EUR exchange rate up by 1.85 drams to 574.39 drams. Russian Ruble exchange rate up by 0.02 drams to 6.24 drams. GBP exchange rate up by 1.65 drams to 632.77 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 15.88 drams to 29894.12 drams. Silver price up by 3.84 drams to 374.88 drams. Platinum price down by 110.25 drams to 13996.3 drams.

“Clear disinformation”: Georgia denies allowing Turkish weapons shipments to Azerbaijan

TBILISI, DFWatch–Georgia categorically denies rumors spread on various social networks that weapons are being brought to Azerbaijan through its territory and calls on the Armenian side not to rely on such misinformation and fake news.

“We observe that various types of misinformation and fakes are spread in the social space, as if weapons are being transported through Georgia […] Recently, it was reported that weapons were brought to Azerbaijan through the territory of Georgia, which is a clear disinformation,” Georgian Deputy Foreign Minister Lasha Darsalia states.

He says that Georgia has temporarily suspended issuing permits for the shipment of military cargo, but this does not apply to civilian cargo.

“The position of the Georgian side regarding the shipment of goods is unequivocal, which was voiced at yesterday’s meeting of the National Security Council. Georgia will suspend the issuing of permits for the shipment of military cargo to both countries; however, this does not apply to civilian cargo and Georgia will continue to fulfill its obligations in this regard, both to third countries and to our neighbors.” 

Earlier, on Saturday, in the wake of a National Security Council meeting on the events in Nagorno-Karabakh, the head of Georgia’s State Security Service (SUS) Girgol Liluashvili had to officially deny reports about Georgia allowing passage of Syrian militants from Turkey to Azerbaijan.

In the last few days, social media in Armenia and unrecognized Karabakh have been flooded with rumors about Georgia letting trucks loaded with Turkish weapons into Azerbaijan and that these convoys are being protected by the Georgian police. There are also rumors that Georgia is devoting its airspace to planes bringing Turkish weapons to Azerbaijan.

For example, a channel on the social networking app Telegram called “Armenian Military portal”, which is popular with Armenian-speaking users, has recently published this information:

“A huge amount of various weapons intended for Azerbaijan continues to pass through the territory of Georgia. The Georgian police personally accompany each convoy, which means that official Tbilisi is taking part in aggressive actions directed against Armenia. In this regard, the Armenian Foreign Ministry is at least obliged to send a note of protest to Georgia and clearly express its position. In the case of Israel, the same must be done.”

This and similar content is repeatedly published and republished, causing great confusion among users and calling into question Georgia’s neutral position.

Earlier, in September, just after the outbreak of the Karabakh war, news was spread that Tbilisi TV tower and the Bridge of Peace were painted in the colors of the Azerbaijan flag as a sign of support in the war. These fake stories were accompanied by real photos dating from May 28, Republic Day in Azerbaijan. The embassy of Armenia in Tbilisi recently had to issue an official statement denouncing this report as fake.

Beirut: Armenian University Launches Emergency Fund For Lebanese Students

In light of the disaster that struck Beirut last month, the American University of Armenia (AUA), a private and independent university in Yerevan, has established an emergency fund for Lebanese students who have been affected by the explosion.

The university was quick to act after the blast, contacting the Manoogian Simone Foundation to create an emergency fund in support of affected students.

Students currently enrolled in any of AUA’s bachelor’s, master’s, and certificate programs are eligible to apply for support.

This includes those who have already been part of financial aid programs and receiving financial support.

For the upcoming Fall 2020 semester, AUA has already provided 16 students with scholarships.

In addition to providing support for students currently studying at AUA, the university is opening an opportunity for future applicants to the aforementioned programs from Lebanon.

This means that applicants from Lebanon who apply for a bachelor’s, master’s, or certificate programs and are admitted to study at AUA may be granted scholarships.

Students who apply for transfer (Spring 2021) and for the next admission cycle (Fall 2021) are also eligible to benefit from the emergency fund.

Not only will AUA be providing financial assistance for Lebanese students affected by the blast to cover their tuition fees but also to cover accommodation in its dormitories for those who demonstrate need and are qualified to benefit.

  • List of assets and the damage to these assets by the explosion, if any. It is preferable to attach photos when available.
  • Requested percentage of financial aid.
  • Indication of the need for accommodations, be it a dorm at AUA or housing, and the ability to cover the cost of accommodations independently.

Founded in 1991, the American University of Armenia has been providing world-class academic programs. It is accredited by the WASC Senior College and University Commission, one of the seven regional accrediting organizations recognized by the U.S. Department of Education.

The university currently provides 5 undergraduate programs, and 9 graduate programs, among others, including several certificate programs.

