DECISION OF RA CONSTITUTIONAL COURT DIDN’T CHANGE ANYTHING

A crowd of protesting citizens gathered in front of RA government. The
rally participants are the owners of Dalma orchards, the residents of
the Northern and the Main Avenues, as well as citizens who are deprived
of their pensions for already over a year and a half for refusing to
take social cards. They demanded the resignation of RA prime minister.

The residents of the Northern And Main Avenues were concerned about
the fact that even the decision of RA Constitutional Court didn’t
change anything, as more and more citizens are being forced out from
their homes and at present, the residents of Byuzand Street are to
move from their apartments. The officials state that the decision
of the Constitutional Court will take effect from October 1. The
rally participants have applied to even RA president but received no
response. The owners of Dalma orchards, on their part, demand that the
authorities allow them to privatize the land they have cultivated for
so many years and only after that get compensations. Hranoush Hakobian,
counselor of RA prime minister, met with only the pensioners who are
deprived of their pensions. They wrote a letter to RA prime minister
urging to help settle their problem.

GAVAR, MAY 17, NOYAN TAPAN. 915 mln drams (about 2 mln USD) was
allocated from the state budget for school construction in Gegharkunik
marz in 2006 against 489.1 mln drams last year. NT correspondent
was informed from the urban development department of the Gegharkunik
regional administration staff that this repair project includes schools
No and 5 of Gavar, school No 2 of Sarukhan, school No 1 of Dzoragyugh,
school No 1 of Zolarkar, the secondary schools of Vahan, Ddmashen,
Akunk, Tsovinar, Artsvashen and Vaghashen, and the sport school of
Vardenis. It was noted that the construction of the Vaghashen school
started last year. 170.65 mln drams has been allocated to complete
this construction partly this year.

Director on Eurasian affairs of the US International Republican
Institute and political expert Rasa Alisauske.

During the meeting issues about the IRI activity in Armenia were
discussed. The sides found the enhancing of democratic reforms
important. The guests represented the results of the investigations
about different problems to Arthur Baghdasaryan.

Yerevan, May 16. /ARKA/. Armenia’s not being admitted to the UN
Human Rights Council cannot affect on the prospects of the country’s
European integration, Director of the Caucasian Institute of Mass
Media Alexander Iskandaryan told ARKA.

According to him, this process is not equal to the country’s European
integration. “European integration, which is the result of hard work
of many structures, is a process that will last for dozens of years
and produce certain results,” Iskandaryan said.

According to him, Armenia did not reach a desirable result in the
admission to the UN Human Rights Council for objective reasons.

“Particular persons in particular commissions failed to work well
together,” he said.

Iskandaryan also pointed out that the change of the RA Ombudsman
played an important role in this process as well.

On February 17, 2006, the Armenian Parliament elected new Ombudsman.

As a result of voting at the UN General Assembly on May 9, 2006,
Armenia was not admitted to the UN Human Rights Council. The country
did not receive enough votes to be admitted to the Group of East
European countries of the UN Human Rights Council. The group includes
Azerbaijan, Czec Republic, Poland, Romania, Russia and Ukraine.

Anti-American Conference In Armenia?

ANTI-AMERICAN CONFERENCE IN ARMENIA?

On May 17 a two-day international conference kicked off in Yerevan,
entitled “The Caucasus without Terror. The Dialogue of Civilizations
at the Caucasian Crossroad”. It was organized by Aram Gaspari Sargsyan
and Ara Abrahamyan. Perhaps Ara Abrahamyan played the leading role in
the organizer tandem, who gave the money for the conference, covered
travel, accommodation and food expenses of the participants. Aram
Gaspari Sargsyan is the host, the chair and maybe also the author of
the idea. Certainly, however, after scrutinizing the idea and making it
correspond to his own interests Ara Abrahamyan decided to support the
conference, almost turning a Russian monologue. First, the conference,
which is an outlook for a peaceful development of the South Caucasus,
is entitled “the Caucasus without Terror,” whereas the South Caucasus
can hardly be considered a hotbed of terror. Even if it is so, the
American experts invited from the United States could not be found
among the participants. Only representatives of the Armenian American
organizations participate in the conference, who are mostly Armenian
residents. In the meantime, it is worthwhile to recall that the
United States is the flagship in the war against terrorism, and it is
difficult to argue, at least in a conference. Against this background,
the other forces engaged in the region and pursuing interests in the
South Caucasus – Russia, Iran, Turkey, Europe, NKR – were represented
duly. Even Azerbaijan had been invited, but they refused to come,
fearing a misunderstanding by the Azerbaijani society.

