TURKEY AND NAKHICHEVAN AGREE ON CONSTRUCTING A GAS PIPELINE

of Izmir and have signed a memorandum of understanding on constructing
a gas pipeline.

Two parties will also sign a memorandum on supplying 0.5 billion cubic
meters of Azerbaijani gas to Igdir through the pipeline, said Turkish
Energy and Natural Resources Minister Taner Yildiz. BOTAS Turkish
company and the State Oil Company of Azerbaijan (SOCA) will conduct
talks over the technical, commercial and legal details concerning
the project. Company experts are to meet in Ankara this September.

"Turkey and Azerbaijan have practically agreed upon the transit prices
on gas. During the second phase of the program, the gas extracted from
Shah Deniz will be delivered to Europe via Turkish territory. After
resolving some technical problems, a large-scale document concerning
certain details will be signed," "Novosti Azerbaijan" quotes SOCA
President as saying.

Commemoration Day: 200 Pontiffs taking part in Ephesus St. Council

Today Armenian Holy Apostolic church is celebrating the Commemoration
Day of 200 Pontiffs participating in the Ecumenical Council of
Ephesus, reports the press department of the Araratyan Patriarchal
Diocese.

The Ecumenical Council of Ephesus was convened in 431 A. D., during
the reign of the King Theodosius Small. 200 Pontiffs participated in
the Council with the goal to criticize the false teaching of
Nestorius, Patriarch of Constantinople. According to his teaching
there were two independent – divine and human natures in Christ,
contrasting each other. Nestorius preached that Christ was born as a
simple man and only later Divinity was settled in His Person, and
therefore, the Holy Virgin Mary was not Godmother, but the mother of a
simple man.

The Ecumenical Council of Ephesus condemns the teaching of Nestorius
and adopts the teaching of St. Cyril of Alexandria as an orthodox
teaching, according to which the divine and human natures of Christ do
not exist separately, but are united unmixedly, without confusion –
one Lord, one Jesus, one face and one united divine and human
nature. St. Mary is not the mother of a simple man, but she is
Godmother as she gave birth to the Son of God. So, the formulation of
St. Cyril of Alexandria: `One is the nature of the Incarnate Word of
God’ was adopted.

The Armenian Church has not participated in that Ecumenical Council
but has adopted its resolutions and ecumenical authority together with
the previous Ecumenical Councils.

The First deputy chief of police of Armenia, major-general Armen
Yeritsyan received the delegation chaired by Eva Biaudet, the OSCE
Special Representative and Coordinator for Combating Human Trafficking
on May 7, the Armenian police say.

A.Yeritsyan welcomed the guests and noted that the Armenian police
actively cooperate with both the state authorities and a number of
international organizations, including the OSCE office in Yerevan,
the US Embassy to Armenia, International Organization for Migration,
etc. in combating human trafficking.

By the assistance and financial support of the OSCE, a number of
police officials attended international conferences and seminars.

Eva Biaudet noted that the OSCE is one of the focal international
organizations that efficiently supports the efforts of the state
organizations and NGOs to combat human trafficking in the region,
including Armenia, and the meetings with the representatives of
state institutions and civil society help enhance and promote the
anti-trafficking cooperation with the OSCE.

Sevan Correctional Facilty In Unsanitary State

After visiting the Sevan Correctional Facility the Ministry of
Justice’s Public Monitoring Group reported a number of unsanitary
conditions at the facility.In their report, the monitors state that
there is just one communal bathroom fort the inmates and that due to
the lack of a heating system the waste disposal pipes freeze up in the
winter. The facility’s mess hall was also found to be in poor shape,
lacking a ventilation and heating system.

The report goes on to say that inmates are packed into large rooms and
that the numbers are in violation of corresponding RoA law. Central
heating is practically non-existent and inmates rely on the electric
heaters brought by relatives, but that do to the large areas involved
these prove to be inadequate, especially given the climatic location
of the prison.

