The regular three months session of the Council of Corporation
"Millennium Challenges" will take place in Washington before the
first half of December, during which in the number of other issues,
discussions will be held regarding Armenia.

General Executive Director of "Millennium Challenges Armenia-Fund"
State Non-Trade Organization Ara Hovsepyan informed us yesterday that;
from Armenia no one will participate in that session. Moreover Armenian
party doesn’t have any information regarding what issues are going
to be discussed during that session.

Ara Hovsepyan said, for the present it is difficult to say whether
or not the world crises will have a negative impact on the works of
the program.

Anyhow we don’t notice similar phenomena.

Ex-Speaker of the Armenian Parliament Tigran Torosian thinks that
Azerbaijan is the decisive economic and political force in the South
Caucasus at present.

Torosian thinks that different countries are trying to further their
own interests in the region. According to him Armenian politics is
clearly pro-Russian, whereas Georgia tends to lean to the West. So
the decisive role belongs to Azerbaijan. It will have to determine
which direction predominates in the region as a whole.

The ex-Speaker considers that there is so far no breakthrough
in Armenian-Turkish relations. Ankara has not withdrawn its
preconditions. The ex-Speaker suggests that the most important element
of the talks aimed at improving relations is not the process itself
but results it can achieve. So far however there have been no results
and the only target is to talk more.

Foreign ministers from the 56-nation Organisation for Security and
Cooperation meet on Thursday and Friday in Helsinki.

Europe’s main security and human rights body will this week discuss
problems lingering since Russia’s brief war with Georgia and hopes
its military monitors can soon return to breakaway South Ossetia.
Foreign ministers from the 56-nation Organisation for Security and
Cooperation meet on Thursday and Friday in Helsinki, the city where
its forerunner, the Conference on Security and Cooperation in Europe,
was founded in 1975.

But some of the spirit of 1975 may be missing following the OSCE’s
failure in August to stop Moscow and Tbilisi — which are members of
the organisation — going to war over South Ossetia.

"It was quite a dramatic development," OSCE spokesman Martin Nesirky
said of the five-day war. "For that reason it clearly colours the
conversations that will go on, but it doesn’t necessarily poison
the atmosphere."

U.S. Secretary of State Condoleezza Rice is not attending the meeting
of the OSCE, which groups countries from Europe, North America and
Central Asia. She will be in India.

Even if Rice attended, Finnish officials say it would be hard to
secure firm U.S. commitments on any issues because President-elect
Barack Obama does not take office until Jan. 20.

Finland, which hands the OSCE’s annual leadership to Greece next month,
wants agreement on a joint political declaration at the meeting —
something last achieved in 2002 in Portugal. This could be hard
because of the impact of the Georgia-Russia war.

"The odds are against us … we have the crisis in Georgia, this sets
the tone, so we shouldn’t have high expectations," Aleksi Harkonen,
head of the Finnish OSCE Chairmanship Task Force, said of the prospects
of agreeing a joint declaration.

He said it may be better to settle for trying to boost talks between
Russia and Georgia in Geneva on easing mutual tensions.

DISPUTE OVER MONITORS

Russia launched a counter-attack against Georgia in August after
Tbilisi’s forces tried to retake Moscow-backed South Ossetia, which
has declared independence from Georgia.

OSCE military monitors left South Ossetia during the war but Greek
Foreign Minister Dora Bakoyanni told Reuters that Athens would do
all it could to secure their return.

"There must be OSCE observers, we must be able to have a complete,
realistic picture of what’s really happening. If goodwill is expressed
by all, we’ll find a solution," she said.

Russia criticised the OSCE for pulling out its observers but has
said the eight monitors who were there before the war are entitled
to return. The OSCE says their return has been blocked.

Finnish Foreign Minister Alexander Stubb told Reuters that talks on
the impasse would continue in Moscow on Dec. 8.

"Hopefully we can solve it before the end of the year when the mandate
(for Finland’s leadership of the OSCE) runs out," Stubb said. But he
added: "I won’t give any odds on that."

