Intel: Senators berate Pentagon failure to sever F-35 cooperation with Turkey

The Pentagon is still allowing Turkey to produce components for US
F-35 fighter jets, violating a defense law that President Donald Trump
signed in December.
“Unfortunately, Turkish manufacturers are still producing and
delivering key components of the aircraft despite the statutory
prohibition on such participation in manufacturing line of the
program,” Sen. James Lankford, R-Okla., and three other senators wrote
in a bipartisan letter to Defense Secretary Mark Esper. “We believe
more urgency is needed and hope you will accelerate the process to
ensure a more prompt removal.”
Sens. Jeanne Shaheen, D-N.H., Thom Tillis, R-N.C., and Chris Van
Hollen, D-Md., also signed onto the letter.
Why it matters:  The United States officially kicked Turkey out of the
F-35 co-production program last year over Ankara’s purchase of the
Russian S-400 missile defense system. Congress included a provision to
defund the transfer of F-35s to Turkey and the transfer of Turkish
components to the United States as part of last year’s defense bill.
The Pentagon initially said it would wind down Turkish participation
in the F-35 supply chain “in early 2020,” only to extend that deadline
through 2022.
The four senators accused the Defense Department of “impeding our
nation’s diplomatic and geopolitical efforts to pressure Turkey to
reverse course.”
“It is clear from these statutes that Congress intended for this
transition to take place in a period of months, not a period of
years,” they wrote. The senators added, “Based on recent revelations,
it is clear that the Pentagon is not allowing its own timeline or the
intent of Congress in this matter. We encourage you to reexamine the
present approach and take action to ensure an expedited removal of
Turkey from the manufacturing line as required by law.”
What’s next:  Turkey tested the powerful S-400 radar on US-made
fighter aircraft last year, but it has delayed fully activating the
missile system, citing the coronavirus pandemic. Most recently, Ankara
has said it would restrict Russian access to the S-400 batteries upon
activation — with several notable exceptions, including training.

Asbarez: UN Human Rights Council Adopts Armenia-Sponsored Resolution on Genocide Prevention

The United Nations Human Rights Council has adopted by consensus a Resolution on Prevention of genocide, sponsored by Armenia.

“Most grateful to all cosponsors and members of the Council. Armenia continues to promote this important topic in international agenda,” Foreign Minister Zohrab Mnatsakanyan said in a Twitter post.

“The resolution is a manifestation of Armenia’s continuing and resolute commitment to the international efforts for genocide prevention. It’s a call to prevent deterioration of the human rights violations into such an egregious crime as genocide is. It’s pertinent and urgent as we all witness gross abuses of human rights in different parts of the world,” Armenia’s Permanent Representative Andranik Hovhannisyan, Permanent Representative of Armenia to the United Nations Office at Geneva, said as he presented the draft.

“Today it is not enough just to say “Never Again!” If pronouncing that motto loud enough should have had any effect, or one that we wanted, there should have been no more instances of the crime of genocide registered anywhere around the globe,” he added.

Hovhannisyan added that “the Council will thus recognize that genocide is typically preceded or accompanied by widespread human rights violations, patterns of discrimination, statements by public figures that express support for the affirmation of superiority of a group.”

“The resolution expresses concern that justification, biased accounts, or denial of genocide may increase the risk of the recurrence of violence. The draft resolution requests the High Commissioner to organize an inter-sessional meeting on strengthening capacities for the prevention of genocide. The Council will also invite SG’s Special Adviser on the Prevention of Genocide to an interactive dialogue,” he said.

“Armenia cherishes the international consensus on the need to mobilize our efforts to prevent the scourge of genocide,” explained Hovhannisyan.

PM Nikol Pashinyan has turned Armenia into Azerbaijan, former Ambassador to the Vatican Mikael Minasyan said during his video message.

“We have always been a people and a country with the code of European civilization, but Pashinyan very quickly adopted the formula from Ilham Aliyev [Azerbaijani president] and Mehriban Aliyeva [Aliyev’s spouse], based on which they rule Azerbaijan,” he added.

Mikael Minasyan gave some examples of how the Armenian leader and Armenia resembles Azerbaijan and his leader.

According to him, no monuments have even been erected in Armenia during the life of a leader. This is what is happening in Azerbaijan. 

He added that the leader’s wife never had so much influence in Armenia as Anna Hakobyan [the PM’s spouse] has.

