The Turkey-Armenia track has no link to the Nagorno-Karabakh talks,
according to the French Co-Chair of the OSCE, Minsk Group.

"We consider the Turkey-Armenia talks and Nagorno-Karabakh process as
parallel lines, and according to Euclidian geometry, parallel lines
never cross. But, there are interactions. The historic reconciliation
between Turkey and Armenia could affect the environment positively
but not Nagorno-Karabakh talks," Bernard Fassier said at a luncheon
with a limited group of journalists in Turkey, the Hurriyet Daily
News reported.

Fassier, on the eve of a crucial meeting between Armenian and
Azerbaijani leaders early next month in St. Petersburg, visited Ankara
as a last stop of a regional tour that included Yerevan and Baku. He
held meetings at the Foreign Ministry just a week after Prime Minister
Recep Tayyip Erdogan said Turkey would not open its border with
Armenia unless Yerevan ends its occupation on Azerbaijani territory.

"An unfortunate mix of these talks might only make things more
difficult," Fassier said. According to Turkish sources, Fassier asked
Turkey not to link these two issues, especially at a time when the
international community has increased its pressure on the parties to
compromise for a solution.

"We are not trying to reach for the moon, but20to solve what is
possible to solve today," he said, adding that the Minsk Group
has so far proposed to establish an interim situation that would
not constitute casus belli (justification for acts of war) for any
of the countries. The further stages and the final status of the
Nagorno-Karabakh would be reasonably settled afterward.

The trial of National Assembly Deputy Hakob Hakobyan got underway
today after a delay. 18 year-old witness Gevorg Mouradyan, a witness
in the case, was late in getting to the court.

It should be noted that the witness refuted all previous testimony
he had given the court, stating that he had been beaten during the
interrogation.

Defendant Hakobyan demanded that all the police be removed from the
court, arguing that, "Fifteen police beat that boy and now they want
him to testify against me." The judge warned the defendant not to
make such irresponsible statements.

The court then continued yesterday’s questioning of Gevorg Mouradyan
at which time Mr. Hakobyan said he hasn’t feeling well and requested
that he be permitted to leave the courtroom for a few minutes. His
two requests were denied. Mr. Hakobyan then proceeded to curse those
pulling the strings behind the trial and the judge had him removed
and prohibited him from attending the next two trial sessions.

When the judge asked the witness why he waited five months to refute
his prior testimony and whether he didn’t feel ashamed to falsely
accuse another individual, Gevorg Mouradyan responded, "If I expressed
any pangs of conscience, they would have dragged me back in and beat
me again."

About half way in to the session, Mr. Hakobyan’s lawyer, Melanya
Aroustamyan, said that her client was feeling uneasy and asked the
judge to call an ambulance. Judge Avetisyan then made arrangements
for Mr. Hakobyan to be transferred to a hospital.

expected any time this year is agreement on the basic principles,
and the mediators sound optimistic about a possible breakthrough,"
Europe Program Director of the International Crisis Group Sabine
Freizer said commenting on the settlement of the conflict, APA reports.

"Another meeting of the Azerbaijani and Armenian presidents is expected
in Saint Petersburg around 4-6 June. But there is a long-running
stalemate over several issues, including the modalities of a plan to
hold a referendum to determine Nagorno-Karabakh’s final status and the
status and size of a possible corridor linking Nagorno-Karabakh with
Armenia in the Lachin district. Once an agreement on basic principles
is signed, lengthy and difficult talks await the sides to reach a
comprehensive settlement leading to the start of actual withdrawals,"
she said.

Sabine Freizer underlines that Turkey plays an important role in
the region, particularly in the settlement of the Nagorno Karabakh
conflict.

"There is no doubt that progress on resolving the Nagorno-Karabakh
conflict would enhance Turkey’s ability to normalize relations with
Armenia and stability in the South Caucasus. But Ankara’s best chance
of bringing a new positive momentum to the process is precisely by
normalizing with Armenia," she said.

Sabine Freizer says that optimism about the normalization of
Turkey-Armenia bilateral relations, so prevalent on 22 April when
the two countries announced that they had agreed on a comprehensive
framework for reconciliation, has suddenly faded. "Normalization
would include opening of the Turkey-Armenia border, establishing
diplomatic relations, and setting up of bilateral commissions to deal
with multiple issues, including the historical dimension of their
relations. It first seemed that these steps could be accomplished by
autumn 2009. Now they may be delayed for years. With his statement
Turkish Prime Minister Tayyip Erdogan put a brake on the reconciliation
effort when in Baku on 13 May."

YEREVAN, MAY 18, NOYAN TAPAN. On May 18, RA President Serzh Sargsyan
had a private talk with RF Vice-Prime Minister Sergey Ivanov, who is
in Yerevan on a working visit. The sides recorded with satisfaction
the current high level of the two countries’ strategic relations
and political dialogue, the best evidence of which is cooperation
developing in various spheres, new initiatives and programs being
implemented.

