YEREVAN, OCTOBER 23, NOYAN TAPAN. Products of some 150 domestic and
foreign companies are presented at Pan Armenian Expo 2009 that opened
in Yerevan on October 23. The main sections of this international
economic exhibition include: industry, craftsmanship, services,
construction, and food industry.

The opening ceremony was conducted by RA Prime Minister Tigran
Sargsyan. Among the exhibition’s organizers are RA Ministry of Foreign
Affairs, RA Ministry of Diaspora, and RA Chamber of Commerce and
Industry (CCI). For the first time, Pan Armenian Expo was broadcast
on-line in various countries.

Chairman of RA CCI Martin Sargsyan said that also on display are
products of over a dozen companies which started operating in
conditions of the global crisis, as well as products manufactured
by companies having problems related to the export of their goods
and finding new partners. For this purpose, according to him, at
the request of RA CCI, delegations of 15 countries have arrived in
Armenia to familiarize themselves with products on display and to
participate in the business forum to be held within the framework of
the exhibition.

Russia is ready to reduce the price it charges Armenia for natural
gas to $180 per 1,000 cubic meters in 2010, Armrosgazprom CEO and
General Director Karen Karapetyan told journalists on Tuesday.

"We are engaged in talks with Gazprom today. Under a tentative
agreement, Armenia will pay $180 per 1,000 cubic meters of gas
starting from April 1, 2010, as compared with the previously agreed
$200. Negotiations continue. But we are formulating our development
strategy bearing in mind the price of $180," Karapetyan said.

The company head denied Russian media reports that Russia was allegedly
ready to make concessions regarding gas prices in exchange for a
monopoly over the construction or management of a new nuclear power
generating unit in Armenia.

"Talks on gas prices have nothing to do with the construction of a
nuclear power plant," he added.

Armenia has been paying $154 per 1,000 cubic meters of Russian natural
gas since April 1, 2009. The previous price was $110. Armenia received
2.2 billion cubic meters of natural gas from Russia last year.

In 2009, Armenia also expects to see a 15% drop in its gas consumption
as compared with 2008, Karapetyan said.

A 22% decline in Armenia’s natural gas consumption has been reported
recently, apparently leaving Armrosgazprom without profit.

In these conditions, the company does not plan to raise its gas prices
because it will increase the burden on consumers and will force the
market to continue to shrink, the company head said.

Baku, Fineko/abc.az. Yesterday the Azerbaijani leader completed his
official visit to Switzerland and returned to his Motherland.

Within the trip he conducted meetings with officials of Switzerland
and participated in the opening of the Days of Culture of Azerbaijan
in this country.

Following the visit President Hans-Rudolf Mez of Switzerland stated
that both countries should strengthen and deepen further their
relationships.

"Development of our economies and economic links is of importance
for us. For example, we are co-operating in energy sector. Bilateral
negotiations in the area of migration continue. In other words, our
countries have no problems between each other, and friendship exist
between us," the Swiss President said.

In his turn, President Aliyev (it was his first visit to Switzerland),
said that the two countries were keeping on dialogue covering many
fields and this dialogue had had many good results.

"Future of our ties is very perspective. Over the last few years
our links have developed dynamically. Switzerland for us is a close
partner and friendly country. We discussed many significant issues
relating to bipartite relations, covered ways of their promotion, and
exchanged views about implementation of mutual investment projects in
our countries. Our trade turnover grows rapidly. Despite the global
financial crisis, our economic links develop successfully. Today we
have discussed important issues of regional development, settlement of
Armenian-Azerbaijani Nagorno Garabagh conflict, matters of our energy
co-operation. Our relations in the area have great potential. We have
common view on energy security of Europe. Azerbaijan, having vast
oil and gas reserves, is ready to supply soon its energy resources
to partners in Europe. Our states’ mutual interests in the issue can
foster formation of a new transportation route to be called Southern
Corridor," President Aliyev said.

He pointed out that the parties had political will, close political
contacts, mutually attractive economies and favourable investment
climate.

YEREVAN, OCTOBER 19, NOYAN TAPAN. RA Minister of Diaspora Hranush
Hakobyan met with director of the department of Armenian language of
the Mekhitarist Seminary of Argentina, Professor Adriana Shuparalian
and director of the Sydney-based Arshak and Sophie Galstian Seminary
of the Hamazgayin, Kaylar Mikayelyan who are in Armenia with the
students of the seminaries.

