Visit of PACE speaker on monitoring of cultural sites, British MP
Edward O’Hara to Azerbaijan and Armenia, planned for May 28, has
been postponed.

The PACE planned to send the mission, headed by O’Hara, on May 28
-June 4 into the region. The mission is to familiarize itself with
the state of Armenian historical sites in Nakhichevan and prepare a
detailed report on it.

It is worth reminding that reports on destroying of Armenian monuments
in Old Julfa (Nakhichevan) by Azerbaijani soldiers were received by
the Armenian Embassy to Iran. On February 16, the European Parliament
adopted resolution, condemning Azerbaijan’s actions, aimed at
destroying of khachkars at Old Julfa Armenian cemetery. Supporters of
the document pointed out inadmissibility of destroying cultural sites,
which have equal importance to all mankind, by Azerbaijan. It was
stressed that detailed requests should be formulated for Azerbaijan,
which committed the crime and which joined EU New Neighborhood
Program. Mentioning statements that destroying of khachkars was caused
by the Karabakh conflict, the European MPs stressed that Nakhichevan
is far from the conflict zone.

capable of retrieving the information stored on the black box flight
recorders from the Armenian Airlines Airbus A320 which crashed off
the Russian coast near Sochi on May 3, Tatyana Anodina, the Interstate
Aviation Committee chairperson, said.

“The voice recorders were affected by the aggressive marine environment
and the mechanical impact,” Anodina told journalists on Wednesday.

The resignation of Armenian parliamentary speaker Artur Baghdasarian
may signal his preparation for a higher office. But, even though he
has left his post, the effect on the government appears to be minimal.

Artur Baghdasarian formally vacated on 22 May his post as Armenia’s
parliamentary speaker, completing the withdrawal of his Orinats Yerkir
Party from the country’s governing coalition. Experts in Yerevan don’t
expect the shake-up to have much of an immediate impact on government
policy, but suggest that the withdrawal could boost both Baghdasarian’s
and his party’s political fortunes in upcoming elections.

Addressing MPs after the acceptance of his letter of resignation,
Baghdasarian sounded like a politician already on the campaign trail.

Armenia is scheduled to hold parliamentary elections in 2007 and a
presidential poll the following year. “Social surveys show that 70
per cent of Armenia’s population is afraid […] We will fight for a
free society,” Baghdasarian said, according to a report distributed
by the A1-Plus web site. “When we said that the state must support
young families, they [political rivals] said it was populism. It is
not populism; it is the road to the development of our country.”

Baghdasarian also maintained it was in the country’s best interest
to pursue integration with Western economic and security structures,
while attempting to cast Orinats Yerkir’s departure from the governing
coalition as the party leadership’s choice. “Many good things have
been accomplished, but many have been left out,” Baghdasarian said,
referring to his party’s participation in the governing coalition. “Now
we have decided to follow our own route.”

In addressing parliament, Baghdasarian studiously avoided criticism
of President Robert Kocharian.

Baghdasarian signaled on 12 May his intention to resign as speaker,
a day after party leaders voted to pull out of the coalition. Although
seeking to portray themselves as the initiators, many experts believe
that Prime Minister Andranik Markarian pushed Orinats Yerkir, or the
Country of Law party, out of the coalition for conduct damaging to the
government’s interests. In the weeks leading up to his resignation,
the former speaker had been outspoken in his criticism of the
government’s continued reliance on a special political relationship
with Russia. Starting with an 19 April interview published in the
influential German daily Frankfurter Allgemeine Zeitung, he began to
make forceful appeals for Armenia to turn away from Russia and toward
the European Union and NATO.

Markarian has maintained that Baghdasarian’s actions constituted
a violation of a 2003 power-sharing agreement, which stated that
coalition members would attempt to reconcile policy differences in
private before making them public. Baghdasarian evidently made no
attempt to do so before the newspaper interview’s appearance. Orinats
Yerkir was created in 1998, thrusting Baghdasarian, who was at the
time only 30 years old, into the center of Armenian political life.

The party, with apparently strong backing from Kocharian and other
top leaders, gained eight seats in the 1999 parliamentary vote,
and went on to secure 20 in the 2003 elections.

Over the near term, experts in Yerevan believe few, if any policy
changes will occur, as the government retains a solid majority
in parliament. On some issues, including the political future of
Nagorno-Karabakh, Orinats Yerkir’s position remains closely aligned
with those of the governing coalition, which also includes Markarian’s
Republican Party and the Armenian Revolutionary Federation. Following
the 2003 parliamentary elections, Orinats Yerkir had the second largest
parliamentary faction, and it received three ministerial portfolios
under the power-sharing agreement. Amid Baghdasarian’s spat with other
governing coalition leaders, the party experienced a considerable
number of defections. The 10 lawmakers who left Orinats Yerkir’s
parliamentary faction have established themselves as independents,
retaining a pro-government orientation.

The party also lost three cabinet portfolios allocated to it under
the 2003 power-sharing agreement.

Though currently operating in a severely weakened state, many observers
expect Orinats Yerkir to quickly recover, and, ultimately, benefit
from leaving the coalition. Re-casting itself as an opposition force
will likely increase the party’s competitiveness in the 2007 vote,
analysts say. “It will be beneficial to create an image of a party
that suffered due to the actions of authorities,” said a commentary
published by the Iravunk opposition weekly.

Iravunk went on to suggest Baghdasarian likely has his eye on
the presidency, saying that he “may have good chances later to
follow the path of Viktor Yushchenko and Mikheil Saakashvili, to
make a turn from the ‘internal opposition of the authorities’ to an
‘orange opposition'”. But Baghdasarian has steadfastly sought to avoid
comparisons with the leaders of the recent revolutions in Ukraine and
neighboring Georgia. At a 12May news conference, he did not seek to
antagonize his erstwhile political allies, and insisted it was “too
early” to discuss the possibility of his candidacy for the presidency.

