Armenian opposition leader says USA boosting efforts in Karabakh settlement

Yerevan, 24 March: The USA is boosting its efforts in the settlement
of the Nagornyy Karabakh conflict in parallel with the OSCE Minsk
Group, the secretary of the opposition Justice bloc, Viktor Dallakyan,
told a briefing at the Armenian National Assembly today.

He said that the recent visits of US Assistant Secretary of State
Daniel Fried and US co-chairman of the OSCE Minsk Group Steven Mann to
the region testified to this. Dallakyan noted that at his meeting with
Fried and Mann, he had an impression that the goal of their visit to
the region was to learn the positions of the two sides and public
opinion in detail.

Dallakyan confirmed that at the meeting Fried and Mann had said that a
militarily settlement to the Nagornyy Karabakh conflict was
inadmissible and that they were putting pressure on Azerbaijan in this
regard. Dallakyan believes that Russian co-chairman Yuriy Merzlyakov’s
absence from the OSCE Minsk Group meeting in Istanbul could be
explained by increased US activity in the Nagornyy Karabakh
settlement.

US, EU not seen as impartial Garabagh mediators – Russian MP

The mediation on settling the Armenia-Azerbaijan Upper (Nagorno)
Garabagh conflict should be undertaken by “a force that is accepted
both in Azerbaijan and Armenian as an impartial party” instead, a
Russian MP has said.

The OSCE Minsk Group brokering the conflict resolution is co-chaired
by Russia, France and the United States. “Neither the United States
nor the European Union can be fully impartial with regard to the
peace process, while Russia itself is not keen on implementing the
mediating mission,” the chairman of the Russian State Duma
(parliament) committee on CIS (Commonwealth of Independent States)
issues, Ahmed Bilalov, told Russian RIA-Novosti news agency.
“However, if the sides accept this, Moscow is ready to avail of all
means to achieve a fair solution…Russia is not interested at all in
the resumption of military action close to its borders,” he said in
reference to Azerbaijan’s threats to use force to free its land from
under Armenian occupation, which followed the fruitless discussions
between the two countries’ leaders in France in February. Russia
therefore wants the difference of opinion between the conflicting
sides to be solved through negotiations, Bilalov said. The MP also
emphasized that he accompanied Russian President Vladimir Putin
during his recent visit to Baku.

regular plenary session of the Nagorno Karabakh Republic National
Assembly took place. At the beginning of the session, on the request
of the Parliament Speaker Ashot Ghoulian, the Deputies by a minute of
silence honored the memory of the Armenian pogroms in the town of
Shoushi carried out by Tatar-Azeri on March 23, 1920. Then, turning to
the discussion of issues of the agenda, the Parliamentarians adopted
bills “On Nature Protection Control”, “On Veterinary Science”, “On
Seeds”, on making amendments and supplements in the laws “On
Protection of Atmosphere Air”, “On Regulation of Apartment House”, “On
Taxes”, “On Tax on Added Value”, “On Payments on Obligatory Social
Insurance”, “On Organization and Conduct of Check-ups in the NKR”, “On
State Tax”, “On Licensing”, “On Tax on Profit”, etc. Draft laws “On
National Assembly” and “Agenda of the National Assembly” were send to
revision. As Noyan Tapan was informed by the NKR Foreign Ministry’s
Information-Analytical Department, the annual report on the activity
of the NKR NA Control House in 2005 and information on the activity of
the NKR Prosecutor’s Offices’ bodies in 2005 were submitted to the
Deputies. At the end of the session, Deputies delivered statements.

Several groups were protesting today in front of the government
building. Dwellers of the Northern Avenue, Buzand Street and Dalma
Parks joined the residents of the area adjunct to the Tbilisi Highway
and the citizens who suffered form the activities of `ArmenTel.’

Arshak Sadoyan, who was heading the strike of the latter, declared
that the protest will continue until the government gives a
response. They met the Minster of Transport and Communication Andranik
Manukyan. The latter told the strikers that he will submit
corresponding documents to the Prosecutor’s Office and hopes that the
issue will be resolved in their favor.

