Kharabakh conflict, is one of the key issues in OSCE agenda, according
to Norbulat Alimbaev, Kazakhstan’s Charge d’Affaires in Armenia.

"During its presidency in OSCE, Kazakhstan will by all means deal
with the settlement of Karabakh conflict, and we intend to create all
conditions to promote OSCE MG’s productive activity. This is one of
priority tasks," the Kazakh diplomat said.

At that, he noted that Kazakhstan will introduce its priorities
early in January. "Presidency in OSCE is of great importance for us
as this the first time the organization is going to be chaired by a
CIS country," Alimbaev said, adding that his country would introduce
its model of tolerance during its chairmanship.

Security Service Gorik Hakobyan gave interview to Armenpress news
agency – Mr. Hakobyan is the establishment headed by you ready for
the opening of Armenian-Turkish border?

– The National Security Service is a realized institution, and I
assure that the border troops, department of protection of diplomatic
representations as well as divisions of anti-investigation, fighting
against terrorism, without big efforts, in a right way will implement
their duties. In case of necessity additional measures will be
undertaken. Armenian President and the National Security Council have
been reported about it. The forces and means of the National Security
Service give opportunity to fully control the operative situation and
any encroachment against the Republic of Armenia will be confronted
in the initial round.

– According to press reports, there are certain disputes and even
confrontations in the Armenian-Georgian border sector. How will you
comment on the situation?

– The Armenian-Georgian border sector protection is being implemented
by the USSR state border line and now there are no changes yet. About
17 posts have been built on the northern border of the Republic of
Armenia equipped with contemporary engineering-technical devices. For
solving certain disputed during the Armenian-Georgian border zoning
works representatives of border zoning, border lining governmental
commissions regularly meet, discuss and give solutions to issues. In
all cases the results of the works of the commission must be ratified
by the legislative bodies of the two countries and only after it we
will have a clear line of border protection alongside of which the
border guard service will be implemented.

– Recently the Armenian National Security Service often comes forth
with a statement on revealing regular bribe taker. Does the number
of cases increase, or has the fighting against it been strengthened?

People say they are small fish, will the turn come to sharks too?

– Corruption has high professional skills: it changes its masks
incessantly, changes its shape and improves and in these conditions
the fighting against it will be effective in case of support
of different civil public institutions and active support of the
population. The cases of corruption revealed by us cannot basically
change the situation but they witness the growing trust of public
toward our establishment. For disarming, as you said the sharks,
Armenians must not tolerate injustice and must cooperate with law
enforcement bodies. Unfortunately in our reality many are inclined
to solve difficult issues through bribe but the experience of the
civilized world shows that the effective way of fighting against this
enrooted evil is agreed with the civilized conscious of each. In short,
all people must fight against the phenomena, there is no other way.

– Approximately half a year ago the National Security Service revealed
the client and those who committed the assassination attempt against
chairman of the State Revenue Committee Gagik Khachatryan. In what
phase is this case?

This crime is completely revealed. The chief client who ordered the
murder is wanted and, without doubts, will soon be brought to Armenia.

I hope the group of direct committers will not have an opportunity
to commit such like crimes for many years.

– Gevorg Hayrapetyan, arrested by the Armenian National Security
Service for spying and betrayal, in a letter to the Armenian President
and press rejects the accusations and tries to give them a political
color.

– Murad Bojolyan, convicted for spying, was also seeking different
ways for justification, was trying to give a political color to his
arrest. There is nothing strange in it: it is the psychology of the
accused – they are trying to distort the reality, confuse the public.

I assure that only in case of undeniable facts the National Security
Service forwards such serious accusation. In any case the final word
is the court’s.

– Even the official web sites are not safe from the attacks of
hackers. Have any steps been undertaken toward the security of
information field?

– On the basis of the decision of the Armenian government a special
junction has been created by the National Security Service which
creates an opportunity to increase the reliability of fighting
against possible information overflow, security of the electronic
sites of state bodies. We are using the latest technology, used by
leading special services and we have an opportunity to every year
update these means with the newest devices. I state with all the
responsibility that thanks to our established junction the official
web sites are fully protected from the attacks of hackers.

– Opinions are voiced in the press that the budget of the National
Security Service is small and the salary of the employees low, and
in this case it is impossible to effectively confront the challenges
the establishment faces.

