Invest In Armenia and get taxes back in three years. According to
a new project that the government of Armenia will unveil soon those
investors who invest 2.6 million or more dollars in the real estate
and construction industries in Armenia will receive their taxes back
in three years. The deputy finance minister of Armenia Mr. unveiled
some details of this investment stimulus after the today’s government
meeting in Yerevan.

The government stimulus program will help those real estate investors
by paying back three years worth of taxes after the third year.

Real estate and construction sectors were one of the worst
suffered sectors of the Armenian economy like in USA and in many
other countries. Now the officials say that the economy in Armenia
bottomed in July and already started a modest growth. Since it’s very
difficult to attract investment during the difficult economic times,
the Armenian government decided to come up with this incentive to
attract more investment in the sectors of construction and housing.

Banking Remained Strong

Surprisingly no Armenian bank suffered huge losses during the last
recession. Due to conservative policies the banks in Armenia were
able so successfully fight the recession and and continues lending.

However, interest rates on loans and mortgages still are higher
than in European countries and USA. This creates more investing
opportunities in the Armenian banking industry, the growth of which
has been announced by the government as one of the priorities of the
economy. The country’s banking intends to be a bridge between the
East and West, thus aiming to become a regional financial hub.

The government thinks this latest investment stimulus will be a real
attraction for contractors. While the property prices have dropped
significantly during the past year, on the backdrop of stabilizing
house prices this stimulus will be an attractive tool for foreign
and overseas investors to invest in Armenia’s real estate industry
and receive three years worth of taxes back after the third year.

ARMENIAN SCHOOL CHILDREN PARTICIPATED IN ALL-UKLRAINIAN TOURNAMENT FOR YOUNG CHEMISTS

/PanARMENIAN.Net/ Ayb-2009 Armenian schoolchildren’s team which
participated in All-Uklrainian Tournament for Young Chemists
returned to Yerevan on October 29. Contest brought together 19 teams
representing Ukraine, Russia (1 team) and Armenia (Ayb-2009). Armenian
team consisted of 5 high school students from the schools of Yerevan
and Vanadzor.

Team supervisor Nina Obosyan – Candidate of Chemical Studies and
teacher in school N. 84 of Yerevan, was previously the trainer of Vadim
Georgiadi team, many-times champion of all-USSR chemistry contests.

Armenian team participated in the event upon the initiative of Ayb
educational foundation. Armenian schoolchildren’s participation
was inestimable in terms of both scientific-educational development
and establishment of international ties. However¸ the foundation’s
objective was to thoroughly study the organizational procedures of
all-Ukrainian contest for applying the model in Armenian beginning
next year.

CIS Interstate Aviation Committee Chairwoman Tatiana Anodina on
October 29 positively estimated the experience of cooperation over
the 18 years and emphasized that Armenia is ready to continue and
expand cooperation aimed at strengthening country’s aviation security.

S. Sargsyan said that aviation is of special importance for Armenia,
therefore issues of sphere’s development and aviation security are
in the focus of constant attention.

According to the RA President’s Press Office, T. Anodina presented
the work and current programs being implemented by the Interstate
Aviation Committee in various directions to S. Sargsyan.

Armenia’s Ambassador to Egypt, Armen Melkonyan, met with Egypt’s
Minister of Higher Education and Scientific Research, Dr. Hani Helal,
on October 27, press office of Armenian Foreign Ministry reports.

The parties discussed issues of cooperation in field of education,
and, in particular, the process of preparing for signing an agreement
of intergovernmental program of cooperation in fields of education
and science for 2009-2012.

The parties stressed the importance of prolongation of bilateral
relations between the two countries’ universities and necessity of
haring the experience, and praised activities of Armenian Studies

In a major foreign policy speech pronounced on Monday (26 October),
UK Foreign Secretary David Miliband called for Turkey’s full membership
of the EU, provided that the candidate country satisfies human rights
standards and addresses the role of the military and the separation
of powers.

Speaking at the International Institute for Strategic Studies in
London, Miliband said that being European is about values, not race
or religion, and therefore having a Muslim country with a secular
public realm can only strengthen the Union.

Without alluding to France or Germany, which recently proposed a
‘privileged partnership’ for Ankara (EurActiv 08/05/09 and 11/05/09),
the UK’s primary diplomat said that he was aware of such views, but
added that in his perspective most of these concerns "are based on
a static and frankly out-of-date view of what modern Turkey is".

Miliband listed the advantages of Turkey’s EU membership, pointing
to its role as an important transit country for securing Europe’s
energy supply, as well as for tackling drugs and international
criminal routes.

Miliband also spoke about Europe’s responsibility to integrate the
Western Balkans, highlighting the need to solve current setbacks
in Bosnia and Herzegovina (EurActiv 21/10/09). In a broader sense,
he said that by enlarging, the EU has become stronger, and that all
had benefited from this – both older members and newcomers.

"No-one believes that in the next twenty years the EU could or should
double in size again. But if we fail to use our power to break down
the barriers between the EU and its neighbours, freeing up trade,
investment, and travel, and welcoming new members, we will all –
not just aspirant members – pay a significant price. The figures
actually speak volumes here – in less than 10 years trade between
the old and new member states grew almost threefold," Miliband said.