He said the OSCE ministers would discuss the dispute between Azerbaijan
with Armenia over the mountainous Caucasus enclave of Nagorno-Karabakh.

Nagorno-Karabakh’s mostly ethnic Armenian population broke away from
Azerbaijan in a war in the early 1990s. It now runs its own affairs,
with support from Armenia, and a ceasefire brokered by Russia has
held there since 1994.

The ministers will also discuss Russia’s call for a new European
security pact. France, which holds the European Union presidency,
has said it is ready to discuss such a pact but the United States
has greeted the proposal with reluctance.

President Dmitry Medvedev has said Washington has forfeited its place
at the heart of the world order and that the war with Georgia showed
the security mechanism in Europe, based around NATO and the United
States, needed to be replaced with a new European security pact. He
wants a conference held to set it up.

The 2012 Chess Olympiad To Be Held In Istanbul

held in Istanbul. The press service of International Chess Federation
(FIDE) informed today that together with Istanbul the Budva town of
Montenegro also fought for holding the tournament.

The 2010 World Chess Olympiad will take place in the town of Yugra,
Russia.

more or less support the positions and ideas of the Republican Party of
Armenia (RPA), 30.6% – Prosperous Armenia, 17.9% – Heritage.

16.1% support the positions and ideas of Orinats Yerkir, 17.8% – ARFD,
0.34% – People’s Party of Armenia.

33.3% of respondents said that they would vote for RPA if there were
parliamentary elections following week. 16.38% would vote for
Prosperous Armenia, 13% – for Heritage.

60% believe that unless the present situation changes RPA will win the
next parliamentary elections too.

of the Nagorno Karabakh conflict, the French President said.

`I was glad to know about the encouraging results of the trilateral
Moscow talks,’ Nicolas Sarkozy said in a letter to Azerbaijani
President Ilham Aliyev.

`The year of 2009 will be unique and practical for a resolution of the
conflict and we should seize this opportunity. France is willing to
make its contribution to the process to make Caucasus a zone of peace
and progress,’ reads the letter posted on the Azeri leader’s website.

Olympiad in Dresden, members of the men’s chess national team of
Armenia – Levon Aronian, Gabriel Sargsyan, Vladimir Hokobian, Tigran
Petrosian, Artashes Minasian and the chief coach of the team Arshak
Petrosian together with the Armenian president Serzh Sargsyan arrived
in the presidential plane in Yerevan on the evening of November 26. The
Armenian president, president of the Chess Federation of Armenia Serzh
Sargsyan had earlier left for Dresden to encourage the Armenian chess
players in the final round of the Olympiad. To recap, the men’s team of
Armenia also returned home as the winner of the previous Chess Olympiad
in Turin.

At Zvartnots Airport the head of the country handed wreaths of laurels
to the champions. S. Sargsyan presented bouquets to the members of the
women’s team who took 6th place at the Chess Olympiad.

A delegation headed by the National Assembly speaker Hovik Abrahamian,
government members together with the prime minister Tigran Sargsyan,
other officials, family members and relatives of the champions,
hundreds of citizens met the champions of the Chess Olympiad at the
airport.

Later a concert dedicated to the victory of the Armenian chess players
was given at Karen Demirchian Sport and Concert Complex. Congratulating
the champions on their victory, Serzh Sargsyan stated that it is a
triple victory for him as the Armenian president, the president of the
Chess Federation of Armenia and as a chess fan. "Perhaps this
widespread feeling of national unity is our greatest victory. It is
hard to win a champion’s title but defending this title is twice as
hard," the Armenian prsident said, underlining that the Armenian chess
players proved once again that "our country is a chess superpower".
"Any country, even the biggest and most economically powerful, can take
pride in this team, but it is exactly to us that they presented such a
holiday for the second consecutive time," the president stated.

He spoke appreciatively in memory of the winner of the Turin Chess
Olympiad Karen Asrian who passed away untimely this year, and all those
present joined these appreciative words of the president by standing up
and applauding in honor of K. Asrian’s memory. "This victory is also a
victory of Karen Asrian," the president said.