S. Sargsyan and S. Ivanov highly assessed the dynamics of development
of trade and economic contacts between the partner countries and
high level of cooperation in the humanitarian sphere. Issues related
to cooperation in various economic spheres, including transport,
telecommunication, energy, and other spheres were also discussed
during the conversation.

According to the RA President’s Press Office, speaking about the
Nagorno Karabakh settlement process, the interlocutors exchanged
thoughts over various issues of regional and international agenda.

S. Sargsyan reiterated that any precondition in normalization
of Armenian-Turkish relations is just excluded and reaffirmed
Armenia’s readiness to normalize relations with Turkey without
preconditions, within the framework of reached agreements and in
time contraints. S. Sargsyan also emphasized that any attempts of
intervening into the Nagorno Karabakh settlement process by Turkey can
only have a negative impact on the problem’s settlement negotiations
process.

DHABI // UAE authorities have vowed to follow up any leads that came
to light during the trial of three sisters convicted in Armenia of
sending hundreds of women to Dubai to work in the sex trade.

Anoush Martirosyan, 40, led the trafficking ring that for years lured
Armenian women to the Emirates, often with the promise of tax-free
jobs as waitresses and nannies, before forcing them to work as
prostitutes. She was sentenced to 13 years in prison on April 20. Her
sisters Sofya Martirosyan and Sonya Gabrielyan were given five- and
one-year terms, respectively.

But more members of the ring, including a sinister figure in Dubai
referred to by the girls as `Ponytail Ali’, were mentioned frequently
during testimony.

Dr Saeed al Ghufli, rapporteur for the UAE National Committee to
Combat Human Trafficking, said authorities would investigate any
information from Armenian authorities.

`Of course if any names are given in evidence and are passed on to the
UAE, the authorities will try to follow up that information and
investigate,’ he said, adding that he welcomed the conviction.

Lt Col Abdul Raheem bin Shafee, head of the organised crime division
of the Dubai Police, said authorities were doing everything they could
to fight human trafficking. But he declined to comment directly on the
details of the Armenian case.

Russia is ready to provide assistance to Armenia in the elimination
of the aftermath of an emergency at the Yerevan Chemical Plant, RF
Vice Prime Minister Sergei Ivanov said at a meeting with Armenian
Prime Minister Tigran Sargsyan on Friday.

Ivanov expressed deep condolences in connection with the tragedy that
occurred at the chemical plant. "If you need our help or support we
are ready to provide it," he said.

On Thursday, 4 people died and 8 were injured in an explosion at the
chloroprene production unit of the Yerevan Chemical Plant NAIRIT.

Touching upon the bilateral relations the RF deputy prime minister
noted that they "are developing in all directions: in the transport,
communications, high technologies and space exploration spheres." "Our
relations are multifaceted and deep," Ivanov stressed.

NAIRIT Plant CJSC is one of the leading chemical enterprises in the
Republic of Armenia that specialises in chloroprene rubbers and latexes
production. Since 1940 the enterprise has been producing chloroprene
rubber under NAIRIT trade – name and at present it is well-known on
the world market.

Along with polychloroprene production the company has capacities
for the production of various chemical products: carboxylic acids,
caustic soda, sodium hypochlorite, carbinol syrup, lacquer- ethynol
etc. Due to the variety of produced polychlroprene grades NAIRIT CJSC
is the partner of different enterprises in industrial rubber goods,
cable, light and other industries in many countries over the world.

In 2005 NAIRIT Plant manufactured 7,676 tonnes of rubber and 6,000
tonnes of caustic sodium. Plant director Ruben Saghatelian said the
plant sold its products last year to Italy, Poland, Iran, Span and
some of CIS countries.

Yerevan – APA. "St. Petersburg meeting of Armenian and Azerbaijani
presidents will pave the way for serious improvements in the settlement
of Karabakh problem," UK Special Representative for the South Caucasus
Brian Fall told journalists, APA reports quoting Novosti-Armenia
agency. He said that all the participants of the negotiations should
make efforts to solve the problems between Armenia and Azerbaijan.

"We agree to the view that the positions of the sides are getting
closer. I hope the sides will achieve more improvements at the meeting
of Armenian and Azerbaijani President in St. Petersburg on June 4. I
think good news will be publicized after the meeting," he said.