Turkish aggressive policy backfires as Europe, Arab countries form anti-Erdogan axis – researcher

YEREVAN, SEPTEMBER 16, ARMENPRESS. A Turkish survey vessel’s return to port from eastern Mediterranean near Greek shores was a tactical step, argues analyst Ruben Safrastyan, the interim scientific director of the Institute of Oriental Studies of the Armenian Academy of Sciences.

“If we generally evaluate Erdogan’s foreign policy in the recent years, we see that it has the following peculiarity: he tries to increase tensions around Turkey. In these conditions he may take a small step back and in exchange expect a big concession from the other side. I think the Turkish vessel’s return from Greek waters was the manifestation of this very tactic,” Safrastyan said.

Safrastyan argues that Turkish leader Recep Tayyip Erdogan’s policy in the Mediterranean is aimed at strengthening and expanding his circle of influence at all cost and to subsequently gain material benefits namely the major gas reserves underwater. The expert on Turkey argues that Erdogan seeks to monopolize natural gas use and become a regional supplying hub, therefore these actions are aimed at both increasing geopolitical influence and becoming a center in the energy carrier sector.

Ruben Safrastyan says Turkey is carrying out its aggressive policy in a number of countries in the region and is expecting that these actions would increase its reputation or influence, but it backfired as Ankara received a strong counter response from what Safrastyan calls an “anti-Turkish axis” comprising Greece, Cyprus, Israel, Egypt, France and others. 

“Therefore I wouldn’t say that Erdogan’s aggressive policy is giving the results he expected,” Safrastyan said.

He noted that Europe is actively speaking about possible sanctions against Turkey, and didn’t rule out that this issue will be raised during the upcoming EU leaders sessions in a week. Aside from European countries, an “anti-Turkish axis” is also being formed among Arab countries since they very well realize the Turkish threats, according to Safrastyan.

Armenian FM comments on Nagorno Karabakh, Turkey’s actions in Caucasus, Mediterranean

During an official visit to Egypt, Armenian Minister of Foreign Affairs, Zohrab Mnatsakanyan, asserted that Armenia, like Nagorno-Karabakh, has every opportunity to defend itself, and it is only the guarantor of the security of fellow Armenians in Nagorno-Karabakh. 

Mnatsakanyan also expressed his views on the relations between Armenia and Azerbaijan, Turkey’s behavior in the Caucasus and the Eastern Mediterranean, as well as the situation in Greece and Cyprus.

About Karabakh: “There can be no military solution to the issue”

The physical security of the population of Nagorno-Karabakh and the implementation of the right to self-determination remain priorities for the Armenian authorities, Mnatsankanyan said, noting that the settlement of the conflict can be built on compromise, ” and compromise means that each of the parties must take appropriate steps towards a balanced, proportionate solution that meets the interests of all parties.”

“There can be no solution built on ‘my way or the highway’. This conflict has its own characteristics, history, subtleties and significant distinctions. In this regard, we highly appreciate the very cautious approach of all our partners towards a solely peaceful settlement. This issue has no military solution.”

On Turkey’s actions:  “We are witnessing a large military presence”

WATERTOWN, Mass. –  Panelists Vicken Sonentz Papazian, Esq., Steve Dadaian, Esq. and Armen K. Hovannisian, Esq. participated in the live panel discussion “Treaty of Sèvres: Unfinished Business” marking the 100th anniversary of the treaty on Facebook live on August 20.

The panel, produced by the Armenian National Committee of America Eastern Region, in partnership with the Armenian National Committee of America, the Armenian National Committee of Canada, Armenian National Committee of America Western Region, the Armenian Legal Center for Justice and Human Rights and the Armenian Bar Association provided viewers with an overview of the Treaty of Sèvres including a discussion of its legality and relevance today.

The panel discussion was live-streamed on a wide range of Facebook pages, including the ANCA, Asbarez, Armenian Weekly and Armenian Bar Association, among others, reaching hundreds of thousands people.

August 10, 2020, marked 100 years since the signing of the Treaty of Sèvres, an international treaty signed by both Turkey and the Republic of Armenia in 1920, that recognizes that Turkey is responsible for its war crimes and demands that Turkey take steps to facilitate the process of punishing those directly involved in the crime.

Papazian, an attorney in private practice in Los Angeles and former executive director of the ANCA, served as the moderator and began the discussion with an overview of the Treaty of Sèvres including a set up of the historical background.

“The Treaty of Sèvres must not only be viewed as a historic legal document, but also as the international community’s acknowledgment and confirmation of Armenia’s legitimate territorial claims. The international community’s failure to enforce the terms of the Treaty continues to adversely impact the region to this very day, demonstrating that the terms of the Treaty are as relevant, and the enforcement of the Treaty as necessary today as they were 100 years ago,” said Papazian.

