BRIC SEEKING FRESH ANSWERS TO OLD PROBLEMS

Brazilian President Lula De Silva in his article published in an Indian
daily on 16 June 2009 observed that BRIC is seeking fresh answers to
old problems. In his words, the BRIC summit in Yekaterinburg "marks a
major turning point in how our countries engage in a world undergoing
profound change…amid broken paradigms and failing multilateral
institutions." Russian President Dmitry Medvedev echoed the similar
view point at the press conference at the end of the summit when he
stated, "All the decisions important for the international community
— economic, security and political — should be taken on fairer
basis…this fairness is the key word for our interaction. BRIC
should create conditions for a fairer world order." The simultaneous
organisation of BRIC along with Shanghai Cooperation Organisation
(SCO) testifies to dynamism of Russian diplomacy but at the same time
it indicates the BRIC has to evolve a united and coherent approach
to tackle various issues that affect the world including food crisis,
financial crisis, and reform of the United Nations bodies.

The first summit meeting of BRIC (Brazil, Russia, India and China)
at the Russian Urals city of Yekaterinburg on 16 June 2009 held lot
of promises for a better and fairer world. Undoubtedly, through
equitable partnership BRIC can play a dynamic role and assert
itself in international politics. The 16-point statement issued at
the end of the summit dealt with divergent issues of international
concern ranging from food crisis to United Nation reforms. The BRIC
countries constituting 40 per cent of world population with 40 per
cent of world GDP no doubt can play an effective role in remoulding
international order by opening multipolar centres of dialogue and
reconciliation. And in these multipolar centres the developed countries
must come forth to adjust to the changing circumstances by taking in to
account divergent view points and accommodating the emerging powers in
international framework. It is in this context the grouping emphasised
on accommodating emerging powers in a reformed United Nations. The
joint statement clearly stated the importance the grouping attaches "to
the status of India and Brazil in international affairs, and understand
and support their aspirations to play a greater role in the UN."

Another important issue that the BRIC confronted during the summit
is the prospects of a new currency and the reform of Bretton Woods
structures such as World Bank and International Monetary Fund. The
joint statement argued for a strong need for a stable, predictable
and more diversified international monetary system. It reiterated the
grouping’s demand that the emerging and developing economies must
have greater voice and representation in international bodies. It
made explicit its demand that the leadership of these bodies "should
be appointed through an open, transparent and merit-based selection
process." Regarding the food crisis the joint statement argued that it
is not only the issue of developing countries consuming more, but it
is a matter far complicated and multifaceted. The grouping urged the
developed countries to give up protectionism and emphasised on the need
for a comprehensive and balanced outcome of the WTO’s Doha Development
Round. However, on the issue of alternate currency, no concrete
decision could be taken. Perhaps on the issue of a supranational
currency or a world reserve currency the grouping would have to
deliberate further to reach at a concrete and unanimous decision.

Indian Prime Minister, Manmohan Singh before departing to Yekaterinburg
to attend the SCO meeting and the BRIC summit told the press his
visit testifies to the "high regard we have for Russia’s Presidency
of the SCO and our desire to intensify our engagement with countries
of our extended neighbourhood in Central Asia." Reportedly, it was
at the initiative of Russia last year that the observers of SCO
were allowed to take part in the deliberations. While expressing
optimism that "the volume of trade among BRIC countries has grown
rapidly in recent years, Intra-BRIC investments have also grown,"
Singh advocated for the creation of a BRIC Joint Business Forum that
could cooperate in diverse areas such as agriculture, aviation,
energy, pharmaceuticals and services. The Indian prime minister’s
argument that the group need to further coordinate their effort at
official level in the forthcoming G 20 meeting in Pittsburgh towards
evolving a multilateral financial system has also been taken well
by the grouping. This can be a successful idea provided the parties
adopt a unanimous approach to the issue.