On May 9 another "Press Club" show, dealing with the elections of Yerevan
Council of Elderly on May 31, 2009, went on the air of "Yerkir Media" TV
company. The "Press Club" cycle is produced under Yerevan Press Club
project, supported by the Open Society Institute. The guests of the program
host, YPC President Boris Navasardian were representatives of five parties
and one party bloc which were registered at the RA Central Electoral
Commission for running in the elections: Mikael Melkumian ("Prosperous
Armenia"), Emanuel Margarian (Popular Party), Sos Gimishian (Armenian
National Congress), Vazgen Petrosian (ARF "Dashnaktsutiun"), Emil Amyan
(Labor Socialist Party of Armenia), Vardges Eghiazarian (Republican Party of
Armenia). Only the representative of "Orinats Yerkir" party did not
participate in the program. Karineh Danielian, Chairwoman of the Association
"For Sustainable Human Development", and architect Gagik Sukhudian took part
in the show as experts. The discussion centered on the communal services in
Yerevan.

The next "Press Club" show will be aired on "Yerkir Media" on Saturday, May
16 at 17.25.

MEDIA ETHICS OBSERVATORY RENDERED JUDGMENTS ON TWO COMPLAINTS

On May 12 a session of the Media Ethics Observatory took place at the office
of Yerevan Press Club, on which judgments were rendered on two complaints.
The first one addressed by the "Heritage" party was dealing with some
publications in several media, and the other one – from "168 Zham" newspaper
and "Aravot" daily was on the piece published in "Azg" daily. As it has been
reported, Media Ethics Observatory (MEO) was formed on March 10, 2007 by the
heads of Armenian media who supported the YPC self-regulation initiative
(see YPC Weekly Newsletter, March 9-15, 2007).The mission of MEO consists in
considering the complaints-appeals regarding the violation of the Code of
Conduct of Media Representatives and rendering judgments on them. Recently,
the Code of Conduct and its addendum, the Declaration on Election and
Referendum Coverage Principles, were also signed by CS Publishing House,
which issues "TV-Mol" weekly, "Yes!" and "Naneh" magazines. As of today, 38
media join the initiative and 8 journalistic associations support it.

The complaint of "Heritage" party referred, specifically, to pieces
published by "168 Zham", "Chorrord Ishkhanutiun", "Haykakan Zhamanak",
"Zhamanak", "Hraparak" newspapers. According to the applicant, the pieces
contained false information, misinformation, or offensive expressions for
the party. To "Chorrord Ishkhanutiun", "Haykakan Zhamanak", "Zhamanak",
"Hraparak" newspapers, who are not members of the self-regulation
initiative, the MEO addressed letters, offering its mediation in the
conflict. Since the aforesaid newspapers did not respond to the proposal,
the appeal of "Heritage" party was considered only partially, regarding two
articles of "168 Zham" newspaper, which has signed the Code of Conduct.

The subject of the complaint became the pieces "The Client Is Always Right"
and "Citizen, Are You a Marker?" published by "168 Zham" on March 19, 2009.
By examining the first piece the MEO considered the title "The Client Is
Always Right", offensive, in the applicant’s view, to be "just an evaluating
opinion, the truth or agreement to reality of which cannot be proved". As an
argument MEO brought one of the provisions of the decision of European Court
on Human Rights on the case of "Lingens vs. Austria".

Regarding the second piece, "Citizen, Are You a Marker?", MEO noted that the
expression, containing false information, in "Heritage" opinion, is an
assumption made by the author of the piece, which she had a right to. The
expression, assessed by applicant as misinformation, contains a reference to
anonymous sources of information (allowed by Point 2.2 of the Code of
Conduct). On the basis of these sources the author makes evaluating opinion.
The other expressions challenged by "Heritage" party are a conclusion, which
is not subject to any prove.

Thus, MEO defined that in the aforesaid pieces of "168 Zham" on March 19,
2009 "there are no violations of Code of Conduct and international norms of
professional ethics".

At the same time, MEO noted that it shares the concern of "Heritage" about
the surge of negative information about the party at the period when the
question whether "Heritage" will participate to the Yerevan Council of
Elderly elections on May 31, 2009 was being settled. "Nevertheless, the
absence of accurate information always gives raise to assumptions, which
cannot be considered as a violation of the Code of Conduct", the MEO
judgment said.

The subject of the complaint of Chief Editor of "168 Zham" newspaper Satik
Seyranian and Chief Editor of "Aravot" daily Aram Abrahamian was the piece
"Campaign of Armenian National Movement launched on the "Chief’s" Order"
published by "Azg" daily on March 11, 2009. In the applicants’ opinion, the
piece contained untrue passages about "Aravot" and "168 Zham" newspapers.
The article coarsely violates a number of the Code of Conduct provisions,
signed by the conflict parties, the appeal of heads of "168 Zham" and
"Aravot" noted.

