Azerbaijan’s Foreign Minister Elmar Mammadyarov, who is attending in
"Caspian prospect-2008" international forum in the Slovenian capital,
Ljubljana, is expected to have bilateral meetings, Tahir Taghizadeh,
FM Press and Information Policy Department chief told the APA.

The Minister plans having talks with OSCE Chairman-in-Office & Belgium
Foreign Minister Karel de Gucht and US deputy Assistant Secretary of
State for Europe and Eurasian Affairs Matthew Bryza.

Mammadyarov said that he has not been offered to meet with Armenian
Foreign minister Vardan Oskanyan.

The Foreign Ministers will address the international forum today.

"I’m acting in the frames of the OSCE mandate, according to the
agreement of the parties. I can leave only in case the sides officially
speak against my candidacy. However, up to now none of the statements
has made a similar statement," Personal Representative of the OSCE
Chairman-in-Office, Ambassador Andrzej Kasprzyk told TURAN agency,
commenting on a number of critical reports in the mass media. The
Ambassador said also that he doesn’t understand the reason of the noise
about his personality in the Azeri media. Kasprzyk noted also that he
is currently in Europe and intends to return to Baku early September.

It should be noted that official Baku was dissatisfied with Kasprzyk’s
report on the results of the monitoring of the fires at the contact
line between the Armed Forces of Azerbaijan and Nagorno Karabakh,
particularly with the opinion of the Ambassador, according to which it
is impossible to reveal the reasons of the inflammations. After this
Azeri media started convincing Andrzej Kasprzyk of his pro-Armenian
position.

BAKU WANTS THE KARABAKH ISSUE DISCUSSED BY THE UN. YEREVAN THREATENS
TO QUIT PEACE TALKS; Yerevan threatens to withdraw from Karabakh
talks if Baku has the issue discussed at the UN level.

Armenian Representative to the UN, Armen Martirosjan, told RL the
other day that Yerevan might quit the peace talks if Baku initiated
discussion of the issue at the UN. According to Martirosjan, Armenia
and Azerbaijan made a pact in 2005, that the problem would be handled
exceptionally by the OSCE Minsk Group chaired by Russia, France, and
the United States together, and that official Baku would refrain from
trying to transfer the issue to the UN level.

Martirosjan told RL that Azerbaijan had recently sent a letter to the
UN urging it to "facilitate restoration of the territorial integrity
of Azerbaijan." "Armenia may quit the negotiations altogether if
Azerbaijan… tries to bring the matter of the Nagorno-Karabakh
conflict resolution to the UN," Martirosjan was quoted as saying.

Armenian diplomat’s ultimatum raised eyebrows in official Baku. "The
Armenian Foreign Ministry has never responded. Why would the Armenian
Representative to the UN speak on behalf of the Armenian state?"
Metin Mirza of the Azerbaijani Foreign Ministry Press Service said.
Mirza believes that it was the Armenian diplomat’s personal opinion.
As for the negotiations, "its suspension is not even discussed,"
Mirza said. Moreover, another meeting of the Azerbaijani and Armenian
foreign ministers might take place in September. Chairmen of the OSCE
Minsk Group do insist on this meeting, Mirza added.

Official Baku in the meantime is trying to have the Karabakh issue
discussed at the UN and at the autumn session of the Parliamentary
Assembly of the Council of Europe. The matter concerns the fires
raging on the Azerbaijani territories occupied by Armenia. Baku
suspects that "the Armenian side caused these fires deliberately"
particularly since the prevailing winds drive them to the positions
of the Azerbaijani army. Baku wants the "fire issue" resolved by the
UN and the Parliamentary Assembly.

avec un budget pharaonique de 3,5 millions de dollars. "C’est le
budget le plus eleve de toute l’histoire du cinema egyptien",
souligne l’intrepide cineaste, qui, en adaptant le best-seller d’Alaa
el-Aswany (1) traite sans peur des sujets sensibles et tabous tels
que la corruption politique, les inegalites sociales, le desir, les
obsessions sexuelles, l’homosexualite, les brutalites policières, la
montee de l’islamisme, l’avortement force. C’est Waheed Hamed, le
très prolifique scenariste et père du cineaste, qui est l’auteur de
l’adaptation. "Mon père avait achete les droits du roman dès sa
sortie en 2002. Mais comme le cinema egyptien s’aventure depuis ces
dernières annees du côte des comedies, les producteurs et les
distributeurs etaient frileux, alors que notre passe a la fois