How far the BRIC would succeed in remoulding the international order
would depend on a set of factors. The members need to develop a common
agenda with effective will to push that agenda. Any divergence of
goals might defeat its purpose to achieve a fairer multipolar world
order. At the same time, in the changing world order which is much
more economically bargaining oriented, the counties may redesign
their goals to suit the common objective without sacrificing their
national interests. The BRIC countries which represent about 40
per cent of world population with high growth rates and resources
indeed have the potential to lead global economic growth. In fact,
global economic recovery is closely linked to the success of BRIC
economies. Whatever the stature and effectiveness of the BRIC
at present may be, it has no doubt emerged with prospects of an
alternative voice in the international politics. It is another point
of debate how far the resolve of this grouping to dawn a fairer
world order would be translated into practice, as it would depend
on the type of coordination and match of interests among the members
of the grouping. That BRIC has provided a platform to voice diverse
aspirations and to exchange ideas for a ‘more democratic and just
multipolar world order’ need to be kept in mind by BRIC countries
despite their diverse national interests. Only such an approach can
foster BRIC’s agenda for a fair world. _________________ Dr Debidatta

ArmInfo. INGO Armenia insurance company has added a new class to its
non-life insurance licence – insurance of responsibility for using
air vehicles (including cargo vehicles). The press- service of the
Central Bank of Armenia (CBA) reports that the relevant decision was
taken at the recent CBA sitting.

Deputy Director of INGO Armenia Arevshat Meliksetyan said that the
preliminary agreement with the potential client has already been
reached and by the end of 2009 the volume of premiums on insurance
of responsibility for using air vehicles will amount to $100 thsd,
the share of which in the total portfolio will total 2-3%.

According to INGO Armenia leadership’s forecast, the share significance
of the company in the market by premiums collected in 2009 will make
up 25-30%.

Meliksetyan added that in II quarter of 2009, despite the crisis
impact, the company ensured a considerable growth in premiums.

According to the Ranking of Insurance Companies of Armenia by the
Agency of Rating Marketing Information (ArmInfo), INGO Armenia
maintains its leading position by both the total volume of premiums
and certain classes. In particular, in I qt 2009 the company collected
premiums worth 317 mln AMD, having ensured the first position among
11 insurance companies, the index of diversity of insurance classes
portfolio exceeds 80%.

and NKR Sports Committee Chair Razmik Hovsepyan singed a cooperation
agreement for 2009-12.

The agreement aims at developing cooperation between two countries’
sports ministries.

Sports is one of the most important spheres for developing and
strengthening friendly ties between Armenia and Nagorno Karabakh
Republic, RA Sports Minister Armen Grigoryan said.

Let’s note that Armenia and NKR started cooperation in the sphere of
sports in April 2009 upon the initiative of National Olympic Committee
Chair Gagik Tsaroukyan, leader of "Prosperous Armenia" party. During
his visit to NKR, parties signed agreement on constructing a new
sports school and football grounds, as well as proposed a number of
other projects aimed at developing sports in NKR.

national psychology to be able to predict their activities,
dispositions and goals," psychologist Albert Nalbandyan told today
a press conference devoted to national psychology and ideology in
the context of Armenian-Turkish relations. Armenians do not have
a uniform ideology on Armenian-Turkish relations, the psychologist
finds. "Armenian political elite views Armenian-Turkish relations
from the angle of the present-day situation only. We have already
made mistakes in our dialogue with Turkey, so we need to consider
all the pros and cons of the process," Nalchadjyan stressed.

In his turn, politologist, Doctor of Political Sciences Levon
Shirinyan noted that Armenian-Turkish process posed danger to
Armenia. "In this way, Armenia attempts to change the strategic ratio
of forces in South Caucasus, and superpowers may disapprove of such
step." Armenian-Turkish border opening, according to Shirinyan, will
only contribute to the economic development of Kurdish-populated
regions of the neighboring country and the population of Western
Armenian territories. Besides, Ankara will demand that Armenia withdraw
Russian bases from its territory, the politologist is convinced.

MINSK, June 16 (BelTA) – Armenian businessmen who are willing to
make investments in Belarus will be granted favourable terms in the
country, said President of Belarus Alexander Lukashenko as he met
with representatives of Armenian business circles on June 16.