General for the South Caucasus Robert Simmons stated at a news
conference in Yerevan. In his words, reforms have not only defense,
but also democratic importance. “Armenia should specify its priorities
within the IPAP. In that case working will be easier for the NATO,
as the Plan takes into account interests of both parties,” said the
Special Representative of the NATO Secretary General.

Simmons also underscored that each country chooses allies on its
own. “If Russian bases are situated in Armenia, as desired by the
Government, was cannot object to this. It was different with Georgia –
they addressed us for help in withdrawal of Russian themselves and
they got the assistance,” Simmons stated. At that he said that the
NATO is not entitled to prevent countries from membership in another
block, specifically the CSTO.

the RA National Assembly the application on resignation from the post
of the Parlaiment Speaker. According to the decision of the “Orinats
Yerkir” (Country of Law) party’s leaving the political coalition and
on the party’s resigning the post undertaken within the framework
of the coalition memorandum, Mher Shahgeldian, the Chairman of the
Standing Committee on Defence, National Security and Internal Affairs,
the OYK Deputy Chairman and Gagik Mkheyan, the Chairman of the Standing
Committee on Nature Protection Issues also presented resignations. The
above-mentioned people having presented resignations thanked the
Parliament for joint work and expressed a hope that as OYK faction
members, they will be able to assist adoption of laws securing the
country’s progress in future as well. To recap, according to the NA
regulations-law, in the case of again presenting the resignation in 5
working days after the NA Speaker’s resignation, it will be considered
adopted. In the case of resignation of Chairmen of Standing Committees,
it will be considerd adopted if the application is not taken back
during 3 working days after its having been made public at the NA
sitting. A.Baghdasarian also stated officially that 11 deputies left
the OYK faction according to their own applications. To recap, 10
of them had also left the party according to their application, and
Artak Sargsian was earlier expelled the party by the party’s decision.

The meeting of the National Assembly on May 22 opened with the
resignation of Speaker Arthur Baghdasaryan. Members of the Orinats
Yerkir Party Mher Shahgeldyan (Chair of the Committee for Defense,
Internal Affairs and National Security) and Gagik Mkeyan (Chair of
the Health, Social and Environmental Committee) resigned too.

In his last speech as the speaker of the National Assembly Arthur
Baghdasaryan reasserted what he had stated during his pledge to
resign. There is political disagreement and controversies on three
key matters: foreign policies, promotion of democracy, reforms.

Only within the past year the mass media and politicians have predicted
the collapse of the coalition or secession of the Orinats Yerkir Party
for 21 times, recalled Arthur Baghdasaryan. We are following the path
to building Armenia we dream of, said Arthur Baghdasaryan. Becoming
opposition, the Orinats Yerkir Party will fundamentally criticize
every wrong step, independent of who will take it, the president,
the government, one political force or another. “We cannot endorse and

Criminal case is instituted at the National Security Service
Investigation Department on the incident of smuggling of 433 cell
phones costing USD 70,000 equivalent 30 mln Armenian dramS. The phones
were brought to Yerevan from Dubai on May 17 Yerevan-Dubai flight.

Director of Azerbaijani President’s Office department for
international relations, Novruz Mammadov held a press conference
related to the recent statements on Azerbaijan made by former Russian
co-chair (until 1996) of OSCE Minsk Group Vladimir Kazimirov (APA).

Mammadov said that Kazimirov have Armenian relations and he has
financial relations with Armenians stressing that confidence in the
Russian diplomat was lost in 1992-93. Mammadov also noted that at
times Kazimirov made biased statements on Azerbaijan and sometimes he
even forged relevant international documents when he was sponsored by
Armenians.
`He even tells a lie by saying that the principle of nations
determining their fates is same with the principle of territorial
integrity of states according to the UN Convention of 1948.
Kazimirov’s statements are contrary to diplomatic ethic. I think he
has gone mad, he is too old to comprehend what he says,’ the
President’s Office official said.
Mammadov also noted that Kazimirov’s such statements may hinder the
process of settlement of the Nagorno Garabagh problem. On the other
hand, stating that these statements are false, the department
director considers as the parties to the conflict do not take into
account these false statements, these factors will not have negative
impact on the settlement process.
`I don’t think these opinions coincide with Russia’s official foreign
policy. We have less belief that the old Kazimirov will have strong
logic,’ he said.
According to Kazimirov’s recent statement the Pan-Armenian
Information Agency reported, the then Azerbaijani President Heydar
Aliyev meant liberation of the surrounding regions of Nagorno
Garabagh not just the entire Nagorno Garabagh. Stating that the
Garabagh problem had negative psychological impact on Azerbaijanis,
Kazimirov stressed that the problem cannot possibly be solved for the

ROBOT TO CONTINUE WORK ON SEABED TO DETECT FLIGHT RECORDERS

The weather conditions allowed to continue the operation at the A-320
crash site on Thursday to find and raise the flight recorders from
the seabed.

The deep-water robot sank at 19:30 Moscow time on Thursday and ended
the work at 04:00 on Friday, a source at the operational headquarters
told Itar-Tass.

Fragments, the colour and form of which resemble the recorders, are
found at the seabed, and each of the objects is examined. The robot
has to remove obstructions. Some of the fragments are in the silt,
and it complicates the work, the source said.

The team operating the robot had a short rest on Friday morning,
and if the weather allows, the work will resume soon.

According to the earlier reports, the recorders are at the depth of
496 metres, and the distance between them is about five metres.

The A-320 of Armenia’s Armavia airline crashed into the sea on the
night to May 3 when attempting to land at Sochi’s airport. All the
113 people who were aboard died.
