MORE ACTIVE WORK EXPECTED FROM AMBASSADORS

Prime Minister Serzh Sargsyan received today the
central staff of foreign ministry and heads of
diplomatic representations and consular services of
Armenia accredited abroad.
Government information and public relations department
informs that the prime minister mentioned Armenia
gained good opportunities to present the country at
its best abroad after successful conduct of
parliamentary elections. Sargsyan highlighted more
active work of diplomats to that aim.
Sargsyan also invited attention to two important
issues – more active work in protecting the rights of
our citizens and the interests of Armenian companies
in foreign countries, and more goal-oriented and
active work in economic issues. The prime minister
pinpointed to inclusion of big foreign companies in
the economy of our country as an important
precondition for economic development of Armenia.

Yesterday the diplomats were received by the president
of the republic. Kocharyan also urged the diplomats to
work more actively in attracting foreign investment.
The president mentioned that our ambassadors do not
use full potential for economic cooperation in all
countries.

‘Will Turks lose the battle they have never fought?’

Both psychological and contextual reasons lay behind the somewhat
incomprehensible ready support for the Armenian allegations in both
public and political circles in the United States.

First of all, the primary reason for the relevant representatives’
introducing the HR-106 bill was not their own convictions about
the Turks or the Ottoman Empire, but the insistence of their
Armenian-American constituency for them to do so. After all, the
representatives are supposed to be the voice of the very constituency
who has elected them, be they right or wrong. A legislative aide
to one of the chief sponsors of HR-106 noted that "we do not have a
commitment to pass this bill, but to bring it up and keep it alive."

Similarly, conversations with both members of Congress and their
political advisors reveal that the majority of co-sponsors of the
HR-106 bill are not even aware of its content, but have pledged
their support due either to the request of their fellow colleagues
who introduced the bill, or most likely to get rid of the ceaseless
pressure of the Armenian lobbyists, which in some case appear in the
form of the threat of lost votes in the next elections.

Secondly, as explicit in the relentless attitude of the Armenian
diaspora, those members who do not acknowledge the so-called Armenian
genocide, let alone call for an objective investigation of it, are
readily accused of being on the payroll of the Turkish government,
as if, as some would argue, those who acknowledge it are not on
that of members of the wealthy Armenian diaspora. Thirdly, under
the influence of the constructed "Terrible Turk" image, just like
any ordinary American, the Congress members are inclined to believe
that the Turkish Ottoman state may well have carried out genocide
against the Christian Armenians. One should not undermine the impact
of the "Terrible Turk" image; especially so given that movies such as
"Lawrence of Arabia" and "Midnight Express," are still screened in some
movie theaters across the United States. Finally, the silence of the
Turkish-Americans in the whole genocide debate and their sluggishness
to even call their representatives to express their objection to the
HR-106 only encourages Congress members to support the resolution
and move on.

The very fact that the battle of ideas in the so-called genocide
debate has been fought by the official Turkey, meaning primarily
Turkish diplomats and the Foreign Ministry, vis-a-vis the allegedly
"underdog" people of the Armenian diaspora has undermined the
credibility of the Turkish theses on what happened in 1915 and
Turks’ commitment to finalize this prolonged debate. Illustrative
of the general Armenian diaspora, in his article titled "Armenian
Patriarch of Turkey in US on Turkish Propaganda Tour Once Again," and
published in the California Courier, Harut Sassounian alleges that His
Beatitude Mesrob II Mutafyan’s visit to the United States and speaking
engagements at various prestigious institutions such as the Capitol
and Georgetown University is organized by the Turkish government to
prevent the possible voting on the infamous HR-106 genocide bill in
the House of Representatives. He continued to proudly explain how
the Armenian-American Church had previously pressured the Southern
Methodist University administration, a co-sponsor of a conference
titled, "Turkish-Armenian Question: What to do now?" to withdraw
its sponsorship, and succeeded in its endeavor. Yet, with almost
complete denial or disregard of how the Armenian diaspora inhibits
"free speech," Sassounian accuses the Turkish government of inhibition
of "free speech." Apparently, according to him as well as a marginal,
but noisy, political faction within the Armenian-American community,
"free speech" is allowed only if what is to be said is what they want
to hear.