The UK foreign secretary also saw the Eastern Partnership, the
recently launched new framework for cooperation between the European
Union and Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine
(see EurActiv 07/11/08), as a "step toward possible membership"
of the Union.

In fact, a number of EU countries, including France and Germany, had
insisted that the Eastern Partnership should not contain a promise
for EU membership, and even refused to call it the ‘Eastern European
Partnership’.

British diplomats told the press that Miliband’s speech was not to be
seen as a policy programme in a campaign for the post of the EU’s High
Representative for Foreign Affairs. Miliband himself said that he was
"fully booked" and did not harbour ambitions of an EU career.

According to many pundits, Miliband’s pro-Turkey positions will
likely exclude him from the race, as he would be vetoed by "more than
one country".

Armenia’s Ambassador to Lebanon, Ashot Kocharyan, had a meeting with
Lebanon’s Prime Minister, Fouad Siniora, yesterday, reports press
office of Armenian Foreign Ministry.

Prime Minister Siniora congratulated Ashot Kocharyan with the
appointment and wished him good luck in diplomatic mission. During
the meeting, the parties highlighted the importance of launching of
Armenian-Lebanese relations, their developing and expanding especially
those in trade and economy. They also pointed importance of mutual
visits of high-ranking delegations and of sessions of intergovernmental
commissions.

The parties noted that existing potential in different fields provides
wide opportunities for mutually beneficial cooperation. During
the meeting the officials also talked about last developments in
Armenian-Turkish reconciliation.

Istanbul ` Officials in Turkey and Azerbaijan frequently refer to the
two countries ` bound together by language and culture and, more
recently, by oil and gas pipelines ` as `one nation-two states.’

But this slogan is being put to the test these days, following the
recent signing between Turkey and Armenia of protocols to restore
diplomatic relations and open up their borders, something Azerbaijan
is strongly opposed to.

Observers warn that the tension between Turkey and Azerbaijan could
not only undermine the two neighbors’ relations, but also jeopardize
some of the energy deals the two countries are involved in,
particularly the Nabucco pipeline project, which is designed to ease
Europe’s dependence on Russian gas.

The historic protocols make no mention of Nagorno-Karabakh, a
mountainous Azeri territory occupied by Armenian forces since 1994.

Turkey first closed its border to Armenia in response to its
occupation of the territory and Azeri officials have said Ankara’s
relations with Yerevan should not be restored until the frozen
Nagorno-Karabakh issue is settled.

The reaction in Baku to the deal signed by Turkey and Armenia ` which
must still be ratified by the two countries’ parliaments to take
effect ` has been particularly strong. Turkish flags were taken down
at official buildings and monuments in the Azeri capital, Baku.

Azerbaijani President Ilham Aliyev, speaking at a nationally televised
cabinet meeting on October 16, suggested his country might stop
selling Turkey natural gas at a discounted price.

`It is not a secret to anyone that for many years Azerbaijan has been
selling its gas to Turkey for one-third of market prices,’ Aliyev
said.

`What state would agree to sell its natural resources for 30 percent
of world market prices, especially under current conditions? This is
illogical,’ Aliyev added.

`Azerbaijan is looking at the opening of the Turkey-Armenia border as
a betrayal.

`We are looking at Turkey as our main partner in the region and as
Armenia as our main enemy. The reaction is natural,’ says Vafa
Guluzade, former foreign affairs advisor to the previous Azeri
president, Haydar Aliyev.

`The situation right now is that the Turkish-Azeri relationship is
threatened by the threat of full destruction. I’m not talking on the
level of the people ` I’m talking on the level of the leadership,’ he
says.

Armenian forces in Nagorno-Karabakh and some surrounding districts
today control some 20 percent of Azerbaijan’s territory. The United
Nation estimates that there are 690,000 internally displaced persons
from the territory in Azerbaijan.

Although Azerbaijan and Armenia are engaged in ongoing talks, co-
chaired by the United States, Russia and France, aimed it resolving
the issue, although they have made little progress.

Experts warn that without any movement on the Nagorno-Karabakh front,
the opening of the Turkish-Armenian border could lead to an even
stronger reaction from Baku, particularly on energy issues.

Azerbaijan sits on top of large oil and gas reserves and has emerged
in recent years a major player in the energy field. Turkey, meanwhile,
is positioning itself to become a major oil and gas transit country `
a plan that, to a large extent, depends on access to Azeri energy
resources.

`If those countries which are genuinely interested in the Nabucco
project influence Armenia so that it steps back from the occupied
territories and both Azerbaijan and Turkey will be satisfied, then
this will be remembered as only an episode in Turkey-Azerbaijan
relations,’ says Ilgar Mammadov, a political analyst based in Baku.

`If not, then the relationship between Turkey and Azerbaijan will
worsen and projects like Nabucco will be undermined.’

Turkish officials have been making efforts to appease Baku, making it
clear that they will not move forward on renewing ties with Armenia
until the Nagorno-Karabakh.

