come in response to the ongoing controversy surrounding
ADL National Director Abraham Foxmanï~^’s recent statements regarding
the Armenian Genocide in which he publicly opposed House and Senate
Armenian Genocide resolutions (H.Res.106 /S.Res.106). H.Res.106 enjoys
the broad bipartisan support of over 225 cosponsors in the House,
a clear majority of its membership, while S. Res. 106 currently has
31 cosponsors.

UCLA History Professor David Myers argued that, ï~^"Foxman should
follow the logic of his own statement and take the essential next step
of supporting HR 106". The well-respected scholar went on to urge the
Southern California ADL Board to ï~^"either announce its support for H.

Res. 106 – if not here in the heart of the Armenian Diaspora, then
where? Or else renounce the organizationï~^’s declared mission ï~^’to
secure justice and fair treatment for all.ï~^’ï~^"

Jewish World Watch Founding President and Executive Director Janice
Kamenir-Reznik and Tzivia Schwartz-Getzug concurred, stating that
ï~^"as a community with first-hand knowledge and experience of
the ravages of genocide, we have a particular moral obligation
to stand up and ask our government to recognize what we know as
true: that 1.5 million Armenians were systematically slaughtered
in a government-sponsored campaign of genocide against them. The
Anti-Defamation Leagueï~^’s announcement that it would finally
recognize the Armenian Genocide as genocide is clearly a step in the
right direction. However, we believe that the ADL, the premiere Jewish
anti-discrimination agency in this country, must go a step further
and join in asking our government to do the same.ï~^" Similarly,
Progressive Jewish Alliance Executive Director Daniel Sokatch
noted. ï~^"ï~^’Never Againï~^’ applies to all people everywhere.ï~^"

These Southern California Jewish American leaders and organizations
added their voice to a broad range of organizations which have
called for passage of Armenian Genocide legislation, including the
American Federation of Jews from Central Europe (New York, NY), the
American Jewish World Service (New York, NY), Americans for Peace
Now (Washington,D.C.), the Center for Russian Jewry with Student
Struggle for Soviet Jewry (New York, NY), the Jewish Social Policy
Action Network (Philadelphia, PA), Jewish War Veterans of the USA
(Washington, D.C.), Reconstructionist Rabbinical College (Wyncote,
PA), the Union for Reform of Judaism (Washington, D.C.), Workmenï~^’s
Circle/Arbeter Ring (New York, NY) and the Zionist Organization of
America (New York, NY)

Leaders in Californiaï~^’s prominent Greek American community
also voiced serious concern over the ADLï~^’s morally unjustified
position. "Abraham Foxman’s refusal to support passage of H. Res. 106
properly acknowledging the facts of the Armenian Genocide betrays
the years of service that the ADL has devoted to educating the world
about the facts of the Jewish Holocaust. Being selective when it
comes to proper genocide acknowledgement is simply absurd. Hundreds
of thousands of Greeks living in the Ottoman Empire were massacred
alongside the Armenians. We urge the ADL to take the moral high ground
and support this critical piece of legislation in respect for all
victims of genocide," remarked Aris Anagnos, Vice President of the
American Hellenic Council of California.

Darfur activists also spoke out urging the ADL to support the
resolutions. ï~^"To recognize the Genocide and to stop short of
supporting the Resolution turns a noble quest for justice into a game
of politics. The Armenian Genocide is not up for debate, and therefore,
the Resolution must be passed in order for justice to be served for
all victims of genocide and mass-atrocities,ï~^" stated Pastor Vazken
Movsesian, Priest at Saint Peter Armenian Church and Youth Ministry
Center in Glendale, California. Movsesian is also the Director of In
His Shoes Ministries, a mission and movement which rallies support
for the suffering in the world, and has traveled to Africa to help
end the cycle of genocide.