“Anna Hakobyan and Nikol Pashinyan shared the power of Armenia, financial and economic resources and dominate together. This is something that is happening in Azerbaijan,” he added.

The ex-envoy noted that Pashinyan no longer hides the fact that Armenia is not a democratic country for him.

According to him, the actions against opposition Prosperous Armenia party leader Gagik Tsarukyan, ex-President Robert Kocharyan, and others are political persecution, and both the Armenian people and the international community understand that.

“Armenia and its political persecutions turned into the country that Nikol Pashinyan and Anna Hakobyan dreamed of, and all of us – the Armenian people – turned into subjects of this family. Armenia should not be the property of one family, but it is necessary to fight in the name of Armenia for this,” he said.

According to him, from the very first day of power, this couple divided the people into black and white.

Study says wearing face mask is one of the most effective means to prevent COVID-19 spread – Forbes

A new study out in the journal Proceedings of the National Academy of Sciences of U.S. finds that among all the strategies for reducing the spread of the novel coronavirus (COVID-19, wearing face masks may be the central variable that determines the spread of the virus, Forbes reports.

“Our analysis reveals that the difference with and without mandated face covering represents the determinant in shaping the trends of the pandemic,” the team, from Texas A&M University, the University of Texas at Austin, California Institute of Technology, and the University of California San Diego, write in their new paper.

They analyzed the various mitigation measures put in place in the three major centers of the outbreak—Wuhan, Italy, and New York City—from January 23 to May 9, 2020. The team also looked at the slopes of the curves representing the number of new cases, and how they changed after each measure was mandated. For instance, in NYC, the stay-at-home and social distancing orders didn’t do a lot: the curve really started to change after masks were mandatory. Compare that to the U.S. overall, which never put in place a face-covering policy.

In Wuhan, the response was not only quick, but multiple measures—namely, social distancing, lockdown, and face coverings—were put in place simultaneously. In the U.S., it was slower, and importantly, sequential, making it much less effective.

“Our study establishes very clearly that using a face mask is not only useful to prevent infected coughing droplets from reaching uninfected persons, but is also crucial for these uninfected persons to avoid breathing the minute atmospheric particles (aerosols) that infected people emit when talking and that can remain in the atmosphere tens of minutes and can travel tens of feet,” said study author Mario Molina in a statement.

Interestingly, the team also calculated how many people were likely spared from infection by wearing face coverings. According to their calculations, over 66,000 infections were prevented in New York while wearing a face mask, and 78,000 in Italy.

“We conclude that wearing a face mask in public corresponds to the most effective means to prevent inter-human transmission. This inexpensive practice, in conjunction with social distancing and other procedures, is the most likely opportunity to stop the COVID-19 pandemic”, said Zhang.

Finally, the researchers make the important point that science must be the foundation upon which pandemic policy is based.

Artsakh reports 900 Azerbaijani ceasefire violations in the past week

Azerbaijani military breached the ceasefire along the Artsakh-Azerbaijan Line of Contact around 95 times in the past week, the Artsakh Defense Ministry reported on Saturday. In the period from June 7 to 13, the Azerbaijani forces fired more around 900 shots towards the Armenian defense positions from firearms of different calibers, the source said.

“The Defense Army’s frontline troops adhere to the ceasefire regime and
continue to confidently fulfill their combat tasks,” the source said.

To remind, the Azerbaijani forces fired 1,000 shots toward the Artsakh defense positions in the previous week.

Expert urges Armenian authorities to ‘quickly and effectively’ address Iran-related issue

Panorama.am spoke with Vardan Voskanyan, an expert on Iran and the head of the YSU Chair of Iranian Studies, about the recent rally in front of the Armenian Embassy in Iran, its possible repercussions and Armenia’s future moves.

Panorama.am: Mr. Voskanyan, how did Iranian media outlets react to the protest?

Vardan Voskanyan: Iranian media actively spread the reports on the demonstration in front of the Armenian Embassy. It was also covered by the Iranian state TV, which comes to show that the protesters, in fact, expressed the views of Iranian government officials, although it’s not spoken out.

Panorama.am: Who were among the protesters? Were they representatives of NGOs or activists?