– Of course, our budget and the salary of employees are still
small, though during the recent years increase of salaries has been
registered. But to claim that it does not give an opportunity to
effectively confront the challenges, means not to understand the
essence of our work, its importance. Protecting the security of our
homeland is a great honor and responsibility and it cannot be tied
only with the payment. During the fatal period of our country, the
employees of the National Security system were receiving 2,5-3 USD
equivalent sum but were implementing their duties with devotion to
the solution of security issues of the homeland. I have no doubts
that in near future our employees will get worthy payment.

– Recently news about your resignation has become rather frequent.

– Nothing is eternal, but now I must disappoint my opponents, saying
that in visible future I am not going to make them happy with it.

– Being overloaded with the work, do you find time for your relatives,
friends, for resting?

– I am trying to find time for my friends and relatives. The
speeded-up development of technology has brought me contacting with
my grandchildren through Skype, seems funny but it is so.

– You have a long-year experience in the system.

– September this year the 40th year of my service in the national
security system was marked. During these long years there were
successes, difficulties, disappointments. But by overcoming these
obstacles the work becomes interesting. The thought that you are
serving to your homeland, you ensure its security feels your soul
with pride. I consider myself a happy person as I love my work and
everyday I get pleasure from doing it.

– December 20 is marked as a professional day of employee of the
national security bodies. Let me congratulate you on the coming
holiday.

– Thank you for congratulation. Using this opportunity I want to
congratulate all the employees of the national security bodies,
veterans of the system, members of their families on our professional
holiday. I wish them health, success in the service and in personal
life. I wish the veterans of the national security bodies inspiration,
energy, active work particularly in grateful activity of passing
experience and skills to the young generation of the system.

Children from Armenia are attending classes and reading smuggled
textbooks at an illegal school in the basement of a building in
Istanbul. Forbidden to attend Armenian minority schools under the
Lausanne Treaty and the Special Education Law, these children could
not go to school even if the Turkish-Armenian border is opened,
unless the law is changed

Tzsonivar is 8 years old and she misses her father and siblings who
live in another country. Six-year-old Serge hopes to be president of
that country some day. But for now, they are stuck in a legal twilight
zone, unable to attend Turkish schools, studying in illegal elementary
classes with smuggled textbooks and volunteer teachers.

Serge and Tzsonivar are Armenian. Unlike Turkish Armenians who
can attend community schools established under the 1923 Treaty of
Lausanne, these children are citizens of Armenia. Unlike expatriates,
who often send their children to private foreign schools, Serge and
Tzsonivar are poor. The tuition for a non-state school would be more
than their undocumented parents can afford. Most parents would prefer
their children to be educated in the Armenian language, even if they
could afford to send them to private foreign schools in Turkey.

Even if all the problems between Turkey and Armenia are resolved,
Armenian-born children currently studying in an Istanbul basement would
still not be able to attend the country’s Armenian minority schools.

A change in Special Education Law would be required for those children
to reclaim their right to an education. Only children with Turkish
citizenship who are from the country’s Greek or Armenian minority are
allowed to attend the minority schools in Istanbul, under the terms
of the Lausanne Treaty.

Every knock on the door is cause for worry

The Hurriyet Daily News & Economic Review visited an illegal school
several times over two weeks with the promise of keeping the students’
names and the neighborhood a secret. There were almost 20 children
ranging in age from 5 to 14 at the school. Their greatest fear is that
their location will be exposed and every knock on the door makes them
afraid that the authorities are raiding the school. There are other
illegal schools like this in Istanbul.

The children here are not only deprived of their right to an education,
but they miss their families, too. Lusine, a teacher at the school
said: "Our aim is to teach the children at least how to read and write
and provide a social environment. For many, their family is in Armenia
or other countries. They do not have the chance to see their mothers
during the daytime either, which affects the children negatively."

Reproach for Armenia’s rich

The 1989 earthquake in Gyumri, Armenia’s second-biggest city, and
the Nagorno-Karabakh war with Azerbaijan have pushed the country
into economic distress. The Turkish border being shut down due to
the war has made the situation even worse. Many citizens of Armenia
went abroad to find jobs due to the financial difficulties, and
Turkey was the top choice. Today, economic problems continue and,
even though their children have not had a proper education since,
their parents do not wish to go back to Armenia.