Sarah Czuleger, member of the University of California, Santa Barbara
Chapter of STAND, an anti-genocide student coalition, stated that,
"as an organization committed to ending the cycle of genocide,
we call upon the ADL and all community and civic organizations to
support the Armenian Genocide resolutions in Congress."

the passage of H. Res. 106. In solidarity with worldwide Save
Darfur Coalitions, the Darfur Action Committee understands the
moral and humane importance of recognizing the first genocide of
the 20th century. In order to take action and provide aid for the
people of Darfur, the international community must first heal the
past. Our hearts and efforts stand with the Armenian community in
this incredibly imperative issue,ï~^" stated Anita Issagholyan,
co-chairwoman of the Darfur Action Committee at the University of

rights, genocide recognition and justice for all mankind by supporting

On September 12th, the NKR president Bako Sahakian had a consultation
with groups of the NKR NA. The main theme of the discussions was the
candidature of the NKR Prime Minister. The president in the Parliament
presented the candidature of Ara Haroutyunian to the presented parties
as the leader of executive power. B.Sahakian pointed, that nominating
the candidature,he took into consideration his honesty, proffessional
experience and abilities, passed military and political way. The
leader of the republic underlined, that political consultations
and discussions will be traditional henceforth in passing the most
important resolutions for the country. During the discussion a number
of questions having a relation to the statebuilding were also roused.

The head of the NKR president’s stuff Marat Moussaelian also

OSCE Chairman-in Office and Spanish Foreign Minister Miguel Angel
Moratinos, currently on a visit to Russia, speaks on the main items on
the international agenda and the priorities of OSCE activity during
Spain’s presidency at the organization in an interview with Interfax
journalists Olga Golovanova and Yekaterina Komissar.

Mister Moratinos, your personal representative at the probe into the
‘missile incident’ visited Russia and Georgia last week. What does
his report deal with?

My personal representative will deliver the report to the OSCE
Permanent Council in Vienna next week. All OSCE member states will
learn the contents of the report there. However, the main conclusion
contained in [Miomir] Zuzul’s report is that dialogue between Russia
and Georgia is needed.

I hope our conversation with Russian Foreign Minister Sergei Lavrov
will contribute to an improved relationship between Russia and Georgia.

What is the goal of the Spanish Prime Minster Jose Luis Rodriguez
Zapatero’s forthcoming visit to Russia?

What are the priorities on the agenda of his visit?

Prime Minister Zapatero will visit Russia in late September in order
to strengthen the current brilliant relationship between Spain and
Russia. Zapatero will be paying his third visit to Russia. I would
like to remind you that Russian President Vladimir Putin visited
Madrid in 2006.

We hope that the prime minister’s visit will contribute to closing
the positions between our leaders and will strengthen confidence in
bilateral relations. They will be able to discuss bilateral relations
and the international agenda.

Political dialogue between Spain and Russia, trade and economic
relations, Spanish investment in Russia, and culture and energy will
be discussed within the framework of the visit. The international
problems that will be discussed include the situation in the Middle
East, Iran, the Balkans, and Spain’s presidency at the OSCE.

It is common knowledge that Spain is the eighth largest economy in
the world, where Russia also plays an important role. The two leaders
should synchronize their positions. They will discuss terrorism,
climate change, and migration. The meeting will be important for
both parties.

You said that energy will be discussed at the meeting. Does this deal
with joint projects?

It is well known that Spain is more oriented toward Northern Africa,
the Maghreb. However, the international situation is developing in
such a way that energy relations with a country like Russia need to
be developed. Spain, as a member of the European Union, would like
to play a specific role in the development of further cooperation
between Russia and the EU.

Mister Moratinos, Russia has on many occasions underscored that the
OSCE needs reform in order to make it a full-fledged international
organization, in particular to develop its charter. Russia has also
accused the OSCE of an incapability to adjust itself to the present-day
situation, and of paying attention to humanitarian issues at the
expense of security and economic issues. Could you comment on this?

Russia’s concerns are partly justified. Indeed, the OSCE should
adjust to the new challenges and threats of the 21st century. From
this point of view, I should note that the Spanish presidency of
the OSCE is paying considerable attention to Russia’s proposals to
reform the organization. At the same time, our presidency pays the
same amount of attention to all dimensions of OSCE activity. We also
pay attention to military and political security, and we discuss the
status of the organization itself.