Expanding upon Papazian’s introduction, Dadaian, a trial attorney in California and member of the ANCA National Board, provided viewers with the in-depth historical context of the Treaty of Sèvres, including the relevant events during World War I, the Armenian Genocide, the territorial provisions and Allied Powers’ zones of influence.

He also described the specific history related to the Treaty of Sèvres and the granting of the Armenian Homeland – a Homeland that was initially intended to be a prosperous and defensible territory – a territory in which Armenians would not be a minority.

“The self-executing 89th and 90th clauses of the Treaty of Sèvres are valid and enforceable under international law irrespective of the rest of the Treaty and allowed for legal title to the Van, Erzurum, Bitlis, and part of Trebizond vilayets to be lawfully and irrevocably transferred to the Republic of Armenia on November 22, 1920,” said Dadaian.

Dadaian was emphatic in stating that “no other legally enforceable agreement since Sèvres and the Wilson Arbitral Award of November 1920 has referenced the delineation of the Armenian Turkish frontier. It remains the last word on that frontier. Ironically perhaps it is only the Republic of Turkey that truly recognizes this reality as evidenced by their thinly veiled attempt to make the affirmation of the invalid Treaty of Kars as their most important clause in the unratified Turkish Armenian Protocols of 2009. Those clauses of the Treaty of Sèvres serve as Kryptonite to Turkey’s claim of territorial rights to those vilayets.”

Dadaian concluded, “As to the oft-repeated myth that the Treaty of Lausanne somehow replaced the unratified Sèvres Treaty vis a vis the Armenian frontier, one need only look to the missing presence of Armenia as a signatory to Lausanne and, in fact, neither the word Armenia nor the eastern frontier were ever even mentioned in that treaty. All that remains is the political will to enforce that which the law is clear on.”

Hovannisian, also a practicing attorney in the State of California, who chairs the Armenian Bar Association’s Armenian Genocide Reparations Committee and serves on its Board of Governors, furthered the conversation with the legal implications of the Treaty of Sèvres with a specific focus on Articles 89 and 90, which include the creation of the Armenian state and President Woodrow Wilson’s arbitration.

“There is an old saying among lawyers that if you have the facts on your side, pound the facts; if you have the law on your side, pound the law; if you have neither on your side, pound the table. With the facts and the law of Sèvres on our side, we are in a position to drill down deeply into both, leaving the table-thumping to others,” said Hovannisian.

The Treaty of Sèvres demands that Turkey repeal the 1915 Abandoned Property laws and the supplementary provisions thereof, compelling it to return all confiscated properties to individual or community owners. Finally, the Treaty of Sèvres provides a legal basis for the arbitration appeal to U.S. President Woodrow Wilson to determine the Armenia-Turkey border.

The panel underscored the foundation of the argument – the notion that Articles 89 and 90 granted the territory to Armenian upon resolution of the Arbitration and that based on that the Armenian nation has a valid, legal claim to the territory. Hence making the Treaty of Sevres, even 100 years later, unfinished business.

COVID-19: Armenia reports 33 new cases, 2 deaths

YEREVAN, AUGUST 24, ARMENPRESS. 33 new cases of the coronavirus were recorded in the last 24 hours, the Armenian Centers for Disease Control said. Only 380 tests were conducted over the past day. 

The cumulative total number of confirmed cases has reached 42825, with 36049 recoveries (58 in the last 24 hours).

2 patients died from COVID-19 complications, bringing the total death toll to 854. This number doesn’t include the deaths of 256 (1 in the last 24 hours) other people infected with the virus, whose deaths were caused by other pre-existing illnesses, according to authorities.

As of 11:00, August 24 the number of active cases stood at 5666.

Ethnographer: Armenia schools must go on indefinite strike as of September 1

“I want to assure that no educator, no scholar, no figure in the field was aware of this process. In the conditions of secrecy, groups were created that have set absolutely unacceptable standards.

Next, we also received an imperfect document—the order for school attendance. That order was also discussed when it was already written, it should have been put into use, but it had not been discussed before. The order is completely imperfect,” she said.

Vaghramyan added that with this regulation, teachers are required to take a COVID-19 test en masse, and teachers cannot enter their schools without it. “Is there a provision [in the Constitution] that the schoolchildren and their parents must also take a mandatory test? In that case, let’s test the whole nation,” she stressed.

In her turn, historian and ethnographer Susanna Melikyan Noted: “How can a school with 700-800 students check so many children for fever and then admit them to school in the morning? How many hours should it take? Or does the teacher have to teach for eight hours in a mask? What about his/her health?”