According to Turkish authorities, there are 60,000 illegal Armenian
workers in the country, while data from Armenia’s Foreign Ministry
puts the number at 20,000. Although most of the illegal Armenian
workers in Turkey are college graduates, many of them do basic jobs
such as housecleaning or working at bazaars. Those with better economic
positions engage in the suitcase trade, the practice of buying products
at low cost in Istanbul’s bazaars and selling them for a higher price
in their home country.

Most adults can cope with this struggle one way or another, but
school-aged children often experience great difficulties.

"The politicians are after their own gains; it is us, the ordinary
people, who suffer," said Aghavni, a graduate of the Yerevan
University faculty of economics who earns a living in Istanbul by
cleaning houses. Criticizing the rich people of Armenia, Aghavni said:
"They are your children, too. You know how to show off in the streets
of Yerevan in luxury jeeps, but you do not even think of claiming
those children, your future. We had to leave our country because of
financial difficulties. We did not even have bread to eat."

The psychologist of the illegal school

Armineh, another teacher at the school, came to Turkey 10 years ago
from Gyumri, where her family still lives. "I came here unwillingly, to
earn a living and send money to my family. I have been a housecleaner
and I have worked at bazaars. Now I clean houses two days a week
and have a stand at the bazaar," she said. Like her other friends,
Armineh has devoted herself to the children at the illegal school. She
studied psychology in Armenia and is very concerned about the future
of the children.

"They suffer great damage both psychologically and in a social sense;
most of them are withdrawn," she said. "It bears thought and is
very sad that children are deprived of their educational rights in
this century."

The Armenian president is the idol of little Serge

The children’s textbooks are brought from Armenia. The biggest wish
of 12-year-old Garoush is to go back to his school in Yerevan. "I
miss my school and friends very much. We came to Turkey five years
ago," said Garoush. "I want to go back, but my mother says it is not
possible now."

Tzovinar is 8 years old and her father and siblings live in the village
of Gavar, near Sevan Lake in Armenia. Her eyes were full of tears. "I
miss my father and siblings so much. I cannot see my mother either
because she has to work a lot to earn money."

Serge is 6 years old and his favorite person is Armenian President
Serge Sarkisian, for whom he was named. "I want to be president, too,
like Serge Sarkisian, when I grow up," he said. "The child at the
house my mother cleans wears very nice clothes. He has a very nice
school bag, but I do not. I will let everybody go to school when I
become president."

Lawyer Davuthan: ‘The law must change’

The Daily News asked for the opinion of Archbishop Aram AteÅ~_yan,
the spiritual leader of the Patriarchate of Armenians of Turkey,
but received no comment. The Patriarchate Secretariat said it was
due to AteÅ~_yan’s busy schedule.

The archbishop met with Prime Minister Recep Tayyip Erdogan recently
and mentioned the subject.

The Turkish branch of UNICEF also preferred to remain silent on the
matter. "This is a very political subject. It would not be our place
to voice an opinion," said Å~^ebnem Balkan, a UNICEF spokeswoman,
and said she was just assigned to the job.

Setrak Davuthan, a lawyer for the foundations of the Armenian
community of Istanbul, explained the matter as follows: "There
is a law banning children from Armenia from attending the schools
of the Armenian minority foundations. The law on private education
institutions states that only citizens of the Republic of Turkey can
study at minority schools. If that clause does not change, the problem
will not go away even if the borders between Turkey and Armenia open."

According to Davuthan, the roots of the problem date back to the
Lausanne Treaty. He said such difficulties were because the articles
of the Lausanne Treaty on minorities are interpreted as the government
sees fit. "In the time of the Ottomans, not only Armenians, but also
Turks studied in the minority schools because the level of education
was good," he said.

There are currently 18 Armenian minority schools in Istanbul.

and will keep supporting it, Russian President Dmitry Medvedev stated.

"We have a positive approach to both counties’ efforts towards
overcoming age-long issues and trying to find a compromise," the
Russian President said Wednesday at European and Asian Media Forum.

He also stressed that other states should understand that the
rapprochement process is not directed against anybody.

"The message created and directed correctly, other states will feel
no strain while following the process," RIA Novosti reported.