I think that we will have an opportunity to give additional impetus to
the solution of the issue of the OSCE charter at a ministerial meeting
of OSCE members in Madrid in November. Of course, all countries should
make efforts.

I should also point out that the Spanish presidency views military
and political cooperation, particularly in the area of countering
terrorism, as crucial. We are striving to give additional impetus to
the resolution of frozen conflicts and to introduce a family spirit
in the OSCE, which should become a priority of the organization.

However, we have not forgotten about the economic and environmental
facets of our work. A document on environmental protection may be
developed at the OSCE ministerial meeting in Madrid.

Finally, it is quite natural that humanitarian aspects are
important for us. I must say that we have done a good job during
various electoral campaigns, for example the recent election in
Kazakhstan. Ukraine will also hold elections soon, and two days after
the ministerial meeting in Madrid we hope to take part in the Russian
electoral process.

We are developing; we are fighting intolerance against Muslims and
anti-Semitism. A meeting which will focus on tools and measures that
will be used to counter manifestations of intolerance against Muslims
will take place in Cordoba, Andalusia, in October.

Today, the OSCE is an organization that is in demand more than ever
before. I must say that if the OSCE did not exist, it would have to
be created, because it allows its member states to find common ground
on crucial issues such as security and cooperation.

Russia has frequently criticized the activity of the OSCE’s Office
for Democratic Institutions and Human Rights, which monitors the
elections. Russia believes that the ODIHR applies double standards when
it monitors the elections on post-Soviet territory. Could you comment
on this? Does the OSCE plan to monitor the parliamentary elections
in Russia, and if so, how many observers does it want to send?

The OSCE enters political life only when it is invited to a country
holding elections. I am convinced that the Russian leadership will
invite the OSCE to take part in the elections. It seems to me that
the OSCE’s participation should be viewed in positive manner. The OSCE
should help the Russian agencies organizing the elections. In no case
should the organization be treated as a foe. Russia is a member of the
organization and it that is why it should protect common principles.

There have been certain controversies between the ODIHR and the
Parliamentary Assembly over elections. I think the Spanish presidency
has managed to make these two organizations work more efficiently. In
any case, the recent elections in Armenia and Kazakhstan were
satisfactory. We hope this will be the case in Russia as well.

I think the elections in Russia will be held in a good manner, within
the framework of electoral legislation. It seems that the OSCE will
not have any problems.

I cannot say how many OSCE observers will monitor the elections in
Russia. Russia is a huge country. The issue is for experts to decide,
they should determine the number of observers in the regions.

What is Spain’s position on the status of Kosovo? Do you think that
were the region granted independence it would create an international
precedent? Are you concerned by the Basque issue from this viewpoint?

Kosovo has no relation to territorial and administrative divisions in
Spain from either a political, diplomatic or a legal position. However,
we are concerned by the Kosovo situation and its influence on security
in the Balkans.

Our position is that diplomatic efforts should be made in order to find
a solution acceptable to every party which comply with international
legislation. I think that the efforts of various countries will
result in proposals being developed that meet the requirements of
all the parties.

The Kosovo problem is primarily a problem of a European scale to
Spain. Europeans should compromise to solve the issue. It is important
for Spain that unity within the framework of the EU is maintained,
that no attempts to make unilateral actions are made before the EU
develops a common position on the issue.

However, we would like that new efforts and contacts made by
representatives of the EU, the United States and Russia have resulted
in a certain agreement. It is well known that the Balkan states are
applying for EU membership. If they want to be real Europeans, they
should of course listen to what Europeans are saying.

And we, as Europeans, should decide on what we want to do and what
our actions should be to prevent instability and crises in this part
of Europe. We should somehow urge the parties to come to a mutually
acceptable solution.

How do you view Russia’s decision to introduce a moratorium on the
Conventional Armed Forces in Europe (CFE) Treaty?