The monitors also pointed out that even rooms in the hospital ward
aren’t heated properly since the floors are bare concrete and that
the ward itself lacks necessary medical equipment.

Exclusive exhibition of Cilician-Armenian miniature painting
has been launched in Matenadaran (Armenian repository of ancient
manuscripts). Though the exhibition is open but it should have official
opening ceremony, Lianna Vatsian of Matenadaran told Panorama.am.

The masterpieces of Cilicia are exhibited, including "Ritual collection
of King Hetum", "Gospel of eight painters", some manuscripts of
Toros Roslin. Totally 40 masterpieces are performed to the public,
some of which have never been exhibited. Note that the exhibition is
available until the end of the year.

ArmInfo. At the period of its chairmanship in Collective Security
Treaty Organization [CSTO] Armenia has become a unique locomotive in
the CSTO development, CSTO Director General Nikolay Bordjuzha said at
today Moscow-Yerevan TV-bridge: ‘The results of CSTO informal summit
in Kyrgyzstan’.

‘My statement has all the grounds, as just at the period of Armenia’s
chairmanship in the CSTO very complex documents on formation of
Collective Rapid Deployment Force were coordinated and finally signed
by major part of the CSTO member-states. Moreover, at the period
of Armenia’s chairmanship, it strictly shown its position on the
integration problems’, – he said.

He also added that very serious decision within the frames of the CSTO
were taken in Armenia and serious events held thanks to the active
support of its leadership. As a sample, he mentioned the meeting of
the CSTO foreign ministers at UN General Assembly.

To note, Armenia became chairman country of the CSTO in 2008.

Matthew Bryza’s interview to APA’s US Bureau

– How fundamental are changes to the Madrid Principles which you,
co-Chairs of Minsk Group have made in Krakow, Poland? Are there
any new elements in the future status of NK, force withdrawal from
occupied areas, international peacekeeping mission, etc?

– We didn’t make any fundamental changes. What we did was to listen
very carefully in the course of all the time that has passed since
November 2007, when we presented the Madrid Document. We assessed what
each president has been saying, what their needs are in negotiations
,and we came up with our best suggestions for how to bridge the
differences that remain between the Presidents as a result of all
those negotiations, which have actually brought them quite close. So
these are not fundamental changes, they are not just cosmetic changes
either. They’re an attempt again to resolve the differences that remain
after now 13 months of intensive negotiations between Presidents
Aliyev and Sarkisyan. I won’t go into the specific issues in which
we made our updates, but what you just mentioned, those are the key
elements of the framework that outlined by the Basic Principles. So,
obviously, anything we do, any update could touch any of these core
elements of the Basic Principles but I’d rather not go into the
specifics of which ones.

– Why do you think, after G8 summit in Italy, the White House’s Press
Office released information with the basic points of NK settlement,
which was done for a first time by any Co-Chair country?

– I don’t think that there is any sense speculating why they did
it. The point is that Presidents of the United States, France and
Russia have publicly announced that they themselves support the Basic
Principles that the Minsk Group Co-Chairs have been able to help the
Presidents of Azerbaijan and Armenia negotiate. That’s the point;
that our Presidents personally are engaged and support the efforts
of the Minsk Group and asked us, the Co-Chairs to do just what we
did in Krakow, right, which is to update the proposal that we have
submitted in Madrid, based very respectfully on the conclusions and
views of the Presidents of Azerbaijan and Armenia.

– Throughout your professional career you have been dealing with
Nagorno-Karabakh issue, do you remember such high level involvement
from the top leadership of Co-Chair countries in an attempt to solve
the conflict?

– I don’t remember that. I am very proud we have been able to secure
that high level of involvement. I do think it’s going to have a big
impact in helping us move things forward. I think the Presidents are
showing that level of engagement because they see that we are doing
our work and we are doing it well. I mean we, all the parties of
the Minsk Group, are making significant progress. As Azerbaijani TV
announced today, the Basic Principles provide a fair outline for a
settlement. So, there’s been a lot of movement and we have entered
a new phase in the Minsk Group process which means getting close
to finalizing the Basic Principles. That, what I just said, is the
significance of the Presidents’ statement: they’re personally involved,
they see we’re getting close to finalizing the Basic Principles and
they want to encourage the parties to carry out the rest of the work
and get to that end point..