Vardan Voskanyan: Iranian media identified around thirty protesters as students. Protesters chanted no anti-Armenian slogans, nor did they burn an Armenian flag. The slogans were anti-Israeli, partly anti-American and anti-British. They decried Armenia’s plan to open an embassy in Israel and handed over a letter to the Armenian Embassy, expressing concern over the deepening of its relations with Israel.

If interpreting these events, it becomes obvious that Iran, including its official circles, are seriously concerned over the deepening of Armenian-Israeli relations, considering it as a signal of anti-Iranian actions in Armenia. I think this concern must be dispelled quickly and efficiently. The problem that has emerged must be resolved very quickly; there is no need to further explain the importance of Iran for Armenia’s political, economic and security systems. Relations with our southern neighbor provide a certain part of our security not only in Armenia, but also in Artsakh. Therefore, these wrinkles should be smoothed out through diplomatic channels.

Panorama.am: Could Iran’s such a move be expected?

Vardan Voskanian: The Iranian response to the opening of an Armenian embassy in Israel was rather tough, as evidenced by some Iranian media reports some time ago. Iranians assume and have concerns that Israel is pursuing a policy of blocking Iran. Armenia is next in line within this policy.

Before taking such a step, Armenia had to work with all our partners so that we would not have such a reaction. Naturally, such reactions leave some negative impact on Armenian-Iranian relations, which is not in the interests of either Armenia or Iran. It’s beneficial for some states with hostile relations with us, and the fact is evidently used by those countries – Azerbaijan and Turkey. We need to develop more balanced approaches to this issue, as Armenia should never end up at the forefront of the Iran-Israel conflict or become a platform for such a conflict.

We had a certain level of relations with Israel, which is understandable and acceptable for Iran and our other partners. Let me remind you that Armenia has also established relations with Arab countries, which, I do not think, are excited about the deepening of Armenian-Israeli relations.

There is also a problem of communication here. It should be made clear to our society what Armenia benefits from this partnership, what losses the country may suffer or what possible challenges it may face.

Panorama.am: Can we conclude that the problem has stemmed from poor diplomatic work?

Vardan Voskanian: I just present my views and don’t consider it necessary to evaluate anyone’s work, but in this case the results of the work are obvious and they should be corrected as soon as possible, because we cannot have problems on our two open borders with Iran and Georgia. I reiterate that this problem must be resolved rather quickly and effectively, so that we don’t have such events fraught with bitter consequences in the future.

Panorama.am: Don’t you think that Iran’s protest is an attempt to meddle in Armenia’s domestic affairs?

Vardan Voskanyan: In general, any country runs its own policy, taking into account its opportunities. If Armenia has the opportunity to resolve this issue by following the logic you mentioned, it can do so. I think that at the moment Armenia lacks such an opportunity. Many countries in the world do not have this opportunity today; they generally avoid having additional problems with Iran. The world’s number one superpower also avoids confrontations with Iran. Therefore, any approach, including in the context of foreign policy, should be based on real assessment of one’s own capacities rather than arrogance. Otherwise, arrogance can lead to bad and hard-to-handle consequences.

Panorama.am: What steps should Armenia take under the current circumstances?

Vardan Voskanyan: The country should address the issue through diplomatic and other channels as soon as possible and eventually resolve the problem which we regularly come across in media, already at the level of protest actions. This doesn’t lie in the interests of either the Republic of Armenia or the Islamic Republic of Iran, nor does it fit into the logic of friendly and warm relations that have existed between our two countries in general since the independence.

Argishti Kyaramyan appointed Director of National Security Service

YEREVAN, JUNE 8, ARMENPRESS. President of Armenia Armen Sarkissian signed a decree on appointing Argishti Kyaramyan Director of the National Security Service, the Presidential Office told Armenpress.

According to another presidential decree, Eduard Martirosyan has been relieved from the post of the NSS Director.

The President signed the respective decrees based on the prime minister’s proposal.

Igor Ghahramanyan appointed first deputy minister of health of Russia

YEREVAN, JUNE 2, ARMENPRESS. Member of the Russian Federation Council Igor Ghahramanyan has been appointed first deputy minister of health, Regnum news agency reported.

The respective decision has been signed by Russia’s Prime Minister Mikhail Mishustin.

“Sincere congratulations. We wish you success and hope for mutual partnership and effective cooperation”, Chairwoman of the Federation Council Valentina Matviyenko said.

Igor Ghahramanyan is also serving as first deputy chair of the Federation Council Committee on social policy.