ArmInfo. The French Embassy in France has been holding voluntary
vaccination of its country’s citizens for three days while the
Armenian Health Ministry is still thinking what swine flue vaccine to
choose, Chairman of the Armenian Standing Parliamentary Commission
for Healthcare Ara Babloyan said at today’s press- conference at
Duplex club.

"We realize that the vaccines produced in different countries have
different quality. We also know that in some countries H1N1 flu
vaccines caused allergic reaction. But this is quite a standard
situation, and here one should recommend allergy-predisposed persons
to consult a doctor first of all",- Babloyan said.

To note, the swine flue vaccination in Armenia is planned for late
January 2010. Babloyan said that as of December 7, 35 cases of swine
flue were registered in Armenia. Despite the small number of swine
flu patients, on December 7 Armnian Education and Science Minister
Armen Ashotyan signed an order on suspension of educational activity
at Armenia’s schools and pre-school establishments from 8 till 19
December. "I wouldn’t say that the flu epidemiological situation
in Armenia is complicated. However, taking into account the current
situation in connection with H1N1 flu appearance in the country, it
is better to focus on preventive measures",- Babloyan said. At the
same time, he pointed out one should not focus on the swine flu as
the only reason of the given decision. "We want to stop the spreading
of not only H1N1, but also other virus infections",- he said.

To recall, the first case of swine flu was revealed in Armenia on
November 10, and the first carrier of the virus was an Iranian citizen.

Principles Are To Be Changed

On 4 December 2009, a session of the board of the NKR non-governmental
organizations and civil experts took place in Stepanakert.

In the course of the meeting issues concerning the current phase of
negotiations of the Azeri-Karabakh conflict, as well as the radical
statements of the authorities of Azerbaijan and the violent,
revenge-seeking attitudes in the Azerbaijani press.

It was noted that we can consider this conduct of the official Baku
and its blackmail as a call to Yerevan and intermediaries and as a
traditional way to settle Azerbaijan’s internal problems. Baku cannot
conceal the political sense of discomfort due to the beginning of the
process of normalizing relations between Armenia and Turkey, and the
`military hype’ of the Azerbaijani media- a kind of hysterical
reaction to the situation which is estimated as a deadlock for the
Azerbaijani diplomacy.

However, the participants of the meeting expressed confidence that the
Karabakh society should not only consider the realities on the basis
of these assumptions. The historical experience of living together
with Azerbaijan proves that the threats of our neighbors remain only
threats. The NKR society should be maximally mobilized, but also it is
to use all available means and tools to prevent any possible
aggression which does not solve the problem but only exacerbate its
decision, not to mention the unpredictable in scale tragic
consequences.

In this regard, the participants of the session also expressed
bewilderment and incomprehension in connection with the reaction of
formal and informal international institutions, and, in particular,
the OSCE Minsk Group. According to the experts, the military threats
posed by the Azerbaijani authorities already destabilize the region
and violate all agreements and documents signed by the representatives
of the supreme executive power of middlemen which means that their
responsibility for what happens. Views were expressed that as long as
the international community will not give an objective assessment of
the causes and development of the Azerbaijani-Karabakh conflict, the
Azerbaijani escalation of the conflict will remain a threat over the
entire Caucasus region.

At the meeting of the Council were also discussed prospects for the
continuation of civil dialogue between the conflicting parties, the
silence of the representatives of the social movements of Azerbaijan
was assessed unacceptable. The absolute lack of response to the
statements of the authorities could be taken as consent to the
military scenario which does not promote the establishment of
atmosphere of tolerance between the conflicting societies.

The speakers stressed that the European institutions, planning
programs to work with the societies in the region of conflict, should
use their influence to avoid any possibility of radicalization of the
political background which can cause the failure of any peace
initiatives.

In discussing the latest developments in the negotiations – namely,
the results of meetings between the presidents of Armenia and
Azerbaijan in Munich and the Foreign Ministers of Armenia and
Azerbaijan in Athens, the meeting highlighted the following:

The joint statement issued in Athens shows the world’s attention to
the Karabakh problem and the desire to achieve an early agreement on
basic principles for a settlement. However, there are many doubts
about the possibility of achieving a breakthrough in the
Nagorno-Karabakh settlement because the dialogue continues in the
inferior format, the basic principles of settlement are unrealistic
and the methodology adopted by the international mediators cannot
resolve to make serious progress in this process. On the
inadmissibility of the Madrid principles and their not being realistic
was mentioned more than once. Therefore it is necessary to reconsider
the principles of the settlement, the current negotiating framework,
as well as the approaches of the intermediaries.