– At this moment, is there any sense to add the Azeri and Armenian
communities of NK to the formal negotiations?

– There can’t be a settlement that will be lasting unless all of the
views of all of the concerned parties are taken into account. So,
obviously, the views of Karabakhi Armenians and Azerbaijanis need to
be reflected in whatever is finally agreed, or the agreement won’t
succeed. So that has to happen. Now it happens now in an informal way,
already, when the co-chairs spend so much time consulting Karabkahi
Armenians in Karabakh. I look forward to renewing my consultations
with the Karabakhi Azerbaijani community when I am next in Baku. And
the question of formal participation at the negotiating table is
one that has to be agreed between by both Baku and Yerevan. People
should remember than until 1998, the Karabakhi Armenians were at the
negotiating table but the former Government of Armenia decided that
it would negotiate on behalf of the Karabakhi Armenians. So that was
the decision Armenia took, and to change that decision there must
be mutual agreement by both Baku and Yerevan. So I hope that will
happen in a relatively short time. I can’t predict when, but for now,
what we have to do is wrap up the Basic Principles but to make sure
that we do so in a way that reflects the views of Karabakh’s current
and former residents.

– In Armenia, the criticism of the government is mounting. The
opposition is accusing the government on "unilateral concessions"
to Azerbaijan. Did you witness something like that in the sequence
of Presidents’ meetings?

– The quality of the discussion ensued in Moscow was better than any
I have experienced to date. The Presidents were detailed and candid
with each other, and I’d even say constructive. They are really
looking for ways to bridge their differences, but that doesn’t mean
that they’re being soft. The criticism, particularly in Armenia, that
President Sarkisian or Foreign Minister Nalbandian are somehow making
unilateral concessions, is ridiculous. I think that probably president
Aliyev would love it if there were such unilateral concessions. But
that’s not how real negotiations works in real life. These are real
negotiations that again have entered a new phase in terms of their
intensity and level of give and take. But if you are going to give
in negotiations you expect to take something in return. So this is
give and take – there are no unilateral concessions.

– Could you give us a percentage estimate on how many points of the
Basic Principles are parties agreed and what is left?

– I can’t convey that sort of assessment, and that’s not where we
are anyway. What I can say is, number one, nothing is agreed until
everything is agreed. So I can’t say what percentage has been agreed,
because the way it works is like this: I want A ;and to get A, you
want B from me. If I give you B, well you’re going to want C. If I
give you C, well then I want something else out of A. So you know,
you negotiate a way forward. But then you have to go back sometimes
to reconsider which was already partially agreed before. So, all
the issues are interacting, they’re all interrelated… Therefore,
sometimes you have to move centimeter by centimeter, and that’s what
we have tried to do through our work in Krakow. [approximate]

So, to put it a different way, the Basic Principles, which provide
the framework for a peace agreement, as reflected in the fact sheet
issued with the joint statement by our Presidents, our co-chair
presidents, I think, is more or less accepted by both President Aliyev
and Sargsian. This is an outline that they more or less accept.. But
to say that we absolutely agree, we will need to keep on going back
and filling in the details of one issue, and then going back to fill
in the details of another issue. But all the Basic Principles, just
about all of them, in fact all of them, are agreed in a fundamental
way. But the details require still some work.

– On Turkey-Armenian rapprochement, you have said many times that
those two separate process and they have to move parallel. But as it
seems it doesn’t work in this way.

– It is not for me to answer why, Turkey is not moving forward or why
Armenia is not. There was a "Road Map" with a timetable and a general
sense of when steps need to take place. All I can say is that it’s
the policy of the U.S. Government to say we hope that that timetable
will resume and the parties will begin moving forward again on the
basis of that timetable even though some of the specific dates have
already passed.