Interestingly the Georgian experts did not turn up either; most
probably on learning who had organized the conference. The only
representative of Georgia was Member of Parliament Van Bayburd,
Armenian by origin. Announcing about the conference several days
ago, Aram Gaspari Sargsyan told the reporter of Lragir.am that the
American experts had not been invited for financial reasons; travel
from America to Armenia is expensive, and the organizers cannot afford
to cover all the expenses. However, it was reported in press that Ara
Abrahamyan is staying at the only presidential room of the Armenia
Marriott Hotel in Yerevan, which costs 1300 dollars a day.

The expectations that the conference would be overtly pro-Russian
were confirmed by the first address to the event. The first speaker
was Russian Member of Parliament Constantine Zatulin. He began with
the words that the presence of Russia in the South Caucasus can be
assessed differently, but it is unarguable that it guarantees peace
and security in the region.

According to Zatulin, the problems of the South Caucasus have always
been settled with outside interference. Consequently, the Russian
member of parliament thinks that Russia has a better understanding
of the reality in the South Caucasus and has a better perception of
the problems in the region than the United States. It should be noted
that only after the lasting speech of Zatulin did Aram G. Sargsyan
decide to interrupt and regulate the duration of speeches. However,
the thematic environment of the conference had been established. It
was not modified by the Iranian, European and Turkish experts who
mainly spoke about historical, or cultural or generally unity and
partnership. And Russian Armenian Andranik Mihranyan, who is also a
member of the Public Chamber, established by Vladimir Putin, took up
and developed Zatulin’s line.

According to him, Russia is presently departing from the South
Caucasus which is, however, a major mistake. Andranik Mihranyan says
the region is increasingly featuring a new global player, the United
States, which has two regional proxies, Georgia and Azerbaijan. The
Russian Armenian political scientist called the Russian diplomacy for
intensifying pressure on the South Caucasian states and asked to keep
in mind that historically they have pursued their interests through
Armenia. Constantine Zatulin’s and Andranik Mihranyan’s speeches
heavily dwelled upon the United States, as well as Georgia, the United
States’ regional ally in the South Caucasus. It is notable that the
Russian political figures did not voice strictures against Azerbaijan,
even though just a few weeks ago Aliev returned from Washington,
having been “declared” a strategic partner of the United States.

Another notable thing about the conference was the participation
of Armenian experts and political figures. The majority are
Russian-speaking and pro-Russian. For instance, Aram Karapetyan seeking
for Russia, Albert Bazeyan – Vagharshak Harutiunyan tandem. Aram
Gaspari Sargsyan, an organizer of the conference, said they had not
invited the political parties, they had invited the experts. For
the political parties, Aram G. Sargsyan said these were chosen on
their preference.

prosecution of persons openly denying Armenian ‘genocide’, Turkey
is seriously considering recognition of genocide committed by France
in Algeria.

Trend’s correspondent in Turkey reports quoting Cumhuriyyet that
among scheduled steps is erection of a monument in memory of victims
of genocide in aforesaid country committed in the years of struggle
for independence, in one of districts of Istanbul.

to promote liquidation of Section 907, as well as Jackson-Venick
Amendment, adopted by the US Congress regarding Azerbaijan, EAJC Head
Joseph Zisels stated in Baku. “We want to engage Israel and Jewish
lobby to held Azerbaijan eliminate those amendments,” he emphasized.

In his words, sponsored by the EAJC, during their May summit GUAM
member states will adopt a statement addressed to the US Congress,
urging to repeal all discriminating amendments regarding Azerbaijan
and Moldova, which are GUAM members. Zisels also emphasized that the
Jewish lobby understands the idea of unification of Azerbaijan with
South Azerbaijan province in Iran and the EAJC is ready to support
those tendencies, reports Day.az.

Bad weather on the Black Sea has forced officials steering a recovery
of flight recorders of the Armenian Airlines A-320 jet from the seabed
to revise the operation schedule.