"I will welcome efforts of Armenian businessmen. We will provide
everything necessary for working in Belarus, especially to those
who will make investments here," stressed Alexander Lukashenko. "The
terms will be even more favourable than those in Armenia."

The President added that if Armenian businessmen are eager to set up
enterprises in Belarus to manufacture import-substituting products,
they will be granted the best terms. The Belarusian head of state
underscored that Armenian business can rest assured that they will
be able to take their earnings to the home country.

Alexander Lukashenko remarked that Belarus and Armenia "had no trade
whatsoever literally several years ago". "And now 2-3 years later
we have increased the mutual trade volume by ten times, have found
ways to deliver goods to the markets of our countries, beefing up
trade. It means we have good opportunities," added the President.

The Armenian businessmen underscored that they are interested in
cooperation with Belarus. The businessmen are willing to examine the
areas that Belarus and Armenian can cooperate effectively in during
the ongoing global financial and economic crisis.

that bilateral meeting between Russian and Iranian Presidents Dmitri
Medvedev and Mahmoud Ahmadinejad is cancelled, gazeta.ru reported.

Medvedev tight schedule within SCO and BRIC summits framework is
the reason, sources clarified. Initially presidential meeting was
planned on Monday, yet Ahmadinejad arrived in Yekaterinburg only on
Tuesday morning.

Iranian President is invited to participate in SCO summit in observer’s
capacity.

Meanwhile, Iranian ex-Vice President Mohammad Ali Abtahi, Mir Hossein
Mousavi supporter, was arrested this morning.

According to official results, provided by Iran CEC, Mahmoud
Ahmadinejad won presidential elections of June 12, with 62,6% of
votes, followed by Mir Hossein Mousavi – 33,7%, Mohsen Rezaee- 1,7%
and Mehdi Karroubi – 0,85%.

The Armrosgazprom CJSC plans to implement a 65,783.3mln AMD investment
program in Armenia in 2009-2011.

According to the company’s program available on the website of the RA
Public Services Regulatory Commission, Armrosgazprom plans to invest
30,725.3mln AMD this year, 15,564.8mln AMD next year and 19,493.2mln
AMD in 2011.

Under the program, all the construction and renovation work will
be carried out under new projects, executive acts, as well as under
business programs of capital repair of the underground gas storage.

ArmRosgazprom’s investment program for 2009-2011 is aimed to
ensure uninterrupted and safe gas supply to consumers by attracting
investments to the gas transmission system.

The company plans to invest a total of 37,939mln AMD in the gas
transmission system during the period. The funds will be directed
to the renovation and modernization of gas mains, construction
and renovation of gas-distributing station and other engineering
infrastructures, renovation of the energy supply system, application
of modern technologies as well as to the modernization of the Abovyan
gas storage.

The company also plans to invest a total of 27,844.3mln AMD in the
construction of new lines of the gas network, installation of gas
meters and gas alarms.

Among the largest-scale projects are the modernization of the=2
0Abovyan storage and enlargement of its capacity up to 150mln cubic
meters, completion of the work to increase the capacity of the
gas system, conditions for energy projects and renovation of the
gas system.

To implement the projects, the company plans to use its own funds
and credits.

The ArmRosgazprom CJSC distributes Russian natural gas in Armenia. The
country receives gas through Georgia.

The company was founded in 1997, with Gasprom holding 80% of its stock,
and the RA Government 20%.

Interview with the member of the HAK commission on external relations,
member of the non-governmental commission to study March 1, Vladimir
Karapetyan

-As a member of the non-governmental commission to study March 1,
what would you say in connection with Serge Sargsyan’s decree to
close the fact-finding group down?

-Since the fact-finding group was on the way to reveal the March 1
assassinations and presented the relevant report, the stopping of the
activities of the group means that the government, being against the
revelation of the March 1 crimes, aborted the only structure set up in
this connection. I think no one will doubt both in Armenia and abroad,
who broke the law on March 1 and who is guilty for the March 1 murders.