And we think that this sort of development will end up being very good
for everybody in the region: for Turkey, Azerbaijan, Armenia and for
Georgia as well. But it wouldn’t be useful for me to speculate why
Turkey and Armenia haven’t moved further ahead because the U.S. is
not a party to this agreement.

But I have talked about how these are separate processes. They are. And
As one moves forward, we believe that the other process will then
exist in a climate where the mood is better, where tension is lower;
and that process can then also move forward.

– Another speculation is your expected nomination as an Ambassador
to Azerbaijan. Many in Azerbaijan will be glad to see you in this
position.

– Well first of all, thank you so much for that very nice statement
saying that people in Azerbaijan would like what you said. That really
makes me feel good. I don’t know what exactly is going to be next for
me. That really depends on our Secretary of State and the President. I
will have a new assignment soon. And, as I’ve said before, I very much
hope it will keep me connected to the South Caucasus. But I can’t
really comment on what is going to be. It’s not my decision. I just
have to be patient. And I am not done yet with the Minsk Group. I plan
to come to the region on behalf of all three Co-Chairs, by myself,
in about a week and a half or so and try to pick up on our success
in Krakow in coming up with the updated ideas of the Madrid Document,
which we hope will lay the foundation for an agreement soon.

Armenian Federation applied to the OSCE with a statement, expressing
its anxiety relating to increase of the military expenses of Azerbaijan
what creates threat of security for the whole territory and especially
for Armenia. It is mentioned in the statement that great expenses in
the sphere of armament and the last statements of the President of
Azerbaijan could liquidate the OSCE Minsk Group’s efforts addressed
to the Nagorno Karabakh conflict settlement, Panarmenian.net states.

"Taking into consideration all these and threats of Aliyev’s regime,
the European Armenian Federation states that Azerbaijan violated main
principles of international negotiations, seriously giving preference
to a military solution of the conflict, leading the OSCE Minsk Group
Co-Chairs into error.

The Federation persuades its mediators to address their efforts
against serious security threats which arises from current national
supremacies of Azerbaijan. Azerbaijan must not be allowed to negotiate
from the positions of military threat in the case when the Armenian
side honestly negotiates," is said in the statement.

"We apply to the MG Co-Chairs, asking to seriously take in the
military pretentiousness and demand based guarantees of not attacking
until the negotiations continue within the OSCE framework. The
agreement on not attacking which obliges peace from Azerbaijan is,
in these circumstances, the only considerable goal for the OSCE,
before continuing the future negotiations." "Armenia and NKR have
right to secure their safety in the conditions of continuable
threats of Azerbaijan. Besides, the negotiation process must not
exclude participation of the NKR, as an independent state, in the
negotations. The threats of Azerbaijan are addressed to the NKR
population which must conduct independent policy in the negotiations
process," European Armenian Federation Chairwoman Hilda Tchoboian
stated.

WASHINGTON-Attorneys for FBI whistleblower Sibel D. Edmonds have
requested that Attorney General Holder review the state secrets
privilege invoked in her case and reverse the decision made under
former President Bush. This will free her to testify on behalf of
Democratic Congressional candidate David Krikorian, in connection with
a complaint initiated by Genocide denier Rep. Jean Schmidt before
the Ohio Elections Commission Edmonds was illegally fired from the
FBI due to her protected disclosures. An independent investigation
by the Department of Justice Office of Inspector General confirmed
the serious misconduct committed by the FBI and the illegality of her
termination. On or about October 18, 2002 the previous administration
invoked the state secrets privilege in order to have Ms. Edmonds’s
whistleblower/First Amendment claims dismissed and to protect the
government from embarrassment.

Edmonds has now been requested to provide sworn deposition and
affidavit testimony in a case pending before the Ohio Elections
Commission in the Schmidt v. Krikorian case. This case raises
nationally significant issues of electoral fraud and violation of
law. The state secrets privilege has stifled Ms. Edmonds for the past
seven years, and this deposition will be the first time that she will
put her knowledge on the record.