`Nothing can change the fact that Turkey will always stand by
Azerbaijan, and Turkey’s position on Azerbaijan’s territorial
integrity and its territories under occupation,’ Turkish Foreign
Minister Ahmet Davutoglu said during a Thursday visit to the Azeri
capital.

But Guluzade, the former Azeri foreign affairs advisor, says Baku is
looking for stronger reassurances on the issue.

`We need something more real in our hands. Armenia has signed
protocols under the auspices of The United States, Russia and France.
We only have words. That’s not enough,’ he says.

Some Turkish officials, though, have started to express frustration
with Azerbaijan’s strong response to Ankara’s budding détente with
Yerevan.

`The Azeri reaction is very disappointing. We have a difficulty
understanding these reactions and the forms and ways in which they are
happening,’ says Suat Kiniklioglu, a member of the governing Justice
and Development Party (AKP) and spokesman for the parliament’s foreign
affairs committee.

Huseyin Bagci, a professor of international relations at Ankara’s
Middle East Technical University, says that in the long run the
opening of the Turkey-Armenia border will also facilitate the solving
of the Nagorno-Karabakh issue.

`Azerbaijan has to realize that discussion of the Nagorno- Karabakh
issue can only happen if the Turkey-Armenia border opens,’ he says.

In the meantime, without a resolution to the conflict betwee
Azerbaijan and Armenia, Ankara and Baku may find the `one nation-two
states’ slogan being further tested, Bagci says.

`It’s a nationalist slogan, it’s nice to hear, but it’s never been the
case. We have never been one nation,’ he says. (dpa)

Ambassadeur d’Arménie en Suisse, où il réside, Charles Aznavour milite
pour la réconciliation entre la Turquie et l’Arménie. Sans oublier de
préparer la sortie de Charles Aznavour & The Clayton Hamilton Jazz
Orchestra, un disque jazz, attendu le 30 novembre (Capitol/EMI), ou de
se promener, tel un galopin, dans le long cours de sa vie. Il en
raconte des bribes charmantes et non chronologiques, dans un livre qui
vient de paraître, A voix basse (Don Quichotte, 2009, 225 p., 17
euros). Citoyen arménien depuis décembre 2008, Charles Aznavour est né
à Paris le 22 mai 1924, de deux parents arméniens, exilés après le
génocide de 1915 perpétré par la Turquie. Profondément engagé pour
l’Arménie depuis le tremblement de terre qui ravagea le pays en 1988,
Aznavour en est devenu un héros, " statufié de mon vivant dans la
ville de Grumi ".

Le conflit du Haut-Karabakh – six ans de guerre entre l’Azerbaïdjan et
l’Arménie, de 1988 Ã 1994 – n’avait pas arrangé les relations entre la
Turquie et l’Arménie. Le 10 octobre, les deux pays ont enfin réussi Ã
s’entendre et ont signé un accord à Zurich (Suisse), prévoyant, entre
autres, la réouverture des frontières, fermées en 1993. Parmi les
officiels, la secrétaire d’Etat américaine Hillary Clinton et Charles
Aznavour, 85 ans, Français de France et Arménien aussi. " Non, jamais
je n’ai cherché à trafiquer mon passé de "pièce rapportée". Je suis né
Aznavourian, et si de mon nom j’ai sacrifié le suffixe "ian", ça
n’était pas pour en ôter la sonorité étrangère, mais pour une raison
fort simple : imaginez-vous une affiche à rallonge sur laquelle on
lirait : Shanourh Aznavourian ", écrit l’auteur, dont le nom de scène
à ses débuts fut cent fois écorné : " Azvanour, Absadourg,
Asstambourg, etc. " Il a fallu du temps pour l’imposer, et, dans A
voix basse, Aznavour donne quelques recettes pour réussir sa vie
d’artiste : d’abord avoir de l’humilité, de la prudence et du courage.

Si vous allez trop vite – genre " Star quelque chose " – vous arrivez
" au paradis des illusions, porte ouverte sur l’enfer des
désenchantements… Du fruit de ce travail-lÃ, vous risquez de ne
récolter que les épluchures. Car il n’y a pas de secret, le plus dur
reste toujours à accomplir : tenir ". Le nouvel album met en scène
d’anciennes chansons – dont Comme ils disent (1973) ou Il faut savoir
(1962). Faut-il s’arrêter sur la brisure de la voix ? Non, puisque le
swing perdure. Et que " la jeunesse perdue, c’est celle du corps qui
nous abandonne en tout premier ".

PANARMENIAN EXPO-2009 KICKS OFF IN YEREVAN

Armenian Prime Minister Tigran Sargsyan participated in the opening
of the PanArmenian Expo-2009 at the Sport and Concert Complex after
Karen Demirchyan.

The Prime Minister was accompanied by Minister of Finance Tigran
Davtyan, Minister of Diaspora Hranush Hakobyan, other officials.

Following the opening ceremony, Tigran Sargsyan walked about the
pavilions, familiarized with the goods and services offered by
local and foreign companies and talked to representatives of the
participating companies.

The PanArmenian Expo 2009 has been organized by the Ministry of
Diaspora and the Chamber of Commerce and Industry of Armenia.

The exhibition will continue through October 25.
