NEW DIPLOMAT TO LEBANON

In the nearest future the Ministry of Foreign Affairs of Armenia sends
a diplomat to Lebanon reported Armen Melqonyan, the head of Near and
Middle East department in a press conference today.

According to him the decision is connected with the critical conditions
in Lebanon. "Lebanon Armenians are not under threat. And there is
no panic there," said Melqonyan. Armenians who have visited Lebanon
recently applied to the Embassy asking to support them to return back,
he said.

"Hundreds of Armenian citizens live in Lebanon and hundreds of
other Armenians live and work there having signed contracts," said
Melqonyan. The foreign inhabitants of Lebanon are not going to leave
the country as the situation is to be smoothened after Arabian League
has taken the initiative to support.

According to the ministry representative Armenia should not interrupt
the inner political life of any country but if Armenians citizens
and not only they are under threat then the peace of the regional
countries is under threat.

Armenia’s military budget will be increased, Armenian Defense Minister
Seiran Oganian said.

"We are concerned about Azerbaijan’s growing military expenditures.

We must do everything possible to maintain the balance as to
qualitative indices. We know that Azerbaijan’s military expenditures
grow each year.

Armenia also increased defense expenditures compared to the previous
year. The increase is aimed at both training and other purposes,"
Oganian told journalists.

Armenian defense expenditures in 2007 amounted to 95.8 billion dram
(approximately $312 million).

State Duma Speaker Boris Gryzlov said Russia wants the Kabarakh issue
to be resolved in a peaceful manner as soon as possible.

At a meeting with his Azeri counterpart Oktai Asadov in Baku on
Tuesday, Gryzlov said Russia is using the influence of the other
mediators in the settlement of the Nagorno-Karabkh conflict.

"As co-chairman of the OSCO Minsk Group, we have serious influence
on the other members of the group, the U.S. and France, and therefore
there is a possibility of negotiation," said Gryzlov.

Speaking about Russia’s position on the Karabakh issue, Gryzlov said
it consists in ensuring agreements that the conflicting parties will
reach. "Peace brought from the outside will not do anything good,"
said Gryzlov.

Gryzlov also pointed out the importance of the upcoming meeting
between the presidents of Azerbaijan and Armenia.

Asadov, in turn, gave high marks to Russia’s position on Karabakh
and said he is hoping that Russia will take "even more effects to
resolve this conflict."

AGBU Antranig Dance Ensemble Performs in Boston

AGBU’s Antranig Dance Ensemble performed at Boston University as part of
the Boston University’s Armenian Students Association’s (ASA) cultural
event on Sunday afternoon, March 30, 2008.

Two hundred guests were in attendance at Boston University’s Tsai
Performance Center to watch the New Jersey-based AGBU Antranig Ensemble
perform under the artistic direction of Joyce Tamesian-Shenloogian.
Antranig, which consists of thirty members, performed fourteen dances
>From various regions in Armenia, including "Hayastan," "Haghtanak," and
"Hemshen," in traditional Armenian costumes.

"There were ethnographic dances, along with a mix of traditional,
contemporary, and lyrical dancing," said Tamesian-Shenloogian, director
of Antranig for the past 22 years. "The performance was to celebrate and
preserve the Armenian culture."

The Junior Choir of the Sts. Sahag and Mesrob Armenian Church of
Providence, Rhode Island also performed under the direction of Maestro
Konstantin Petrossian. Over 20 choir members sang twelve songs, and
authentic Armenian instruments, including the duduk (a double-reed
instrument) and dhol (a double-sided barrel drum), were used during the
choral performance.

"The cultural songs were augmented with English explanations of what the
songs meant and where they came from," said Jacques Minoyan, Treasurer
of Boston University’s ASA.

Two ASA members, Cailyne Ghazarian and Jacques Minoyan, participated in
the cultural event as well, performing in the choir and dance ensemble,
respectively. In an attempt to bring Armenians together, the ASA hosts
both social and educational events, which attract Armenian students from
other universities in Boston, including Babson, Berklee, Boston College,
Harvard, MIT, Northeastern, Suffolk and Tufts.

The event, which was open to the entire school, attracted non-Armenians
to the cultural performance. "Non-Armenians were amazed as to how
distinct our culture is from the songs, dances and cultural clothing,"
said Minoyan. "It was a new experience for them."

AGBU Antranig Dance Ensemble, which started in 1969, is gearing up for
its 40th-anniversary performance slated for sometime next year. Gagik
Karapetian, Antranig’s director from Armenia, will help
Tamesian-Shenloogian prepare for the show.

Antranig’s next performance will be at Columbia University on October 4,
2008 for a Columbia Armenian Club cultural event.

Azerbaijan Islamic Party (AIP) is planning to hold protest actions
against the Azerbaijan-Israel Friendship Alley to be inaugurated in
Baku on May 18.

Deputy Chairman of the party Vagif Abdullayev told APA that Israel
had been carrying on a policy of occupation and genocide in the
territories of Muslims since 1947.

Islamic Party and active Muslim population of Azerbaijan cannot be
indifferent to this event.

On the other hand, this date coincide with the date of occupation of
Lachin Region of Azerbaijan by Armenian invaders.

Islamic party is against Azerbaijan-Israel relations.

A meeting of the party members will be held in 2-3 days and they will
conducts discussions related to the protest actions.

Rep. Jackie Speier will hold a town hall meeting this morning in Daly
City to talk about her first 30 days in office since she won a special
election last month that sent her to Washington.

