As we know the Republican and Dashnaktsutyun parties have already
announced about their intentions to stand for the presidential
elections with their personal candidate. What about BHP? In response
to this question V. Bostanjyan said," From the beginning ARF policy
was to run for the elections with their own candidate. As for the
members of the coalition memorandum RPA and BHP, according to the
functions of the memorandum we must have a united candidate and
support the united candidate."

SOME 3,200 FOREIGNERS VISIT NAGORNO-KARABAKH THIS YEAR

STEPANAKERT, SEPTEMBER 20, ARMENPRESS: Some 3,200
foreigners visited Nagorno-Karabakh in January-August
of this year. The majority were from the USA, Russia,
France, Canada, Iran and Germany. Among the tourists
were visitors from Malta, Taiwan, Venezuela and other
countries.
Yuri Zakarian, head of the consular service of
Nagorno-Karabakh foreign ministry, said to Armenpress
that part of foreigners visiting Nagorno-Karabakh are
representatives of international organizations,
businessmen and benefactors. The bulk of those who
come to see its sightseeing are ethnic Armenians.
In 2006 over 5,000 foreigners from 60 countries
visited Nagorno-Karabakh. In 2005 the figure was 4,000
and 2,400 in 2004.

WBZ-TV 4 political reporter and Belmont resident Jon Keller speaks

Despite having a brand new book out, WBZ-TV 4 political reporter and
Belmont resident Jon Keller did not want to talk about it much on
Monday night. Keller was the keynote speaker at the Belmont Media
Center’s annual meeting and instead of talking about "The Bluest
State: How Democrats Created the Massachusetts Blueprint for American
Political Disaster," out on St. Martin’s Press, he chose to talk
around it, offering up a hardy dose of anecdotes about what life is
like covering politics.

"I really prefer to have this be a little more of a two-way
discussion," he said.

Keller said he enjoyed watching the BMC channels and commended many of
the hosts and producers involved in creating content for the channels.

"The very fact that you are here tonight speaks to the degree of
caring that you have in civic life," he said.

In commending BMC, Keller pointed to a recent Human Rights Commission
meeting about the Anti-Defamation League/Armenian Genocide controversy,
recorded and broadcast by the channels, and noted how important
community media was in delivering the story to residents.

"I felt inspired watching that whole process unfold," he said,
"because a big organization was held accountable for its actions."

By broadcasting public meetings, the BMC was helping residents hold
public officials in Belmont accountable for their actions as well,
Keller noted.

"I watch," he said. "And I do talk back to the TV."

Similarly, turning to the book for a moment, whether people liked the
"incendiary title or not," his goal was to try and hold a generation
of political leadership, the Baby Boom generation specifically,
accountable for what they haven’t done to fulfill their promises to
the working people and poor people of the state. Not unlike bloggers
vetting and fact checking his work, "and long-term, that’s a good
thing," Keller said others had a responsibility to keep an eye on what
was going on. He pointed to C-SPAN as an example of how coverage of
federal happenings informs and empowers Americans. Keller also pointed
to video-bloggers [or vloggers] following political candidates around,
recording them, and then placing the videos on YouTube for the entire
world to see.

Essentially, it is a new era where everyone will have a camera,
he said, adding, "it’s all for the good."

After the brief speech, attendees asked Keller his thoughts on some
recent headlines.

On casino gambling coming to Massachusetts: "[Gov. Patrick] inherited
a mess. The mess is that we have an economy that’s essentially
stagnant and worse than stagnant for the people on the lower end of
it. We have led the nation in population lost, twice in the last
decade. It is unclear where the next wave of economic growth that
is going to reverse the situation is going to come from. We have
a very high cost of living, very high cost of housing … and not
just taxes but other costs which crush middle class and working
class people. So along comes poor Deval Patrick and he needs money
and he needs it fast and there aren’t too many places he can go to
get it … If you want to see what’s at stake here, go to one of the
casinos. It’s a highly depressing sight. You do not see the happy,
carefree, zip-out-of-my-old-persona-into-my-new-one yuppies gushing
with disposable income, hitting jackpots on their way to the dance
floor. No, you see a lot of unsmiling, working class people and elderly
people, clutching their cups of quarters. Some may be having a good
time. Some are not having a good time.