Egypte. Il incarne la corruption. Il est en apparence très
respectueux de la religion mais n’hesite pas a faire avorter de force
sa seconde epouse. Il est a l’oppose du personnage de Zaki
el-Dessouki, qui vit dans la nostalgie d’un Caire cosmopolite, dans
l’amour de Paris, des chansons d’Edith Piaf. Quand Nasser est arrive
au pouvoir au debut des annees 1960, notre style de vie a
complètement change. Nous nous sommes recroquevilles sur nous-memes,
replies dans un système socialiste." L’Immeuble Yacoubian est sorti,
en juin dernier, au Caire, rencontrant un succès autant public que
critique. "Mais j’ai eu peur un moment que le film ne soit censure.
Un senateur qui avait pourtant la reputation d’etre un liberal a
decide de debattre du film en plein Parlement. Il voulait
l’interdiction de L’Immeuble Yacoubian. Heureusement, le comite en a
decide autrement. C’est la sagesse. On ne peut pas condamner les
idees." Marwan Hamed a une belle assurance. Autant dans ses propos

est si populaire que, lorsque nous tournions en exterieur, c’etait de
la folie, de l’hysterie pure ! Il est une veritable legende, mais il
ne m’a pas impressionne car je le connais depuis que je suis gamin.
Je sautais sur ses genoux quand j’avais 6 ans. Il est un grand ami de

At the expense of our forests, in 12 years the occupants extracted
720,000 cubic meter wood
At the expense of occupied Azerbaijani territories, Armenia re-sells
70 cubic meter wood and 1500 dimension abroad per annum. According to
accounts, for last 12 years Armenians extracted 720,000 cubic meter
wood from the occupied territories. In connection with that our State
sustained the damage amounting to 11,000,086 manats. Rovshan Jalilov,
director of Forest Development Department at the Ministry of Ecology
and Natural Resources of Azerbaijan informed that fires which recently
took place in the occupied territories, caused damage 1,500 ha that
makes up approximately 409,702 AzN: "Annually, fires destroy 15-16
million ha forests worldwide. In Azerbaijan, in 2002 the fires covered
77 ha, in 2003 – 9 ha, and in 2005 – 21 ha."

Under accounts, in 2000 dimension amounting to US$ 20 million was
delivered to Azerbaijan from abroad, then in 2005 this figure
reached US $ 67.7 million. It demonstrates that lately at the
expense of import dimension, the number of facts of deforestation
cut substantially. According to R. Jalilov, 90% forests of Azerbaijan
falls on mountain areas, but 989,000 ha of our country are particularly
forests: "The decree of the Cabinet of Ministers from 1998 resulted
in reduction of deforestation significantly. Under statistics, the
number of illegal deforests is reduced per annum.

Thus, if in 2003 illegal deforestation of 60,000 cubic meters was
observed, already in 2004 this figure reached 49,000 cubic meters,
and in 2005 – 38,000 cubic meters."

To date over 400 furniture shops operate in Baku. The examination
conducted by the Ministry of Ecology & Natural Resources together
with Environment Guard Department, revealed dimension in 19 out of
them. R. Jalilov informed that this July the appropriate examinations
in Yevlakh, Shamakhi, Dashkesen, Yardimli, Gazakh and Balaken were
held. According to him, such arrangements resulted in dismissal of some
members of forest departments, and foresters of a number of districts:
"Under Department’s accounts, in 2003 the cases of the violation of law
were revealed in the territory of forests extending 38,493 cubic meters
and entailed damage in the amount of 303,610 manats. The offenders
were found out and compensated 41 per cent damages. In 2005 the same
cases were observed in the territory of forest of 19.87 cubic meters,
and damage amounted to 127,254 manats.

In 2006 because of the violation of the law 11 men were detained,
and few people were brought to suit. To date 4 forest departments
are examined. The case was transferred to the Republican Prosecutor."

It is appropriate mention that there are about 4 billion forest
lands in the world. To maintain ecology balance each country should
be extended with at 25-30% forests. For instance, in Panama it makes
95%, in Japan – 70%, in Turkey – 27%, in Azerbaijan – 11.4%. 0.62%
ha forest falls on a man worldwide. In connection with percentages,
it can make 0.45 ha. In Azerbaijan it makes nearly 0.14%.

So far we have not responded to the letters of our readers. And not
because they are critical and we do not want to publish negative
opinions. And not because they are full of praise and we do not
want to appear immodest. Simply these letters were in the mode of
approval or debate, which, we thought, would not be interesting for
our other readers.

