Armenian Ombudsman sends video of conversation between Aliyev and Erdogan’s wife to EU leaders

Armenia’s Human Rights Defender Arman Tatoyan has sent the video of the conversation between the President of Azerbaijan, Ilham Aliyev and the First Lady of Turkey to the top leadership of the European Union – the President of the European Council, the President of the European Commission and the High Representative for Foreign Affairs and Security Policy.

“The video is a proof that all Armenian captives are being held hostage in Azerbaijan for political bargaining and trade. Therefore, all the trials of the captives are false, and the arrests are a forbidden punishment,” Tatoyan says.

The letters demonstrate how the Azerbaijani authorities are misleading the international community, including the EU.

Special mention has been made of the anti-Armenian policy of the Azerbaijani authorities, as well as the political feelings of the Armenian society, especially the families immediately affected by this political manipulation.

The letters highlight the importance of immediate return of the Armenian captives as a mandatory international requirement subject to unconditional fulfillment.

A peer exchange meeting on best practices in combatting academic misconduct and fraud in education was organized between the National Information Centre on Academic Recognition and Mobility of Armenia and the Joint EU/CoE Project “Quality education for all in Montenegro”.

During the meeting, the participants exchanged information about their country contexts, activities and methodologies, key achievements, challenges and factors of success in ensuring ethics and integrity in education in a sustainable way.

In this context, the following good practices were among the ones discussed by the participants:

  • Tackling academic misconduct and education fraud requires a long term, comprehensive approach involving all relevant stakeholders – ministries, education institutions, administrators, teaching staff, but also students and the wider community. It is a sensitive topic in any country and it requires the development of a broadly shared culture of ethics and integrity in education.
  • It is very important to strengthen the legislative and policy framework for tacking academic misconduct, as it has been done in Montenegro through the Law on Academic Integrity, a key achievement of the Joint EU/CoE Project “Strengthen integrity and combat corruption in higher education” (2016-2019). However, it is equally important to ensure that the policy and legislative framework is enforced and its implementation is monitored by a specialized body. For example, in Montenegro, an Ethical Committee has been established to report annually on the implementation of the law and the current Council of Europe project is supporting its activity.
  • The diploma supplement or a higher education achievement report is an effective tool to reduce pressure on students as a key incentive for committing education fraud. The diploma supplement has proven its effectiveness in many contexts, such as in Wales, according to Professor Michael Draper of Swansea University who attended the meeting as a Council of Europe expert. However, for such a tool to have a real impact on graduates’ ability to secure employment, education institutions need to ensure its quality and employers need to be better informed of its purpose.

As the National Information Centre on Academic Recognition and Mobility of Armenia embarks on a Council of Europe supported project to carry out a study and develop a handbook on “Developments and Detection of Education Fraud: Risks and Responses in the COVID-19 Age”, more exchanges between the two projects will be organized to ensure that learning from each other and good practices are shared further.

The event was organised by the Education Department within the framework of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022” and its action on “Quality education for all” in Montenegro.

Azerbaijani press: Azerbaijani, Saudi FMs mull Karabakh post-war situation, mine threat

Azerbaijani Foreign Minister Jeyhun Bayramov and his Saudi counterpart Prince Faisal bin Farhan Al Saud have discussed the post-war regional situation, mine contamination, and reconstruction in Karabakh, the Foreign Ministry reported on June 24.

At the meeting held on June 24, as part of his official visit to Saudi Arabia, Bayramov briefed his Saudi counterpart on the post-war situation on the liberated territories, the scale of the decades-long devastation in those areas, the territories’ contamination with mines, mine clearance operations, the rehabilitation and reconstruction in Karabakh.

He stressed the importance of signing a peace agreement between Azerbaijan and Armenia based on respect for the countries’ sovereignty and territorial integrity.

Touching upon Armenia’s military aggression against Azerbaijan and its consequences, Bayramov praised Saudi Arabia’s support to Azerbaijan in this issue, both bilaterally and within the framework of international organizations.

The Saudi foreign minister praised Azerbaijani President Ilham Aliyev’s position to normalize relations with Armenia. Prince Faisal bin Farhan said that Saudi Arabia is ready to provide all possible support to Azerbaijan.

He expressed satisfaction with the level of relations between the two countries, noting that relations are built on solid foundations. He stressed that Azerbaijan is a friendly and brotherly country.

Bayramov noted national leader Heydar Aliyev’s visit to Saudi Arabia has an important place in the history of bilateral relations. He stressed the high level of political relations between the two friendly countries.

Bayramov emphasized the importance of economic cooperation. He hailed cooperation between the two countries in the field of wind energy. Referring to cooperation in tourism, the minister noted that after the simplification of visa procedures for citizens of the Gulf countries in 2016 the number of Saudi tourists visiting Azerbaijan increased several times. He expressed confidence that the positive dynamics would continue in the post-pandemic period.

Meanwhile, at his meeting with Bayramov, Gulf Cooperation Council (GCC) Secretary-General Nayef Falah Mubarak Al-Hajraf said that GCC has always supported Azerbaijan’s position with regards to the Nagorno Karabakh conflict, the Azerbaijani Foreign Ministry said.

At the meeting, the two officials focused on the current regional situation, the fulfillment of trilateral deals signed by Baku, Moscow and Yerevan, and the latest Armenian-Azerbaijani border tensions.

Bayramov briefed  Al-Hajraf about the post-war regional situation, particularly mine threat and its consequences and the rehabilitation in Karabakh.

He stressed that the occupation factor’s elimination facilitated efforts to normalize relations between the two countries based on respect for sovereignty, international law, the principle of territorial integrity, and inviolability of internationally recognized borders.

