U.S. AMBASSADOR VISITS ARZNI-SHAMIRAM MAIN CANAL REHABILITATION SITE

Ms. Marie Yovanovitch, RA Deputy Prime Minister, Minister of
Territorial Administration Armen Gevorgian, Minister of Agriculture
Gerasim Alaverdian accompanied by Governor of Aragatsotn marz
(province) Sargis Sahakian and Governor of Kotayk marz Kovalenko
Shahgeldian visited on September 16 Arzni-Shamiram main canal
being reconstructed under the Millennium Challenge Account-Armenia
(MCA-Armenia) Program.

Arzni-Shamiram canal is one of the six main canals in Armenia to be
reconstructed under "Irrigated Agriculture" component of the program.

Then they went to Karb community in Aragatsotn marz where new
agricultural technologies were introduced recently. The MCA-Armenia
Program finances the use of a gravity-fed irrigation system which
allows farmers to improve efficiency.

The given community is one of many others where equipment purchased
under the program has been installed. In addition, farmers have taken
training courses on how to use their new knowledge in practice.

According to a press release submitted to NT, until now more than 30
thousand farmers from 300 communities in Armenia have been introduced
to water management technologies under "Irrigated Agriculture"
component of MCA-Armenia program. About 5,000 farmers from 60
communities in Kotayk and Aragatsotn marzes have undergone training.

ROSTOV-ON-DON, SEPTEMBER 16, NOYAN TAPAN – ARMENIANS TODAY. Head of
Don administration Vladimir Chub granted letters of acknowledgement
to representatives of the Armenian community in recognition of their
contribution to the promotion of inter-national relations, Yerkramas
newspaper reported.

Letters of acknowledgement were given to Susanna Topalian, a teacher
of mathematics and economics at secondary school No 5 in Myasnikian
region of the Crimea, Karine Chuvarian, a teacher of history and social
science at secondary school No 2 in Chaltr, and Khachatur Khatlamajian,
director of the popular theatre at the cultural institution "Regional
House and Clubs of Culture" in Chaltr.

Events dedicated to the 230th anniversary of the establishment
of Armenian settlements in this region are now being held in
Rostov-on-Don. As is well known, the Crimean Armenians moved to
Don at the invitation of Empress Yekaterina II. As a result, such
settlements as Chaltr, Krim, Big Sala, Sultan Sala, Nesvetay, and
the city of Nor Nakhijevan appeared on the local map.

impacts on all countries of the region, including South Caucasus,
however Armenia is the most secure country, Georgian expert Gia
Khukhashvili told NEWS.am.

"The situation is much more dangerous in Georgia due to its border
with Dagestan. Besides, there are internal conflicts in the country",
Khukhashvili stated.

According to the expert, Russia should take decisive steps on
settlement of the current situation and prevent further terrorist
acts in North Caucasian territory.

Recently, the information on blasts, skirmishes, attacks from South
Caucasian countries is reported daily. On September 16, 2009 a female
suicide bomber detonated the explosives in Grozny, Chechnya killing
several people and wounding others.

September 12, 2009 an explosion in High School #1 of Grozny killed
3 policemen and injured others.

Democrat Marcy Winograd, who will be challenging genocide denier Jane
Harman in a primary race next year in California’s 36th Congressional
District, has pledged her full support on a variety of issues
important to her prospective Armenian American constituents. Harman
made national headlines in 2007 when she secretly wrote a letter in
opposition to the Armenian Genocide resolution to the Chairman of
the House Foreign Affairs Committee, while still being listed as a
"cosponsor" of the human rights legislation.

The Los Angeles Times and others harshly criticized Harman for
flip-flopping on the genocide resolution. California’s 36th
Congressional District covers a portion of the South Bay in Los
Angeles County, including the cities of Redondo Beach, Manhattan Beach,
Torrance, El Segundo and Venice.

Marcy Winograd will be challenging Jane Harman in the Democratic
Party primary slated to be held on June 8, 2010. Winograd challenged
Harman in 2006 and gave the incumbent a strong run, despite being
dramatically outspent by Harman, who is one of the richest members
of the U.S. Congress.

Winograd is the co-founder of the Los Angeles chapter of Progressive
Democrats of America.

"Jane Harman has been a disaster for the people of the 36th
Congressional District," remarked Kris Demirjian, spokesman for the 0D
Armenian National Committee PAC (ANC-PAC). "As her secret effort to
kill the Armenian Genocide resolution showed in 2007, she is willing
to barter away human rights to satisfy foreign Turkish interests. The
citizens of the South Bay area in Los Angeles deserve better than
Jane Harman. We urge all voters in the 36th Congressional District
to cast their ballots for Marcy Winograd in the Democrat Primary to
be held on June 8, 2010," added Demirjian.