By examining the piece of "Azg" daily MEO concluded that Points 1.1 and 1.3
of the Code of Conduct have been violated. Point 1.1 stipulates: "Prior to
publishing, to check the accuracy of information from any source, not to
conceal and not to distort facts, and not to publish obviously false
information." According to Point 1.3, it is necessary "to rely on accurate
facts when making analysis and comment". MEO considered "the party
affiliation (to Armenian National Movement – Ed. Note) attributed to "168
Zham" and "Aravot" newspapers not to be an evaluating opinion, but nothing
else than not proved false information". The author of the piece should have
checked the information. Thus, the comments of the author regarding those
newspapers are based on untrue information.

At the same time, MEO called "Azg" daily and the other media, members of the
self-regulation initiative, "not to allow the political struggle between the
party groups to become a struggle between the media, to refrain from pieces,
discrediting each other, and to adhere to ‘common standards of professional
journalism’, as the preamble of the Code of Conduct says".

INVESTIGATION INTERESTED WITH PHOTOS MADE AT THE SITE OF ATTACK ON
COORDINATOR OF ARMENIA TODAY

On May 8 free-lance journalist Gagik Shamshian was convened to the RA
National Security Service (NSS) to give evidence on the case of attack
against Argishti Kivirian, Coordinator of ARMENIA Today news agency,
Director of "Bagin" legal company. As it has been reported, on April 30 at
about 5.00 strangers with bats assaulted Argishti Kivirian on his way home
from the office which is located in the next entrance. Argishti Kivirian in
grave health condition and with multiple injuries, also on his head, was
taken to hospital, where he spent a week under in-patient treatment. Upon
the attack on Argishti Kivirian the police has instituted criminal
proceedings on Article 117 of RA Criminal Code, "Intentional non-grave
health injuries". Such qualification of the incident was strictly criticized
by lawyers, human rights organizations. The case investigation was
transmitted to the Investigative Department of RA National Security Service
(see YPC Weekly Newsletter, May 1-8, 2009).

As Gagik Shamshian informed YPC, the reason he was convened to the NSS were
the photos made by him at the site of attack, on which the bloody bat and
the gun shells are pictured. It should be noted that the photos were placed
on the Internet sites on the very day of the incident (later they were
published by the press). Nevertheless, the RA Police report did not say
anything about the detection of shells. According to Gagik Shamshian, he has
confirmed the authenticity of the photos at the NSS and has given to
investigators the source files of the digital photos.

PROCEEDINGS INSTITUTED ON CASE OF ASSAULT AGAINST NVER MNATSAKANIAN

Mashtots Police Department of Yerevan instituted criminal proceedings on the
case of assault against Nver Mnatsakanian, the author and host of
"Perspective" program cycle of "Shant" TV company. The proceedings are
instituted on Point 3 of Part 2 of Article 113 of RA Criminal Code
("Premeditated injury of medium gravity"). As it has been reported, the
incident took place on May 6 over midnight. Two strangers, who were waiting
for Nver Mnatsakanian to come back from work, attacked him at the entrance
of his house. Giving blows to the journalist and knocking him off his feet,
the assaulters escaped. Nver Mnatsakanian was given medical assistance at
the hospital (see YPC Weekly Newsletter, May 1-8, 2009). Presently, the
journalist has recommenced his professional activities.

"YERKIR" NEWSPAPER ISSUED THREE TIMES A WEEK

"Yerkir" newspaper, the official organ of Supreme Body of "Dashnaktsutiun"
party, has changed its periodicity and volume. The 16 pages weekly is now
published three times a week – on Tuesdays, Thursdays and Saturdays on 8 A3
pages.

"TSAYG" TV COMPANY CELEBRATED ITS 18TH ANNIVERSARY

On May 10 "Tsayg" TV company of Gyumri celebrated the 18th anniversary since
its foundation.

International Conference Security And Cooperation In Caucasian Regio

INTERNATIONAL CONFERENCE SECURITY AND COOPERATION IN CAUCASIAN REGION AND AROUND IT TO BE HELD IN YEREVAN

YEREVAN, MAY 13, NOYAN TAPAN. An international conference Security
and Cooperation in the Caucasian Region and Around It will be held
between May 15 to 16 in Yerevan on the initiative of the RA National
Security Council.

Over 40 representatives from 25 countries, Russia, Italy, France,
Great Britain, the Netherlands, Japan, India, Iran, Egypt, Sweden,
Australia, Israel, Poland, China, Vietnam, Turkey, Germany, the U.S.,
Canada, the Ukraine, Estonia, Belarus, Kazakhstan, Iraq, as well
as international organizations from the European Union, OSCE, CSTO
will take part in the conference. Armenia’s high-ranking officials,
ambassadors accredited in Armenia will also take part in it.

According to the Press Service of the National Security Council,
the subjects of discussion at the conference will be South Caucasian
security problems in the context of modern European security, issues
of settlement of regional conflicts, energy and transport ways as
a regional security and cooperation factor, fighting international
terrorism, illegal sale of drugs and arms, development of regional
cooperation in the issue of fighting trafficking, provision of
information security in the region.