Bayramov underlined that the GCC member countries are interested in participating in joint projects of creative work on the liberated territories.

The parties discussed the possibilities of expanding cooperation between Azerbaijan and the Council, including the development of a joint action plan and other issues of mutual interest.

On June 23, Bayramov and Saudi Arabian Investment Minister Khalid Bin Abdulaziz Al-Falih discussed further economic cooperation and Riyadh’s involvement in the rehabilitation of Karabakh


Law enforcement officers intimidate the representatives of "I’m honored" bloc, Artur Vanetsyan says

The leader of “I’m Honored” pre-election bloc Artur Vanetsyan alerts about unlawful actions launched by law enforcement against the representatives and supporters of the bloc. In Vanetsyan’s words, since early morning, the representatives of the National Security Service (NSS), Special Investigation Service (SIS) and the Police, have been detaining the members of the bloc and taking them to police stations, keeping for hours.

“They are simply intimidating our members. Unreasonable searches are conducted at the offices of the bloc and apartments of our members. As those searches have brought no results,  the law enforcement officers state in private conversations that they have been instructed to isolate the members of the bloc today and tomorrow. The capitulant, who used to pretend as mad, will not get away with this,” Vanetsyan said.

YEREVAN, JUNE 15, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan, who is leading the Civil Contract party’s election list for the June 20 snap polls, announced today that the party is going to hold a nationwide rally and march on June 17, at 20:00 in the Republic Square.

During the party’s pre-election campaign in Sisian town of Syunik province, he said on June 18 he will have a direct talk and conversation to the people of Armenia, but didn’t release the format of the talk.

Armenia Ombudsman’s representatives hold personal talks with 15 Armenian POWs

By the assignment of the Human Rights Defender of Armenia, representatives of the Ombudsman have held personal talks with the 15 Armenians who were released from captivity in Azerbaijan and returned to Armenia, as reported the Office of the Human Rights Defender.

The representatives also conducted a study on their health condition.

Based on the results of the visit, they will take necessary actions.

US considers movements along Armenian-Azerbaijani border to be provocative, calls for return to initial positions

The United States is very concerned by recent developments along the international border between Armenia and Azerbaijan, including the detention of six Armenian soldiers by Azerbaijani forces and the recent death of two journalists in a land-mine incident, Acting Assistant Secretary for European and Eurasian Affairs Philip T. Reeker told reporters in Azerbaijan.

“Too many lives have been lost in the conflict between Armenia and Azerbaijan, and we are concerned the situation at the border could escalate. We call on both sides to resolve these incidents urgently and peacefully. The United States considers any movements along the non-demarcated areas of the international border between Armenia and Azerbaijan to be provocative and unnecessary. We reject the use of force to demarcate the border and call on both sides to return to their previous positions and to cease military fortification of the non-demarcated border and emplacement of landmines”, Mr. Reeker said.

He said the United States urges the sides to return as soon as possible to substantive negotiations under the auspices of the OSCE Minsk Group Co-Chairs to achieve a long-term political settlement to the Nagorno Karabakh conflict. 

“The United States will continue to work with international humanitarian organizations, as well as our Allies and partners, to meet humanitarian needs in the region.  But only through a peaceful settlement of the conflict can the people of the South Caucasus truly thrive and prosper”, the Acting Assistant Secretary said.

Presidents of Kazakhstan, Armenia meet in Nur-Sultan

AKIPRESS.COM – President of Kazakhstan Kassym-Jomart Tokayev held a meeting with President  of Armenia Armen Sarkissian, who arrived in Nur-Sultan on a working visit on June 3, Akorda reports

During the talks, the two presidents discussed the development of the Kazakh-Armenian cooperation with an emphasis on strengthening political dialogue, trade, economic, cultural and humanitarian ties. They also touched upon the prospects of cooperation within the Eurasian Economic Union, the Collective Security Treaty Organisation and other multilateral structures, and exchanged views on the international and regional agenda.

Kazakhstan President noted the importance of Armen Sarkissian’s visit in terms of giving an additional impetus to bilateral cooperation.

“Armenia is a close country for us. The relations between our states are based on traditions that go back centuries. Certainly, we are interested that our cooperation does not stand still, and filling with new content. Therefore, the governments of our countries and competent authorities are working towards achieving this goal,” the Head of State said.

Kassym-Jomart Tokayev positively assessed the outcomes of the recent visit of the Armenian government delegation to Kazakhstan, noting good opportunities for boosting cooperation in various areas.

President Tokayev expressed confidence in the positive continuation of the Kazakh-Armenian cooperation within the EEU, CSTO, CIS, UN and OSCE.

Armen Sarkissian expressed gratitude to Kassym-Jomart Tokayev for the opportunity to visit Kazakhstan.

“For me, as always, visiting Kazakhstan is like a trip to my home, to my friends. Our peoples have, as you said, very good, long, deep and long-standing relations,” he said.

Armenian President agreed with President Tokayev that the contacts between Nur-Sultan and Yerevan have a huge potential for further expansion. In this regard, he drew attention to the favorable conditions opening up in the areas of trade, education, new technologies, food processing, and expressed his intention to see this cooperation more meaningful and extensive.

Tigran Hamasyan wins two awards from Deutscher Jazzpreis

Renowned Armenian jazz pianist Tigran Hamasyan has won two awards from Deutscher Jazzpreis for his latest album, he said in a Facebook post on Friday.

“I am really honored to receive two awards from Deutscher Jazzpreis for my latest album The Call Within: “Artist of the Year, International” and “Piano/Keyboard”.

“I would like to thank the organization and jury members at Deutscher Jazzpreis. Also big thank you and congratulations to all the incredibly talented musicians who have been nominated and awarded this year,” the pianist wrote.