However, not only the American public and members of Congress, but also
the majority of the Armenian-American community is fed-up with and sick
of the militantly hostile attitude of certain Armenian organizations,
such as the Armenian National Committee of America (ANCA), and with
their efforts to inhibit a possible reconciliation between Armenians
and Turks. The Turkish-American organizers of the conference held in
Dallas note that most of the Armenian scholars invited to speak at
the conference had to decline the invitation, complaining about the
likely attack on them to be launched by organizations such as ANCA
and other militant Armenian-American groups. Similarly the members of
Congress who have not signed on to support the infamous HR-106 bill
complain about the Armenian lobby’s manipulation of the US Congress
and about some members falling prey to such manipulation while the
country is faced by much more severe problems ranging from healthcare
to the war in Iraq.

Moreover, the intellectuals are raising their opposition to the
one-sided story of the so-called genocide. In his article titled
"Tawdry genocide tale," The Washington Times columnist Bruce
Fein disputes the alleged analogy between the Holocaust and the
Turkish-Armenian atrocities which took place during World War I by
pointing at the real causes of those atrocities, "As Bernard Lewis
has observed, an analogy would have been if Adolf Hitler had left
Jews in Berlin, Frankfurt and Vienna exempt from the Final Solution.

For more than three centuries, under the Ottoman millet system,
Armenians enjoyed religious, cultural and social harmony. Conflict
with the Ottoman Empire was largely provoked by Armenian terrorism and
plotting secession comparable to the Confederate States of America, not
by a late-blooming desire to destroy Armenians as a group." Similarly,
Jerusalem Post columnist Lenny Ben-David notes that not only did
Armenians massacre 2.5 million of the Muslim population of Armenia
between 1914 and 1920, but also that some contemporary Armenians hold
Jews to be accountable for the killings of Armenians in 1915.

The bottom line is that there is already great suspicion within the
political and intellectual communities about the Armenian allegations
of genocide. Yet the third parties, be they intellectuals or members
of the US Congress, have either preferred to remain silent about it,
or seemed to have supported it mainly to get rid of the Armenian
lobby’s pressure. The absence of the Turkish grassroots within the
whole genocide debate has only made it easier for US Congress members
to rightly justify their support by asking this simple question,
"If there was no genocide and the passage of this genocide bill
is so detrimental to the Turkish interests, why does no single
Turkish-American call our office to express his or her objection
while we are overwhelmed with letters, emails, faxes and telephone
calls from Armenian-Americans?" It is time for the Turkish grassroots
to take over the task of tackling the Armenian allegations, and it
takes only a few dedicated nongovernmental organizations to help
the American public realize how they are being manipulated. Once the
Americans realize it, they would certainly deliver justice.

The "Holy Armenia-Return Home" exhibition opened just days ago. Already
thousands of visitors have viewed these relics from the ancient past
at the History Museum. "The number of visitors is growing daily. An
average number is around 300-350. There have been days when the number
of guests has reached 600," stated History Museum director, Angela
Grigoryan. In her words, many of the visitors are Diaspora Armenians
and tourists, yet the largest number is made up of local Armenians.

We note that before the exhibition went on display at the Louvre,
it was also shown at the History Museum, the Matenadaran, and in
Etchmiadzin. The fact that it was shown in the Louvre especially
interests Armenians. "It is quite attractive to people that the
exhibition was shown in the Louvre. There are people that know the
exhibition was brought from the Louvre.

To be rated highly enough to be shown there adds a new dimension to
the exhibition, making people look at it differently," Grigoryan
said. At the Louvre, the 4th-18th century khachkars commanded the
most attention, but in Armenia more interest is shown in sculpture,
manuscripts, and such relics.

We inform that, with the permission of various ministries, students
from the provinces will be given free entry.

The exhibition’s opening ceremony took place on September 11 in the
History Museum. The showing will continue until November 30.