The Minister handed the RA Prime Minister’s medals for their notable
contribution to Armenian education and upbringing of the Diaspora
Armenian generation and for preserving the Armenian identity. Hakobyan
expressed satisfaction with the activities carried out by Diaspora
Armenian educators for the preservation of Armenian identity.

Expressing gratitude for the attention and care from the RA Ministry
of Diaspora, the Diaspora Armenian educators mentioned that although
they have visited the Homeland several times, this was the first time
that they felt that the Ministry is by their side and is capable of
working with them.

As reported by the RA Diaspora Ministry’s Department of Press and
Public Relations, the aim of the mutual visits of students and
educators from Armenian and Diaspora Armenian schools is to help
both sides get acquainted with the instructional programs, create
sister-schools which will serve as a unique resource for fighting
against assimilation in Diaspora Armenian communities.

It is also mentioned that the RA Ministry of Diaspora had compiled a
list of the tens of Diaspora Armenian educators devoted to Diaspora
Armenian youth and preservation of Armenian identity and presented
them for the RA Prime Minister’s medal, certificate of gratitude and
the Ministry’s certificate of honor.

A member of the Turkish Parliament believes that the protocols signed
between Ankara and Yerevan gives hope to Armenia in the settlement
of the Nagorno-Karabakh conflict on its terms.

"Signing of the Ankara-Yerevan protocols encourages Armenia," the
Turkish Parliamentarian and Member of the Republican People’s Party
of Turkey, Onur Oymen said to Trend News over telephone from Ankara
on Oct. 19.

Turkish and Armenian Foreign Ministers, Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocol in Zurich on Oct. 10.

Armenian-Turkish ties have been severed since 1993 due to Armenia’s
claims to recognize so-called "Armenian genocide" and Armenia’s
occupation of Azerbaijani lands.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

The signed protocols will be submitted to the Turkish Parliament for
discussions on Oct. 21.

Turkish Prime Minister, Recep Tayyip Erdogan said at a news conference
that it will be impossible to ratify the protocols at the parliament,
until the Nagorno-Karabakh conflict is resolved.

The Turkish President, Abdullah Gul said in his interview with
TRT1 TV channel that there was progress in the Nagorno-Karabakh
conflict settlement. The Turkish President also noted that Ankara’s
intention to normalize the diplomatic relations with Yerevan made the
Nagorno-Karabakh problem which has been forgotten at the political
arena for many years the topical.

There is progress in the settlement of the conflict, Gul said, not
divulging what it was. The Turkish President added that the U.S. and
Russia have the same opinion on this issue.

Turkey will not benefit from signing of the Ankara-Yerevan protocols,
said Oymen.

"During signing of the Ankara-Yerevan, protocols Turkey had to demand
official guarantees from Armenia in settling the Nagorno-Karabakh
problem. But it did not do it," he said. Oymen also believes that
Turkey signed the protocols under pressure.

"The Turkish government has promised not to open the border, until
the Nagorno-Karabakh problem is resolved. If there was no intention
to open the border, it should not sign the protocols," he said.

According to Oymen, the signed protocols did not reflect the interests
of the Turkish people.

Congressman Mark Kirk (R-IL), the Co-Chairman of the Armenian Caucus,
has sharply criticized the Obama Administration’s support for the
creation of an "official commission" on the Armenian Genocide, an
initiative long pursued by the Turkish government to cast doubt on the
settled history and thoroughly documented record of this crime against
humanity, reported the Armenian National Committee of America (ANCA).

In a reference to the President’s many pledges to recognize the
Armenian Genocide and his record in the Senate calling for the
full and proper condemnation of this crime, Congressman Kirk stated
that, "Despite repeated pledges to recognize the Armenian Genocide,
the State Department now supports the establishment of an official
commission to review whether a genocide happened at all. The United
States should be leading the world in calling for recognition of the
Armenian Genocide — not supporting efforts to rewrite history."