And that’s not even mentioning the toxic side effects of gambling,
crime and so forth. I fear the consequences."

On the Red Sox pennant race: "I have to say that the Yankees in this
series and the previous series in New York, showed the tremendous
heart and character that they have as a team. Derek Jeter in my mind
is a God-like figure. However, it gives me great satisfaction to know
that there is no chance that they will catch us. And I don’t think
they are going to make it past the Angels in the playoffs. However,
I also am a little worried about our chances of making it past
Cleveland. It could well be Cleveland and Los Angeles in the American
League Championship series."

On Sen. Edward M. Kennedy: "I would say inarguably the single best
senator of the last 40 years. Whatever his warts or whatever issues
I may disagree with him on, like his opposition to the wind farm,
I think that is one of the more egregious blunders of his career …

Nonetheless, Ted Kennedy, unlike just about any other public official
in our lifetime, in my view, focuses relentlessly on the real needs
of working people, poor people, people of color, and the people who
don’t have the well-paid lobbyists looking out for them in Washington."

On former Gov. Bill Weld: "Gov. Weld was a drinker and I think that
became a problem, frankly. It is a terrible disease, if any of you have
seen it or dealt with it in your own family or friends. And, also, Gov.

Weld was a bit of a dilettante. Not an uncaring person but he was
the kind of person who sort of flitted from thing to thing … a
sad story."

On who will win the 2008 election: "The honest answer is that I
don’t have the slightest idea. Anything can and will happen. My
quasi-educated guess is that Hillary Clinton is well on her way to
being the Democratic nominee and I think she is probably the best
nominee the party has. On the Republican side, that’s a tougher
call. It would not surprise me at all to see Romney there at the end
[hisses from the audience]. Say what you will about Romney, he knows
how to design a business plan and implement that plan.

He has done it again and again and he is doing it again right now
… he’s stepped on so many landmines, the flagrant flip-flopping on
what should be positions of core principles. But he keeps moving. So,
watch out for Romney … It’s going to be close. I’ll say this and
it’s not a flat prediction: I don’t believe that if it comes down to
November 2008, and there it is, the first accomplished, brilliant woman
– say what you will about her positions – I find it hard to believe
that there aren’t several points worth of votes for her, lurking,
that might never show up for a poll but will be there on Election
Day. There may also be a hidden vote against her. We’ll find out."

For the second time in two weeks "Al Qaeda" spread a video recording,
witch calls upon all the Islamists in the world to "spread terror in
the West".

The video recording includes shots from the tragedy of September 11
and scenes of trainings of terrorists in "Al Qaeda" camps.

The message also contains parts of speeches of Usama Bin Laden,
his assistant Ayman al Zawahiree, head of the Afghan forces of Al
Qaeda Mustafa Abu al Yazeesh and field commander Sheikh Tayeed,
says FrancePress.

The voice on the video says that the West terrorism must become a
norm such as natural disasters. "We shall make new terrorist acts
with numerous victims so that the people realize that their wealth
causes them death," it says.

The Iranian short documentary "Water’s Bride" directed by Mahdi Arab
Yarmohammadi has won the award for the best film in a Kyrgyz festival.

The 14-minute color documentary is about the rain-seeking traditions
observed in central Iran’s desert area, comprising various elements
like cooking, sacrificing cows and saying prayers.

About 100 films from Armenia, Iran, Latvia, Ukraine, Canada, Turkey,
Tajikistan, China, and Azerbaijan were screened at Kyrgyzstan’s
Issykkul Film Festival, which was held in Chalpon Ata 250 kilometers
from Bishkek on September 3-9.

The festival has been organized jointly by the Iranian Young Cinema
Society (IYCS), Kyrgyzstan’s state enterprise, Kyrgyz Kino, and the
country’s foreign ministry.

"Life and No More" by Ruhollah Molavi, "With Him" by Naqi Nemati" and
"Woman, Color, Wedding" are among the Iranian entries at the first
Issykkul Film Festival.

world should prepare for war over Iran’s nuclear program.

"We have to prepare for the worst, and the worst is war," Mr Kouchner
said in an interview on French TV and radio.

Mr Kouchner said negotiations with Iran should continue "right to the
end", but that an Iranian nuclear weapon would pose "a real danger
for the whole world".