Tbilisi. September 25 (Prime-News) – The construction of the road
Tsalka-Ninotsminda- Tbilisi envisaged by "Millennium" program will
be completed by 2011.

Suren Morosian, Governor of Ninotsminda region, stated that the German
investors plan to open the national park in Ninotsminda.

According to the statement of the Governor of Ninotsminda region,
the milk-processing factory has been operating in Ninotsminda,
illumination system has been installed and the problem related to
the gasification of the region will be settled soon.

"GEL 35 000 has been allocated for canalization and water distribution
system, #1 and #3 public Schools in Ninotsminda region have been
repaired," admitted Suren Morosian.

The Governor of Ninotsminda region had also touched the main problem of
the region related to the language barrier and noted that the teaching
of Georgian language in Armenian schools located in Ninotsminda took
a massive character.

"One of the greatest problems of the region is the ignorance of the
state language," declared Suren Morosian.

The aforementioned meeting was held within the framework of the
program on "Negotiation of Existing Information Vacuum in Relation to
Samtskhe-Javakheti Region" for Georgian, Armenian and Azeri journalists
implemented by NGO "Institute for War and Peace Reporting" and OSCE
mission to Georgia.

Three Azeri, two Armenian and six Georgian journalists participated
in five-day program.

The participants of the program held meetings with representatives
of NGO and governmental forces.

Yerevan, 14 September: The political forces represented in the Armenian
parliament rule out Nagornyy Karabakh’s possible return to Azerbaijan,
even if the highest degree of autonomy is granted.

The secretary of the faction of the opposition Heritage Party, Stepan
Safaryan, said at a briefing in the parliament today that there are
only tactical disagreements among parties on the issue of recognizing
the Nagornyy Karabakh republic’s independence, Mediamax reports.

The leader of the parliamentary faction of the Republican Party of
Armenia, Karen Karapetyan, called for emotional approaches to be
excluded from the Karabakh conflict settlement process. He recalled
that Armenian parliamentary forces displayed unity concerning this
issue, making joint statements in the past. "We have to use the
experience that has already been accumulated and not to take hasty
steps," he said.

The secretary of the parliamentary faction of the Prosperous Armenia
Party, Aram Safaryan, stated that the time has not come yet to
officially recognize the NKR’s independence or incorporate it into
Armenia.

Yesterday the Armenian flag was hoisted in the Sports Complex of Baku,
during the award-giving ceremony of the World Cup in Roman-Greek style
wrestling.
By the will of fate, this happened due to the efforts of the
Russian wrestler Yuri Patrikev who played in our team. Patrikev drew
the third prize in the weigh category of sportsmen below 120 kg. It is
noteworthy that during the encouraging competitions Patrikev threw
down Anton Botev, the Azeri representative. Our sportsman suffered
defeat only once: when competing with the Cuban wrestler Migel Lopes,
who had won the title of the World Champion and was recognized as the
world’s best wrestler. During the final competition, Migel Lopes
gained advantage over Hasan Baroev from Russia.
Having defeated the Georgian and Lithuanian representatives during
the starting competitions, Patrikev also defeated the Hungarian
representative in the struggle for the bronze medal.

CHIANG MAI, Thailand: Bulgaria’s Ivan Stoitsov won a close fight to
take two gold medals in the clean and jerk and the Olympic total in
the World Weightlifting Championships in Thailand on Friday.

Stoitsov bedazzled the fans by lifting a 205kg in the clean and jerk
and beat Armenia’s Gevorg Davtyan by one kilogram in the total event.

The Bulgarian weightlifter lifted 158kg in the snatch but came back
strong to win the clean and jerk and a combined weight.

"I was absolutely ready to battle even if I had to lose five kilograms
before the fight. This is my personal best record," said Stoitsov who
started weightlifting at the age of 13.

"Although I did not do my best today, I won two golds in my first
major competition. I hope to do the same in the Olympics," Stoitsov
added.