Earlier this month, Congressman Kirk, who has emerged as a leading
contender for the Illinois Senate seat vacated by President Obama,
joined with his Armenian Caucus Co- Chairman Frank Pallone (D-NJ)
and Armenian Genocide Resolution sponsors Adam Schiff (D-CA) and
George Radanovich (R-CA), on the eve of the October 10th signing of
controversial Turkey-Armenia Protocols, in describing the establishment
of a historical commission as "a thoroughly discredited idea." The
four legislators stressed that, "Turkey cannot be allowed to re-invent
thistragic part of its history as a price for normal relations with
Armenia. To do so means acquiescence in a charade that demeans the
memory of so many victims."

Fifth Unit Of Hrazdan Power Plant To Come Online In 2010 Summer

YEREVAN, October 20, /ARKA/. Karen Karapetian, the chief executive
director of the Russian-Armenian joint venture ArmRosGazProm (ARG),
said today the fifth unit of Hrazdan heat power station will come
online in 2010 July.

In 2006 Russian Gazprom and the Armenian government signed a deal
whereby the ARG , in which the Russian Gazprom has 80%, acquired the
fifth unit of the Hrazdan thermal power plant, committing to accomplish
its construction and modernization.According to Karen Karapetian,
the ARG plans to invest from $140 to up $170 million in the fifth unit.

"It is a unique power generating plant. Next to an unfinished unit
with a 300 megawatt capacity, built by already outdated tehcnology,
a new unit with a 180 megawatt capacity is being erected which will
operate in parallel," Karen Karapetian said, adding that some 75%
of the work has been done.

The company has received a $40 million loan from the Armenian
government not to fall behind the schedule and will repay it in 2-3
months, Karen Karapetian said.

A total of $376 million will have been invested into the Hrazdan
power plant, including $248.8 million that Russian Gazprom paid for
the Hrazdan facility, of which almost $189 million in natural gas
supplies to Armenia.

The Hrazdan power plant will be working on Iranian gas and will sell
part of electricity to Iran as payment for gas. ARG is the sole gas
supplier to Armenia. Russian Gazprom owns 80% in it, the rest is held
by the Armenian government. ($1 – 386.57 Drams).

After reformist Justice and Development Party (AKP – Adalet ve
kalkınma partisi) came to power in Turkey in 2002, changes were felt
in country’s foreign and domestic policy in the true sense of the word.

Although the opposition nationalist and conservative Islamist forces
did not so much believe in the success of AKP after a "small" victory,
leading to the triumph, the opposition forces had to accept their fate.

With its consolidation in power, the AKP has brought innovation in
the polar Turkish society. Of course, it was impossible to prevent
polarization, instead the political elite of the country exchanged
seats – this time liberal Islamists gained the status of the political
elite.

Without doubt, AKP’s services merit in gaining the political elite
status is unexampled. The most successful acts as the ruling party
were steps, marking a revolution in domestic and foreign policy in
the true sense of the word.

If whenever the issues of domestic and foreign policy were solved by
the army, AKP managed to eliminate this tradition. But undoubtedly
all, including government, have the Turkish Ottoman ambitions. The
fact that successful internal and external policies were not carried
out in Turkey, in one way or another way it restricted these ambitions.

AKP knew about the weaknesses of the country in those or other matters
and the reformers had to take drastic steps to further strengthen its
image. At least because the previous government, the AKP also had
Ottoman ambitions, and the ruling party was aware of what problems
caused dissatisfaction for ordinary people.

For this reason, it is time to carry out fundamental reforms in order
to be strengthened.

Despite the start of negotiations on Turkey’s entrance to the EU in
2004, this process delayed. The main reason for this is the Kurdish
problem, Turkey’s failure to implement the requirements to open borders
with Armenia and its refusal to recognize the "Armenian genocide"
committed by the Ottoman Empire in 1915.

In fact, the AKP knew that the doors of the EU are closed for Turkey.

But despite this, it continued holding reforms in the country in
order to join the EU. Many experts believe that the reforms carried
out by the AKP in fact were carried out not with the same objective,
but in order to become the most democratic state in the Middle East,
super-state.

Along with the reforms implemented, making significant changes to
foreign policy, Turkey has become a mediator in resolving the problems
of the region. Starting dialogues Syria-Israel, Israel-Lebanon,
Palestine-Israel and Pakistan-Afghanistan is a result of Ankara’s
foreign policy.