Schmidt has brought charges against her likely Democratic opponent
in the 2010 election for what she claims are false statements
made by Krikorian in connection with Schmidt’s vocal opposition to
Congressional measures to commemorate the Armenian Genocide. During
the last election cycle, Schmidt received more than $30,000 in
contributions from individuals and political action committees
advancing the Turkish government’s position to deny the fact of the
Armenian Genocide and oppose Congressional measures to commemorate
what is widely acknowledged as the first Genocide of the twentieth
century. The trial on Schmidt’s charges is scheduled for August 13
before the Ohio Elections Commission.

Since her election to Congress, Jean Schmidt has become an active and
vocal apologist for the Turkish government’s position on the Armenian
Genocide and has solicited and received tens of thousands of dollars in
campaign contributions from Turkish Americans and affiliated political
action committees. David Krikorian has been working to expose the
connection between Schmidt’s actions as a Member of Congress and her
political contributions.

"Jean Schmidt’s active participation in the Turkish Government’s
campaign to deny and cover up this internationally recognized crime
against humanity is well documented and readily traceable" said said
Mark Geragos who will serve as the lead attorney on the case.

"Schmidt’s mertiless complaint against David is yet another attempt
by the Turkish Government and its apologists to intimidate those
with the audacity to speak the truth about this ongoing human right
violation. David Krikorian understands that the Turkish Government’s
attempt to suppress the truth about the most heinous crime known to
humankind transcends the interests of Armenian Americans and is a
cause for concern to all those of good conscience. David is a man
of principle and despite Schmidt’s specious allegations, remains
undeterred in his resolve to bring this important human rights issue
to light," added Geragos.

Given the pendency of this case and the request for her testimony,
the National Whistleblowers Legal Defense and Education Fund requested
that the Attorney General immediately and independently review the
basis upon which that privilege was initially invoked, and formally
and in writing withdraw that privilege. At the time of this release,
two separate deadlines for the Department of Justice to respond to
the attorney’s letter had passed, and consequently the deposition has
been scheduled for Saturday. Although a request was hand delivered
to the Department of Justice, the Attorney General’s office informed
counsel that they were having difficulty locating it.

According to Stephen M. Kohn, the Executive Director of the National
Whistleblowers Center and one of Ms. Edmonds’s attorneys, "The
Obama administration must take a fresh look at how the state secrets
privilege was improperly used to hide government misconduct from the
public view. The Edmonds case was the first case the ‘privilege’ was
invoked, and it must be the first case the ‘privilege’ is revoked. The
government’s misguided attempt to cover up wrongdoing by abusing the
state secrets privilege to bully a whistleblower must end. Ms. Edmonds
has been requested to provide testimony in court. She will do so
unless the government again invokes the privilege to quash her First
Amendment rights."

Edmonds’s deposition is scheduled for Saturday, August 8, at
10:30am. It will be held at the National Whistleblowers Center at
3238 P. St. NW, Washington, DC. The event is open to the press.

YEREVAN, JULY 31, ARMENPRESS: Today in the first floor of the big
hall of the Armenian Artists’ House the graphics and sculpture big
exhibition of the members of the Artists’ Union took place, which
appears their unique report on the work done in the latest period.

Opening the exhibition, Chairman of the Armenian Artists’ Union
Karen Aghamyan said that the current exhibition not only gives the
opportunity of watching the works, but the authors working in different
places are enabled to meet and communicate as well.

Sculptor, professor Gagik Ghazaryan said that the selection took a
long time, as the idea of presenting the exhibition was developed
last year, December. The jury selected 74 sculptures out from over
130 ones. The same thing was done in graphic genre as well.

The Chairman of the Armenian Artists’ Union stated that the exhibition
will operate till the beginning of autumn, and in August 7 its
discussion will take place.