Stoitsov along with South Koreans Kim Kwang-hoon and Sa Jae-hyouk were
neck and neck in the clean and jerk. Kim lifted 201kg to settle for
the silver, beating Sa by 1 kilogram.

European champion Armenia’s Gevorg Davtyan lifted 164kg to take the
snatch silver and 198kg in the clean and jerk for a combined 362kg
which fetched him the Olympic total silver.

"For a few minutes I felt I was the champion. But the best man won
today and I congratulated him," said the Armenian who was celebrating
with his coach after the clean and jerk.

Asian champion Li Hong from China won the bronze with a total lift of
361kg. He made a hat-trick in the snatch which he has dominated since
2005 with the lifting of 166kg. The snatch bronze went to Russian Oleg
Perepechenkov after lifting 163kg.

China has won 13 gold medals out of 18 on offer. Bulgaria has won two
golds while Cuba, South Korean and North Korea have won one each.

Industries Establishment belongs to a UK-based businessman Vache

The Portuguese EU presidency yesterday issued on behalf of the
European Union the following declaration regarding political prisoners
in Eritrea:

political prisoners in Eritrea

The European Union remains extremely concerned with the situation
of political prisoners in Eritrea and would like to reiterate the
main lines of the Declaration issued on the 18th September 2006 as,
so far, the situation has not seen any positive developments.

On 18 September 2001 a group of eleven prominent members of Parliament
and of the People’s Front for Democracy and Justice, the only political
party in Eritrea, was arrested. A few days later, 10 independent
journalists were also arrested. Since then, other individuals have
been arrested and detained incommunicado, with no charges and with
their right to a due process suspended.

Despite repeated appeals by the International Community, including the
EU, and several Governmental and non-governmental Human Rights bodies,
these prisoners remain in detention, without having been charged
with any offence, and without access to a free and fair trial. None
has been brought before a magistrate, although Eritrean laws require
this to be done within 48 hours.

The European Union is deeply concerned about these severe violations
of basic human rights and urges the Government of the State of Eritrea
to disclose evidence of their place of detention, detention conditions
and health status. The European Union also urges the Government of
the State of Eritrea to either bring charges against those detained
and instruct a due and open process with legal representation or to
unconditionally release them.

Furthermore, the EU urges the Government of the State of Eritrea to
allow the families, legal representatives and medical doctors of their
choice to have access to the prisoners. The Eritrean authorities should
ensure that the treatment of these prisoners while in custody adheres
to all the conditions set out in Basic Principles for the Treatment
of Prisoners, adopted by the UN General Assembly Resolution 45/11 of
14 December 1990.

As far as the EU is concerned, the welfare of the detainees is an
important issue. The EU therefore would like to assess their situation
and reiterates the request to allow the EU Heads of Mission in Asmara
to visit those concerned.

The Candidate Countries Turkey, Croatia* and the former Yugoslav
Republic of Macedonia*, the Countries of the Stabilisation and
Association Process and potential candidates Albania, Bosnia and
Herzegovina, Montenegro, Serbia, and the EFTA countries Iceland and
Norway, members of the European Economic Area, as well as Ukraine,
the Republic of Moldova, Armenia and Georgia align themselves with
this declaration.

* Croatia and the former Yugoslav Republic of Macedonia continue to
be part of the Stabilisation and Association Process.

Insults against ‘Turkishness’ spark second ban

ADVERTISEMENTA court in Turkey has banned access to YouTube after
a single citizen complained that it contained clips which insulted
the country.

The ruling followed a complaint that material posted on the video
sharing website mocked the country’s modern founder, Mustafa Kemal
Ataturk, along with the national army, president Abdullah Gul and
prime minister Recep Tayyip Erdogan.

The Turkish Telecommunications Board has been told to block all access
to YouTube following the court ruling.

Turkey blocked access to YouTube in March this year after it hosted a
video showing pictures of Ataturk with insults superimposed in English.

The country’s penal code makes it a crime to insult ‘Turkishness’
and the courts routinely press charges against writers and journalists
for mentioning the Armenian genocide of 1915-1917.

YouTube has previously been blocked by Australian schools and the
US Army.