No one can force us to withdraw from the liberated territories,
violating our own Constitution. Therefore, mediators from the OSCE
must look for other solutions, for example, to use new trends in
international politics, like we have witnessed in the past year. These
are the precedents of Kosovo, South Ossetia and Abkhazia.

The meeting participants called on the authorities of the Republic of
Armenia to seek review of the Madrid principles for settlement of the
current negotiating format, as well as approaches of the
intermediaries. In particular, it was also suggested: that the
Nagorno-Karabakh Republic regained its status as a conflicting party,
which, incidentally, is recognized in the decisions and other
documents of the OSCE and the UN, the two Armenian states should
allocate their roles and responsibilities in the negotiation process.
Those key issues that will be charged within the purview of the NKR
authorities should not be discussed in the leadership of RA nor with
intermediaries or representatives of Azerbaijan. In this case,
Karabakh will be invited to the negotiating table. Thus, using the
internal resource of the NKR and Armenia the restoration of
subjectivity of Nagorno-Karabakh can be achieved.

If Azerbaijan starts a new military aggression against
Nagorno-Karabakh Republic, then no one can guarantee how the duration
of the war and its outcome will be. Baku cannot rely on `small
victorious war’. Given the lessons of the military capabilities of the
parties, the quality of forces and means, it can be argued that a new
war would have disastrous results for the region. Therefore, the most
important priority for the international mediators and interested
regional powers, in parallel with the search for mutually acceptable
principles of conflict resolution should be to implement measures to
prevent a new war.

2009 is coming to its logical end. When analyzing the year remaining
in the memory with the global financial turmoil, it becomes apparent
that everything around us is changing with catastrophic speed.

Not having time to get used to e-mail and blogging culture, we have
been creating new space and correspond with each other through social
networks. 4G replaces 3G, innovations transform our perception of
reality day by day, television channels transforms to 3D, mobile
phones became simple tube that no longer satisfy us. The Internet has
become such an integral part of our lives that sometimes it is
impossible to imagine yourself outside of the virtual space. All this
affects the modernization of consciousness, emergence of new
behavioral norms and attitudes in our way of life and relations with
the outside world. We have become easier to communicate with each
other in the virtual world, but we lose a sense of closeness to the
real world.

However, it changes not only the attitude toward themselves and each
other. As expected, it changes the attitude in general to a system of
international relations. The relations between the subjects of
international law, states, transnational corporations and other
organizations acquire a different hue. It is clear that international
relations in general have never shone high moral definitions and
clearly has never been a lesser degree of priority quotes by Lord
Palmerston (about friends and interests). But today they have become
even more cynical and self-seeking.

All this naturally affects the behavior of an individual who receives
information from the media. Today the mass media determine its own
agenda anticipating the policy of the powerful. Thus, strangely
enough, but at a time when humanity is facing one of the most peaceful
periods of coexistence, since the number of wars and conflicts on the
planet is much less than 50 or 100 years ago, it is the media
escalates new confrontation and conflict.

If we say that the media is a system of transmission and analysis of
information, but today there is a reasonable question – To whose
interests this or other information serves? Independent, unbiased and
objective information has now become the same rarity as the vegetation
in the Sahara. It is difficult to meet the international news agency,
the percentage of news which, basically, would consist of unbiased
information on the processes in a particular region or country. In
this position the one hand is more subjective, it is most true, that
meets the interests of lobby groups and reflects the interest of
various political power centers.

I recall the insistence of no more than a year ago had to seek
publication of the article on the Armenian-Azerbaijani conflict at
Radio Liberty in response to a number of articles of representatives
of Armenia. Nearly a week after the publication of article reflecting
Azerbaijan’s fair position the site has posted an article of the
so-called "NKR Representative in the United States" without a similar
reduction, which in turn was subjected to my article. Radio Liberty
was not interested in publication of response article of the
Azerbaijani side.

Naturally, we can not forget the Machiavellian principle determining
that the basis of the universe is to use all possible means to achieve
goals, and the mass media in the 21st century is the most significant
weapon in this matter.