The jet crashed in the small hours of May 3 while on a maneuver for
landing at Adler airport, located in the coastal area.

A traffic controller at the seaport of the beach city of Sochi told
Itar-Tass the special sea craft Navigator had to suspend a search
in the area of jet crash six kilometers away from the coast and to
return to the port.

The operation was suspended at 17:00 hours Moscow time, but earlier
reports indicated the Navigator’s crew had managed to obtain the
first television image of the flight recorders lying at the depth of
496 meters.

The images were produced with the aid of a top-notch research complex
Kalmar.

At the time of reporting, the area had northwest wind 15 meters per
second to 17 meters per second strong and a moderate swell of the sea
(3 to 4 points on the Douglas scale).

The Kalmar equipment was provided by the department for salvage and
emergency operations based in the port city of Novorossisk.

The designer of the complex, the Russian corporation Tetis-Pro,
made the Kalmar for the Russian Navy. When the A-320 crashed, the
complex, which includes a sonic depth-tester having the functions of
a side-looking sonar, was still in the phase of testing.

The Kalmar is capable of tracking down objects at the depths of down
to 600 meters.

Other ships engaged in the recovery operation also returned to
Sochi port.

YEREVAN, MAY 15, ARMENPRESS: Armenian diamond and goldsmith companies
have reported a drastic decline in output in the first four months
of this year, saying overall they produced 27 percent less goods from
a year ago.

Gagik Mkrtchian, head of a trade and industry development ministry’s
department dealing with this sector, said in terms of money 12
companies which the ministry monitors produced this year 28.4 billion
Drams worth goods, against 38.7 billion drams from a year ago. He said
75 percent of the output was manufactured by diamond cutting companies.

Consequently sale and exports in the first fourth months of 2006
reduced 24 percent from a year ago. The slump have also affected
wages which fall to 44,000 ($100) on average, less than an average
wage on national scale.

Mkrtchian attributed the slump to crises in global markets saying
higher prices of oil and gold coupled with depreciation of US Dollar’s
value have significantly cut demands for extravagant goods.

He said, there were also domestic reason, such as lack of effective
management, lack of financial resources and halt of Russian raw
diamonds supplies.

Now 80 percent of uncut diamonds are brought from Israel and Belgium.

Izmir: Foreign Minister and Deputy Prime Minister Abdullah Gul has
said that the erection of a monument to commemorate the so-called
“Greek Pontusian genocide” in Thessaloniki, Greece, overshadowed the
improving friendly relations between Turkey and Greece.

Interviewed by an Anatolia correspondent in Izmir upon arriving for a
visit there, Gul noted that Izmir mayor and his team had done the
right thing by deciding not to sign a protocol twinning Izmir and
Thessaloniki in response to the erection of the monument.

Gul pointed out that bilateral relations between Turkey and Greece
were making encouraging progress, adding that they had been informed
that some non-government organizations in Turkey would take steps and
that a monument to those who lost their lives during the War of
Liberation would be erected in Kesan.

Emphasizing that neither country could benefit from such retaliatory
steps, Gul went on to say, “Such things were done in the past and they
proved to be useless over the long term. Thus, such actions, offending
the other side, should have been avoided. I believe the mayor’s
decision was right.”

Gul also disclosed that they were making serious efforts about a
resolution -recently tabled in the French parliament – qualifying the
denial of the so-called “Armenian genocide” as a crime.

Pointing out that their efforts were not aimed at provoking the public
but cautioning France about the possible consequences of the
resolution – which would deeply offend Turkey – before it was too
late, Gul said they had summoned Turkish ambassadors in Ottawa and
Paris to Ankara to get detailed information about the matter.

“This is an issue which concerns not only the government but also the
public,” Gul said, adding that French non-government organizations and
businessmen had cautioned their government that the resolution, if
adopted by the French parliament, would harm bilateral ties.

Gul noted that he had also discussed the matter with French Foreign
Minister Philippe Douste-Blazy at length and said, “As far as I can
see, the French government is also making utmost efforts. Sometimes
issues connected with domestic politics could seriously hurt a
country’s broader interests. I believe the French government will
place a higher priority on French interests.”