Speier, D-San Mateo, was elected by a landslide April 8 to fill the
term of Tom Lantos, who died in February. She received 77 percent of
the vote in the 12th Congressional District, beating a fellow
Democrat, two Republicans and a Green Party candidate.

On her first day in Congress two days later, Speier criticized
President Bush’s Iraq policies and called for an immediate troop
withdrawal, prompting some Republicans to boo and walk out of the
chambers.

Since then, she has voted for a bill that would ban private firms from
collecting IRS debts and another, signed Wednesday by Bush, that
guarantees federal student loans will continue to be issued despite a
turbulent economy.

Speier also has co-sponsored 21 bills – among them measures to
recognize the Armenian genocide, protect students’ health coverage and
hold China accountable for unsavory business practices – but has not
yet authored any legislation.

"This is just going to be the first time she’s gotten to talk to the
public and her supporters about what the first month has been like,"
said Alex Tourk, her campaign manager.

Speier still is hiring staff and waiting for a committee assignment,
said her spokesperson, Mike Larsen.

"We thought we were going to hear the second week but we haven’t yet,"
Larsen said. "It’s been kind of frustrating for her."

Speier still is in campaign mode, with less than a month until the
June 3 primary to become the Democratic nominee for the 12th District
in the November election. That’s when voters will choose someone to
serve a new two-year term beginning in January 2009.

The town hall meeting starts at 10:30 a.m. at the Doelger Center, 101
Lake Merced Blvd., Daly City. A luncheon at noon will follow.

LTP Will Give Up Politics and Leave Armenia, Galust Sahakian Says

YEREVAN, MAY 8, NOYAN TAPAN. Levon Ter-Petrosian is going to give up
politics and leave the country, the deputy chairman of the Republican
Party of Armenia (RPA), National Assembly deputy Galust Sahakian
expressed an opinion at the May 8 press conference. In his words, the
processes related to the first president are artificial and cannot last
long. "The man had a task, he failed to carry out it completely and he
will gradually leave the political field," the RPA member said. He
reminded that as early as prior to the nomination of presidential
candidates, he had said that L. Ter-Petrosian would not succeed and he
would quit Armenia, which the first president now intends to do.

According to G. Sahakian, L. Ter-Petrosian’s speech at the 2nd congress
of the National Movement was a "retreat" as compared with his previous
statements. In his opinion, the fact that for the first time L.
Ter-Petrosian publicly stated the possibility of a dialog with the
authorities shows that he repents. G. Sahakian said L. Ter-Petrosian is
the main and only person responsible for the March 1 events, and "the
ruse" is that he was not present at the scene and so cannot be
subjected to criminal responsibility.

G. Sahakian stated that he is not in favor of dialog with L.
Ter-Petrosian. According to him, the first Armenian president said that
the current authorities should leave power and that the relations with
Azerbaijan should be improved by returning Karabakh to it. "I do not
think that there can be a dialog on these two subjects," G. Sahakian
said.

ArmInfo. NKR Authorities unilaterally passed an Azerbaijani soldier
Vusal Eibatov Shirsultan oghli born in 1989 in Azerbaijan to the
Azerbaijani party as a display of good will and devotion of Geneva
Conventions and under the auspices of the International Committee of
the Red Cross.

ArmInfo special correspondent to Stepanakert reports, the NKR State
Commission for Captives and Missing reports that the hostage was passed
at 2:25 local time on May 3 in the area of Aghdam region on the
contact-line of NKR and Azerbaijani armed forces.

The Azerbaijani serviceman was detained by servicemen of the NKR
Defense Army on April 11, 2008, near Yusifjanly village of Aghdam
region when бrossing the border.

The NKR State Commission for Captives and the Missing informed the OSCE
and ICRC offices in Nagorno Karabakh of the incident. OSCE and ICRC
representatives had visited the hostage for several times and contacted
his relatives.

Tigran Jrbashian: Eurointegration is Instrument of Improving Economy

IN OPINION OF TIGRAN JRBASHIAN, EUROINTEGRATION IS INSTRUMENT OF
IMPROVING ECONOMY

YEREVAN, MAY 5, NOYAN TAPAN. The European integration should be not a
end in itself for Armenia but an instrument of making efficient
economic reforms, the Armenian director of the Armenian-European Policy
and Legal Advice Centre Tigran Jrbashian expressed an opinion at the
May 5 press conference. In his words, Eurointegration is a driving
force which will allow to implement second-generation institutional
reforms in the country, that is, to form a government system able to
conduct an efficient policy in the future.

He said that a growth in European investments will be a result of
efficient reforms. According to him, in 2007 European investments in
Armenia grew by 18%, Russian investments – by 50.4% (the total amount
of investments made about 845 mln USD). Among European countries which
made considerable investments were Germany (55.3 mln USD), France (18.8
mln USD), Cyprus (16.5 mln USD) and the UK (13.5 mln USD).

Pointing out that the program of the new government is aimed at reform
making, T. Jrbashian expressed a hope that this time the envisaged
ideas will be put into practice instead of remaining on paper. At the
same time he expressed an opinion that the reforms included in the
program are belated because 2-3 years ago these reforms could have been
implemented in much more favorable conditions, whereas today, according
to him, the state has to tighten customs and tax administration on the
one hand, while on the other hand, it tries to reduce the social risks
caused by external and domestic factors. T. Jrbashian said Armenia is
facing serious challenges due to the global economic crisis and the
internal political tension. In addition, the World Trade Organization
demands that value added tax (VAT) be used in agriculture from 2009. In
the opinion of T. Jrbashian, the upcoming 12 months will be a
responsible period for the government, and the Armenian society should
conceive the difficulties to be encountered by our country.