As OSCE chairman-in-office I was concerned by this from the very
beginning. However, I think that if we all use the moratorium
to continue further talks, the situation will be profitable for
everyone. It is possible that Russia’s opinion will contribute to
helping the signatories of the CFE Treaty, which are concerned by
the situation, to come up with a position on the issue.

I will tell Mr. Lavrov about my decision to appoint an employee of
my ministry to be in charge of CFE Treaty issues only.

My goal is to see a statement stating that we all want the [adapted
CFE] treaty to be ratified and that there is political will to solve
all problems related to the application of the treaty signed at the
ministerial meeting in Madrid. Of course, we will negotiate this.

Mister Moratinos, is Spain is concerned by the U.S.’ plans to deploy
elements of its national missile defense in Europe and does Russia’s
position receive backing in Madrid? What is the most appropriate
rostrum to discuss missile defense issues?

Every party can solve NMD related issues at a bilateral level. That is
why Poland and the Czech Republic have the right to set up particular
relations with the U.S. This right should be respected.

However, the issue should be looked at from an international
angle. This requires negotiations and explanations. We have always
thought that there should be dialogue between the United States
and Russia. That is why the NATO-Russia Council (NRC) pays so much
attention to asking the U.S. to explain every aspect of its decision.

It would be perfect if dialogue between Russian and the
U.S. continues. We desire that all explanations are presented with
transparency and clarity.

Negotiations For Development Of Armenian-German Intergovernmental Co

NEGOTIATIONS FOR DEVELOPMENT OF ARMENIAN-GERMAN INTERGOVERNMENTAL COOPERATION START

YEREVAN, September 11. /ARKA/. Negotiations for the development of
Armenian-German intergovernmental cooperation have started in Yerevan.

The press service of the RA Finance and Economy reports that the
negotiations are being conducted by RA Minister of Finance Vardan
Khachatryan and Head of the Department for Central Asia and South
Caucasus, German Ministry for Economic Cooperation and Development,
Rolf Baldus.

The negotiations agenda includes issues related to programs implemented
in the financial and private sector, energy, water economy, ecology
and other spheres, as well as issues of long-term cooperation.

The sides are also to discuss the issue of signing an agreement on
the abolition of double taxation. The two-day negotiations are to end
in the signing of am protocol aimed at the development of bilateral
partnership.

Participating in the negotiations are members of the RA Government
and of the two countries’ delegations. The German delegation includes
the newly appointed German Ambassador Andrea Victorin.

Armenia and German established diplomatic relations on January 31,
1992.

Financial cooperation programs were launched in 1995. The bilateral
cooperation was expanded after the intergovernmental negotiations in
2001, with the regional program "Caucasian Initiative" being involved.

Armenian-German financial cooperation was aimed at the development of
three principal spheres: the financial and private sectors, energy
and water management. Specifically, the funds were allocated for
the development of small and medium business, repair of high-voltage
substations, renovation of small hydro-power plants, mortgage market
development, renovation of water-supply and drainage systems.

Technical cooperation is focused on communal development, legal
reforms and private business development.

Armenia has received about ~@190mln under Armenian-German cooperation
programs.

Today Armenian foreign minister Vardan Oskanyan received a delegation
from the British House of Lords led by Baroness Caroline Cox. We note
that the baroness took part in the September 7 inauguration ceremonies
of newly-elected president Bako Sahakyan in Karabakh.

The foreign ministry’s news department thanked Baroness Cox for her
work in obtaining international recognition for Karabakh over the
years, and for the peaceful solution to the conflict.

At the request of the guests, Oskanyan told the current state of
Armenian-Turkish relations as well as Armenia’s efforts concerning
international recognition of the Armenian Genocide. The delegation
from Great Britain also included House of Lords member Sir David Alton.

the terms and order of the Russian bases withdrawal," he added.

"The transportation operations are fulfilled according to the schedule
coordinated with all sides concerned.