Winograd has strongly endorsed the Armenian Genocide resolution pending
in the 111th Congress. She has stated, for the record, "I will not only
co-sponsor a resolution to recognize the Armenian genocide, I will work
to bring other lawmakers on board as co-sponsors. History should never
be revised to suit the needs of current geopolitical considerations;
to rewrite history or to deny genocide not only insults the victims
and their families, but suggests we are doomed to repeat the same
crimes of ethnic cleansing and mass murder because we never fully
explore the root causes of genocide."

Winograd has also expressed her clear support for continued U.S.

developmental and humanitarian aid to Nagorno-Karabagh. She believes
that the Armenians of Nagorno-Karabagh deserve the support of the
United States.

She also believes that the United States must intervene
in Nagorno-Karabagh to ensure the safety and security of
Armenians. Lastly, she believes in the right of self-determination
for the =0 D Armenians of Nagorno-Karabagh.

Winograd has staked a strong position against the continued practice
of sending U.S. weaponry to the Republic of Turkey. She supports
pre-conditions for arms sales by the United States to Turkey. She
believes our nation should not be selling weapons for the purpose
of extending an illegal occupation of Cyprus, imposing an economic
blockade against Armenia, attacking Kurds, or restricting the freedom
of Christians.

YEREVAN, September 16, /ARKA/. The Union of Armenian Industrialists and
Businessmen (UAIB) and the Dutch Employers Cooperation Program (DECP)
signed Wednesday in Yerevan a cooperation agreement. UAIB chairman
Arsen Ghazarian said after the signing ceremony that the talks on
this had started three years ago and were followed by reciprocal
visits of experts to define the possible directions of cooperation.

‘This cooperation opens wide avenues, especially when we are not
yet out of the crisis when employers need to join efforts to support
small and medium-sized businesses,’ Arsen Ghazarian said.

The agreement calls for assistance to employers in creation of local
and sectoral organizations for establishment of contacts with peers
in Europe.

The document envisages also support to UAIB’s members in labor safety
and protection issues through Hye Consulting firm, especially in risk
management and improvement of labor environment issues.

DECP director Ronald de Leij said the cooperation does not suppose
direct financial support but will be directed to sharing knowledge
and opportunities with Armenian colegues.

The foundation Dutch Employers’ Cooperation Programme (DECP) is a
public-private partnership established by Dutch employers and the
Ministry of Foreign Affairs in 2005 with the aim of strengthening the
position of employer organisations in developing countrie s. Via DECP,
Dutch employer organisations offer professional expertise to employer
organisations in 36 of the Netherlands’ partner countries.

Erzrum To Be Transit Centre If Armenian-Turkish Border Opens

While Turkish Foreign Minister Ahmet Davutoglu is discussing new
developments in Armenian-Turkish relations with opposition parties,
the Turkish government is taking certain steps in that direction.

As well-informed sources from Istanbul informed Tert.am’s
correspondent, Turkish authorities have begun active reconstructing
certain roads in the country’s eastern area. According to these
sources, Turkey doesn’t wish to make Kars a transit centre in
the case of an open border; rather, it is placing its "stakes" in
Erzrum. According to him, Erzrum’s infrastructures are presently
being improved and it is Ezrum, rather than Kars, which will be the
new transit centre in the event that the Turkish-Armenian border opens.

session of the RA National Assembly which kicked off today the NA
Speaker Hovik Abrahamyan issued the applications of resignation of
the MPs Khachatour Sukiasian and Raffi Hovhannisian.

According to the "NA regulatory law" after issuing the application of
resignation during the NA session the MP can within 15 days withdraw
it, if the application is not withdrawn the resignation is considered
adopted.

Khachatour Sukiasian was in 2007 elected a member of parliament from
#10 electoral unit and R. Hovhannisian heads the proportional list
of "Heritage" party and was elected according to the proportional
electoral system.

According to the RA Electoral Code in case of the majority system
mandate becomes free within 80 day’s period additional elections are
held in the corresponding constituency, and in case of the proportional
system the vacant place is occupied by the next candidate of the
party proportional list.

Turkey, Iran To Expand Security Cooperation

/PanARMENIAN.Net/ Iranian Foreign Minister Manouchehr Mottaki and his
Turkish counterpart Ahmet Davutoglu have called for the expansion of
security cooperation between the two neighbors, Tehran Times reported.

"Iran and Turkey are determined to fight terrorism and extremism,"
Mottaki said during a joint press conference with Davutoglu in Tehran
on Saturday.

"Groups like the PKK (Kurdish Workers’ Party) and PEJAK (Party for a
Free Life in Kurdistan) must know that the messages exchanged between
the two countries on terrorism are very clear and the two countries’
borders are not a place to damage their ties," he stated.

The Minister also noted that trade exchanges between the two countries
hit $11 billion in 2008 and efforts are being made to raise the figure
to $20 billion in the near future.