Or what does it mean not to let a child to go on recess? This is something abnormal, unnatural and just hysterical, sickening. (…). No parent would agree to have their child sit wearing a mask for 45 minutes [in class]. Schools must go on indefinite strike as of September 1.”

Erdoğan ideologue calls for Greater Turkey that includes Greece as Trump & Germany back Turkish ally

At a time when an ideologue of Turkish President Recep Tayyip Erdoğan is boasting about the creation of a Greater Turkey that includes northern Greece and eastern Aegean islands, U.S. President Donald Trump and Germany continue to support their Turkish allies in their aggression against Greece.

Metin Külünk, an ideologue of Erdoğan’s who is a Member of Parliament of the same ruling Justice and Development Party (AKP), from the same youth movement Erdoğan, and from the same province as Erdoğan’s parents, has gone to Twitter to call for a Greater Turkey.

Külünk, which must be emphasized belongs to Erdoğan’s AKP and is a Member of Parliament, has called for a Greater Turkey that includes large areas of northern Greece and the east Aegean islands, half of Bulgaria, Cyprus and Armenia in its entirety, and large areas of Georgia, Iraq and Syria.

In a series of tweets, Külünk would praise the Seljuk’s victory over the Byzantine Empire at Manzikert in 1071 that allowed the Asiatic Turks to enter Anatolia for the first time in history.

“Turkey has entered the 21st century with big moves with the spirit of 1071, it is progressing by taking big steps. Today, the reason why the western world comes to us again is the reawakening of a nation that was put to sleep after 1938 on July 15 and opening up to Syria, the Mediterranean and Africa with its spirit of 1071,” Külünk said on Twitter.

By “spirit of 1071,” Külünk has effectively admitted that Turkey aims to militarily invade and dominate Syria, the Mediterranean and Africa.

In his next Tweet, the Turkish Member of Parliament would say “The grandchildren of those who think that they will take us out of Anatolia are trying to get us out of the Mediterranean today. You have no doubt that they will get defeat in the Mediterranean. The spirit of the Manzikert Victory is alive. Turkey’s government and the need to fulfill the spirit of the nation in every field.”

The tweet was accompanied with a map of a Greater Turkey that shows northern Greece and the eastern Aegean islands occupied by Turkey.

Despite the open announcement for conquest against Greece by an strong ideologue of Erdoğan, who belongs in the same political party and is a Member of Parliament, Trump and Germany continue to support their Turkish allies by appeasing Ankara and equating Greece as an equal problem in the Mediterranean.

Erdoğan two days ago was again praised by Trump, this time at an event with an American pastor who was illegally imprisoned and taken hostage in Turkey for over two years.

“I have to say, to me, President Erdoğan was very good,” Trump said to Pastor Andrew Brunson who was facing decades in a Turkish prison on Erdoğan’s orders.

This was preceded by former National Security Adviser to Trump, John Bolton, describing Trump’s relationship with Erdoğan as a “bromance.”

Greek Prime Minister Kyriakos Mitsotakis held a telephone conversation with Trump on Wednesday night, where Trump only asked for escalations to subside as if Greece was partially or equally responsible for the aggressive actions by Turkey.

Turkish Foreign Minister Mevlüt Çavuşoğlu threatened Greece with use of force and said Turkey’s response will not be an accidental one, but a direct action with no hesitation, as reported by Greek City Times.

The remarks were delivered in a joint presser with visiting Germany Foreign Minister Heiko Maas who attempted to mediate by just calling for dialogue despite his Turkish ally directly threatening Greece next to him.

“I want to make the following recommendation to Greece. Give up on being bratty. You talk like this with unconditional and full EU support. When not received, you blame those EU countries as well. You have to understand that you will not get anywhere with this,” he said.

“Especially do not put yourself at risk by following the encouragement of some countries. In other words, if you make statements like ‘we will defend our rights here,’ or ‘we will do exercises there,’ or if you take the wrong steps, we will not have an accidental response this time,” Çavuşoğlu continued.

“Whatever is necessary, we do it without hesitation. So, do not get agitated, encouraged by these countries and act with common sense,” the Turkish Foreign Minister said.

Germany has been a centuries long ally with the Turks and for this reason is completely unprepared to place sanctions on Turkey despite its constant threats against European Union member Greece and its daily violations of Greece’s air and maritime space.

Despite these provocations, a military build up and open calls to extend Turkey’s borders into Greece, Trump and Germany are just repeating the mantra of ‘dialogue,’ unwilling to openly blame or condemn their Turkish allies. In fact they equate that Greece is equally to blame for tensions in the East Mediterranean while they protect Turkey from sanctions and/or other methods to contain its aggression and open calls for war against Greece.