-Until the fact-finding group existed, many hoped that the revelation
of the March 1 crimes would be possible with its help. Today, when
it stopped existing, is it possible to reveal completely the March
1 issue?

-For a further development, the givers of the orders must be
revealed. I would like to recall that on March 4 of the last year,
the Prime Minister Serge Sargsyan promised to find those guilty and
punish them. One year and three months passed and no one is accused of
the murders. In other words the murderers are free, the responsibility
for which bears the current government.

-After the decree on abolishing the fact-finding group, Serge Sargsyan
made concrete steps in connection with the amnesty. Do you see any
link between this process and the stopping of the activities of the
fact-finding group?

-I don’t want to comment on the process of the amnesty since none of
the political prisoners is guilty, so the best way would be to quash
the cases. And the abort of the activities of the fat-finding group
means only one thing: the government accepted its guilt, otherwise
there would be no reason to close down a body, which had the approval
of all the international structures.

-The annual report of the U.S. State Department dwells on Armenia with
rough definitions. Besides, the board of director of the Millennium
Challenge Corporation decided to stop financing the road constructional
projects in Armenia. What would you say in this connection?

-Several statements of the U.S. in the latest period are shameful for
Armenia. But we know that in this case, with all their sincerity they
present only a part of what we know. But this is enough to imagine the
quality of the government. For example, in a report published by the
"Freedom and Democratic Development" is said, "The government used
its levers for persecutions against the oppositional supporters and
for revenge. The Police used forced against the prisoners and the law
processes were not held on a good level". Since no official refuted
this statement or condemned the U.S. government, this means that this
statement is true. The government does not understand that with its
actions, it deprives the Armenian people from the U.S. assistance.

-What impact will the U.S. statement have on the election?

-This was a very important statement, as the statement of the CoE
delegation to observe the election was circulated much as a good
assessment for the election. The affirmation of the government that
the election corresponded to the "European measurement" vanishes
after the U.S. report.

It is notable that the statement is made before the refusal of the
administrative court of the HAK application to declare invalid the
election with ridiculous reasons. I think that this kind of refusal
will deepen the distrust towards the government.

Foreign Minister of Armenia, Edward Nalbandian, participated in
the sitting of the Council of Foreign Ministers of the Collective
Security Treaty Organization (CSTO). The participants discussed
issues related to different spheres of the organization’s activity,
a number of decisions were made on the steps to be taken towards the
reinforcement and improvement of the organization.

During the sitting the Armenian Foreign Minister made a report on the
coordination of the foreign policy of CSTO member states throughout
Armenian presidency. Edward Nalbandian referred to the work done ever
since September 2008: the meetings of the CSTO Foreign Ministers held
in New York and Helsinki upon the initiative of Armenia, consultations
of Ambassadors of CSTO member states in a third country, etc.

The CSTO Foreign Ministers appreciated the results achieved during
Armenian presidency, emphasizing the effectiveness of implementation
of mechanisms in the field of coordination of the foreign policy.

The Foreign Ministers discussed the package of documents to
be presented at the sitting of the Collective Security Council,
including the documents on the process of implementation of the
decision on creation of "CSTO rapid reaction forces." Reference was
made to issue of further expansion of cooperation between the CSTO
and international organizations.

Last week, Alysa Stanton made history when she was ordained a rabbi,
becoming the first African-American woman bestowed that title by a
mainstream Jewish denomination.

A graduate of Hebrew Union College-Jewish Institute of Religion, a
Reform seminary, the 45-year-old convert to Judaism was ordained at
the Plum Street Temple in Cincinnati on June 6. In August, she will be
installed as the new spiritual leader of Congregation Bayt Shalom in
Greenville, South Carolina.

"I am humbled and I am in awe," Stanton said of her achievement.

It was a milestone – both for Stanton and for the American-Jewish
community – that was decades in the making. "It’s been a long,
difficult journey," she said. "If someone had told me I’d be a
spiritual leader 15 years ago, I would have laughed."

Indeed, her ordination comes during a particular juncture in American
history, just months after the first African-American president took
office.