161 articles of military equipment will be conveyed to the 102nd
Russian base in Gyumri in 2007. These are 109 vehicles, 6 armored
troop-carriers, 5 missile and artillery assets, 41 tractors,

"Our party like all the other political forces in the country is
experiencing a stage of quest for possible format of participation in
the presidential election," Secretary of the People’s Party of Armenia
(PPA) Board Grigor Haroutunyan told ArmInfo.

The political forces are seeking to unite in alliances and nominate
a single-whole opposition candidate. The authorities also prepare
for the presidential election of February 2008. "PPA like any other
political force cannot remain aside of these process. We participate
in and initiate various meetings. However, the consultations have
not arrived at any exact decision so far," G. Haroutunyan said. He
said PPA has repeatedly came out for unification of the opposition
and nomination of a single-whole candidate for president in order to
restore the people’s trust. Asked if hereby PPA wants to correct the
mistakes of its independent running for Parliament, G. Haroutunyan
said: "The parliamentary and presidential elections should not
be compared. Parliamentary elections are specific for the 20-25
political forces participating in them cannot do it together. However,
the experience shows that unions running for parliament cannot be
amorphous. So, I do not think that unification of a great number of
opposition forces would give any result in the recent parliamentary
elections. "

In response to ArmInfo’s request to comment on the recent statement of
National Unity party leader Artashes Geghamyan that the president and
prime minister should be attracted to a meeting with the opposition
leaders, Grigor Haroutunyan said: "We can negotiate with them only
for they promise not to prevent fair elections. Discussions of other
issues with them would be illogic."

Varujan Sukiasyan, the chief coach of the Armenian youth football team,
is pleased with the September 8 Armenian-Czech Republic meeting.

According to Varujan Sukiasyan our footballers demonstrated their
abilities to the full. "We could compete with tall, fast and athletic
footballers due to our strategy. We did not surrender even a minute.

Our rivals were physically well-fit and pressed an attack at the
second match."

Sukiasyan stated that some of the footballers were not ready for
the meeting. "They didn’t participate at the first league meetings
or simply substituted the injured footballers for 5-10 minutes. The
Czech team had participated at the World Cup Finals and involved
footballers from higher clubs."

The Armenia-Ukraine meeting is due on September 12 at Republican
Stadium.

"I can say the meeting is worth watching. Though our team was beaten
0:4 at the first meeting, we had 5-6 chances to score a goal. We must
do our best to beat our rival," said the chief coach.

Currently, the Armenian team takes the second place at the Euro-2009
2nd qualification group. The team has got four points. The fixture
table is topped by Turkey with six points. The latter beat Lichtenstein
3:2 on September 8.

Ukraine takes the 3rd place with three points.

The inauguration of the President of the Nagorno Karabakh Republic
Bako Sahakyan was held in Stepanakert today. None of the reporters
present had a right to highlight the ceremony.

They watched the inauguration on monitors. Only the guests had a
chance to watch the ceremony closely.

Sahakyan swore on a 17th century Bible and the NKR Constitution. Bako
Sahakyan swore on assuming the post of the NKR president to honor
the Constitution, human and citizens’ rights and freedoms, guarantee
independence and sovereignty of the country, territorial integrity
and welfare of people.

The primate of the Artsakh Diocese of the Armenian Apostolic Church
Archbishop Pargev blessed the new president of Karabakh.

More than 100 guests attended the ceremony from the USA, Russian
Federation, France, Ukraine and other countries, including the
President of Armenia Robert Kocharian with his spouse, Foreign Minister
Vartan Oskanian, Defense Minister Michael Harutyunyan and a number of
high-rank officials, deputies, political figures and intelligentsia
representatives.

After the inauguration ceremony Bako Sahakyan refused to answer
reporters’ questions.

This is the first time reporters have been denied entry into a
president’s inauguration. The NKR Prime Minister will be known in two
days. According to rumors NKR parliament member Arayik Harutyunyan
will assume the post of the NKR Prime Minister Anushavan Danielyan.