However, we decided to make an exception for a letter we got on August
24 and publish it. Moreover, our exception stems from the exception
of the letter in the sense that besides being a mere opinion the
letter contains interesting information connected with the topic
of the article "Million in Lobbyist Basket". A reader from
Sweden wrote to us. We present the letter sent by e-mail fully and
without changes.

"Hello, I read the news every day from Sweden on you homepage.

I enjoy it a lot, Even if it is very depressing regarding the situation
in Armenia and I like that you report the truth…becouse only then
change can happen. But regarding you article MILLION IN LOBBYIST
BASKET I just want to say All THAT money spend. If it was sent to
Armenia it would not make a difference because the money in Armenia’s
mafia state corruption the money would just disappear.

The situation whit the corruption in Armenia, is not only hitting
the Armenians in Armenian but also the Diaspora I give you just an
example. In London the Armenian Diaspora owned a sporting facility
whit during the Gumry disaster the Armenians sold to send to Armenian
relief. They sold the complex then for! 1 Million pounds, they sold
it to Bangladeshis, today the sport complex I worth 20 million pound!

The Armenian in London don’t have any wear now to meet and have
different sporting and event activities! And so they slowly lose
contact and disappear and lose their culture and identity … This
is just an example of the destruction of Armenian corruption that
hits the Diaspora …because of the corruption in Armenian.

well-equipted radio station will function in the Javakhk region of
Ninotsminda from October 1. It was founded on the initiative of the
Tbilisi representation of the famous BBC "R" studio. According to
the "A-Info" agency, the Ninotsminda radio will have an information,
funny, sporting programs, ones dedicated to women, etc. 13 employees
of the radio station underwent courses with a number of experienced
journalists. Laura Varjapetian is appointed the coordinator of the
radio, and Ararat Pttian is appointed the editor-in-chief.

Baku, 17 August: The chairman of the Press Council, Aflatun Amasov,
had a meeting today with the head of the public-political department
of the presidential administration, Ali Hasanov.

The meeting discussed the situation surrounding the media in the recent
period, the press service of the Press Council reported. Specifically,
they discussed the abduction of the editor-in-chief of Bizim Yol
newspaper [and deputy chairman of the People’s Front of Azerbaijan
Party], Bahaddin Haziyev, as well as other cases of violence against
journalists and the increase in the number of lawsuits against the
mass media. Amasov said that it is necessary to take urgent measures
to prevent such incidents.

On the other hand, Hasanov said that every person has the right to
go to court. He sees the way out of the situation in journalists’
respect for people’s honour and dignity.

Amasov also had a meeting with the interior minister [Ramil Usubov]
today.

They agreed to hold a round table to discuss relations between the
police and the mass media on 19 August.

The round table will be attended by high-ranking officials of the
Interior Ministry, including the minister himself, members of the
Press Council and heads of several media outlets.

YEREVAN, August 17. /ARKA/. The second all-Armenian Educational
Conferences kicked off in Armenia. In Yerevan on Thursday during
the opening ceremony, the RA Minister of Science and Education
Levon Lazarian said that the conference would be of great practical
importance, especially taking into consideration the fact that it’s
immediately before the Armenia-Diaspora forum.

He said that the conference was mainly aimed consistent elaboration and
introduction of necessary principles and criteria in the all-Armenian
educational system.

"We do not strive to work out common standards for schools of all
Armenian communities of the world, however the fact that we have a
common goal, which we can embody in tasks and graphics is evident",
Lazarian finds.

He emphasized that during the conference participants will discuss
main issues, which worry representatives of Armenian schools of
Armenia and Diaspora.

"The agenda of the event includes, particularly the issue of teaching
Armenian Studies at school, problems of language policy in the system
of secondary education, the necessity of creating a department of
West-Armenian Language in the Yerevan State University and Armenian
on-line school", he explained.

In his turn head of the Diaspora relations department of RA Ministry of
Science and Education Hrach Tadevosyan emphasized that 150 directors
of schools, lycees and educational centers from 23 countries of the
world, namely from Russia, Georgia, Karabakh, USA, Argentina, Canada
and France take part in the event.

The second All-Armenian Educational Conference is being held in
Tsakhkadzor Armenian resort city from August 18 to 20.

The first such conference was held in Armenia in 2004. Such event’s
are aimed at unifying the potential in the sphere of education in
the scope of the Armenia-Diaspora cooperation, specifying dominant
directions of the educational sphere, joint and systemized elaboration
of programs on timely issues and search for solutions, as well as
rendering practical assistance.

The third Armenia-Diaspora Forum is scheduled for September 18-20,
2006.