Thus, today it is the media that become the mouthpiece of increased
conflict, unresolved global issues, the escalation of violence, etc.
The mass media broadcasts the ideas that excite the public and sow
enmity. Every day we are confronted with how some news channels
broadcast the one-sided information, while neglecting the position of
the other side. Bogus representations of various issues are organized
under the brand of democracy. The rights and freedoms, protection of
mass media in general has become a business for a number of
international NGOs, government and organizations that receive huge
funds for various projects and initiatives. Fortunately you can always
find a problem, but if it does not, so think of.

The more powerful and independent nation, the harder the dispute with
him are. If the country prefers to put national interests above the
interests of mercantile international officials tied to the political
interests of certain centers of power in its foreign policy, then you
can always find a reason to accuse and denigrate it. Above all, you
need to have the willingness and the right to the media.

The 21st century became dependent on press, which increasingly
resembles the Cold War, when we shared the curtain. What divides us

The media’s dependence on outside interests and the total lack of
objectivity is increasingly becoming a determining factor in the
century, where information plays a priority role. The movie that
Euronews broadcasted few days ago is example for it. The movie was
devoted to the issue of the Armenian-Azerbaijani Nagorno-Karabakh
conflict. I will not touch the issue that it is Armenian occupied the
Azerbaijani territory, although the movie appears in a completely
different light. I will not address the question that the movie lacked
the Azerbaijani position and that the authoritative channel such as
Euronews is obliged to adhere to the parity in informing. What is
confusing is that all this is happening on the backdrop of the
president’s negotiations, the OSCE Minsk Group’s statements, active
participation of the heads of major powers and possibility to change
something, to break the deadlock in the region for security and
stability

Accordingly, the question arises – Whose interests do not satisfy the
peace in the South Caucasus? Who does not want to bring justice and
peace between Azerbaijan and Armenia? Who needs to see the tears of
mothers losing their sons on both sides of the front?

A week earlier, the Armenian Diaspora in the U.S. has collected more
than $ 15 million donation to restore the Shusha city and after a few
days Euronews showed a plot about the Karabakh. I do not think there
is a need to question how the diaspora spends the collected money or
what earns Euronews, but the information supplied by such an
authoritative channel must differ with strict objectivity, or at least
a minimal statement of facts. I do not rule out that the journalist,
preparing material the channel’s leadership, allowing such broadcasts?

Today it is obvious that Armenia, which is too heavy is going through
domestic political and economic situation, seeks to preserve the
status quo in the region. Peace in the region does not meet its
interests. The presence of war, even in conditions of the armistice –
is always a very large finance, which can be "to lower" not only on
weaponry, but also ensuring the political future of the regime. The
Armenian leadership understands this and acts contrary to the
interests of the Armenian society, which expects peace and stability
in the region for their own welfare.

Unfortunately, this truth is difficult to understand and heads of
media resources such as Euronews, which put their mercantile interests
above the possible positive transformations in the South Caucasus. It
is clear that for a number of the Western media, particularly for
Euronews, still tenacious spirit of ideas "Arthashastra", which reads:
"If your neighbor is loyal and calm, try to attack and harass him,
even if there are no serious reasons for this. If, on the contrary, it
is a source of aggression and violent behavior, try to calm the sweet
persuasion."

OSCE MINISTERIAL COUNCIL’S STATEMENT ON THE NKR CONFLICT

56 states of OSCE Ministerial Council in Athens adopted a joint
declaration on settling the NKR conflict, informs the press and
information department of the Armenian Foreign Ministry. Below is
presented the content of the statement:

"We hail the joint statement made by the OSCE Minsk Group co-chairs
Lavrov, Qouchner and the deputy state secretary Stinberg, as well as
the Armenian Foreign Minister Edward Nalbandian and the Azerbaijani
Foreign Minister Elmar Mammediarov on December 1.

We call for the sides to sustain the positive dynamics of the talks
and we totally support their aim to finalize the Basic Principles on
the peaceful settlement of the Nagorno-Karabakh conflict.

The Ministers reestablished their will to work over the solution of
their unsolved problems for regulating them, reaching agreement over
the principles that are confirmed in Helsinki final document. We are
convinced there is today a real opportunity to build a future of peace,
stability and prosperity for the entire region", – the statement reads.