YEREVAN (YERKIR) – UNESCO’s Canada commission held its 46th general
meeting on March 16-18 at the OMNI Hotel in Montreal.

Jean Mkrtchian, representative of the Armenian National Committee
of Canada, Ms. Artemis Mkrtchian as well as Hurik Hayrapetian and
Dvin Topuzian, both representing the ARF’s Armen Garo Student Union,
participated in the March 17 session as observers.

The Armenian delegation and Arpi Hamalian, the director of the
Educational Sector of the UNESCO’s Canada Commission, met with the
Commission’s Secretary General David Valdeni and raised the issue of
the destruction of the Armenian historical monuments in Old Julfa of
Azerbaijan’s Nakhijevan region.

The secretary general was also informed of the miserable state of the
Armenian architectural monuments in the Western Armenia. Mr. Valdeni
said he has sent the ANCC and Armen Garo letters to Paris expecting
relevant solutions.

YEREVAN, MARCH 20, NOYAN TAPAN. A preliminary agreement on providing
considerable assistance to the development of the information
technologies (IT) sector in Armenia has been reached between the
Armenian and Indian governments. RA Deputy Minister of Trade and
Economic Development Tigran Davtian stated this on March 20. According
to him, the assistance will cover the IT educational and technical
assistance. The issue of opening an Armenian-Indian IT center in
Armenia is now under discussion, and a preliminary agreement with
respect to it has been achieved as well. T. Davtian said that the
Armenian-Indian cooperation in the IT sector has become a realilty,
as a commission to deal with problems of this cooperation has been
set up. Besides, the Armenian company Aviainfotel has opened its
office in India.

will not help in this case. During the years of cease-fire firm

defense positions,” Secretary of the National Security Council at
the President of Armenia, Defense Minister Serge Sargsyan said in
the course of a meeting with Russian journalists, when commenting on
Baku readiness to solve the Karabakh issue by force. S. Sargsyan was
puzzled with harsh and aggressive statements of Azeri party. “These
statements smell like blackmail. If the Azeri party has the goal of
solving the issue by force, why to trumpet it all over the world?

They want to warn us to give us an opportunity to be more prepared
to it? Or do they want to notify the international community in
order for the latter to ask them or prohibit them? It is not quite
understandable,” S. Sargsyan said. Having informed that the personnel
of the Armed Forces of Armenia numbers 45 thousand today, the Armenian
Minister said, “it is much for a three-million” population of the
country, however we do have to do it, as “the South Caucasus is not
quiet today, we have an unsolved conflict over the Karabakh issue
and a conflict with Azerbaijan,” Itar-Tass reports.

Baku, 7 March: Armenian troops fired on the positions of the
Azerbaijani army near the village of Asagi Seyidahmadli in Fuzuli
District at 1200 [0800 gmt] on 6 March. Private Nazimov Muhiddin,
born in 1987, was heavily wounded.

Armenia fired on the positions of the Azerbaijani army in the vicinity
of the village of Qiziloba at 0445 (0045 gmt) today. Soldier Cahangirov
Parviz, born in 1986, was killed in the fire.

The Defence Ministry offers its condolences to the relatives and the
loved ones of the killed soldier.

A soldier died and another got injured during the armistice breach
in the Azerbaijani-Armenian frontline on 6 and 7 March, the Defense
Ministry of Azerbaijan announced.

Nazimov Muhiddin Veli, an Azerbaijani soldier, got injured in a firing
of the Azerbaijani positions on 6 March at 12:00 from the Armenian
positions in Ashagi Seyidahmedli village of Fizuli, which is currently
under Armenian occupation. Nazimov, 19, was called up to military
service by the Military Commissariat of Oguz District in July 2005.

Jahangirov Parviz Asif, an Azerbaijani soldier, died as a result of
firing on 7 March at 04.45 from the enemy’s positions in southwest
of Giziloba village of Terter District. Jahangirov, 20, was called up
to urgent military service in April 2005 by the Military Commissariat
of Khachmaz District.

The leadership of the Defense Ministry expressed its condolences to
the parents and relatives of the killed soldier.