He said a number of large French companies had been asked not to
tender for business in Iran. "We are not banning French companies from
submitting. We have advised them not to. These are private companies,"
he said.

He was speaking ahead of a visit to Russia on Monday, during which
Iran is likely to feature prominently.

Iran’s nuclear program will also be one of the main issues for the
UN nuclear watchdog’s annual conference, starting in Vienna on Monday.

Iran denies it is trying to acquire nuclear weapons, and says it only
wants nuclear power to generate electricity for civilian purposes.

But it has repeatedly rejected UN demands to give up the enrichment
of uranium, which the U.S. and other Western states fear is being
diverted to a nuclear weapons project.

Until now the UN Security Council has imposed economic sanctions on
Iran, but did not allow for military action.

"The Karabakh issue was put wrongly in the talks. We fought and
continue to fight for Karabakh and not for the administrative area
called the Nagorno-Karabakh Autonomous Region, which occurred as a
result of the caprice of Stalin and Azerbaijan. The talks are doomed
as long as they are on NKAR not on Karabakh. The talks will be
fruitless as long as Azerbaijan cherishes hopes to solve the problem
of Karabakh through force. And it means that the efforts of the
international community must be meant to prevent another war. In that
case the talks will produce tangible results," said Hrant Margaryan,
member of the ARF Dashnaktsutyun Bureau during the opening of the 11th
general meeting of the party.
He added that developed and democratic Artsakh is a guarantee of the

The Armenian government does not rule out any option of resolution of
the Nagorno-Karabakh conflict, Serge Sargsyan stated in a briefing on
September 12 in commenting on the fact that some members of parliament
demand the recognition of the independence of Karabakh, while others
believe in the unification with Armenia, PanARMENIAN.net reported. The
prime minister said thereby Yerevan does not rule out the recognition
of independence or the unification of NKR with Armenia. "However,
I think the recognition of the independence o NKR in this stage is
early and dangerous," Sargsyan stated.

In commenting on the question of members of parliament if the boosted
military budget of Azerbaijan does not pose threat to regional
security Serge Sargsyan said: "Today nothing threatens the security
of Nagorno-Karabakh." According to him, a scrutiny of the situation in
Azerbaijan reveals that Baku has not attained its goals. For instance,
he said the Azerbaijani president Ilham Aliyev promised to boost
the Azerbaijani military budget up to the state budget of Armenia,
i.e. up to about one billion dollars but it did not occur. The
state budget of Armenia will total 2.5 billion dollars in 2008,
and the military expenditure will be equal to the state budget of
Armenia in 1998. "As far as I know, the state budget of Armenia next
year will total 6.5 billion dollars, the military budget will total
1 billion dollars. In other words, next year Ilham Aliyev will not
keep his promise either," the Armenian prime minister says. Besides,
he says the Armenian government "makes additional efforts to sustain
the military balance in the region."

The prime minister disagreed with the remark of the parliamentarians
that the Armenian citizens are worried about Nagorno-Karabakh. "There
are political forces and separate politicians who do not care for NKR.

They would be happy if the war was sparked, and we lost," Sargsyan
stated. When the reporters asked him whom he meant in particular,
the prime minister said everyone knows these forces and politicians,
the Regnum reported.

On September 12 President Bako Sahakyan held consultations with the
representatives of the parliament factions on the nomination of prime
minister. The president nominated Ara Harutiunyan, leader of the Azat
Hayrenik Party.

Bako Sahakyan said he nominated Ara Harutiunyan considering from his
honesty, professional skills and abilities, military and political
experience.

The head of state said political consultations for making important
decisions will become a tradition, the General Information Department

Prosecutor Generals is to hold a meeting in Yerevan on October 9,
2007, RA Prosecutor General Aghvan Hovsepyan stated in Parliament.

He stressed the importance of cooperation with the Coordinating Board
in crime control.

"To enhance the efficiency of Armenia’s Prosecutor’s Office,
cooperation has been established with the prosecutor’s offices of a
number of countries over the last few years, Specifically, bilateral
agreements have been signed with China, Slovakia, Hungary, Russia,
Georgia, Belarus, Georgia and Latvia," he said.

Hovsepyan also reported that agreements with the prosecutor’s offices
of Germany, Austria, Iran and Qatar are being prepared.