In fact, the steps taken for the sake of "membership" to the EU, were
carried out with the aim to become the strongest in the Middle East.

However, along with Turkey, Saudi Arabia, Egypt, Israel and Iran
seeks hegemony in the Middle East.

In such a situation, it is time for Ankara, who played an active role
in resolving the frozen conflicts in the region and the world, to say
its word. Palestine existed in the same region, which Ankara regards
as a potential Ottoman territory, which left the Arab States and the
Arab-Israeli conflict. The Palestinian problem and the Arab-Israeli
conflict have acquired such a status that "solving" this problem,
it is possible to gain prestige in the region and Islamic world.

Based on historical principles, Turkey, which claims for Ottoman
influence, can not harm its relations with the Arab states, but
strengthening these ties was one of the priorities for Ankara.

Israel’s conducting military actions in the Gaza Strip in 2008 caused
regression in relations between Ankara-Tel-Aviv and the beginning
of the Arab-Turkish relations. The first reciprocal step of Ankara
to protest against military actions in Gaza was to eliminate the
Turkish-Israeli inter-parliamentary friendship group.

In Davos the Turkish Prime Minister Erdogan asked the President of
Israel "one minute" to comment on events in Gaza, and thereby enhanced
his credibility both inside the country and in Arab and Islamic
countries. Erdogan returned to his country as "conqueror of Davos".

After the Turkish-Israeli relations receded into the background,
Ankara had to take some steps to strengthen its power in the region.

For this reason, Ankara re-considered its relations with Baghdad and
Damascus, eliminated visa regime with Syria and signed 48 documents
in Iraq during one day.

To please Iran, it was also necessary to take appropriate steps,
and speaking at the UN General Assembly, Erdogan noted that while the
whole world is discussing Iran’s nuclear program, no one is interested
in Israel’s nuclear program.

Later, Ankara refused to conduct joint military exercises U.S. –
Israel – Turkey, and the conqueror of Davos, Erdogan, said that it
was done at the desire of the Turkish people.

In fact, on the backdrop of all these events, Turkey openly states
throughout the region that Ankara is the only force and power in
the region.

The time will tell whether Turkey will realize its Ottoman ambitions
in the region.

Agakhanov described the long-standing gas dispute between the two as
"unlocked." But the envoy stressed that "Turkmenistan, following the
idea of diversification of gas export routes, does not see in Russia
a single partner."

In an exclusive interview with the Russian newspaper Nezavisimaya
Gazeta, Agakhanov insisted bilateral trade between Turkmenistan and
Russia was not hit by the months-long freeze on gas exports following
an April explosion on a key pipeline which Ashgabat accused Gazprom
of orchestrating.

Trade turnover in 2008 amounted to $6 billion, he said. But "trade
between the two countries in January-August 2009 compared with same
period in 2008 [?] amounted to $5.12 billion," he claimed citing an
increase in "goods, technologies and services."

Agakhanov added that Ashgabat’s participation in the European-backed
Nabucco pipeline remains a possibility. But he cautioned competing
Turkmen and Azeri claims of ownership of three Caspian Sea hydrocarbon
blocks could derail the project. "This idea is constrained by a number
of objective and subjective factors," he said on October 19.

ArmInfo. The European Court of Human Rights has accepted the claim of
Bjni Mineral Water Plant and businessman Khachatur Sukiassyan against
the Republic of Armenia.

The press service of Bjni reports that the 3rd section of the court
has suggested that by Nov 19 2009 the claimants submit the summary
of the case.

To remind, July 24 2009 Bjni Mineral Water Plant and Khachatur
Sukiassyan appealed to the European Court of Human Rights against
the Republic of Armenia. They asked the Court to oblige the RA to
pay the company 220mln EUR compensation in AMD.

In Oct 2008, following tax claims, the Armenian Government sequestered
the property of Bjni and put it up for electronic auction. MP and
businessman Ruben Hayrapetyan was bought Bjni for $14.5mln but later
asked to annul the deal. Before the sequestration Bjni belonged to
Khachatur Sukiassyan, who openly supported the radical opposition
led by Levon Ter-Petrossyan during the last presidential election.