In the words of Serzh Sargsyan, the new victory proved that the former
success was natural. "Each member of our golden team is an exceptional
individual, but they all are a team, one will, one goal, one flag". The
president pointed out that our chess players have taken a great step by
breaking the mentality that "we are a nation of individuals and can win
only individually. You managed to gain a team victory in an individual
sport," the president said, adding that we should rely on unity in all
spheres – "when we are united, there are no insurmountable obstacles in
front of us".

By the presidential decrees, the members of Armenia’s golden chess team
and its coach were presented with state awards: medals of first degree
for services to Fatherland for upholding the sport honor of the country
and contributing to the developmet of chess in Armenia. A number of
chess figures also received state awards.

Today Armenia’s Court of Cassation allowed the appeal of Advocate Ara
Zohrabyan who presents the interests of accountant of `Pizza de Roma’
Ltd Anush Ghavalyan. Anush has been set free.

The Cassation Court repealed a July 1 decision of the RoA Court of
Appeals and sent it back for further examination. Note that on
November 6 taking into account Anush’s poor health state, Yerevan’s
Administrative Court had granted the Advocate’s petition to release
the defendant on bail.

the battles unfolding on the chess boards in Dresden. Right before
our eyes another unforgettable page of the Armenian chess history
is being written’, President of Armenia Serzh Sargsyan said during
the event in the Sport and Concert Complex after Karen Demirchyan
dedicated to the victory of the Armenian chess players in the 38th
World Chess Olympiad in Dresden. He said that a sense of national
unity is the greatest victory of the Armenian people.

‘It is difficult to become the champion; it is even more difficult to
defend the title. The Armenian chess players through their splendid
performance, talent and will power proved once again that our country
is a chess superpower’, S. Sargsyan said. ‘Today, I recall the fervor
with which you greeted the winners of the Turin World Chess Olympiad
two years ago. I recall the excitement at the Opera’s courtyard. I
remember how joy and tears of the fans came together when the members
of our gold team appeared on the stage. Karen Asrian was among them,
and today too he should have been here.

This victory is also his victory. On that day we promised you new
victories.

The promise was fulfilled’, the president said. ‘We are witnessing a
new victory which proved that the previous one was only natural, it
proved the gold standard of our chess school’, S. Sargsyan said. He
added that all the international commentators unanimously noted the
team spirit of our players.

‘Every member of our national team is an exceptional individual,
however together they are a team: one will power, one goal, one
flag. The flag which was waving in Dresden in honor of our defending
champions, the flag which will also be there at the next Olympiad. We
can and must achieve team victories’, S. Sargsyan said. He added
that they have already made a huge step forward, they have already
wiped out the stereotype that we are a nation of individuals and can
win only individually. ‘You have been able to win as a team in the
game of individuals. We are together once again, we are united in our

Armenia To Grow 8.3 Per Cent In 2009

ARMENIA TO GROW 8.3 PER CENT IN 2009

YEREVAN, November 25. /ARKA/. According to the forecast of the European
Bank for Reconstruction and Development (EBRD), Armenia will record
8.3% grow in economy next year.

In Armenia the economy is expected to grow 10.0% in 2008 against 13.8%
in 2007.

According to EBRD senior economist Anita Taci growth in Armenia will
slightly decline this year and in 2009 compared with 2007.

She stated Armenia’s high dependency on remittances, however, could
mean serious exposure to the developments on foreign markets – in
particular in Russia – as Armenian guest workers will find it more
difficult to support a family.

The EBRD sees growth in Central Europe and the Baltics (CEB) slowing
to 4.3 per cent in 2008 from 6.3 per cent last year and easing further
to 2.2 per cent in 2009. Growth in south-eastern Europe is seen rising
to 6.5 per cent this year from 6.2 per cent in 2007 and then falling
back to 3.1 per cent next year. Growth in the CIS and Mongolia is
predicted to slow to 7.3 per cent this year from 8.5 per cent and to
drop to 3.4 per cent in 2009.