"It is of incredible importance to note that her ordination coincides
with the election of Barack Obama," the president of Hebrew Union
College, Rabbi David Ellenson, told The New York Times. "It offers a
ray of hope that the world can become a better place."

In fact, Obama’s campaign itself at times shined a light on black
Jews, namely Michelle Obama’s cousin, Rabbi Capers Funnye. The chief
rabbi of Beth Shalom B’nai Zaken, an Ethiopian Hebrew congregation in
Chicago, Funnye struggled for years to be accepted by mainstream
Jewry. He was invited to speak at a white, mainstream synagogue in New
York – the Stephen Wise Free Synagogue – on the Friday night before
Obama’s inauguration. "Been a long time getting here, but I’m ready,"
he said at the time.

But if Funnye’s – and Stanton’s – experience represent progress toward
accepting black Jews, a parallel trend has taken place, as tension has
eased between the black and Jewish communities in recent years.

The two communities, whose strained relations resulted in infamous
eruptions like the Crown Heights riots during the 1990s, have warmed
to each other, according to Dr. Jonathan Sarna, a professor of
American Jewish history at Brandeis University.

"There has been a significant improvement in relations in many ways,
and I have no doubt that the Obama presidency will further improve the
situation," he said. "America has changed very profoundly. That
doesn’t mean there aren’t examples of the old racism, the old
stereotypes, but a very significant change has taken place. I think
that’s why it’s much easier to conceive of a black rabbi serving a
white congregation in the South in 2009 than might have been possible
20 years ago."

Demographers estimate no more than 2 percent of American Jews are
black or biracial. But, noted Sarna, "I do think Rabbi Stanton’s
ordination reminds us that America’s Jewish community is vastly more
diverse than we think."

BORN IN Cleveland to a Pentacostal family, Stanton was a spiritual
child who sought out religion at a young age. As early as age nine, in
fact, she called a priest to ask about Catholicism.

"It is true that I was a seeker early on," Stanton said. "I don’t know
why, but I was."

Over the years, she attended services at a Baptist church, prayed with
charismatic Christians and studied Eastern religions.

Her first introduction to Judaism came from an uncle, whom she
describes as a "world traveler," who gave her a Hebrew grammar book
that she still owns. She converted as a college student at Colorado
State University in Fort Collins, when she drove nearly 150 miles
weekly to study with a rabbi for her conversion. "Judaism is not only
a religion to me, it’s a way of life," she said.

After college, Stanton moved to Denver, where she became a licensed
psychotherapist, specializing in trauma and abuse cases. Though
learning how to chant Torah portions had made her hungry for more, she
had thought she was too old and couldn’t afford rabbinical school. "I
look back over my life and it’s like, I don’t know if you call it
providence, but the puzzles are fitting together," she said.

Stanton, a single mother to an adoptive 14-year-old daughter, said she
experienced some resistance from her friends after she converted to
Judaism; her daughter was teased when they lived in Israel because of
the color of her skin.

"A lot of my African-American friends thought I’d sold out; the Jewish
community wasn’t as accepting then, and some Christian friends thought
I had grown horns," Stanton told the Associated Press. Feeling
ostracized at times, she said, "I had to learn who I was, what my
values were, and move forward."

IN AUGUST, Stanton will be installed as the spiritual leader of Bayt
Shalom, a congregation that is affiliated with both the Conservative
and Reform movements. The temple’s members are mostly white.

"We are a one-synagogue town, so we are trying to be inclusive," the
synagogue’s president, Michael Barondes, has said. He said that while
it was "unusual" to have an African-American rabbi, Stanton’s
leadership felt "natural."

Stanton herself takes a pragmatic, nuanced approach. "I can’t speak
for all African-Americans or all Jews; I can only speak for myself,"
she said. "And I can say that as a rabbi, I want to be the rabbi of
the people. And it is my goal to lower barriers and build bridges, not
because of color, but because of the principles of fusing humanity
together. It’s not a Jewish and black issue to me, because I’m
both. Through the years, people have tried to make those things
mutually exclusive, and they are not."
